– Initiating comprehensive large-scale energy
efficiency projects at all appropriate
facilities over 100,000 square feet.
– Undertaking "retro-commissioning" at all
applicable buildings over 50,000 square feet
– Considering energy performance in siting
and procuring leased space
– Developing a facility maintenance program
for lighting and HVAC systems
– Supporting training of client agency
personnel on energy, water and sustainable
practices
– New construction and major renovation
over 20,000 square feet must meet
MassLEED Plus requirements.

What We Do – Energy Team
The Performance Contracting Program uses the turnkey approach
to construction whereby a competitively procured energy
services company (ESCO) or Certified Contractor is responsible for
the design, purchase, installation, and maintenance of energy and
water capital improvements.

Design- Build Energy Service Agreement (ESA)
• DCAMM provides approximately 30% design drawings
Comprehensive Energy Service Agreement (ESA)
• Contractor is responsible for audit, design, and
construction of Project
Green Communities Act
Utility Vendor Terms and Conditions (T&C)
• Utility Vendor contracts for less than $100,000
• Aggregate limit of $500,000
• Once audit is performed DCAMM will evaluate report
and determine the scope of work for the project, if any.
• Parties will then enter into a contract.

AEP Overview
The AEP will…
• Reduce energy consumption by 20-25% over 700 state sites
• Create about 4,000 clean energy jobs
• Save the Commonwealth an estimated $43 million annually
• Improve operations and maintenance through continuous
training and support
• Keep Massachusetts a national leader in energy efficiency

AEP Program Definition
There are 818 sites in the Commonwealth’s capital asset inventory. A total of 118 were excluded from the AEP because
they are not currently in use, are considered retrofitted through recent prior projects, or do not consume energy. The
remaining 700 sites will be retrofitted in the AEP.
