INTRODUCTION
TODAY WORLD:
Until recently, ''the principle of business, comparative advantage and high output management led
International Development'' (BIRD). By contrasting with International Development, Sustainable
Development (SD) Progress- which was reviewed during past 3 annual High Level Political Forum (HLPF) in
2016, 2017 and 2018- shown that ''globalization have changed all paradigms of a national state,
particularly the linkages (intro, inter) between organizations. There has been a vast and amplified
breakdowns of organizations: restructuring, rejuvenation – and some of them are in the timing, of poor
qualities and have and important costs. Changes are characterized by changing by'' (BIRD) :
➔ ''Organization increase speed with internet, and
➔ Country ''made in'' where goods and services are not produced in the country that are making these
goods, the good parts are outsourced in foreign countries, to be at the end of the supply chain
process, assemble in the last country that will put the ''made in'' label''. (Arnold Grove, former
Intel multinational managing director, who invented the ''computer chip'')
➔ Occurring or reoccurring crises, which impact more on people livelihood, lives, assets and
properties, with highest levels of uncertainties, that were unknown for stable societies. (BIRD CEO)
United Nations (UN) Organization for ''dummies'' and ''experts'', with a new vision of ECOSOC Reform
and the Return to Nature.
Initially, it is about Sustainable Development Goals (SDG), which is central to our/UN actions. Remember
United Nations Secretary General (UNSECGEN) Antonio Guterres at the end of HLPF 2018, who said to put
Sustainable Development in all actions (organization actions).
Sustainable Development symbol is an equilateral -when the 3 sides are balanced- triangle with each side
representing an element of Sustained Sustainability Development (which was the philosophy of
development, as presented by former UNSECGEN Ban Khi Moon. He had a leadership role, in setting the
Global Agenda for Post 2015 Sustainable Development Goals (SDG), ''which is 17 Goals and 169 goal
targets, and various UN frameworks'' (United Nations Sustainable Development Organizations).
''Later, UN galaxy- of organizations- has worked on the transformation of the global development
frameworks, with indicators, in order to make it closer to grass-root and bottom-up organizations
(individuals, households, NGO, firms, governments), for strategic and operational implementation (in
business term), before implementing the organization need with a prototype (validation, calibration and
testing)''. (BIRD)

If the prototype is successful, then organizations are able to implement i.e. develop the prototype(s) on a
larger scale at national levels, and even going abroad.
TODAY SUSTAINABLE DEVELOPMENT:
Composition of the Sustainable Development triangle.- The sides of the SDG triangle are composed of 3
pillars: economy, society and ecology. UN and global organizations know very well today Sustainable
Development has given more priority to ecology (Nature). At ''UN, nature is central to Sustainability
Development'', particularly '' with website and resolutions based on living with ''Harmony with Nature''.
However, there are organization threats, fears and distrust. These last words are the message transmitted
around 2018-2019 by UNSECGEN to the UN ''Economic Social Council (ECOSOC) reform''.
From the start, United Nations General Assembly (UNGA) decided (see the UN resolution on internet with
Google search) to empower ECOSOC in the implementation of Post 2015 Sustainable Development Goals,
which was agreed by the NGOs and Civil societies, UN and Major groups (businesses, indigenous people,
trade unions…).
So, Business Innovation Research Development (BIRD) annual paper presentation, for Happy New Year
2019 will celebrate ECOSOC reform starts in 2019 (from the information echoed and sounded by UN) and
the ''return to nature'', which is a journey, that will help you to understand Sustainable Development Goals,
and grasp in an amazing way, assuming without too much effort (hopefully!) ''what are the ingredients for
Sustainable Development (SD)''
Going through the Happy New Year 2019 with ECOSOC reform and the return to Nature (which is a game
project- for Youth or Adults- ''which can help to increase your organization learning curve'' (BIRD), as
''Sustainable Development Goal framework is moving from words to actions'' (UN), which was the novelty
of 20 century explorers:
(a), Norwegian Thorn Heyerdahl, with the ''Kon Tiki'' story. His team and him, whose scientific goal was to
show the Pacific was populated with waves of migrations from Asian continent and from Americas, too.
They built a raft and set sailing from Chile (South America) to Tuamotu (Fr. South Pacific)
(b), A travel in extremes, on a shoestring in Africa, Asia, Europe for Intermediate Technology Development
Group (ITDG). The British Charity (International NGO) program called ''Race against Poverty'' enrolled my
skills in an overland trip by bicycle around the world, with Business Innovation Research Development:
''Adventure Action' and teams project supported by BIRD and global friends, with a charity production
(postcards, calendars, tee-shirt,...for raising funds), and
(c), French family Hervé, whose daughter learned the story of her grand-parents. She wrote the grand-
parents biography (She never met them). Her father and mother, who were living in France decided to go by
plane to live and work in Tahiti. The daughter parents intercession reconnected her through the inter-
generations.

Sustainable Development is not new! ''However, it was eclipsed by ''30 golden years'' and since
end of ''cold war'', it is re-surfacing in the global development agenda at the end of 20th century
(1980/90) to be in 21st
century the leading organizations (NGO and CSO, firms, governments)
development model'' (The Stakeholders).
What you will find in the documented content text? Firstly, a description of minimalistic elements,
your organization must grasp, to understand United Nations (Sustainability Development), ''as if
you knew nothing about what is happening in the global world of development (Dummies learning
curve) or you are an expert in International Development, you would like to have this new vision,
either because you are too busy to: read, work, visit UN centers for information, or no connection
with UN… on Sustainable (Sustained) Development that can help your organization, in
transforming our world.
UN world of Sustainable Development, which is work in progress since 2000 – with MDG-
and more significantly with SDG (January 1st
, 2015)
In the document, in part I, you will find a static description of ECOSOC reform – which is a UN
proposal introduced by UNSECGEN to accelerate the implementation of Sustainability
Development (Post 2015 SDG). In setting the scene, your organization understood that Nature is
central to sustainable development. In fact, they are various UN functions, carried by UN divisions
or Departments, which are supported the Sustainable Development and paradigm changes, for a
''Better Planer Health, Better Production, Better Consumption''. Examples of UN
organizations supporting the motto, are: (a) Economic and Social affairs (in charge; UNDESA), (b)
Economic Social Council (ECOSOC)...for environment, it is (c) UN Environmental Program
(UNEP), (d) UN Food Agriculture Organization (FAO) for food security, (e) Weather forecast with
the Atmospheric and Hydrology hazards: World Meteorological Organization (WMO) or….
Other UN organizations have very well-known, with their acronyms without detailed descriptions
(UNICEF, UNESCO...and so on). We will not go through the total UN listing of bodies and
functions supported by UN or UN related organizations. They are just too many. For total list,
please return to the past years of cooperation, were we have emailed such a total list of UN

Each UN body has an expertise, however, assuming the common denominator is Nature (ecology),
the choice, which has been made by UNSECGEN to reform United Nations through the leverage of
ECOSOC. Therefore, thus the label given of ''ECOSOC reform is very relevant, because ECOSOC
is the architect and business sponsor of the global transformation of our world and sustainable
development goals from 2015 to 2030, and as UNO wants to control the world.
Going through the document, you will be able to visualize only what matters for Sustainable
Development goals, for Dummies and development experts willing to have ''a new vision'' of
development.

The Happy New 2019 document for Good wishes (as clearly, if you understand our world better,
and assuming, whatever the matter is: either you are rich or poor, help to navigate. (find solutions
and tools) to help to be happy, prosperous, have a healthy life.
When we look from the perspective of these 3 global and world explorers:
➔ Thorn Heyerdahl and the history of Kon-Tiki showing a different migration
➔ Family Hervé and the biography of ancestors who where foreigner living in the Pacific
➔ Adventure Action and the race against poverty to help poor people on a shoestring
You cannot ignore the power of volunteering in action for changes, what is perceived as
conservative movements that are forces, which are drawn, and to last a long time, while the
environment is changing everyday (but maybe today, no organization can discern and observe these
changes). We cannot see them, our capacity to change is comparable to blindness. Frontiers of
sciences, and critical explorers in often extremes are challenging major trends, to find new ways to
create and innovate the better future world (as the young lady of 16 years old, a Swedish person,
who is planning to make global strikes in the world for schoolchildren of all ages once a month,
because she found unacceptable, present generations are living our world in a worsening world).
Going on strike for students, is not it the best way to show something is going wrong in our world,
wrong directions and wrong projects? If organization are always looking for the keys where there is
light, while obviously, the key are in the dark, and very few explorers have the solutions. Therefore,
tooling for changes is being like these explorers of the past century in search for the creativity and
the breakthrough, which is the last solution, when economies are not growing, and we expect to
preserve the biodiversity, people and ecosystems (for as long as possible and with as many as
possible organizations).
The method offered about the return to Nature does not require so much investment, but only an
organization, project management, and having a gap in your working habit, to think differently
about tomorrow future (of course in you can invest your resources. It could speed up the
transformation and knowledge about drivers of change is a must, when you have less resources or
when your resources are constrained. A money master said it is not how much money your

