ISO CERTIFICATION
• 30% of companies are ISO9000 certified: this is tightly coupled to
public procurement procedures, seen as obstacle by ‘micro’ and
‘small’ companies due to costs and bureaucracy
OPEN SOURCE
• 60% of companies are very competent on Open Source Software;
SOA is well known, while Resource Oriented Architecture (ROA) is
not; mobile applications are still a challenge

• Just one-third of companies are already involved in some

BARRIERS TO INOVATION DEFINED BY SMEs
• limited access to data: the licenses for re-use spatial
data and the costs curb innovation
• difficulties in entering or participating in EU co-funded
projects (due to the complexity of bureaucracy and time
requested to prepare administrative documents)
Main obstacles
MAIN OBSTACLES IN EUROPEAN CONTEXT
• Only 14% of the overall EC budget for ICT FP7 projects
was received by SMEs, while 21% went to Large
Enterprises (2007-2011)1.
• Almost half of companies see the dominance of the
market by established enterprises as the main barrier.

Implementation - technical aspects
• METADATA Increase of data and services available (from
about 250 metadata records publicly available in 2008 to
1.764 in 2014 (yesterday)) – many data providers started
to use metadata after INSPIRE Directive
• SERVICES Massive increase of use of view services (e.g.
cadaster data – indicator „use of service“ from 36,5 mil
in 2009 to 708 mil in 2012) – many other data providers
started to make their data available through services
after INSPIRE Directive
• DATA Large involvement in data specs testing (remaining
doubts about the feasibility of harmonization – mainly
due to the large volume of time and personal needed)

Implementation non - technical aspects
• Data sharing arrangements – e.g. after massive
increase of usage of their data Czech Office for
Surveying, Mapping and Cadaster changed their
licences – usage of basic and specific INSPIRE
licences
• Involvement of various stakeholders
– Data providers get more involved – nearly 500
contacts in INSPIRE mailing list
– 29 responses to the INSPIRE evaluation
