     Growing f food security concerns du to demogra
                                         ue            aphic pressure, combined with increas competitio for
                                                                                  d            sed            on
     water and climate variability have o
              d                          once again brought forwar the importance of irriga
                                                                    rd                         ation to grow more
     food. The plight of the poorest of fa
                                         armers, the smmall-holders is likely to be worsened unnder water-sc carcity
     and clima variability endangering their food s
              atic          y             g            security. The increasing p
                                                                   e               pressure on natural resou  urces,
     particularl land and water, stemmin from comp
               ly          w              ng          plex water-foood-energy link kages also means that inc crease
     in food production cannot be achi    ieved through mono-disciplinary appro
                                                       h                           oaches. Expaansion of irriggation
     therefore has become more critical in all its form and interac
                                                      ms            ctions, requiring inputs fro all stakeho
                                                                                               om             olders
     and actors working within the irrigat
               s                                      culture sector, particularly w the small
                                         tion and agric                            with         l-holder farme
                                                                                                             ers.

     In order to address these issues and fulfilling ICID’s miss
                            t                         g             sion and obje ectives of co ontributing to food
                                                                                                              o
     security, ICID is bringin together re
                             ng          epresentative of all stake
                                                      es            eholders involved in irrigation of all type and
                                                                                                              es
     at all scal under the umbrella of World Irriga
               les          e                        ation Forum (WIF). It will include policy makers, ex
                                                                                                 y            xperts,
     research institutions, non-governmmental organiz  zations, priva sector co
                                                                    ate          ompanies and farmers, among
                                                                                                 d
     others. Th WIF is being organised in cooperatio with the host Turkish N
               he                       d              on                        National Comm  mittee on Irriggation
     and Drainnage (TUCID) and in partne
                            )            ership with FA IWMI, GW ADB and IFPRI.

     Production. “The Future We Want”, an outcome of the Rio+20 conference, recognizes the need to
     maintain natural ecological processes that support food production systems. How irrigated agriculture can
     meet these aspirations under the increasing food demands in the 21st Century requires systematic review
     of the policies, techniques, implementation strategies to identify more sustainable water management
     strategies under limiting natural resources – both land and water- under competing financial resources.
     The Forum will therefore strive to address the following theme and sub-themes. In addition other
     international workshops, special sessions and side events will be organized.

     Under the main theme ‘Irrigation and drainage in a changing world: challenges and opportunities for
     global food security’, following are the sub-themes and related topics:

     Sub-theme 1: Policy, Science and Society Interactions
     Topics:
     1.1   Policy requirements for better governance
     1.2   Innovations, extension and improved irrigation and drainage services
     1.3   Greater interaction among water users, agents, governmental organizations.

     Sub-theme 2: Challenges and Developments in Financing Irrigation and Drainage Sector
     Topics:
     2.1   Roles of water users, governmental organizations, and private sector in the development of
           irrigation and drainage
     2.2   Financing mechanisms for investments in new technology, construction, rehabilitation and
           modernization of irrigation infrastructure
     2.3   Partnership of various stakeholders in financing the irrigation and drainage sector

     Sub-theme 3: Integrated Water Management Approaches for Sustainable Food Production
     Topics:
     3.1   Water-Land-Food- Energy nexus
     3.2   Challenges of sharing water between sectors (domestic, industry agriculture, and environment) in
           consideration with increasing population and climate change
     3.3   Irrigation and drainage for environmental sustainability

     INTERNATIONAL WORKSHOPS

     Workshop – 1: ‘Water Wisdom and Sustainability’

     Water wisdom of the past and relevant case studies; Wisdom and knowledge management; Water and
     sustainability; Case studies of sustainable historical water schemes; Using the tradition methods for
     creative and modern innovations in water engineering; Re-learning the lost knowledge; Synergy and
     combination of modern and traditional methods; Comparison of traditional methods with modern
     technology in rural areas

     Workshop – 2: ‘Developing Management Strategies for Coping with Drought and Water Scarcity’

     Drought Management Strategies: Quantification or categorization of drought; Predicting or forecasting
     drought; Drought management strategies under national, water management and end user levels;
     Implementation of strategies during real drought conditions; Effectiveness of strategies during real
     drought conditions
     Coping with Water Scarcity: Quantification or categorization of water short regions; Concepts and main
     aspects of water scarcity; new developments and trends in coping with water scarcity in water stressed
     regions

     Rainfall Management (Water Harvesting): Rainfall management tools; Strategies / policies for rainfall
     management; Effectiveness of rainfall management; Rainfall management effect on surface runoff and
     stream flow

     Workshop – 3: ‘Management of Water, Crops and Soils under Climate Change’

     Quantifying GHG emissions (N2O, CH4 and CO2) and carbon sequestration under current irrigation
     practices; Developing strategies and technologies for minimizing GHG emissions in water-managed
     production systems; Use of improved crop varieties to cope with extreme events (floods and droughts);
     Soil management and tillage practices to adapt to the impacts of a changing climate.

