Capital Festival Productions and La Société francophone de Victoria are proud to present the
2011 O’Siem BC Spirit Festival. Our Festival Celebration is held at City Centre Park, Langford,
BC. The O’Siem BC Spirit Festival is a celebration of BC arts & culture and our Olympic Legacy,
showcasing BC Emerging Artists, local cultural organizations, and businesses.

Capital Festival Productions would like to thank

Our Vision
The theme of our festival is inspired by an early Coast Salish poems. The words “O Siem”
when translated mean “welcoming and honoring guests”. The words are used in combination
with hand movements to welcome and honor guests. Our vision is bringing together
the Westshore Districts and their diverse business and cultural communities in the form
of an Interactive Village.
Interactive Village
The Interactive Village is located within the arena floor area allowing visitors to stroll between
stage performances and the 80 trade show display booths. Our festival is representing arts
and cultural organizations within our business community. O’Siem BC Spirit Festival will high-
light the positive synergy between the arts and business sectors throughout the Westshore and
Greater Victoria.
Emerging Artists
Our Signature Stage at the O’Siem BC Spirit Festival will allow artists to showcase their
talents through free public performances. We showcase talented BC Emerging Artists
providing them with the opportunity of performing to larger audiences.
”I work with youth to re awaken this self-esteem and hopefully instill within them a will to set goals,
to allow themselves to dream. These self-esteem workshops are shaped and designed around the same
process that brought me to my path, reading and writing, critical also is dialogue, allowing the youth to
talk, to open up. This is what we need to re-awaken in youth and children today.”

City of Langford
On behalf of Langford Council and our residents, I would like to welcome all of the participating
municipalities, businesses, performers, organizers and visitors to the O Siem BC Spirit Festival.
Langford is pleased and honoured to host this event, which brings Langford, Colwood, Metchosin,
Highlands, View Royal and Sooke together to showcase the best of business and the arts on the
West Shore.
The concept of combining commerce and culture in a free festival for the public presents a truly
unique way to share with the rest of the region the many great cultural organizations and
businesses that contribute in so many ways to making the West Shore such a special place.
There needs to be a healthy balance in place in order for communities to reach their full potential.
An event like the O’Siem BC Spirit Festival is a great way to share in the diversity of the municipali-
ties and districts that make up the West Shore, establish common ground and connections, and
help forge relationships that improve the quality of life for our growing communities.
Susan Aglukark’s inspiring workshops will be a highlight to the O’Siem BC Spirit Festival.
Langford Council is building a community that families and businesses embrace because of the
recreational, entertainment and affordable housing opportunities Langford offers. City Centre Park
is a great example of Langford Council’s commitment to achieving that vision. The Westhills BC
Day Celebration was a wonderful musical showcase and free event for our community. As founding
sponsor, Westhills has been proud to support Capital Festival Productions in the development of
these initiatives. The new family bowling centre currently nearing completion will be a place where
people of all ages and skill levels can share great family time and a healthy lifestyle together.
The new arena will provide more recreational options for our youth and provide another venue for
events like this one that will draw visitors from all over the Island. The beautification of Goldstream
Village in our downtown core, the addition of more cyclist and pedestrian routes that link to our
lakes and trails and the installation of more public art are just a few of the efforts aimed at
increasing enjoyment and live ability for our residents and visitors. This event will help spread
the word about the great things going on to the rest of the Capital region and beyond.
John Selkirk, Capital Festival Productions and La Société francophone de Victoria deserve our
heartfelt appreciation for choosing Langford to host this event, and a sincere thank you to all
involved.

West Shore Community, Culture and Commerce
The West Shore Chamber of Commerce celebrates in style British Columbia’s artistic and
cultural diversity and our proud 2010 Olympic legacy with a free Valentine’s weekend full
of fabulous entertainment and opportunities to discover great local businesses and
cultural organizations. The diverse culture and innovative spirit of people living in the western
communities has become increasingly apparent over the past several years.
Since making the Westshore his home, Gerry St. Cyr has been a strong advocate of the
community and local business; he is the Facility Operator of Langford’s City Centre Park
and Family Fun Park, and President of SportAssist, a local charity that provides opportunities
for underprivileged children to experience the benefits of being involved in organized sport.
Gerry was recently welcomed onto the board of the Westshore Chamber of Commerce. 
“I want to bring local businesses together, but with a unique spin,” says St. Cyr. 
With this in mind, he has paired up with John Selkirk, president and founder of Capital
Festivals Productions, to orchestrate the O’Siem BC Spirit Festival, weaving together a
unique tapestry of business and entertainment, which will showcase just how much the
community has to offer. Gerry is pleased to be starting his position with the Chamber on such
a positive note; entertainment is booked for the whole weekend, and the booths are totally sold
out.  This is a rare opportunity for members of the community to come out and really
experience what the Westshore has to offer!

