Public administration: concerned with the
management of public programs and public
administrators who share commitments of delivering
public services not making profits.
 Public administrators work at all levels of
government,
 Public administrators manage nonprofit
organizations, associations, and interest groups of all

Democracy refers to the political system in
which the interests of the people is at the large privilege
and decision making authority is widely shared among the
society members. Also, they exercise a high degree of
control over their leaders.
There are three main values exist in the
democratic societies:
1. Individualism
2. Equality

 Individualism: refers to the idea that the dignity
and integrity of the individual is of supreme importance.
 Equality: means that each individual has an equal
claim to life, liberty, and the pursuit of happiness .
 Liberty: means that the individual citizen of a
democracy should have a high degree of self

her own purpose in life and to choose the means to

public administration :
 There are three approaches to study public
administration
1) The Managerial Approach
2) The Political Approach
3) The Legal Approach

6. The Managerial Approach:
• This approach is related to executive function and Its
main goal is efficiency.
• This approach focuses on how to manage and
organize the public organizations
• IT suggests that management in the public sector is
similar to the management of private sector, that
concern mainly about efficiency.
