David Stewart, CILIP President for 2019 and Regional Director of Health Library and Knowledge Services North, presents on his key presidential theme: the importance of evidence to underpin the difference that library services make. He provides an overview of CILIP’s plans for greater collaboration and co-ordination, and also shares details of work undertaken in NHS England. This includes (a) national research on return on investment, and (b) details of the Catalyst scheme in the North of England, which has been designed to develop librarian research capability and a ground-up, small-scale research programme.

19. CILIP RESEARCH & EVIDENCE BASE – ASPIRATION
Now that we have clear evidence of sector
demand for a Research and Evidence Base, CILIP
is moving forward with three connected actions:
1. The establishment of a Research Coalition,
bringing together academics and employers to
develop a common Research Framework
2. Fundraising for a pilot initiative to develop
‘test cases’ – small Evidence Bases to address
specific sector needs
3. Exploring practical long-term solutions to
making research and evidence more
accessible using existing infrastructure
20. To create a collaborative network of Scotland-based
Library and Information Science (LIS) researchers and
practising library and information professionals interested
in maximising the impact and value of LIS research.

We are refining our areas of activity, likely to cover:
Skills development, including the leadership skills to shape research partnerships, as well as increasing confidence in research skills

Research partnerships – working with others to co-shape or co-fund research
Evidence base – build the evidence base and increase awareness of the evidence base for health library and knowledge services
Our Return on Investment work is a specific part of our research work stream to establish the evidence base for health librarianship
We started with the Evaluation Framework for Knowledge for Healthcare and an external review of the possible measures of the benefits that can be costed or valued from the activities of local NHS library and knowledge services and the specialists working within them.
A group of LKS managers have reviewed these in detail and are making recommendations for which measures are valid and useful.
Next step: analysis of existing data and commissioning of new measures where needed.