The Westhills BC Day Celebration is located in view of beautiful Langford Lake, on land
donated by Westhills Land Corporation to Langford. The City Center Park Stadium hosted the
event for the entire Westshore Community. This location connected audiences to Langford’s
Civic pride and rapidly growing business sector, while showcasing a variety of
performances by talented local musicians and BC Emerging Artists throughout the day.

BC Day Celebrations. This location connected audiences to our vibrant downtown and
historical past, while showcasing a variety of performances by BC Emerging Artists
throughout the day.

Capital Festival BC Day Celebration featured musical genres appealing to all age groups.
Capital Festival Productions provides full accessibility to all members of the public–a key
consideration throughout the planning of our events.
“The Capital Festival’s work in procuring sponsors, media attention and performers from
around BC paid off. The ambience provided the perfect musical backdrop for live music
and each performance was met with standing ovations. In addition there were various
vendors offering BC and local merchandise for sale and the provision of food and

Capital Festival Productions have positioned our BC Day Celebrations as a continuing
contribution to the Province. Our organization has demonstrated consistent delivery
of our events while encouraging businesses to partner, collaborate, and invest in
our vision.
Capital Festival BC Day Celebrations are dependent on memorable performances.
Our ability to engage local partners will ensure the festival’s success on an annual basis.
Showcasing and providing opportunities for talented musicians and BC Emerging Artists 	
is our key mandate. Our events embrace diversity, vitality and stainability. The Capital
Festival BC Day Celebration is becoming a cherished community tradition that is
enjoyed by all.
Capital Festival Productions Initiatives
Capital Festival Productions has developed, organized and presented many arts and 			
culture events in Victoria. We are committed in our dedication to supporting young
artists, singers and performers including young classical musicians in pursuit of their
goals. The formation of our BC Emerging Artist Achievement Award Program is just
one of our new initiatives to support young talent in this Province.
The Capital Festival Orchestra Society is a non-profit organization whose mission
involves providing programs, events and services that serve the growing and changing
needs and wants of our community, with an emphasis on talented BC Artists.
We formed the Capital Arts Guild to offer artists an opportunity to register in our
programs. Younger artists will experience a connection to the arts through our
Kids in Music Program and it’s future summer camp activities.
	 Our events embrace diversity,
vitality and sustainability.

Artists at the Heart of Festival’s Success

Growing partnerships and opportunity benefit top B.C. talent
So how has Selkirk managed to build a successful and growing business that provides quality
entertainment for free and still pay all his participating artists?
“Well, I really believe in collaboration,” says Selkirk. “It’s something we’re trying to embrace
– bringing in sponsors, developing relationships, finding ways to get corporate sponsors. We
work for mutual benefit.”
The production model that Capital Festival uses is built on positive partnerships with
progressive corporations and local communities who understand, embrace and celebrate
the arts.
For example, securing the sponsorship of Westhills Land Corp. in Langford allowed the
festival to expand to a new community this year.
A recovering economy means that while Westhills is building a 6,000 unit sustainable
community and commercial development. They are also working with arts organizations
like Capital Festival Productions to create cultural and recreational opportunities for
community residents.
For John Selkirk, working in partnership means more artists get more opportunities. “I can’t tell
you how many artists from all over the province are calling me now, asking to be included,” he
says. And maybe that’s because, as a musician himself, Selkirk remains focused on providing
opportunities for talented, emerging artists and promoting Victoria as a cultural destination.
“We’re really pleased with the response to this year’s celebrations, and we’re already working
on next year’s line-up,” says Selkirk.
One thing’s for sure – Capital Festival Productions will continue to bring artists
and audiences together.

			 John Selkirk
John Selkirk is recognized as a talented producer and responsible for creative arts marketing
and initiatives. John is a musical consultant who has extensive experience as performer.
He has a keen interest and entrepreneurial talent in the administration and marketing of the
performing arts, bringing to audiences stirring and thoughtful programming. John created
Capital Festival BC Day Celebration and Westhills BC Day Celebration.
John brought the critically-acclaimed Cathedral Summer Festival to large audiences in Victoria,
BC. As Artistic Director, he was responsible to oversee all operations, including programming,
contracting, scheduling and development of funding initiatives. “Providing opportunities for
BC Emerging Artists to perform on signature stages is paramount in the creative
development of young performers”.
John is also an alumnus of the National Youth Orchestra of Canada. John studied at the Banff
School of Fine Arts with support from Canada Council and was subsequently invited back on
invitation to perform as a member of the Faculty Brass Ensemble. At the age of 16, John first
performed with the Toronto Symphony and has since performed with many orchestras and
musical ensembles across Canada. His formal music training on the Trumpet began with
Fred Mills of the Canadian Brass and followed by a performance degree from the
University of Toronto. Graduate studies were continued at Northwestern University in Chicago
as John was invited on full scholarship by trumpet professor Vincent Cichowicz.
During his time in Chicago John performed as a member of the Civic Orchestra of Chicago
with additional training from Adolf Herseth of the Chicago Symphony. John was awarded the
position of Principal Trumpet in the Victoria Symphony at age 21 and has been a member for
over 25 years while calling Victoria, his home.

