32. Lessons Learned
• The RCE-Ilocos established through the recognition by the United
Nations University-Japan in 2008 to promote education on
sustainable development (ESD) and continuing its efforts in framing
education and research on sustainability science in the northern
part of the Philippines;
• Initiatives to established collaborative networks in education for
sustainable development such as RCE-Ilocos expand its worldwide
engagement on science and technology; and
• National and international programs of building network of
networks in ESD is important for the mobility of faculty and
students toward human capital development

The Mariano Marcos State University, is a leading higher education in the province of Ilocos Norte, in the northern Philippines.
The Ilocos Norte provincial government is partnering with the Mariano Marcos State University (MSMU) for the “One Town, One Technology” (OTOTech) project. The OTOTech aims to develop and manage technologies for agro-entrepreneurship, agro-tourism, fisheries, education, and business.
It also aims to develop ways to address community concern sand institute techno-entrepreneurship excellence, strengthen local stakeholders for development, sustain production.
The OTOTech will specialize on the available natural resources and the existing industries such as fisheries, agriculture, and tourism of the different municipalities in Ilocos Norte. “We have to address these problems through new agriculture. We need to start trading on our own,” Ilocos Norte Governor Imee Marcos said.
Since reform in education is a worldwide primary concern in order to ensure integration of education priorities and create knowledge based society, there is a need for such initiatives in this millennium, as expressed in international commitments that drive the izn of HiEd in the 21st century:
