7. The Specific Objective of this budget support
operation is to help the Government of Ukraine
improving environmental policy performance
The measures will support
improvements in environmental
governance and environmental
mainstreaming also in other sectoral
policies such as energy, transport and
industry
The measures will also support
• Institution building and better legislation
• Implementation of international conventions and
multilateral environmental agreements
• Good governance, respect of human rights and
gender equality
• Democratisation and enhancing the role of civil
society and NGOs
8. The Results from the Government
environmental sector programme being
encouraged by the support measure include:
The national legislation in the field of environment is
made closer to the EU standards and best practices
Regional and sectoral environmental policies are
adopted and implemented
International conventions and multilateral agreements
on environment ratified by Ukraine are more steadily
implemented thanks to an increased organizational
and monitoring capacity of the Ministry of
Environment and Natural Resources of Ukraine
9. The Results from the Government
environmental sector programme being
encouraged by the support measure include (2):
Awareness on environmental issues in the public at
large is significantly increased
Losses of bio- and landscape diversity are limited
Application of sustainable use of natural resources is
mainstreamed
10. The proposed actions will be
specifically targeted at:
Increased Government ownership of the
environment sector reform process and
development of sustainable environment sector
policy and strategy
Increased coherence between environment, energy,
transport and other related sectors, including
improvements in energy efficiency as well as
mitigation of and adaptation to climate change
Greater harmonisation and alignment of procedures
and policies in the environmental sector in Ukraine
with EU norms and practices
11. The proposed actions will be
specifically targeted at:
Improved institutional / administrative capacity,
accountability and transparency in the environment
sector
Contribution to achieving the Millennium
Development Goals (MDGs) on ensuring
environment sustainability
Improved budgeting and financial management in
the environment sector
Improved dialogue between the Government and all
relevant civil society stake-holders and international
partners

13. Criteria for Disbursement:
For all tranches during the operational period:
• Satisfactory progress in the implementation of
the National Environment Strategy of Ukraine
including the National Action Plan for its
implementation for the period 2011 - 2015
• Satisfactory progress in the maintenance of a
stability-oriented macroeconomic policy
• Satisfactory progress in the implementation of
its programme to improve and reform public
finance management
14. For the variable tranches:
1 Elaboration and/or review and approval of
sectoral and regional programs related to
environmental protection
2 Approval by the Ministry of Ecology of Baseline
Plan for Harmonization of Ukraine’s legislation
with the EU laws; implementation of the Plan
and report on harmonization
15. 3 Simplification and transparency of authorization
system in the sphere of environmental protection
and safety
4 Strengthening of the MENR’s capacity with
respect to annual environmental monitoring
5 Improvement of access to environmental
information, involvement of the public in decision
making, and enhancing of environment education /
awareness
16. 6 Stabilization of emissions of pollutants and
greenhouse gases to atmospheric air from
stationary sources of pollution of enterprises of
the power engineering complex
7 Improvement of water quality for surface water
bodies due to improvement and upgrade of
municipal water treatment facilities
8 Upgrade of waste management infrastructure in
Ukraine
9 Increase in natural life environment of flora and
fauna representatives
17. The regular SBS implementation monitoring of the
compliance of Ukraine with the general and the
specific conditions as well as the achievement of
the indicators will be carried out by the
JOINT MONITORING GROUP (JMG)
The Joint Monitoring Group will be established by
the MENR of Ukraine.
18. MENR will chair the meetings at
least at the Deputy Minister level. The
European Commission will be
represented and participate in all the
meetings of the JMG. Other donors, in
particular SIDA, will be invited to take part
in the JMG. JMG will include key
Government Ministries and
authorities responsible for the
attainment of the sector objectives. The
representatives of the civil society,
NGOs can be invited as observers.
19. The JMG will meet at least
once a year and each
quarter at technical level to
assess, discuss and agree on the
progress of the implementation of the
SBS Operation, the compliance with
the general and specific
conditions as well as
achievement of the indicators
and other related issues.