Civil Societies, as never before. It has happened CSO were claiming, expecting changes and they
are keeping watching (observing, with the organization intelligence). These changes based on
various
UN performance to survey the CSO and NGO demands around the world. For example, the global
survey of citizens associations and major groups, around the world, with the World We Want
(WWW). This global consultation, created a momentum to draw a road map for future changes,
which has been finalize in UN resolution: Post 2015 Sustainable Development Goals, with 17
Sustainable Development Goals and 169 goal targets, and many more project items, such as
indicators that CSO are rendering compatible with local actions.
The main demonstration in the BIRD paper produce specially for Happy New Year 2019, is the
focus made on ECOSOC reform and the participation of all CSO, as UN cannot change the
world for better, within the UN governance (firms, CSO, UN staffs) for a better life, a better
planet and a better economy. - Therefore, the reader can visualize a clear separation, as BIRD
presented the document content matters:
➔ To quickly understand and grasp the ECOSOC reform and the Public participation
(including private entities with the Public Private Partnerships, PPP), with the essentials of
the tools, which are helping to transform our world.
➔ It did not mention the role of member states, which have the global responsibilities to
implement Sustainability Development (All states have agreed to transform our world in a
new vision based on Post 2015 SDG and moving from world to action in agenda 2030)

However, we are concerned, as total Civil Society Organizations = total (NGO) + total (Major
groups). Total is the global world and communities acting, which are the change makers.
These different conception of organizing and managing changes, in the description of ECOSOC
reform (UN) and the Return to nature (BIRD) are broken down into building blocks, which are
the heads of gross project theme, which are complex to understand in the real life of United
Nations, which is the largest world Intergovernmental Global Organization (IGO).-
Part [I], which is addressing in a descriptive way what it takes as a resource to be UN member (as
the starting point for the transformation) as a Civil Society or a UN diplomat (of course, if you are
not a UN member, your own change channels and ways to make it happen, will rely of national
states and stakeholders social-economic interactions: for example, like the several days of strike in
Paris with the ''Gilets Jaunes'' (Yellows Jackets): workers without purchasing power and claiming
for more (due to inflation and quality of life deterioration) or eventually, when Peacekeeping forces
are recruited by United Nations for a global peace mission. ''It is difficult sometimes to know, if
these peacekeepers are inside or outside UN''. (UN has no army and UNSECGEN said he wants to
be more general than secretary during his 5 years mandate at the UN top job.
Multinationals are conforming to UN standards. They have to register with UN Global Compact. (In
2007, UNSECGEN Kofi Annan created the global Compact with 10 business principles, which are
UN global standards for making business across borders. For example, the multinationals have to
disclose the human rights practices (to trade globally).
It is sub-divided into CSO inclusive or exclusive depending of their diplomatic status or access
to funding: paragraph (A) Setting the Scene of part (I) ECOSOC reform and the return to
nature
➔ dealing, with people and UN organization diplomacy, UN diplomats and resources aspect
for their missions, and
➔ What your organization inclusive level? If it is not a “diplomatic organization”. CSO
description with my words (more details are in a practical UN guide) explain what to expect
as a CSO from UN recognition to support the work of ECOSOC.
ECOSOC is UN organization dedicated to Sustainable Development (80% of work load is
supported by this central organization). It is presented by major groups on all continents
(Europa, Africa, Austral-Asia and Americas) with special consultative status, and either it is
from a developing country or a developed country. These distinctions direct your rights and
entitlement for benefiting from financial resources for meetings. Also, a the description of the

consultative process and status, as Business Innovation Research Dev as accredited with the
Special Status (on a second attempt in 2016 with an acceptance project of supporting the
work of United Nations ECOSOC. Note: it was the 2nd attempt. As a first go, it was rejected
in 2012). The process of graduation with UN special status merits some special attention
about the UN diplomacy about neutrality and compatibility with the ECOSOC resolution for
CSO, which is an outset of the UN-Charter (1945)
Part (II) is the most dynamic part. There is more to know about the sustainable development
process, which is representing the actual agenda for actions. It is more than a description, as
the time lines for meeting can stimulate (or simulate) your activities.
The timing of meeting and how to get access to invitation to participate on a regular (or ad-
hock) meetings (more often process, than decision making) according to CEO/president
expertise, of the themes treated by Sustainable Development, which is almost everything:
teaching, indicators, projects, cleaning, isolation, management, policies… (Please, visit the
website of the UN Knowledge platform, which is a wealth of information and communication
on Post 2015 17 SDG. However, all UN websites are communication tools).
When, personally, I was introduced to the world of sustainable development in the 1988, after
a volunteering cooperation in an armed conflict in Africa. I was demobilized, but because I
had a narrow expertise as a radar technician (and could not find a work in an airport). The
job center considered that work or controlling airspace was different in the civil life
compared to military cooperation. Fortunately, the skills gained in the army helped to find
quickly a job in the environment in UK. In fact, at the end of 1980, the sustainable
development did not exist. The real green organization were coming from California. I joined
the movement with ITDG, which is Intermediate Technology Development Group (until
2005). I was a humanitarian Geo-marketer and fund- raiser to help poor people. 20 years
later, the sustainable development officiated. Still in American English countries, the practice
of Sustainability development was different with continental Europe. Today, I perceive the
same differences in Ecologist in France between political parties. I explain these distinction in
the paper, as it is important to know if ecology is a technique or a political matter. The vision
of sustainable development and nature, accordingly to the status given makes a lot to ease, or
to create resistance to change. It is dividing more than uniting. So, implementation can be a
slow process, while it is urgent to speed up sustainable development by reducing thee
resistance to change and promoting the new green capitalism, which is the last chance to save
humanity from poverty, wars, catastrophic events, which are described by UNSECGEN as
fears, distrusts, and treats because of these challenges that can be economic, ecological or
social.

In actual business/organization life are found 4 organisation stereotypes to build complex model,

Set of organization standards in the human ecosystem (social, economic, ecologic) for
accelerating Sustainability Development (in ECOSOC reform) [follow the arrow below]
International Business Organization, focus on portfolio management and product
diversification, are generally global business comparative advantage. Business theory, to
support global corporations and logistics of supply chains. Globalization is the playing field for
multinationals, which can show their skills and competences abroad, with open markets.
Business focuses are global businesses. Typically, it is the case of Sustainable
Development Organizations (United Nations...), which main objective is the
assets/resource/global commons transmission through the different humanity inter-generations.
Principle of SD has been conceptualized by former

Norwegian Prime Minister and former World Health Organization (WHO), Mrs Harlem
Brundtland Gro, managing director of the former Commission of Sustainable Development,

years review or Sustainable Development Goals (SDG). The principle stipulates that the
present generation must consume parsimoniously the natural resources, in order to ensure
that the future generation can enjoy these resources, for the sake of their own generational
development. Problem: which is the present and the future generations, today? (ambiguity)
BIRD model of organization: a slightly different model from international and business
focus). Elements of opportunities and dangers, are described in the annexes (1 to 4) and
mixing in a different proportionality according to the CEO. Outcomes are an original
model for NGO externalization, likely to resemble to a network (of organizations)., in
opposite direction of pyramid organizations. Process of externalization is to discard
hierarchy and build partnerships. We are change makers! (No organization is superior to
others?) We provide services like the normal business, with a difference based on innovation
and creativity. Examples of such breakthrough projects (humanitarian drone, technology
pole, vertical dam...are found on BIRD website (slide-share). How we are managing? Often,
we are using limited number of parameters: a combination of members geographical
locations (city, country) or activities related to climate actions (SDG13 or Paris agreement).
BIRD members total determination is not necessary, to support ECOSOC work. The
principal is to communicate relevant information and liaise with UN. BIRD organization, in
special consultative status UN-ECOSOC (2016), is an element of UN global governance
(UN staffs, multinationals, Civil Society Organizations)
UN governance business organization model: In fact, what is described in the paper,
and summarized in the annex about the UN governance (UN Staffs, CSO, Multinationals)
with the stakeholders, who are are influences ''in'' and ''out'' and their counter-powers. Happy
New Years 2019 document was giving a shape with words. (hoping, it will be my last
document on sustainability document in writing on that purpose, which is explaining
ECOSOC reform and creating a game to simulate, better stimulate dormant organizations,
which still do not know about sustainability development).

Conclusion– of, the Introduction-
You can build your own sustainable development to focus on different aspects of it, the matters to
people, ecology or society and help to reconnect with life concerns.
It is the first principle to learned in the meaning of Poverty eradication, which can happen through
different development strategies. For example World Bank Group Poverty Reduction for example is
U$1.5 per day to assess organization global needs that can differs across regions, with different
living standards. It is an economic means. One has to add other dimensions of poverty to free
humanity from pledges, calamities, which helped Malthus to create a theory of Human extinction
with the natural resources. Sustainable development is neither utopian nor a reality. It is a
constructed optimism, while refraining our instinct, which can lead the ecologist movements to
think about DE-Growth, man is a destructive (like in the movie with Schwarzenegger: the
exterminator, when the star, is cleaning all mess and at the same time making more noises, with is
powerful weapon). Sustainable Development is a peaceful and secure manner to transform our
world.

