Prof. Hayashi presented on sustainable urban development and transportation systems for megacities. He discussed the limits to growth due to finite resources and the need to transition from a one-way to circular economy. He also emphasized the importance of low carbon transport and integrated transport systems to reduce traffic congestion and CO2 emissions. Prof. Hayashi proposed the Avoid-Shift-Improve framework to guide strategic actions toward more sustainable mobility. He also examined measuring personal quality of life to evaluate inclusiveness in sustainable development goals. Summary
In the first part of presentation content, Prof. Hayashi have focused on issue of limit to growth in
resources. He explained that both the Gross domestic product (GDP) play a main role in efficiency of
resources, while the Quality of life (QOL) affects the sufficiency of resources. He also compared
between developing and developed countries with regards to increasing in population. The decreasing
in natural resources and food against the increasing in growth population were also explained in
detailed chart prepared using system dynamics simulation for period from 1900 to 2100. The current
important issues regarding limit to growth were identified by Prof. Hayashi in two points. The first one
was the necessary of transformation from one-way economy to circular economy and the second point
was long term or holistic thinking or critical thinking with regard to addressing the issues of limit to
growth.
Then, the seeking for low carbon transport was discussed by Prof. Hayashi. He detailed the effects of
integrated transport system on traffic congestion and CO2 mitigation. He referred to the importance of
moving toward used more sustainable mobility and he explained the negative impacts of CO2 emission
on environment and society. In one diagram, he compared different types of transports such as car,
truck, rail and bus against different functions of land use in terms of CO2 emission and motorize speed.
A main framework for strategic actions called CUTE policy/technology matrix or Avoid-Shift-Improve
approach was also discussed in the same context. According to this approach, infrastructure is clearly
provided in such a way that: i) future travel domain is reduced or avoided; ii) travel is shifted to more
friendly environment and economic models; iii) technological measures improve the vehicle fleet and
fuel. The last thing presented in this part was the comparison between road and rail in terms of any
type of these transport systems is more effective for calming traffic congestion.
In the final part, how to measure the personal quality of life (QOL) for evaluating the inclusiveness in
SDGs was discussed. The theory of QOL that have been presented in this context was the sharing
values by better accessibility. These values was divided into existing values, accessible values and
perceived values and each type of these values is calculated by a specific equation. On the other hand,
weighting the factors affecting QOL in Singapore between young, middle-age and aged for both female
and male were presented as an example. Finally, Prof. Hayashi have completed his presentation with
important issue regarding the city of SDGs. He concluded that there are three issues should be achieved
for contribution in creating the city of SDGs. The first issue is achieving sustainability by: i) low

resource consumption; ii) low pollution & low carbon; and iii) less damage on the earth. The second
issue is the higher quality of life by higher GDP and well-being for people in an aging/aged society
(from efficiency to sufficiency). The final issue is circular and green economy system.
One of the important point highlighted by audience and totally agreed by Prof. Hayashi was the role of
accessible and affordable public transport service and safe infrastructure for non-motorized transport
such as cycling and walking in contribution for more sustainable environment and mitigation of
congestion problem. Finally, Prof. Hayashi have answered all audiences’ inquiries and gave his advices
for students and shared the participants the dinner and then safely left meeting place.