Capital Festival Productions and La Société francophone de Victoria are proud to present the 2011 O’Siem BC Spirit Festival. Our Festival Celebration is held at City Centre Park, Langford, BC. The O’Siem BC Spirit Festival is a celebration of BC arts & culture and our Olympic Legacy, showcasing BC Emerging Artists, local cultural organizations, and businesses.
  • 3. 2 |  EVENT SUMMARY O’Siem BC Spirit Festival Capital Festival Productions would like to thank as Founding Sponsor of our Westshore festival celebrations. Our Vision The theme of our festival is inspired by an early Coast Salish poems. The words “O Siem” when translated mean “welcoming and honoring guests”. The words are used in combination with hand movements to welcome and honor guests. Our vision is bringing together the Westshore Districts and their diverse business and cultural communities in the form of an Interactive Village. Interactive Village The Interactive Village is located within the arena floor area allowing visitors to stroll between stage performances and the 80 trade show display booths. Our festival is representing arts and cultural organizations within our business community. O’Siem BC Spirit Festival will high- light the positive synergy between the arts and business sectors throughout the Westshore and Greater Victoria. Emerging Artists Our Signature Stage at the O’Siem BC Spirit Festival will allow artists to showcase their talents through free public performances. We showcase talented BC Emerging Artists providing them with the opportunity of performing to larger audiences. ”I work with youth to re awaken this self-esteem and hopefully instill within them a will to set goals, to allow themselves to dream. These self-esteem workshops are shaped and designed around the same process that brought me to my path, reading and writing, critical also is dialogue, allowing the youth to talk, to open up.   • 7. 6 |  EVENT SUMMARY City of Langford On behalf of Langford Council and our residents, I would like to welcome all of the participating municipalities, businesses, performers, organizers and visitors to the O Siem BC Spirit Festival. Langford is pleased and honoured to host this event, which brings Langford, Colwood, Metchosin, Highlands, View Royal and Sooke together to showcase the best of business and the arts on the West Shore. The concept of combining commerce and culture in a free festival for the public presents a truly unique way to share with the rest of the region the many great cultural organizations and businesses that contribute in so many ways to making the West Shore such a special place. There needs to be a healthy balance in place in order for communities to reach their full potential. An event like the O’Siem BC Spirit Festival is a great way to share in the diversity of the municipali- ties and districts that make up the West Shore, establish common ground and connections, and help forge relationships that improve the quality of life for our growing communities. Susan Aglukark’s inspiring workshops will be a highlight to the O’Siem BC Spirit Festival. Langford Council is building a community that families and businesses embrace because of the recreational, entertainment and affordable housing opportunities Langford offers. City Centre Park is a great example of Langford Council’s commitment to achieving that vision. The Westhills BC Day Celebration was a wonderful musical showcase and free event for our community. As founding sponsor, Westhills has been proud to support Capital Festival Productions in the development of these initiatives. The new family bowling centre currently nearing completion will be a place where people of all ages and skill levels can share great family time and a healthy lifestyle together. The new arena will provide more recreational options for our youth and provide another venue for events like this one that will draw visitors from all over the Island. The beautification of Goldstream Village in our downtown core, the addition of more cyclist and pedestrian routes that link to our lakes and trails and the installation of more public art are just a few of the efforts aimed at increasing enjoyment and live ability for our residents and visitors. This event will help spread the word about the great things going on to the rest of the Capital region and beyond. CAPITAL FESTIVAL Productions  | 7 West Shore Community, Culture and Commerce The West Shore Chamber of Commerce celebrates in style British Columbia’s artistic and cultural diversity and our proud 2010 Olympic legacy with a free Valentine’s weekend full of fabulous entertainment and opportunities to discover great local businesses and cultural organizations. The diverse culture and innovative spirit of people living in the western communities has become increasingly apparent over the past several years. Since making the Westshore his home, Gerry St. Cyr has been a strong advocate of the community and local business; he is the Facility Operator of Langford’s City Centre Park and Family Fun Park, and President of SportAssist, a local charity that provides opportunities for underprivileged children to experience the benefits of being involved in organized sport. Gerry was recently welcomed onto the board of the Westshore Chamber of Commerce.  “I want to bring local businesses together, but with a unique spin,” says St. Cyr.  With this in mind, he has paired up with John Selkirk, president and founder of Capital Festivals Productions, to orchestrate the O’Siem BC Spirit Festival, weaving together a unique tapestry of business and entertainment, which will showcase just how much the community has to offer. Gerry is pleased to be starting his position with the Chamber on such a positive note; entertainment is booked for the whole weekend, and the booths are totally sold out.  This is a rare opportunity for members of the community to come out and really experience what the Westshore has to offer!