[I] DESCRIPTION OF ECOSOC REFORM AND THE RETURN TO NATURE
A) SETTING THE SCENE:
1- Organisation relevance and points of interest to follow United Nations global work (conditionals):
a) United Nations control of the ''World'': It cannot make it alone and it is asking all organizations, to
participate to UN global governance (UN staffs, Civil societies, Multinationals). It requires: an amount of
time, resources, energy, leadership and entrepreneur spirits, as well as being committed, to improve in a
peaceful and a coordinated manner, the work of billion peoples (around 7.5 billion in 2018) and mainly the
most vulnerable ones, by leveraging changes with a solidarity action, rules of law (UN resolutions), United
Nations is a Peacekeeping organisation (Blue Helmet). UNO is a place where different organizations, with
different backgrounds, can meet and exchange about their grievances to find a common ground, to avoid
the break of peace and the creation of aggressive moves.
b) ECOSOC support (Project Scope): The following information and communication may be totally or
partially relevant to the life of your own organizations: Either it is able to travel to United Nations
worldwide conference centers, resident offices for preparatory meetings, meet the global organization
stakeholders: leaders, CEO, managers, academia, various professionals, tribe representatives, experts in
their own fields of activities; trade-unions and syndicates, Youth leaders, women and girls group rights
defenders, People with disabilities...) or not (Please, return to foreword
2- Geographical access & affordability to UN global centers
a) Top UN leaders? (CSO exclusiveness): If you are not a diplomat or a UN officer, who spent a lifetime with
a dedication to an international/UN cause, in one or more countries or you cannot master all dimensions
(politics, economy, culture, language(s), beliefs….) of a country, ''it will be difficult to enjoy the diplomat
position, and represent UN in one or more possible countries, for these global events that are often
places full of hazards, tenses. Only diplomats can have an access to these meetings in order to facilitate
the global works, as part of the UN political diplomacy, cultural diplomacy'' (BIRD). UN budget, which is
voted by UN General Assembly (UNGA), bi-annually will provide the funding for the diplomacy. (If you
want to access to UN Officer jobs, you need to apply and fill an application online, with UN office directors
concerned with the vacancy, in the country or the division of your choice).
[If you are not a diplomat, It would be hard to get the necessary resources. Moreover, conditions are quickly changing
when top officials are not in function, such power prestige is quickly lost. Presumably, UN is not hiring individual, but
fulfilling the UN roles in the UN organization, which is a delicate balance of rules (used of quotas, human resources,
diplomacy…)]

b) Resident Office roles (CSO inclusiveness): If you are a resident from an emerging, developing, least
developed countries: As a major group leader or member from an NGO, you have the permission to visit
UN center under the responsibility of your regional manager (Please, ask if there is a UN resident office in
home country), on the purpose of a work mission, visiting UN for diplomacy or meetings (UN Funding
required to travel to UN Headquarters: UN resident office located at national levels or in a world region,
where UN local representative/UN resident can liaise and facilitate your access for the purpose of a specific
UN conference. If accepted, all your expenses, to travel and to live on, are covered and various fees are
waved during these meetings. It would be an exceptional experience, to be in the global arena. Particularly,
if you have never traveled abroad or in the case, you have difficulties to obtain a travel visa on your
passport. Being a UN participant or a organisation representative (a delegate) will provide a small amount
of “immunity” and will ease the constraints of worldwide mobility for your UN mission(s).
c) All other cases (CSO inclusive): For participation are on your major group (NGO, business…)
responsibility to organize their own journey to UN premisses (Either you can enjoy a UN status or not)
Expenses for NGO and civil societies from developed countries are not taken in charge). Otherwise, ''all
governmental or None Governmental Organizations (NGO) need to be authorized, to visit UN centers''.
B) THE SECURITY PASS:
“Access to UN and gaining the UN security Pass”: For security reasons, your organization will go into a long
documented diplomatic clearance process, the show your motivation to join United Nations (UN):
Firstly, online, with questions and answers of life experiences, to validate your professional and personal backgrounds,
with full references, official documents to be sent to the NGO branch (New York). Your contact will be NGO chief of
staff, making a file with the given information (letters, and official professional references linked to your national
government). UN will give you an internal website, where you can communicate with NGO chief of staff on the NGO
accreditation purpose. (My first chief of staffs was very political, so I could report matters related to business and
geopolitics easily, another chief of Staff, was coined by diplomacy. He was nearly impossible to say something different
than the registration for ECOSOC statuses. The relationship with the NGO branch is very important. NGO chief of Staff
can make the intercession, as an intermediary to the ECOSOC committee does not know you, until the committee
examination, to be granted with a UN consultative status.
Secondly, when the day has come for screening and clearance: UN committee (around 18 member state
representatives, at ECOSOC committee), will seek to understand, why you want to work and support UN activities, in a
most effective and neutral way) with oral questions and contradictory debates, in the assembly (of ambassadors).
Ultimately, the next month, your committee acceptance will be confirmed by UN ECOSOC Chamber (a committee of
UN 56 experts).
(The work in process is organized by NGO branch, on a 2 year basis. During an International campaign, NGO chief of
Staff (Jean Marc Dorel, in 2018) is friendly. You can communicate online with him or have to follow his advertising
message with ''You-tube'' for the CSO participation registration to support ECOSOC activities. Also on internet, there is
a book (pdf) with guidelines on ''how to prepare a Civil Society Organization''. (UN-NGO branch can make training
sessions for the preparation in order to increase your organization probability to succeed)]

Note: In theory, Civil Society Organizations are part of UN Charter, in the same way as Member states from the
creation of UN in San Francisco (1945). In practice, whatever your organization national power (large or small, rich or
poor, multinational or Auto-Entrepreneur...), acceptance is not automatic. UN committees can defer your application
for as long as it is not compatible with the diplomatic mood of the assembly (during the auditing process). UN-ECOSOC
status (general, special, roster) is likely to be the most difficult to obtain. For example, in 2016, less than 50% of these
organizations received a status. (400 organization applications were audited and less than 200 could satisfy to the
committee requirement. [ECOSOC resolution for admission to UN by the committee derived from UN Charter]
• Your organization can have difficulties to be accredited by UN organization, to come to the headquarters and to:
speak, write, make proposals, participate through political and technical forum, working groups and international
debates on various topics, with all themes relevant to the international life. Also, it is an opportunity to meet and see
leaders (you cannot see at national levels). The diplomacy and the democratic process is ''one person one vote'',
either you are rich or poor. Topics that are creating conflicts for NGO admissions are ''hot topics'': politics, religious
beliefs (particularly if the ambassador is attacked by your declaration on his or her own beliefs). ''He/she is judging
your application for a compatibility. Other ''hot topics'' to handle with care during the public hearing: (a) journalism,
particularly if your NGO is against a country leader or a national governmental media, (b) NGO subsidizes by a
government, (c) NGO working in armament, (d) the use of wrong names on the website to qualify a country (either in
writing or orally: calling a country, which is not independent, an independent country is likely to be bad for your
application.
• Examples of NGO mistakes: → If you ''write on a website that Taiwan is an independent country'', China
can ask the head of organisation looking for a UN status and recognition, to explain ''why you are saying or
writing that Taiwan is an independent country''. (which is a relevant question to organization application,
because UN has not recognized Taiwan. So, your application will be rejected as long as you do not change
your viewpoint on your NGO objectives and the causes defended, which are not conforming to UN charter)
• → Same for ''NGO working in disarmament'': Russia can ask you to explain ''how an NGO can work in
the field of armament/disarmament'', which can happen, as some NGO have the necessary skills.
However, for Russia (at UN), in principle armament/disarmament is considered as a governmental
activity (and not an NGO job). So, Russia, in order to give you the UN status, will try to understand
during the committee audit, how as an NGO, you can work in disarmament of armament, and as long as
your explanation is unclear (for Russia ambassador, even if it is clear for other country ambassador
during the audit, your application will receive a negative answer. The ambassador, will ask you more
questions to reply by writing this time, and if the answer is not satisfying. Your application will be
rejected or deferred to the next session, in two years time, and for how many bi annuals until the
ambassador is satisfied with your answer).
• → About subsidizes, NGO organizations are different in the west or in the east due to the questions of

subsidizes. In the west most NGO are receiving funding from their governments. This is a motive of ''a
debate” in the committee, going to a counting of votes, for country acceptance to grant your organization,
with UN consultative status. For an occidental NGO, subsidizing is considered as a normal government
practice (USA, western Europe…). The eastern NGO are not receiving funds from their government. To
some extend, it would be considered by an ambassador (Russia...) ''as a sign that ''the NGO, you are
representing.
• → If the NGO wants “to protect or to make advocacy, for specific groups of indigenous people of
India”. The India ambassador will not understand, why as NGO leader, “you are saying that indigenous
people of India have concerns.”. Bear in mind that ''all people of India are indigenous'' (NGO
committee 2016). So, writing or saying indigenous group of India are targeted (for specific purposes),
you will have to answer to the question of the ambassador in writing, because all people of India are
indigenous for the India Ambassador.
• How to answer to Ambassadors? As a general rule, the more questions and the more time for
deferring your organization application another 2 years, to access to UN special status.
→ A simple explanation the day of the committee audit, NGO ready made answers can be made
available to the ambassadors with a public speech to defend your organization case. (The Secretariat is
neutral, ensures the justice, equity and deals with legal matters (UN procedures: votes, languages...), which
can obstruct the functioning of the committee. Also, it can help your NGO to find a quick support with the
NGO chief of Staff. State representatives are asking questions, to be made the same day. Ambassadors
cannot require you to translate your documents. French and English are the two official language of United
Nations (If English is normally the working language, there will be a translation in French afterward. Other
translation are upon time and the ambassador duties.
→ For a complex question, it will be required that you write to the Ambassador(s) for explaining your
motivation (at his/her office address). You can be asked to give explanations to several ambassadors, which
is not easy afterward to get accredited by UN- committee during the year, your organization is seeking for
acceptance and be admitted at United Nations.

