I have worked at a senior level for over 25 years in Local Government, mainly the social housing
sector,as an IT professional for a number of organisations.
I have a wide and a deep range of ICT experience including the programme and portfolio
management, the development and implementation of ICT strategies, the lifecycle of the
implementation of ICT systems and ICT system reviews. I have managed a number of major
programmes, establishing programme offices with appropriate management standards. I have also
managed organisational transformation through the introduction of technology coupled with change
management programmes. I have managed the end to end life cycle of a system implementation
through its transition into business as user. I have established support structures as well as introduced
processes and procedures to ensure systems are maintained according to the business requirement.
I have extensive experience of international assignments performing a number of roles including that
of programme director, project manager and team leader. I have undertaken assignment based in
country full time or part time from the UK. I am also a very experienced supplier and contract
manager.
I have internationally recognised industry certifications including PRINCE2 and ITIL V3 as well as
Master degree in Information Technology.

• Programme Director for the introduction of support structures, procedures and processes for
the systems managed by the Government of Lesotho including IFMIS and the development of
a change management programme
• Programme Director for the procurement and establishment of the primary and secondary data

I worked closely with national Governments including that of Botswana and Lesotho managing
transformation programmes and acting as a trusted advisor whilst working with various consultancies
including PWC, NCC Group and Tribal Helm. I have worked for software providers such as First
Software and outsource providers including ITNET.
I have an IT MSC along with PRINCE2 and ITIL V3 accreditation. I have also been trained in other
discipline including programme management with IT Net and IS Strategy (SISP) development with
PWC. I have also completed CISSP training.

conducted a skills audit.
Government of Lesotho Development and implementation of an ICT Strategy
as well as management of the provision of technical
assistance. This included a review of their current
information systems, organisational structure, training
needs analysis and governance structures. Supporting
the introduction of the integrated financial
management information system replacing the legacy
system. John was responsible for developing the
proposition, selling and delivery of the programme
with a value of over £700,000
Botswana Housing Corporation Practice Director responsible for the development of a
5 year ICT Strategy including recommendations
regarding the organisation, applications and
technology with an implementation plan supporting the
business needs. The major recommendations were to
identify an integrated housing management system,
procure using a SaaS deployment model adopting ISA
standards. This included a review of information
needs, current systems and governance.

on ISO 27001 on behalf of a donor agency.