The Westhills BC Day Celebration is located in view of beautiful Langford Lake, on land donated by Westhills Land Corporation to Langford. The City Center Park Stadium hosted the event for the entire Westshore Community. This location connected audiences to Langford’s Civic pride and rapidly growing business sector, while showcasing a variety of performances by talented local musicians and BC Emerging Artists throughout the day. Our organization has demonstrated consistent delivery of our events while encouraging businesses to partner, collaborate, and invest in our vision. Capital Festival BC Day Celebrations are dependent on memorable performances. Our ability to engage local partners will ensure the festival’s success on an annual basis. Showcasing and providing opportunities for talented musicians and BC Emerging Artists is our key mandate. Our events embrace diversity, vitality and stainability. The Capital Festival BC Day Celebration is becoming a cherished community tradition that is enjoyed by all. Capital Festival Productions Initiatives Capital Festival Productions has developed, organized and presented many arts and culture events in Victoria. We are committed in our dedication to supporting young artists, singers and performers including young classical musicians in pursuit of their goals. The formation of our BC Emerging Artist Achievement Award Program is just one of our new initiatives to support young talent in this Province. The Capital Festival Orchestra Society is a non-profit organization whose mission involves providing programs, events and services that serve the growing and changing needs and wants of our community, with an emphasis on talented BC Artists. We formed the Capital Arts Guild to offer artists an opportunity to register in our programs. Younger artists will experience a connection to the arts through our Kids in Music Program and it’s future summer camp activities. Our events embrace diversity, vitality and sustainability.
  • 15. 14 |  EVENT SUMMARY Artists at the Heart of Festival’s Success by Melissa Peters, Public Affairs Bureau, Ministry of Tourism, Culture and the Arts September 2, 2010 Growing partnerships and opportunity benefit top B.C. talent So how has Selkirk managed to build a successful and growing business that provides quality entertainment for free and still pay all his participating artists? “Well, I really believe in collaboration,” says Selkirk. “It’s something we’re trying to embrace – bringing in sponsors, developing relationships, finding ways to get corporate sponsors. We work for mutual benefit.” The production model that Capital Festival uses is built on positive partnerships with progressive corporations and local communities who understand, embrace and celebrate the arts. For example, securing the sponsorship of Westhills Land Corp. in Langford allowed the festival to expand to a new community this year. A recovering economy means that while Westhills is building a 6,000 unit sustainable community and commercial development. They are also working with arts organizations like Capital Festival Productions to create cultural and recreational opportunities for community residents. For John Selkirk, working in partnership means more artists get more opportunities. “I can’t tell you how many artists from all over the province are calling me now, asking to be included,” he says. And maybe that’s because, as a musician himself, Selkirk remains focused on providing opportunities for talented, emerging artists and promoting Victoria as a cultural destination. “We’re really pleased with the response to this year’s celebrations, and we’re already working on next year’s line-up,” says Selkirk. One thing’s for sure – Capital Festival Productions will continue to bring artists and audiences together.

  • 18. 18 |  EVENT SUMMARY Capital Festival Productions CEO and Artistic Director John Selkirk John Selkirk is recognized as a talented producer and responsible for creative arts marketing and initiatives. John is a musical consultant who has extensive experience as performer. He has a keen interest and entrepreneurial talent in the administration and marketing of the performing arts, bringing to audiences stirring and thoughtful programming. John created Capital Festival BC Day Celebration and Westhills BC Day Celebration. John brought the critically-acclaimed Cathedral Summer Festival to large audiences in Victoria, BC. As Artistic Director, he was responsible to oversee all operations, including programming, contracting, scheduling and development of funding initiatives. “Providing opportunities for BC Emerging Artists to perform on signature stages is paramount in the creative development of young performers”. John is also an alumnus of the National Youth Orchestra of Canada. John studied at the Banff School of Fine Arts with support from Canada Council and was subsequently invited back on invitation to perform as a member of the Faculty Brass Ensemble. At the age of 16, John first performed with the Toronto Symphony and has since performed with many orchestras and musical ensembles across Canada. His formal music training on the Trumpet began with Fred Mills of the Canadian Brass and followed by a performance degree from the University of Toronto. Graduate studies were continued at Northwestern University in Chicago as John was invited on full scholarship by trumpet professor Vincent Cichowicz. During his time in Chicago John performed as a member of the Civic Orchestra of Chicago with additional training from Adolf Herseth of the Chicago Symphony. John was awarded the position of Principal Trumpet in the Victoria Symphony at age 21 and has been a member for over 25 years while calling Victoria, his home. C apital Festival