[II] ECOSOC INFERENCES
A/ THE PROCESS TIMELINES:
1- The national legal time requirement priority to applying for UN status: Firstly, you need to be the
owner of a legal organization at national level, with a minimalistic 2 years time of existence, and not being
alone.
2- Time period to get one or more possible members: So, you need to have members and partners that
can join you, come and network in your organization. Ask them to witness your activity with documented
papers (official like certificates, governmental approvals, valid professional licenses).
3- CSO auditing and queuing delay: List of CSO organizations for public hearing, on the purpose to
be granted a consultative statuses (general, special, roster) are arranged by alphabetical names or
in groupings according to the group specialty if there are several CSO of the same types (on a list
for the audition, on a determined day during the Committee ordinary sessions). Time duration is
variable. Then, if your organization vetting is positive. UN body or the committee hearing will grant
your organization with a special, general or a roster consultative status (ECOSOC). A security pass
will be issued to you and your all member of your organization when requested, to be collected
individually at United Nations Security office(s).
4- The security pass validity: The security pass can be obtained for one year (and member names
will be on all listed documents requesting access to UN the day of the meeting), 3 months, one
month or one day.
5- The meeting deadlines for registration: Official meetings are incorporated in UN working Agenda. If
applying to participate, you will receive an invitation letter (if accepted). After you have registered your
membership participation (and in some case, purposes and the carrying of activities: reporting,
participation to preparatory meeting...) before the displacement to the conference center between one or

• An example of accepted meeting participation: BIRD reporting on the training, education and lifelong
learning of aged person in France, from UNDESA to transmit to Argentina ambassador, who is chairing the
committee on Aging Population, has helped to secure an invitation in April 2019 for the conference of aged
group and population dynamic. The work was carried just before end of December 2018. Deadline for
submission was in February 2019. (If your organization can secure the demand of UN on time with relevant
themes to the working group, there are possibilities to receive a financial support for traveling to UN, if
your expert document is accepted).

6- Time to register on INDICO website (and meeting closure): In the case, of successful application with
the working group decision, as the head of organization, you need to confirm your participation for the
coming event (at the specific date -as they can have many events under the same organization umbrella-
with the INDICO platform for Event registrations. Meeting organizers (ECOSOC) will ask to confirm your
organization and participative members by filling the online form for your registration (with a password and
identification code)
An example of meeting participation rejected: Otherwise, if it is rejected, your organization will not be
able to participate. For example, when BIRD has applied to participate to the conference of the
Environmental Pact. The UN secretariat rejected the demand of BIRD organization. How often, it is good to
be close to the UN meeting room, because you can get information by participants, (when outside) in a
none official way through networking and exchanges, personally, with the negotiators (as if you were in).
Negotiators can inform about the levels of difficulties, how the agenda advancing and if their will be an
agreed conclusions. So, you are not totally an ignorant, and you advance your own causes through these
linkages. You are more lucky if your friends at UN have been accredited for special meeting, where you
were not allowed.
→ The website process for general application has changed. Today, applications to process for requiring a
participation to UN international conference are made with the INDICO website – a not any longer though
the UN hierarchy, for NGO it was the NGO branch and the Chief Of NGO staff (Jean-Marc Dorel). It is a CERN
website based in Geneva.
→ NGO campaigns: Last year BIRD has participated in the campaign for the UN secretariat (NGO branch) in
calling for NGO in the group constituency to register their applications for a UN consultative status, which is
the ''sesame'' to enter UN world, with your Civil Society Organization. Then, if accepted, you will discover
the UN world from the inside, which is a wonderful experience (as you in the world history and not
browsing the media to know the news of global organization activities, as a passive reader). More
information on the role of Civil society at UN can be found, in the UN guidelines, for NGO participation at
UN activities with Internet search (Google).
• In some occasions, UN will facilitate the entry for expert meeting, if the person has no security
clearance. Still, before the meeting, it will require that you call a ''UN officer'', who can allow you to get a
security pass ''in emergency''. This UN officer, will be your referent during the meeting process and will give
instructions on how to access to UN premisses.

B) NGO EFFECTIVE MEETING MANAGEMENT:
1- Effective meeting:
• It is often a matter of geographic access, affordability to world areas and places,
• An important amount of motivation and entrepreneurship spirit are needed
• The necessary freedom from a classic working behavior (about: spending time around, in and out the
traditional daily 8 hours in a conventional workplace, regular commutations from the home place to the
workplace. With the time left it, all can be nearly done, except you still need to look at the family
responsibilities and exchanges and time to sleep, to recover the next day to start again)
• The serving a local and a wider communities – that are expected to be found beyond the national
border, particularly with the development of social media

• The right conditions to UN interaction (often remotely): a journey can be disrupted due to a passenger
lost luggage, also the climatic conditions can disrupt a whole railway network or a bus journey. In such a
way the resources earned from low cost transfers may not be compensated; in view of the minimalism of
the small lump-sums for the trip (no insurance policy can work in complexity, easily)
2- Where are we and when do we work?
At the same time cutting costs on the journey to the UN headquarters that are in: New York, Geneva,
Vienna, Bangkok, Santiago and Nairobi.
C/ THE SUSTAINABLE DEVELOPMENT RESOURCES:
1- The diplomacy of Sustainable Development at United Nations:
a) From the lenses: facts, opinions, beliefs, viewpoints and as Business Innovation Research Development
(BIRD) is a regular participant of United Nations meeting. firstly between 2005-2016 and then, as a UN
representative through BIRD NGO and net organization.
b) Our understanding of Sustainable Development, since 2005, it has joined the first United Nations
conference room in Stockholm (Sweden) and Stockholm International Water Institute (SIWI) for World
Water Week (WWW) organized by United Nations Water organisation (UN- Water), with for entry point of
BIRD participation: a poster, which design was a water feeder for birds, and the question asked was the
role of UN in protecting sources of drinking water during a hazard (natural, technology, wars) with the

2- What is Sustainable Development (Ecology, Society, economy) for the member states? Sustainable
Development is more rooted in development politics, cultural values, beliefs, viewpoints, opinions or facts,
in a country own national agenda than UN Agenda 2030 – Events followed showed possibly, probably or
certainly, it can happen, a UN law can be a threat (Descent housing…) for the national rules (and
impediments to sustainable development) while UN are superior to national laws. Green environment,
ecologist and emerging issues can be in jeopardy, to fix “what works and what does not work”. For
example, assuming the case of a developing country recycling the wastes of an OECD country. It is viewed
differently. For the developed country, it is an opportunity to put wastes at bay from home. For a
developing country, wastes are raw materials for processes. Recycling is characterizing industrial ecology
and globalization. Goods are outsourced provide new fuels for OECD economies,, to drive a costly added
values industries, intensive raw materials and resources consuming. Opposite, these developing economies,
which are outsourcing waste cannot process all wastes effectively and tops of national wastes (Green
Houses Gases, GHG, water pollution, erosion of soils, air quality particles and pollutions) with better
production and better consumption processes.
3- Industrial revolution influences: The sustainable development owes its emergence to industrial
revolutions. “In Agenda 2030, there is a need to catch up with first world developed nations and the United
Nations benchmarking based on Organization Economic Cooperation Development (OECD) most
industrialized nations” (UN, BIRD)
a) Events can lead to diverging interpretations: of Sustainable Development over the duration period of
the time-line which has been defined at Rio + 20 (2012) with various UN global Surveys – in particular the
World We Want, WWW- which led to the materiality of Post 2015 Sustainable development Goals, with 17
Sustainable Development Goals (SDG) and 169 Goal targets, which are running up to 2030 (Agenda 2030).
b) Consequences:
i. The most difficult way to implement global development because of the way, classic development
(International Development) and modern development (Sustainable Development) mixed in the
chronology of development after World War II and 30 Golden Years (1945-1975).
ii. Sustainable Development can mean different things to different organizations (individuals,
households, firms, NGO, governments).
iii. It is also the case during the negotiation of Paris Agreement (Climate actions & Global warming).

4- Hazard events: 2 earthquakes in Nepal (2015) were catalysis for such actions, which prolonged today.

