2. Consumer Product Testing Regulations
The FDA does not require pre-market approval for personal care items, but moderately
regulates these items through the Federal Food, Drug, and Cosmetic Act (FD&C Act) and
the Fair Packaging and Labeling Act. The FD&C Act prohibits the marketing of
adulterated products or misbranded cosmetics. Violations of the Act involving product

with clear answers to the problem being solved. Our reports won’t leave you asking more
