It is innovative & historical event that “ The Right of Children for Free & Compulsory
Education Act, 2009 “ passed on 16 feb,2010 & enforced from April 1st ,2010 in all state
except J&K. It is divided in seven chapters with thirty eight acts.
Rajasthan state also passed “ Rajasthan Right of Children for Free & Compulsory
Education Rules,2011” on march 29,2011 with ten parts & twenty nine rules.
If we go back for education of child, Britain was first to decided for compulsory
education in 1870. In India, new era of compulsory education started in 1882. Gopal Krishn
Gokhale was first person to raised voice for compulsory education in India in 1906. Kher
committee ,1947 reported for compulsory education for children. Indian Constitution, 1947,
gave importance for right to free & compulsory education at primary level. The constitutional
amendment 86th for historical decision for The Right of Children to Free & Compulsory
Education.