5- CSD Managing director: The most influential person at UN is clearly our global leader, in the field of
Sustainable Development. She has harmonized all conflicting ideas with SD concept, to find a common
ground, for these different expressions of SD. “She is the former managing director of UN Commission of
Sustainable Development (CSD) and once Norway Prime Minister and a Managing director of the World
Health Organisation (WHO). Mrs Harlem Gro Brundtland defined the concept of Sustainable
Development (SD), as it has been popularized as a known concept of Sustainable Development (SD)”. It is
key to understanding Sustainability Development, which was born, at the same time of Industrial
development (1945) and for ignoring reasons (presumably, the 30 golden years created an ambiguity) has
been replaced after the Golden years by Sustainable Development.
6) SD take-away: To sum up, the complexity of Sustainable Development, which is nicely wrap-up, in the
Sustainable Development UN-CSD formula, today known as the Sustainable Development Principle. From
UN Civil Society Organization meeting perceptions, it can be difficult to understand SD, without any
contextualization (explanatory content) by Member States or worldwide NGO. Therefore thus, assuming
that UN review of Post 2015 SDG, under the responsibility of High Level Political Forum (HLPF) is helping
with VNR documents, to assess Member States “SD work in progress”, during the Period of 2015-2030 and
helping to figure out on ''what are these criteria, requirements and performance specifications'' are
needed to implement the Agenda 2030'' – a set of different portfolio for actions in finance, technology
revolution/evolution, disaster risk reduction...could re-establish the social and organizational linkages are
inside the VNR ''as the changes to Sustainable Development will not occur automatically, if member states
are not creating these conditions for changes in a voluntary manner''.ECOSOC reform is key top accelerate
the implementation of Post 2015 SDG, with full inclusive.
7- The role of the free-market economy: often it is buffering the economy of Sustainable Development
through markets and the free liberalism, based on equilibrium of Supply and Demand for Good and
services, which are fixing the fair good prices. As a consequence, there is less motivation for environmental,
ecological and renewable services and if government does take determination and voluntarism in actions
for climate change, carbon pricing. Otherwise, the likely hood of CO2 reduction or capture and carbon
sequestration will not exist due to costs of renewable technologies, which have been reduced up to the oil
price technology levels. We are in a tipping point of a social mutation and Civil society at UN are attempting
to avoid losers and winners due to the balance between past investment and future investments it is
creating tenses, pressure groups, lobbying movement, advocacy and benchmarking methods.
8- One example of our most relevant action abroad: climate action is SDG 13. If you want to see a clear

However, USA civil society organization (WASI), will make the necessary effort to return to Paris Agreement
without the support of the Federal government. (UNFCCC, COP 23, Bonn, 2017), it promised to improve the

of UNFCCC and COP24 and Paris Agreement, where the President of COP24 was happy to give, a framework
for the first time to implement Paris Agreement (Katowice, Poland), while at COP24 has been criticized

website, that the US movement until recently has made more in contribution and financing the clean
development, as the participation and the funding are more important than Paris Agreement. Also, the UN
Secretary General (UNSECGEN), Antonio Guterres (former Prime minister of Portugal) said that USA can still
return to Paris Agreement, if there want it.
9- Be alert!
a) In thinking, neutral and increase your discernment with a critical awareness to global diplomacy and
sustainable development:
➔ False information are vehicles, for another good organization self-interests'' paving the road with
false realities,. It help to shape people minds with the wrong science, politics and business. The
Influence is a nexus where most linkages are broken. Still, our rational is limited with models of the
last century. Climate change is a potential ''money market''& added values. High prices per tons of
carbon will create an incentive, for the developers of renewable technologies, reduce, sequestrate
CO2 emissions and build carbon sinks (forests, carbon removal technologies, clean air act, smart
grids….). We expect more policy making and technical measures in the years to come until 2100.
➔ Development is ''an oxymoron'' for stakeholders. it is unclear ''how well sustainable development
is making''. They are people who are talking about SD. Other stakeholders are making SD. President
France organized a meeting (Paris), end of 2018, for a new model of governance. An urgent
cooperation is necessary. Opposite, the Ecology, solidarity and energy transition minister (Nicholas
Hulot) resigned. His self assessment of his function demonstrate that he was not a governmental
influence. Now, he started to re-work in his foundation (Nicholas Hulot).
Africa said: No aids! Make trade. “Business intelligence”, ''Pros and cons'' of diplomacy, Climate
actions are made with projects. [(what'', “how”, “when”, in “which” countries, for “what” purposes:
Is it solidarity? Is it trade? Are we helping countries or burdening them with debts? Country
economic restructuring and re-engineering to keep the Growth?...to reduce unemployment?)] ILO:
The world lacks are 40 millions job/year. How technologies are leveraging SD and making cities for
all...and reducing poverty?

10- Governments are ''soft'' with businesses and ''strong'' with NGO:
Yellow jackets ( ''Les Gilets jaunes'') is a peaceful street protests. Actually, an unknown freedom movement
which took the street. The government was caught by surprise in view of the length and determination to
stay in the street [(which does not remove the facts there are always violent organizations using the civil
platforms for their own purposes (Violence!), sometimes against democracy]. The key issue (length of
strike) raised an alarm: “the government policing should not be strong only with the civil society and soft
with businesses and industries''. Since Colbert and the King manufactures, and King Sun (Louis Xiv) France
is a capitalist country, build by capitalists, for capitalists (economic History of France). Economic
organizations are social organizations: most governmental actions (taxes paid by taxpayers, competition
pacts, none productive jobs for Youth) are for businesses with the citizen taxpayer money, while they are
an important segment of the population, which does not see the business leverage on the prosperity, well-
being,, healthy life and poverty reduction. So it can be unusual and odd for France a country with a
reputation of strikes to see a weak government against the civil society movement (yellow jackets).
10- The protracted characteristic of sustainable development:
At National levels (as we have observed it!), compared to the global concept. It makes difficult to
implement the concept of Sustainable Development (SD) at local levels (physical concept of ''Word to
Action'')- during the month of January 2019, it has never snowed in Paris, as the snow falls which have
happened last time is about several decades ago. Global warming is mixed with an amplification
mechanism. They are unknowns. Cold places could become colder (as warmer). Same for hot and arid
zones, that could become colder (and not heating places). The science of climate is ''odd''. (It is said the
beat of the a butterfly wings could change the pressure of the air, and therefore thus change the climate)
11- Other controversies can occur to yield SD more or less:
• You tube bloggers Grindall 61 on internet and followers can induce wrong signals about Agenda 21,
which seemed to be counter productive for the commentators who posted. To make UN
development less good.
• Eventually, these words to actions are misleading. Good willing people are also, representing the
nation leader are pessimistic about SD. For example, such an ambassador at UN headquarters is
considering that sustainable development is not for older pesos and the investment cost in efforts
are too high. Some segments of the population should be prioritized, SDG global focus should on

ground to grow. There are small or large umbrella groups (Civicus, Business Innovation Research
Development, All win network...) with a coordination mechanism, which is borrowed to ECOSOC
staffs or NGO networks organizing for lobbying, information dissemination, strategy to grow and
the « All win network », UN-ECOSOC staff and social media liaising with internet with the MGOs
Gmail mailing list, which is supporting:
i. Working group activities at HLPF, but there are fractures among the CSO branches and divisions
ranging from Sustainable Development as a DE-Growth and/or Sustainable Development which
is a process of new-colonialism, so in the CSO meeting, one can move from a directed and
accepted definition of sustainable development to a development where old enemies can
meet.
ii. High Level Political Forum (HLPF) to review Post 2015 Sustainable Development progress:
Today, group leaders are calling members self-interest the sustainable development
knowledge, because sustainable development tends to describe what is good for today
sustainable development and it is largely accepted as "a people process". Both former ECOSOC
presidents in 2017 and 2018, respectively UN ambassador Mr Frederic Chavas or Mrs Maria
Chatardova have echoed "High Level Political Forum (HL{PF) was a People Process"
iii. In a capital city like Paris (France), where the ''odd'' is on the right wing political parties, the
environment and ecology is only a ''technical topic''. Example of an attempt to introduce the
''innovative'' precautionary principle (CESE), which has failed to create a consensus). On the
left wing political side, it is a ''political'' issue. Therefore thus, it is how the members want to
integrate sustainable development in a diversified strategy of actions (law on urbanism and
poverty reduction) to win the political heart and mind for electoral votes.
12- Common interests and global commons: SD is like a national Constitution (the fundamental law text). It
is universal. Stakeholders belief is SD utopian. Uses of scenario, which future prospective development
projects can create an amount of determination and reduce complex conditions (the future is what we
wants) nurtured by modern globalization. The world population is aged. Carrying capacity of earth and
ecosystem based on green capitalism (not green wash!). Produce better and consume better. SD is ''new''
collective intelligence, while individualism and nationalism are peaking everywhere in the world with
globalization. Calling for all global citizens to exercise responsibility and stand up for Sustainable
Development with the Human Face.
13- Why to use Sustainable Development?
Firstly, the objectives, then innovation, new thinking, creativity and to find the information of sustainability
development through the trial and attempt, experimentation, participation and education (ECOSOC reform
and the return to nature).

conference room, we would be asked to stand up and to applause). This success is part of BIRD

