Develops and promotes strategies for small business participation in DHS contracting
programs.
Manages the DHS-wide small business program.
Works with industry, DHS acquisition professionals, the DHS Office of the Chief
Procurement Officer, the ten Heads of ContractingActivity (HCA), and the Component
small business specialists and program offices to maximize prime and subcontracting
opportunities.
Performs outreach to small businesses - mission enablers
Must adhere to the requirements in the Small Business Act.

Conducts internal training on federal small business contracting programs.
Is separate and distinct from contracting.
Supports the longstanding government-wide policy objective to maximize
opportunities for small businesses in federal contracting.
Makes sense! Small businesses create jobs, support the economy, and provide
innovative solutions.The Federal Government is the largest buyer of goods and
services in the world. Federal Small Business Contracting Programs were created to
“level the playing field.”

DHS is the largest agency to earn a grade of “A” or “A+” for thirteen years in a row on the annual small business
federal procurement scorecard issued by the Small Business Administration (SBA). DHS is the largest federal
agency to have this level of achievement.
In FY 2021, DHS awarded 38.25 percent of total contracting dollars to small businesses, greatly exceeding the
government-wide goal of 23 percent.

Support forUnderserved Communities through the FederalGovernment, Executive Order on Diversity,
Equity, Inclusion, andAccessibility in the Federal Workforce |TheWhite House
‱ Directs agencies to make Federal contracting and procurement opportunities more readily available to all
eligible vendors and to remove barriers faced by underserved individuals and communities
‱ The term “equity” means the consistent and systematic fair, just, and impartial treatment of all
individuals, including individuals who belong to underserved communities that have been denied such
treatment, such as Black, Latino, and Indigenous and NativeAmerican persons,AsianAmericans and
Pacific Islanders and other persons of color; members of religious minorities; lesbian, gay, bisexual,
transgender, and queer (LGBTQ+) persons; persons with disabilities; persons who live in rural areas; and
persons otherwise adversely affected by persistent poverty or inequality.
‱ The term “underserved communities” refers to populations sharing a particular characteristic, as well as
geographic communities, that have been systematically denied a full opportunity to participate in aspects
of economic, social, and civic life, as exemplified by the list in the preceding definition of “equity.”

‱ OSDBU implements policies, procedures, and outreach programs to emphasize
the Department’s commitment to contracting with SDBs, including businesses
