California, HCT also supports training facilities and administrative

Headquartered in Northern Virginia, HCT supports additional

Sustained Growth
Since our inception in 1996, HCT has trained more than 5,000
first responding patrol officers and soldiers throughout the USA
and abroad. In 2005, HCT experienced a 300% increase in
revenues as a direct result of participation in Iraq reconstruction
and security operations. Working with some of the largest
defense contractors in the world, HCT trained and deployed over
600 Personal Protective Security Specialist into Iraq, Afghanistan
and regions of Africa in the war on terrorism. In 2006, HCT
accepted an invitation from DynCorp International to send Basic
Military Combat Drill Instructors into Monrovia, Liberia-Africa.
This was in participation with the Liberia Security Sector Reform
(LSSR) project, a $35 million State Department contract aimed
at helping rebuild the army of Liberia after ten years of civil war.
In 2007 and at the request of EODT Inc, we sent close
protection security specialists into Iraq to serve at Camp Victory
in Baghdad. Our most recent work involves a hasty response to
the Haiti earthquake. HCT deployed emergency management
consultants and medical personnel to assist with disaster relief
efforts.
Range of Services
While our core business focus is in providing anti-terrorism force
protection (ATFP) training, physical security services, close
protection security details, we offer emergency management and
disaster recovery solutions.

2. Maximum Order Guideline SIN 246-54 - $200,000 per SIN/per Order. This maximum order
is a dollar amount at which it is suggested that the ordering
agency request higher discounts from the contractor before
issuing the order. The contractor may:
1) Offer a new lower price,
2) Offer the lowest price available under the contract, or
3) Decline the order within five (5) days.
In accordance with the Maximum Order provisions contained in
the Schedule a delivery order may be placed against the
Schedule contract even though it exceeds the maximum order.

0.75%.

11d. Urgent Requirements
When the Contract delivery period does not meet the
bona fide urgent delivery requirements of an ordering
agency, agencies are encouraged, if time permits, to
contact the Contractor for the purpose of obtaining
accelerated delivery. The Contractor shall reply to the
inquiry within three (3) workdays after receipt
(telephonic replies shall be confirmed by the Contractor
in writing). If the Contractor offers an accelerated
delivery time acceptable to the ordering agency, any
order(s) placed pursuant to the agreed upon accelerated
delivery time frame shall be delivered within this shorter
delivery time and in accordance with all the other terms
and conditions of the Contract.

JOB DESCRIPTIONS & QUALIFICATIONS
Program Manager
Description:
Program Manager shall be responsible for the overall management and performance
of the contract; shall be the primary point-of-contact for matters between Hostile
Control Tactics, LLC. and the customer; shall be designated as a key person.
Qualifications (Low):
Shall have a minimum of a bachelor's degree or equivalent and ten (10) years of
general experience in management or program support and ten (10) years of
specialized experience, which may include U.S. military experience, Special
Forces/Special Operations or physical/personal security related programs. In
addition, the Program Manager shall have written and verbal communications skills,
be capable of solving complex problems, communicate solutions effectively to both
technical and non-technical audiences, and be able to function effectively in adverse
environments. Able to travel in support of project requirements.
Qualifications (Medium):
Shall have a minimum of a bachelor's degree or equivalent and twelve (12) years of
general experience in management or program support and fifteen (15) years of
specialized experience, which may include U.S. military experience, Special
Forces/Special Operations or physical/personal security related programs. In
addition, the Program Manager shall have written and verbal communications skills,
be capable of solving complex problems, communicate solutions effectively to both
technical and non-technical audiences, and be able to function effectively in adverse
environments. Able to travel in support of project requirements.
Qualifications (High):
Shall have a minimum of a bachelor's degree or equivalent and fifteen (15) years of
general experience in management or program support and fifteen (15) years of
specialized experience, which may include U.S. military experience, Special
Forces/Special Operations or physical/personal security related programs. In
addition, the Program Manager shall have written and verbal communications skills,
be capable of solving complex problems, communicate solutions effectively to both
technical and non-technical audiences, and be able to function effectively in adverse
environments. Able to travel in support of project requirements.

Project Manager
Description:
Shall be responsible for the physical performance of all personnel working a project.
The Project Manager will actively take place in the day-to-day activities, scheduling,
development of plans and supervision of all employees working on the project. Shall
be designated as a key person.
Qualifications (Low):
Shall have a minimum of a bachelor's degree or equivalent and five (5) years of
general experience in personnel supervisory or program support or 10 years
experience as a U.S. military officer or non-commissioned officer. In addition the
Project Manager shall have written and verbal communications skills and be capable
of working through complex problems and communicate solutions or
recommendations to both technical and non-technical audiences. Able to travel in
support of project requirements.
Qualifications (Medium):
Shall have a minimum of a bachelor's degree and eight (8) years of general
experience in personnel supervisory or program support or ten (10) years experience
as a U.S. military officer or non-commissioned officer. In addition the Project
Manager shall have written and verbal communications skills and be capable of
working through complex problems and communicate solutions or recommendations
to both technical and non-technical audiences. Able to travel in support of project
requirements.

Description:
Manage and directs all communication efforts from base locations to work site
locations. Responsible for coordination of communication plan with the customer,
local police and medical authorities. Will be the primary point of contact between the
customer and Hostile Control Tactics, LLC.
Qualifications (Low):
Shall have a bachelor's degree or equivalent and five (5) years of experience in
communications program support. Program support includes planning, evaluating,
analyzing and implementation of communication programs. The communications
manager must have written and verbal skills, be capable of solving complex
communication problems, communicate solutions effectively to technical and non-
technical audiences, and able to function effectively in adverse environments. Able to
travel in support of project requirements.
Qualifications (Medium):
Shall have a bachelor's degree or equivalent and ten (10) years of experience in
communications program support. Program support includes planning, evaluating,

Communications Specialist
Description:
Set-up and maintain a tactical or administrative communications system that will
provide a secure or non-secure means of communications between project
participants, local law enforcement, the customer, and medical providers as needed
on a day-to-day basis.
Qualifications (Low):
Shall have an extensive knowledge of UHF, HF, VHF, SATCOM and FM
communication systems, as well as global positioning systems (GPS). Shall have a
minimum of two (2) years as a communications specialist with a military background.
Qualifications (Medium):
Shall have an extensive knowledge of UHF, HF, VHF, SATCOM and FM
communication systems, as well as global positioning systems (GPS). Shall have a
minimum of four (4) years as a communications specialist with a military background.
Qualifications (High):

Shall provide a comprehensive analysis of selected site or organizations security
plan. Identify potential deficiencies and weaknesses and recommend remedial
courses of action to the customer to improve the existing plans.

support and five (5) years of specialized training and experience, which may include
U.S. military experience, Special Forces/Special Operations or other government
related programs. In addition, the Senior VA/TA Instructor shall have written and

This maximum order is a dollar amount at which it is suggested that the ordering agency request higher discounts from the contractor before issuing the order. The contractor may: 1) Offer a new lower price, 2) Offer the lowest price available under the contract, or 3) Decline the order within five (5) days. In accordance with the Maximum Order provisions contained in the Schedule a delivery order may be placed against the Schedule contract even though it exceeds the maximum order. 3.