1- Context analysis:
In the UN Charter (1945) ECOSOC is the main UN body- with the Secretariat, UNGA, ICJ, Trusteeship
Council,- which was charged by United Nations General Assembly (UNGA) – from the Rio + 20, (June 20-22,
2012) and the World biggest gathering ever of Civil Society Organizations (CSO) in Rio (Brazil)- to re-
organize the existing UN Commission of Sustainable Development (CSD). After the split, CSD transformed
into 2 new Organization Breakdown Structures:
• Organization breakdown one: UNGA in charge of a four years review of progress made by Post
2015 SDG, and
• Organization breakdown two: High Level Political Forum (ECOSOC) and with the UN knowledge
platform (a website dedicated to communication and information) on sustainable development
goals (SDG).

implement the reform and to master Post 2015 SDG during the period of 2015-2030, which 85 % sustainability
development global work load and global governance (UN staffs, Civil Society Organizations, multinationals...) are

• We have reviewed in 2016, 2017 and 2018 progress made by 156 countries, which have submitted
to UN Voluntary National Reporting (VNR) to be reviewed.
• There have been regional worldwide preparatory meetings during the development agenda and
annual calendar and a final meeting for the public reviews (HPLF), usually taking place during the
summer (June) in New York (USA).
• For example, France has submitted twice its sustainable development strategy and Pakistan is
planning to submit in 2019 (ECOSOC president Mrs Ronda King has received a letter that can be
consulted on-line for a Voluntary National Reporting (VNR)
• In 2019, there will be a 4 years review organized by United Nations General Assembly (UNGA) and
ECOSOC to end up the first cycle of the Post 2015 Sustainable Development Goal reviews (HLPF)
• The last review of the first cycle will assess and correct the Sustainable Development track and
relevant experts will make recommendations i.e. Post 2015 Sustainable Development Goals
implementation: moving from Word to Actions, which is transforming the global UN framework,
from a global thinking, and acting locally, during 2016-2019.
• The task force was already composed during the UN mandate of previous UN Secretary General
“It is will be composed of High caliber of National and country scientists, Policy makers, Heads of
National Development organizations….” (Mr Ban Ki Moon)
• The knowledge committee and UNGA are going to decide what will be the further steps to take
(further context) for the 2nd cycle of sustainable development goals implementation (which is part
of UN staffs, Civil Society and firm organization governance.

3- Requirements
• The nature group.- We have discussed in several occasions with members of the Civil Societies,
which are in the UN arena and supporting UN ECOSOC workloads. This new Nature entity at UN
was nearly done. We still do not know if one or several organizations have already taken a lead to
prototype this new civil society group on Nature at United Nations in New York. So, presumably,
UN has anticipated or echoed this new born organization on Nature, by providing a room for
stakeholders willing to create this new group on ''Habitat, Environment, Human settlement and
resiliency''. It is a new website.
• How to integrate environment, habitat, human settlement and resiliency? Since 1988, firstly as an
associate member of Intermediate Technology Development Group (ITDG), then as BIRD group, we
have always considered that ''Nature'' is part of the ecosystem and it is integrated into sustainable
development, with People and Technologies and avoiding to separate them.
• Sustainable Development and Nature.- This working group on nature can have a life only, if it is
part of the sustainable development (and not growing in isolation/disconnected manner).

• Sustainable Development Concept.- UN implementation for the Civil Society website on the Habitat,

development concept, at highest level (UN framework), intermediary level (HLPF reviews) and physical
levels with the stakeholders pro-actions. and the leader (Harlem Gro Brundtland, formerly Norwegian
Prime Minister and Once the World health Organization Managing director.
GENERAL CONCLUSIONS AND RECOMMENDATIONS
GENERAL CONCLUSIONS:
Conclusion 1: What are the messages for 2019 through the lens of media attentions:
1- New: of long-lasting week-end of street demonstrations in Paris and France of ''Yellow Jackets''
(comparable to world cities and ''Wall-street occupiers'', ''night standing movement''): Namely the ''Yellow
jackets'' occupations, or
a) Threat: The impacts of conventional economic development are a direct threat to the survival of both
men and women. (So we see that people resist, we can no longer do international development as before,
hence the need for development actors to think better, to avoid ready-made solutions, to imagine the
future of projects otherwise to think in terms of human costs (social) and protection of nature (biodiversity)
b) Challenge: CASH-FLOWS
Knowing that nature is expensive, and investments have a future.
For example, investing in education, health, water, and risk reduction yields much more than a classic
economic investment that must be made immediately profitable (because of investment cash flow). If there
is a problem, the safety, the gendarme or the armed forces are immediately called in. The government will
be faced with resistances that are poorly assessed at the start of the project, and therefore it will react to
the risks of the investors.
The tragedy is that investors spend a lot of money to make a project a reality and if it does not project
money, it risks losing everything! And so, the state is stuck (it appeals to law enforcement, and so it's the
spiral of violence / or non-violence when we do not have a government that understands the issues even
more that the governments are elected by the people (and not by the investors), so it is absurd to see that
the government uses the public force against itself (ie those who elected them)
So, this is not democracy (we could think of Fascism, communism...) or the dictatorship of the twentieth
century.

of deflation (negative rates of borrowing and lending money, which is worse than inflation, which should be
more expensive in the future).
c) Conclusion:
Banks are not lending in general terms to individuals. The credits mainly are benefiting to the companies,
whose banks are ready at real rate discounts, without cost, which is not the case for individuals, (so
quantitative easing is directed to production models)
2.2.- Ethical business practice:
a) Threat: Paying staff salaries with failed bank customer account:
In any case, citizens are used to it.
b) Challenge: How to avoid to be at both end of the business supply chain:
On the other hand, customers are always responsible for business failures, indeed when we listen to
narratives, on the other hand, what is more worrying is for example, the Postal Bank pays the staff salary
($ 4 billion a year), on the back of the bad customers (because of the problems of checks, unpaid bills).
Therefore, it is not nominal that the banks use the defect of payment of the individual accounts to ensure
the payment of the salaries of the staff of the bank, and the business profitability.

Initially, it is about Sustainable Development Goals (SDG), which is central to our/UN actions. Remember United Nations Secretary General (UNSECGEN) Antonio Guterres at the end of HLPF 2018, who said to put Sustainable Development in all actions (organization actions). Sustainable Development symbol is an equilateral -when the 3 sides are balanced- triangle with each side representing an element of Sustained Sustainability Development (which was the philosophy of development, as presented by former UNSECGEN Ban Khi Moon. He had a leadership role, in setting the Global Agenda for Post 2015 Sustainable Development Goals (SDG), ''which is 17 Goals and 169 goal targets, and various UN frameworks'' (United Nations Sustainable Development Organizations). ''Later, UN galaxy- of organizations- has worked on the transformation of the global development frameworks, with indicators, in order to make it closer to grass-root and bottom-up organizations (individuals, households, NGO, firms, governments), for strategic and operational implementation (in business term), before implementing the organization need with a prototype (validation, calibration and testing)''. We will not go through the total UN listing of bodies and functions supported by UN or UN related organizations. They are just too many. Each UN body has an expertise, however, assuming the common denominator is Nature (ecology), the choice, which has been made by UNSECGEN to reform United Nations through the leverage of ECOSOC. Therefore, thus the label given of ''ECOSOC reform is very relevant, because ECOSOC is the architect and business sponsor of the global transformation of our world and sustainable development goals from 2015 to 2030, and as UNO wants to control the world. Going on strike for students, is not it the best way to show something is going wrong in our world, wrong directions and wrong projects? If organization are always looking for the keys where there is light, while obviously, the key are in the dark, and very few explorers have the solutions. Therefore, tooling for changes is being like these explorers of the past century in search for the creativity and the breakthrough, which is the last solution, when economies are not growing, and we expect to preserve the biodiversity, people and ecosystems (for as long as possible and with as many as possible organizations). The method offered about the return to Nature does not require so much investment, but only an organization, project management, and having a gap in your working habit, to think differently about tomorrow future (of course in you can invest your resources. It could speed up the transformation and knowledge about drivers of change is a must, when you have less resources or when your resources are constrained. A money master said it is not how much money your organization has, but how much it can manage. For example, the global survey of citizens associations and major groups, around the world, with the World We Want (WWW). This global consultation, created a momentum to draw a road map for future changes, which has been finalize in UN resolution: Post 2015 Sustainable Development Goals, with 17 Sustainable Development Goals and 169 goal targets, and many more project items, such as indicators that CSO are rendering compatible with local actions. The main demonstration in the BIRD paper produce specially for Happy New Year 2019, is the focus made on ECOSOC reform and the participation of all CSO, as UN cannot change the world for better, within the UN governance (firms, CSO, UN staffs) for a better life, a better planet and a better economy. - Therefore, the reader can visualize a clear separation, as BIRD presented the document content matters: ➔ To quickly understand and grasp the ECOSOC reform and the Public participation (including private entities with the Public Private Partnerships, PPP), with the essentials of the tools, which are helping to transform our world. ➔ It did not mention the role of member states, which have the global responsibilities to implement Sustainability Development (All states have agreed to transform our world in a new vision based on Post 2015 SDG and moving from world to action in agenda 2030) Page 5 of 68