     Note: Full papers (maximum 10 pages, following the guidelines for authors) are invited for the
     international workshops. The schedule for submission of full papers remains the same as in section C2.
     Short communications and the idea of 3 best papers/9 select papers are applicable to sub themes/topics
     of WIF only.

     C. Submission of Papers and Short Communications

     C1   Full Papers (maximum 10 pages of A-4 size, see Guidelines for authors) on the Sub-theme, topics
          and international workshops are solicited from potential contributors. The papers will go through a
          review process. Authors of selected papers would be invited to make a presentation in 15 minutes
          through maximum of 10-15 Power Point slides.

            (a)     Selected 3 best papers (one from each sub-theme) will be presented in the plenary
                    sessions (one paper per plenary session) of the respective sub-theme.
            (b)     From among the papers received/ accepted under each sub-theme, nine select papers will
                    be presented in the 1st, 2nd and 3rd parallel sessions.
            (c)     Other papers can be presented as poster and the authors can participate in the panel
                    discussions and formulation of recommendations
            (d)     Authors will be informed about the acceptance of his/her paper either for oral or poster
                    presentation.

     C2   Schedule for submission of full papers

              i.    Submission of abstracts (max. 300 words):                       15 January 2013
             ii.    Notification of acceptance                                      28 February 2013
             iii.   Submission of paper                                               30 April 2013
             iv.    Notification to author, as regards oral/poster presentation       30 June 2013

     C3   Short Communications (maximum of 4 pages of A-4) on sub-themes and topics are solicited from
          potential contributors. The short communications should describe new/promising products
          (equipment, software, models, management practices, institutional arrangements, etc.). Short
          communications will be invited to be presented briefly in 5 minutes through 3-5 slides.

            (a)     Selected 3 best short communications (one from each sub-theme) will be invited for a brief
                    presentation at the plenary sessions (one short communication per plenary session) of the
                    respective sub-theme.
            (b)     Nine short communications under each sub-theme will be presented in the 1st, 2nd and
                    3rd parallel sessions of the sub-themes.
            (c)     Other short communications can be presented as posters.

