2. Abstract
Triple Helix is a model based on Government-University-Industry
Partnership. It has been observed that professional bodies
consist of professionals from Government, University and
Industry. Integrating professional bodies into the Triple Helix
model gives the Triple Helix Plus+ model for sustainable
development. Triple Helix Plus+ is an innovative partnership in
line with SDG 17. Entrepreneurs in Action for US (ENACTUS), is
an international nonprofit organization dedicated to inspiring
students to improve the world through entrepreneurial action
and provides a platform for teams of outstanding university
students to create community development projects that puts
ingenuity and talents at the centre of improving livelihoods.
ENACTUS operating within the Triple Helix Plus+ model at RCE-
Port Harcourt has successfully executed many sustainable
development projects. The discussion of some of these projects
is the main thrust of this paper. 2

What is ENACTUS?
Entrepreneurs in action for us (ENACTUS) is an
international student’s organization
It prepares students and engage them in embarking
on sustainable development projects that positively
impact their host communities .
By engaging in community projects students also
prepare themselves for life after school.
ENACTUS gets support and sponsorship through
partnerships.

ENACTUS at RCE-Port Harcourt has successfully
executed the following sustainable development

Skill for Life
Objectives of the project
To identify a pool of youths and women without
means of livelihood due to low skills.
To train the identified youths and women in skills
that will help them become self-reliant and
productive in their communities.
To raise funds to start micro enterprise for the
most successful trainees.
To monitor and evaluate their progress and ensure
best practices for sustainable development.

• Needs assessment and project planning by ENACTUS
Uniport
• Selection of skills to be acquired
• Grouping of the skills into 5 and Engagement of 20
resource persons
• Selection of unskilled, unemployed and economically
disadvantaged youths and women in the four
communities bordering the University of Port
Harcourt.
• Pre-training stage, the training stage and post-
training stage.
• Supervision and monitoring of the project by

Green Power Technology
Objectives of the Project
To solve the problem of air and noise pollution from
generator set
Access knowledge from researchers and lecturers in
the partnering departments
Build a noiseless, non fuel power generating device
Test run, hand over to community

Objectives
To solve the problem of smoke spreading from fish
smoking drums in Choba market
Carry out needs assessment of fish smokers and their
customers
Research and brainstorm on the problem
Create awareness and train fish smokers on better and
innovative way of fish smoking

Commission and hand over to market women
Monitoring and evaluation.

29. Objectives
• Neutralizing soil acidity which is as a result of the
high petro-chemical industrial activities in city of
Port Harcourt.
• To boost farmers income through the supply of
cheap fertilizer.
• To rid the environment of harmful and possible
sources of dangerous gases through the
recycling of both industrial and agricultural
wastes.

• To create wealth from waste.
• Creating employment for the locals who get
involved in various product process.
• Creating awareness on the importance of poor
organic farming and the risk the environment
faces due to continuous application of
conventional fertilizer.
• Reduce the cost of foods in the market as more
local farmers engage in this way of farming.
• This will have a significant improvement on the
amount of food produced locally.

31. Implementation Strategies
Needs assessment was carried out on communities
badly hit by soil acidity.
Researches on how to develop a better planting
environment for the affected communities.
Selection of materials initially termed as waste to
produce fertilizer which neutralizes soil acidity.
With the help of lecturers in Faculty of Agric Partners
with enactus went for mass production and
implementation of the project on target area.
33 farmers are currently using our fertilizer and 2
youths are undergoing training on the production of
this fertilizer. 31
32. Up to 5 tons of waste has been recycled and
about 20 tons would be recycled over the next
12 months.
One (1) community has been impacted and 16
more communities to be impacted over the next
18 months.

36. Challenges of Partnership/SDGs
The Triple Helix Plus+, as good as it sounds has
challenges such as:
More finance is required to carry out more
projects
Harmonizing differences in culture among
partnering teams
The way forward is to adopt a win-win principle.

37. Conclusion
It is obvious that partnership is important for the
achievement of SDGs
Triple Helix Plus+ involves the contributions of
government, university, industry and professional
bodies towards a sustainability strategy for the
university, industry and society.
SDG partners include WHO, FAO
The ENACTUS Uniport team interacts with the
partners in the Triple Helix Plus+ and link them to
the community through RCE Port Harcourt.
