Guiding Principles and Concepts
• People-centred, i.e. focuses on what matters to people,
understands the differences between groups of people
• Responsive and participatory: poor people must be key actors
in identifying and addressing livelihood priorities
• Multi-level: poverty elimination is an enormous challenge that
will only be overcome by working at multiple levels
• Partnership with both the public and private sectors and civil
society.
• Sustainability(economic,institutional, social and environmental)
• Dynamic: external support must recognize the dynamic nature
of livelihood strategies
PCDP II is designed with having 4 main components and
complementary sub components . namely,

Guiding Principles and Concepts • People-centred, i.e. focuses on what matters to people, understands the differences between groups of people • Responsive and participatory: poor people must be key actors in identifying and addressing livelihood priorities • Multi-level: poverty elimination is an enormous challenge that will only be overcome by working at multiple levels • Partnership with both the public and private sectors and civil society. • Sustainability(economic,institutional, social and environmental) • Dynamic: external support must recognize the dynamic nature of livelihood strategies