Back kground Growing f food security concerns du to demogra ue aphic pressure, combined with increas competitio for d sed on water and climate variability have o d once again brought forwar the importance of irriga rd ation to grow more food. The plight of the poorest of fa armers, the smmall-holders is likely to be worsened unnder water-sc carcity and clima variability endangering their food s atic y g security. The increasing p e pressure on natural resou urces, particularl land and water, stemmin from comp ly w ng plex water-foood-energy link kages also means that inc crease in food production cannot be achi ieved through mono-disciplinary appro h oaches. Expaansion of irriggation therefore has become more critical in all its form and interac ms ctions, requiring inputs fro all stakeho om olders and actors working within the irrigat s culture sector, particularly w the small tion and agric with l-holder farme ers. Moderniza ation services through upgrading exis ation of irriga s, sting infrastru ucture and im mproving irrig gation managem ment, is a chaallenging tech hnical and ins stitutional task New solutio are need k. ons ded, based on new n managem ment options and widely available te echnologies. One of the most signif e ficant changes in institutional arrangeme ents in recent years has bbeen the par rticipatory irrig gation managgement move ement through foormation of water user ass sociations. Agricultur Water Man re nagement (A AWM) encomp passes a ran nge of option from rain fed farming t full ns to irrigation. The approac ches of variou actors invo us olved in agricu ulture water m management are changing at a g, satisfactory pace in so ome areas bu slowly in o ut others. Globa there have been changes in knowledge, ally attitudes a policies regarding agri and r icultural water managemen and the environment. nt In order to address these issues and fulfilling ICID’s miss t g sion and obje ectives of co ontributing to food o security, ICID is bringin together re ng epresentative of all stake es eholders involved in irrigation of all type and es at all scal under the umbrella of World Irriga les e ation Forum (WIF). It will include policy makers, ex y xperts, research institutions, non-governmmental organiz zations, priva sector co ate ompanies and farmers, among d others. Th WIF is being organised in cooperatio with the host Turkish N he d on National Comm mittee on Irriggation and Drainnage (TUCID) and in partne ) ership with FA IWMI, GW ADB and IFPRI. AO, WP, d B.   • 2.   2  First World Irrigation Forum (WIF) – Call for Papers Production. “The Future We Want”, an outcome of the Rio+20 conference, recognizes the need to maintain natural ecological processes that support food production systems. How irrigated agriculture can meet these aspirations under the increasing food demands in the 21st Century requires systematic review of the policies, techniques, implementation strategies to identify more sustainable water management strategies under limiting natural resources – both land and water- under competing financial resources. The Forum will therefore strive to address the following theme and sub-themes. In addition other international workshops, special sessions and side events will be organized. Under the main theme ‘Irrigation and drainage in a changing world: challenges and opportunities for global food security’, following are the sub-themes and related topics: Sub-theme 1: Policy, Science and Society Interactions Topics: 1.1 Policy requirements for better governance 1.2 Innovations, extension and improved irrigation and drainage services 1.3 Greater interaction among water users, agents, governmental organizations. Sub-theme 2: Challenges and Developments in Financing Irrigation and Drainage Sector Topics: 2.1 Roles of water users, governmental organizations, and private sector in the development of irrigation and drainage 2.2 Financing mechanisms for investments in new technology, construction, rehabilitation and modernization of irrigation infrastructure 2.3 Partnership of various stakeholders in financing the irrigation and drainage sector Sub-theme 3: Integrated Water Management Approaches for Sustainable Food Production Topics: 3.1 Water-Land-Food- Energy nexus 3.2 Challenges of sharing water between sectors (domestic, industry agriculture, and environment) in consideration with increasing population and climate change 3.3 Irrigation and drainage for environmental sustainability INTERNATIONAL WORKSHOPS Workshop – 1: ‘Water Wisdom and Sustainability’ Water wisdom of the past and relevant case studies; Wisdom and knowledge management; Water and sustainability; Case studies of sustainable historical water schemes; Using the tradition methods for creative and modern innovations in water engineering; Re-learning the lost knowledge; Synergy and combination of modern and traditional methods; Comparison of traditional methods with modern technology in rural areas Workshop – 2: ‘Developing Management Strategies for Coping with Drought and Water Scarcity’ Drought Management Strategies: Quantification or categorization of drought; Predicting or forecasting drought; Drought management strategies under national, water management and end user levels; Implementation of strategies during real drought conditions; Effectiveness of strategies during real drought conditions Coping with Water Scarcity: Quantification or categorization of water short regions; Concepts and main aspects of water scarcity; new developments and trends in coping with water scarcity in water stressed regions
  • 3.   3  First World Irrigation Forum (WIF) – Call for Papers Rainfall Management (Water Harvesting): Rainfall management tools; Strategies / policies for rainfall management; Effectiveness of rainfall management; Rainfall management effect on surface runoff and stream flow Workshop – 3: ‘Management of Water, Crops and Soils under Climate Change’ Quantifying GHG emissions (N2O, CH4 and CO2) and carbon sequestration under current irrigation practices; Developing strategies and technologies for minimizing GHG emissions in water-managed production systems; Use of improved crop varieties to cope with extreme events (floods and droughts); Soil management and tillage practices to adapt to the impacts of a changing climate. Note: Full papers (maximum 10 pages, following the guidelines for authors) are invited for the international workshops. The schedule for submission of full papers remains the same as in section C2. Short communications and the idea of 3 best papers/9 select papers are applicable to sub themes/topics of WIF only. C. Submission of Papers and Short Communications C1 Full Papers (maximum 10 pages of A-4 size, see Guidelines for authors) on the Sub-theme, topics and international workshops are solicited from potential contributors. The papers will go through a review process. Authors of selected papers would be invited to make a presentation in 15 minutes through maximum of 10-15 Power Point slides. (a) Selected 3 best papers (one from each sub-theme) will be presented in the plenary sessions (one paper per plenary session) of the respective sub-theme. (b) From among the papers received/ accepted under each sub-theme, nine select papers will be presented in the 1st, 2nd and 3rd parallel sessions. (c) Other papers can be presented as poster and the authors can participate in the panel discussions and formulation of recommendations (d) Authors will be informed about the acceptance of his/her paper either for oral or poster presentation. C2 Schedule for submission of full papers i. Submission of abstracts (max. 300 words): 15 January 2013 ii. Notification of acceptance 28 February 2013 iii. Submission of paper 30 April 2013 iv. Notification to author, as regards oral/poster presentation 30 June 2013 C3 Short Communications (maximum of 4 pages of A-4) on sub-themes and topics are solicited from potential contributors. The short communications should describe new/promising products (equipment, software, models, management practices, institutional arrangements, etc.). Short communications will be invited to be presented briefly in 5 minutes through 3-5 slides. (a) Selected 3 best short communications (one from each sub-theme) will be invited for a brief presentation at the plenary sessions (one short communication per plenary session) of the respective sub-theme. (b) Nine short communications under each sub-theme will be presented in the 1st, 2nd and 3rd parallel sessions of the sub-themes. (c) Other short communications can be presented as posters.