(UN has no army and UNSECGEN said he wants to be more general than secretary during his 5 years mandate at the UN top job. Multinationals are conforming to UN standards. They have to register with UN Global Compact. (In 2007, UNSECGEN Kofi Annan created the global Compact with 10 business principles, which are UN global standards for making business across borders. For example, the multinationals have to disclose the human rights practices (to trade globally). Fortunately, the skills gained in the army helped to find quickly a job in the environment in UK. In fact, at the end of 1980, the sustainable development did not exist. The real green organization were coming from California. I joined the movement with ITDG, which is Intermediate Technology Development Group (until 2005). I was a humanitarian Geo-marketer and fund- raiser to help poor people. 20 years later, the sustainable development officiated. Still in American English countries, the practice of Sustainability development was different with continental Europe. Today, I perceive the same differences in Ecologist in France between political parties. I explain these distinction in the paper, as it is important to know if ecology is a technique or a political matter. The vision of sustainable development and nature, accordingly to the status given makes a lot to ease, or to create resistance to change. It is dividing more than uniting. So, implementation can be a slow process, while it is urgent to speed up sustainable development by reducing thee resistance to change and promoting the new green capitalism, which is the last chance to save humanity from poverty, wars, catastrophic events, which are described by UNSECGEN as fears, distrusts, and treats because of these challenges that can be economic, ecological or social. It requires: an amount of time, resources, energy, leadership and entrepreneur spirits, as well as being committed, to improve in a peaceful and a coordinated manner, the work of billion peoples (around 7.5 billion in 2018) and mainly the most vulnerable ones, by leveraging changes with a solidarity action, rules of law (UN resolutions), United Nations is a Peacekeeping organisation (Blue Helmet). UNO is a place where different organizations, with different backgrounds, can meet and exchange about their grievances to find a common ground, to avoid the break of peace and the creation of aggressive moves. b) ECOSOC support (Project Scope): The following information and communication may be totally or partially relevant to the life of your own organizations: Either it is able to travel to United Nations worldwide conference centers, resident offices for preparatory meetings, meet the global organization stakeholders: leaders, CEO, managers, academia, various professionals, tribe representatives, experts in their own fields of activities; trade-unions and syndicates, Youth leaders, women and girls group rights defenders, People with disabilities...) or not (Please, return to foreword 2- Geographical access & affordability to UN global centers a) Top UN leaders? (CSO exclusiveness): If you are not a diplomat or a UN officer, who spent a lifetime with a dedication to an international/UN cause, in one or more countries or you cannot master all dimensions (politics, economy, culture, language(s), beliefs….) of a country, ''it will be difficult to enjoy the diplomat position, and represent UN in one or more possible countries, for these global events that are often places full of hazards, tenses. Only diplomats can have an access to these meetings in order to facilitate the global works, as part of the UN political diplomacy, cultural diplomacy'' (BIRD). UN budget, which is voted by UN General Assembly (UNGA), bi-annually will provide the funding for the diplomacy. (If you want to access to UN Officer jobs, you need to apply and fill an application online, with UN office directors concerned with the vacancy, in the country or the division of your choice). [If you are not a diplomat, It would be hard to get the necessary resources. Moreover, conditions are quickly changing when top officials are not in function, such power prestige is quickly lost. Presumably, UN is not hiring individual, but fulfilling the UN roles in the UN organization, which is a delicate balance of rules (used of quotas, human resources, diplomacy…)] Page 11 of 68

BUSINESS INNOVATION RESEARCH DEVELOPMENTBUSINESS INNOVATION RESEARCH DEVELOPMENT b) Resident Office roles (CSO inclusiveness): If you are a resident from an emerging, developing, least developed countries: As a major group leader or member from an NGO, you have the permission to visit UN center under the responsibility of your regional manager (Please, ask if there is a UN resident office in home country), on the purpose of a work mission, visiting UN for diplomacy or meetings (UN Funding required to travel to UN Headquarters: UN resident office located at national levels or in a world region, where UN local representative/UN resident can liaise and facilitate your access for the purpose of a specific UN conference. If accepted, all your expenses, to travel and to live on, are covered and various fees are waved during these meetings. It would be an exceptional experience, to be in the global arena. Particularly, if you have never traveled abroad or in the case, you have difficulties to obtain a travel visa on your passport. Being a UN participant or a organisation representative (a delegate) will provide a small amount of “immunity” and will ease the constraints of worldwide mobility for your UN mission(s). c) All other cases (CSO inclusive): For participation are on your major group (NGO, business…) responsibility to organize their own journey to UN premisses (Either you can enjoy a UN status or not) Expenses for NGO and civil societies from developed countries are not taken in charge). Otherwise, ''all governmental or None Governmental Organizations (NGO) need to be authorized, to visit UN centers''. B) THE SECURITY PASS: “Access to UN and gaining the UN security Pass”: For security reasons, your organization will go into a long documented diplomatic clearance process, the show your motivation to join United Nations (UN): Firstly, online, with questions and answers of life experiences, to validate your professional and personal backgrounds, with full references, official documents to be sent to the NGO branch (New York). Your contact will be NGO chief of staff, making a file with the given information (letters, and official professional references linked to your national government). UN will give you an internal website, where you can communicate with NGO chief of staff on the NGO accreditation purpose. (My first chief of staffs was very political, so I could report matters related to business and geopolitics easily, another chief of Staff, was coined by diplomacy. He was nearly impossible to say something different than the registration for ECOSOC statuses. The relationship with the NGO branch is very important. NGO chief of Staff can make the intercession, as an intermediary to the ECOSOC committee does not know you, until the committee examination, to be granted with a UN consultative status. Secondly, when the day has come for screening and clearance: UN committee (around 18 member state representatives, at ECOSOC committee), will seek to understand, why you want to work and support UN activities, in a most effective and neutral way) with oral questions and contradictory debates, in the assembly (of ambassadors). Ultimately, the next month, your committee acceptance will be confirmed by UN ECOSOC Chamber (a committee of UN 56 experts). (The work in process is organized by NGO branch, on a 2 year basis. During an International campaign, NGO chief of Staff (Jean Marc Dorel, in 2018) is friendly. You can communicate online with him or have to follow his advertising message with ''You-tube'' for the CSO participation registration to support ECOSOC activities. Also on internet, there is a book (pdf) with guidelines on ''how to prepare a Civil Society Organization''. (UN-NGO branch can make training sessions for the preparation in order to increase your organization probability to succeed)] Page 12 of 68

BUSINESS INNOVATION RESEARCH DEVELOPMENTBUSINESS INNOVATION RESEARCH DEVELOPMENT Note: In theory, Civil Society Organizations are part of UN Charter, in the same way as Member states from the creation of UN in San Francisco (1945). In practice, whatever your organization national power (large or small, rich or poor, multinational or Auto-Entrepreneur...), acceptance is not automatic. UN committees can defer your application for as long as it is not compatible with the diplomatic mood of the assembly (during the auditing process). UN-ECOSOC status (general, special, roster) is likely to be the most difficult to obtain. For example, in 2016, less than 50% of these organizations received a status. (400 organization applications were audited and less than 200 could satisfy to the committee requirement. [ECOSOC resolution for admission to UN by the committee derived from UN Charter] • Your organization can have difficulties to be accredited by UN organization, to come to the headquarters and to: speak, write, make proposals, participate through political and technical forum, working groups and international debates on various topics, with all themes relevant to the international life. Also, it is an opportunity to meet and see leaders (you cannot see at national levels). The diplomacy and the democratic process is ''one person one vote'', either you are rich or poor. Topics that are creating conflicts for NGO admissions are ''hot topics'': politics, religious beliefs (particularly if the ambassador is attacked by your declaration on his or her own beliefs). ''He/she is judging your application for a compatibility. Other ''hot topics'' to handle with care during the public hearing: (a) journalism, particularly if your NGO is against a country leader or a national governmental media, (b) NGO subsidizes by a government, (c) NGO working in armament, (d) the use of wrong names on the website to qualify a country (either in writing or orally: calling a country, which is not independent, an independent country is likely to be bad for your application. • Examples of NGO mistakes: → If you ''write on a website that Taiwan is an independent country'', China can ask the head of organisation looking for a UN status and recognition, to explain ''why you are saying or writing that Taiwan is an independent country''. (which is a relevant question to organization application, because UN has not recognized Taiwan. So, your application will be rejected as long as you do not change your viewpoint on your NGO objectives and the causes defended, which are not conforming to UN charter) • → Same for ''NGO working in disarmament'': Russia can ask you to explain ''how an NGO can work in the field of armament/disarmament'', which can happen, as some NGO have the necessary skills. However, for Russia (at UN), in principle armament/disarmament is considered as a governmental activity (and not an NGO job). So, Russia, in order to give you the UN status, will try to understand during the committee audit, how as an NGO, you can work in disarmament of armament, and as long as your explanation is unclear (for Russia ambassador, even if it is clear for other country ambassador during the audit, your application will receive a negative answer. The ambassador, will ask you more questions to reply by writing this time, and if the answer is not satisfying. Your application will be rejected or deferred to the next session, in two years time, and for how many bi annuals until the ambassador is satisfied with your answer). • → About subsidizes, NGO organizations are different in the west or in the east due to the questions of Page 13 of 68

