3. ORGANISATION
–
COMMITTEES
The
conference
was
organized
by
a
CONFERENCE
COMMITTEE
based
in
Colombia
and
China,
with
help
from
their
colleagues.
AddiPonal
input
was
provided
by
an
ADVISORY
COMMITTEE,
including
representaPves
from
other
countries
in
Europe,
America,
and
Asia.
A
large
PROGRAM
COMMITTEE
of
academics
and
pracPPoners
reviewed
anonymous
submissions
of:
research
papers,
case
studies,
demonstraPons,
and
posters.
An
AWARDS
COMMITTEE
will
select
papers
of
parPcular
merit
–
in
terms
of
both
theorePcal
and
pracPcal
contribuPons.

REVIEW
The
program
commiWee
comprised
both
academics
and
pracPPoners.
Every
submission
was
allocated
three
reviewers,
including
at
least
one
pracPPoner.
Submissions
were
invited
in
four
categories:
PAPERS,
CASE
STUDIES,
DEMONSTRATIONS,
and
POSTERS.
Reviewers
were
able
to
recommend
acceptance
in
any
category.

SUBMISSIONS
Authors
could
submit
abstracts
for
iniPal
review,
allowing
them
to
check
whether
their
proposed
submission
would
be
seen
as
relevant.
Full
submissions
were
required
by
June,
with
decisions
announced
at
the
end
of
July.
A
double-‐
blind
process
was
employed.
131
submissions
were
received
from
39
different
countries
–
including
90
papers,
of
which
24
were
accepted
for
presentaPon
in
that
form.

Maria

Rosario
Guerra
is
Minister
for
InformaPon
and
CommunicaPon
Technology
(ICT)

Colombia.
She
has
been
successful
in
increasing
access
to
ICT,
parPcularly
in
educaPon,
and
is
developing
a
framework
for
investment,
innovaPon,
and
social
inclusion.
INTERNATIONAL
PERSPECTIVE
Saleem
Zoughbi
is
Regional
Advisor
for
ICT
for
the
United
NaPons
Economic
and
Social
Commission
for
Western
Asia.
He
has
a
technical
background
in
systems
engineering,
has
served
as
an
advisor
to
the
PalesPnian
Authority,
and
has
led
missions
for
the
EU
and
the
United
NaPons
Development
Programme.

conference
