Founded in 1878, the first beyond Ural, National Research Tomsk State University is today:

Educative, methodological and technical bases of distance education of TSU were created in the Institute.
Experienced specialists in distance education, lifelong learning and e-learning are working in the Institute. The
staff of the Institute is engaged in scientific activity. Teachers not only of the University, but of preschool,
primary and secondary school and remedial pedagogy institutions as well as business partners cooperate with
the Institute.
Creation of Association “Siberian open university” on Institute’s management initiative and implementation of
the project of distant education development in Kazakhstan as well as development of Russian-Kazakh
University of distance education are the first system projects in Russia corresponding to world’s experience.
Association is the Siberia's first consortium of
universities uniting intellectual resources of regional
higher education institutions and scientific
institutions in the field of open lifelong education.
Nowadays 33 universities of Siberia, Far East and
Kazakhstan, 2 scientific research institutes of the
Siberian Branch of the Russian Academy of Sciences, 4
secondary professional and 3 general education
institutions are members of Association. This model of
consortium of educational and scientific institutions
received approval of the Ministry of Education of the
Russian Federation.
Institute of Distance Education participates in activity of
Association in the field of methodology and technology of
distance education. The staff of the Institute annually
publishes the works in the scientific and methodical
magazine of Association – “Open and distance
education”

Annually Institute of Distance Education of TSU participates in scientific and technical projects in the sphere
of open and distance education and e-learning. Projects are pointed at design and introduction all elements
of the system of open education: organization and legislative forms of universities activity and scientific
institutions projects in the sphere of open education, scientific and educational programs, organizational
and methodological forms and technologies of distance education resource supply. Since 2004 IDE
participated in carrying out over 25 projects, the most important of these are:

programs of high schools focused on development of children and teenagers endowments
on the basis of a distance school at national research university in following five academic
directions: 1) humanities, natural sciences; 2) humanities, physics;

Within the project “Development of e-learning and distance technologies including for realization
of joint educational programs and individualization of learning” IDE manages the creation of
Massive Open Online Courses of TSU – it is a new step in development of modern education which
allows everyone from every place on the globe to gain knowledge distantly with careful scheduling
of tests and free communication with the teacher and thousands of the listeners.

The main result of the Institute work is improving scientific, methodological and
practical bases of distance education system which allows implementing qualitative
changes in educational technologies and using unique possibilities of Tomsk science
and educational complex for exporting educational services and creating system of
lifelong open education.
Results of IDE TSU work are of great importance to forming united educational
environment in Tomsk region, joint activity of educational institutions in the sphere
of distance education and University informatization.
Improving legislation, design new informational and educational technologies,
generalization of Association “Siberian Open University” experience determine
directions of broadening united educational informational region area and increasing
effectiveness of educational activity.
Results of IDE TSU activity on creation and development of distance education system,
system of continuous and supplementary education and informatization of education are
represented at the exhibitions, where they were awarded with diplomas and medals.
Institute of Distance Education is a permanent participant of scientific and technical
exhibitions, which are held in Russia and foreign countries. IDE TSU developments were
awarded many times with prizes of prestigious Russian exhibitions.
IDE employees became laureates of two state prizes in the field of education: the
premiums of the Russian President and the Government.
IDE TSU quality management system was evaluated and registered by authorized
organization, NQA, according to correspondence to BS EN ISO 9001:2000 standards
requirement in the area of design and distant educational services rendering in the
sphere of multilayer academic, postgraduate and supplementary education, scientific and
research works.
