Tier 2 Low emissions vehicles hauling exempt amounts of waste
under DEC rules, and operated by organizations that process
100% of what they collect to a fully finished product.
Processing must meet DEC regulations for exempt or
registered organic waste sites, OR exempt or registered

Panel 1: New York City Rocks Community Composting!
New York City has more than 250 community compost sites located throughout its five boroughs. These operations span different systems, organizational structures, and sizes. This panel will share lessons learned and tips for replication, and feature how the City supports food scrap collection at farmers markets, community composting, demonstration sites, and training through its NYC Compost Project.
volunteer vs business enterprise, entity structure, staffing, capacity, compost system, compost use, BMPs, financing, importance of training, community engagement & participation, lessons learned, tips for replication. These are the issues we've heard from our network that they'd like to know about.
(20 slides for 20 seconds each; 6 minutes and 40 seconds in total for each presenter).
1 - intro CGC / RO
5 - set the stage: waste hauling in nyc
7 - rules and regs in NYC, organics rules

Challenges on both sides
DSNY Organics program expanding to all neighborhoods
Planned by end of 2018, expansion halted in May
City focusing on route density
Planned expansion to continue in 2019
Commercial: heat map of overlapping routes
Plan to move towards a zoned or franchised system
Based on geography, with haulers bidding on zones
Haulers must prove capacity to offer organics in addition to recycling and compost collection in order to bid on a zone
Implementation Plan coming out soon

NYC regs
Tiers are built on an assessment of processing capacity conducted every two years, as sites open, rules can expand, but chicken <> egg is an issue
Rules for businesses - so far there are two tiers,
First tier, represented by images at bottom - 286 businesses, Winter 2017 enforcement began
something like 2,000 or 2,500 businesses once the August rules begin to be enforced in 2019
Based on processing capacity as discussed last slide

Launching service that combines our consulting and concierge services - helping launch compost programs for office buildings
Option 1: Underway :
We service tenants in an office with concierge service
Work with management company to maintain compost toes in loading dock, which are emptied by commercial hauler
Option 2: In Progress:
We set up the program, build system, and develop relationship with commercial hauler, then leave the building to manage the program
Funds from Emerging Composter Competition allowed us to scale up and understand the market better - this new hybrid service likely won’t use the trike:
We can continue to service small food businesses, who are still unders served
Can also launch consulting services and hybrid services
Status quo: micro hauling is a gray area in NYC -
pilot program but only nonprofits are eligible

This is what commercial consolidation looks like
Started at the garden, photos of totes lined up at garden gate
Reached out to by a building manager w/ tenants wanting to compost, launched a “consolidation point” in their loading dock
Building has our insurance info, but we have no financial relationship with the building
Tenants pay us for concierge service (custodial), and we pay a waste hauler to collect from the building
IDeally we could consult with these buildings to set up programs and move on, but it’s still a relatively new thing…