This is a motive of ''a debate” in the committee, going to a counting of votes, for country acceptance to grant your organization, with UN consultative status. For an occidental NGO, subsidizing is considered as a normal government practice (USA, western Europe…). The eastern NGO are not receiving funds from their government. To some extend, it would be considered by an ambassador (Russia...) ''as a sign that ''the NGO, you are representing. • → If the NGO wants “to protect or to make advocacy, for specific groups of indigenous people of India”. The India ambassador will not understand, why as NGO leader, “you are saying that indigenous people of India have concerns.”. Bear in mind that ''all people of India are indigenous'' (NGO committee 2016). So, writing or saying indigenous group of India are targeted (for specific purposes), you will have to answer to the question of the ambassador in writing, because all people of India are indigenous for the India Ambassador. • How to answer to Ambassadors? As a general rule, the more questions and the more time for deferring your organization application another 2 years, to access to UN special status. → A simple explanation the day of the committee audit, NGO ready made answers can be made available to the ambassadors with a public speech to defend your organization case. (The Secretariat is neutral, ensures the justice, equity and deals with legal matters (UN procedures: votes, languages...), which can obstruct the functioning of the committee. Also, it can help your NGO to find a quick support with the NGO chief of Staff. State representatives are asking questions, to be made the same day. Ambassadors cannot require you to translate your documents. French and English are the two official language of United Nations (If English is normally the working language, there will be a translation in French afterward. Other translation are upon time and the ambassador duties. → For a complex question, it will be required that you write to the Ambassador(s) for explaining your motivation (at his/her office address). You can be asked to give explanations to several ambassadors, which is not easy afterward to get accredited by UN- committee during the year, your organization is seeking for acceptance and be admitted at United Nations. BUSINESS INNOVATION RESEARCH DEVELOPMENTBUSINESS INNOVATION RESEARCH DEVELOPMENT [II] ECOSOC INFERENCES A/ THE PROCESS TIMELINES: 1- The national legal time requirement priority to applying for UN status: Firstly, you need to be the owner of a legal organization at national level, with a minimalistic 2 years time of existence, and not being alone. 2- Time period to get one or more possible members: So, you need to have members and partners that can join you, come and network in your organization. Ask them to witness your activity with documented papers (official like certificates, governmental approvals, valid professional licenses). 3- CSO auditing and queuing delay: List of CSO organizations for public hearing, on the purpose to be granted a consultative statuses (general, special, roster) are arranged by alphabetical names or in groupings according to the group specialty if there are several CSO of the same types (on a list for the audition, on a determined day during the Committee ordinary sessions). Time duration is variable. Then, if your organization vetting is positive. UN body or the committee hearing will grant your organization with a special, general or a roster consultative status (ECOSOC). A security pass will be issued to you and your all member of your organization when requested, to be collected individually at United Nations Security office(s). 4- The security pass validity: The security pass can be obtained for one year (and member names will be on all listed documents requesting access to UN the day of the meeting), 3 months, one month or one day. 5- The meeting deadlines for registration: Official meetings are incorporated in UN working Agenda. If applying to participate, you will receive an invitation letter (if accepted). After you have registered your membership participation (and in some case, purposes and the carrying of activities: reporting, participation to preparatory meeting...) before the displacement to the conference center between one or several months ahead before the application deadline. • An example of accepted meeting participation: BIRD reporting on the training, education and lifelong learning of aged person in France, from UNDESA to transmit to Argentina ambassador, who is chairing the committee on Aging Population, has helped to secure an invitation in April 2019 for the conference of aged group and population dynamic. The work was carried just before end of December 2018. Deadline for submission was in February 2019. (If your organization can secure the demand of UN on time with relevant themes to the working group, there are possibilities to receive a financial support for traveling to UN, if your expert document is accepted). BUSINESS INNOVATION RESEARCH DEVELOPMENTBUSINESS INNOVATION RESEARCH DEVELOPMENT 6- Time to register on INDICO website (and meeting closure): In the case, of successful application with the working group decision, as the head of organization, you need to confirm your participation for the coming event (at the specific date -as they can have many events under the same organization umbrella- with the INDICO platform for Event registrations. Meeting organizers (ECOSOC) will ask to confirm your organization and participative members by filling the online form for your registration (with a password and identification code) An example of meeting participation rejected: Otherwise, if it is rejected, your organization will not be able to participate. For example, when BIRD has applied to participate to the conference of the Environmental Pact. The UN secretariat rejected the demand of BIRD organization. How often, it is good to be close to the UN meeting room, because you can get information by participants, (when outside) in a none official way through networking and exchanges, personally, with the negotiators (as if you were in). Negotiators can inform about the levels of difficulties, how the agenda advancing and if their will be an agreed conclusions. So, you are not totally an ignorant, and you advance your own causes through these linkages. You are more lucky if your friends at UN have been accredited for special meeting, where you were not allowed. → The website process for general application has changed. Today, applications to process for requiring a participation to UN international conference are made with the INDICO website – a not any longer though the UN hierarchy, for NGO it was the NGO branch and the Chief Of NGO staff (Jean-Marc Dorel). It is a CERN website based in Geneva. → NGO campaigns: Last year BIRD has participated in the campaign for the UN secretariat (NGO branch) in calling for NGO in the group constituency to register their applications for a UN consultative status, which is the ''sesame'' to enter UN world, with your Civil Society Organization. Then, if accepted, you will discover the UN world from the inside, which is a wonderful experience (as you in the world history and not browsing the media to know the news of global organization activities, as a passive reader). More information on the role of Civil society at UN can be found, in the UN guidelines, for NGO participation at UN activities with Internet search (Google). • In some occasions, UN will facilitate the entry for expert meeting, if the person has no security clearance. Still, before the meeting, it will require that you call a ''UN officer'', who can allow you to get a security pass ''in emergency''. This UN officer, will be your referent during the meeting process and will give instructions on how to access to UN premisses. Page 16 of 68

BUSINESS INNOVATION RESEARCH DEVELOPMENTBUSINESS INNOVATION RESEARCH DEVELOPMENT B) NGO EFFECTIVE MEETING MANAGEMENT: 1- Effective meeting: • It is often a matter of geographic access, affordability to world areas and places, • An important amount of motivation and entrepreneurship spirit are needed • The necessary freedom from a classic working behavior (about: spending time around, in and out the traditional daily 8 hours in a conventional workplace, regular commutations from the home place to the workplace. With the time left it, all can be nearly done, except you still need to look at the family responsibilities and exchanges and time to sleep, to recover the next day to start again) • The serving a local and a wider communities – that are expected to be found beyond the national border, particularly with the development of social media • Use of technologies: e-commerce and Telecommunication Information Technology and management system for wider conference: Skype, e-meeting and vision conference participation) • The right conditions to UN interaction (often remotely): a journey can be disrupted due to a passenger lost luggage, also the climatic conditions can disrupt a whole railway network or a bus journey. In such a way the resources earned from low cost transfers may not be compensated; in view of the minimalism of the small lump-sums for the trip (no insurance policy can work in complexity, easily) 2- Where are we and when do we work? At the same time cutting costs on the journey to the UN headquarters that are in: New York, Geneva, Vienna, Bangkok, Santiago and Nairobi. C/ THE SUSTAINABLE DEVELOPMENT RESOURCES: 1- The diplomacy of Sustainable Development at United Nations: a) From the lenses: facts, opinions, beliefs, viewpoints and as Business Innovation Research Development (BIRD) is a regular participant of United Nations meeting. firstly between 2005-2016 and then, as a UN representative through BIRD NGO and net organization. b) Our understanding of Sustainable Development, since 2005, it has joined the first United Nations conference room in Stockholm (Sweden) and Stockholm International Water Institute (SIWI) for World Water Week (WWW) organized by United Nations Water organisation (UN- Water), with for entry point of BIRD participation: a poster, which design was a water feeder for birds, and the question asked was the role of UN in protecting sources of drinking water during a hazard (natural, technology, wars) with the Page 17 of 68

For the developed country, it is an opportunity to put wastes at bay from home. For a developing country, wastes are raw materials for processes. Recycling is characterizing industrial ecology and globalization. The most difficult way to implement global development because of the way, classic development (International Development) and modern development (Sustainable Development) mixed in the chronology of development after World War II and 30 Golden Years (1945-1975). ii. Sustainable Development can mean different things to different organizations (individuals, households, firms, NGO, governments). iii. She has harmonized all conflicting ideas with SD concept, to find a common ground, for these different expressions of SD. “She is the former managing director of UN Commission of Sustainable Development (CSD) and once Norway Prime Minister and a Managing director of the World Health Organisation (WHO). Mrs Harlem Gro Brundtland defined the concept of Sustainable Development (SD), as it has been popularized as a known concept of Sustainable Development (SD)”. It is key to understanding Sustainability Development, which was born, at the same time of Industrial development (1945) and for ignoring reasons (presumably, the 30 golden years created an ambiguity) has been replaced after the Golden years by Sustainable Development. 6) SD take-away: To sum up, the complexity of Sustainable Development, which is nicely wrap-up, in the Sustainable Development UN-CSD formula, today known as the Sustainable Development Principle. From UN Civil Society Organization meeting perceptions, it can be difficult to understand SD, without any contextualization (explanatory content) by Member States or worldwide NGO. Therefore thus, assuming that UN review of Post 2015 SDG, under the responsibility of High Level Political Forum (HLPF) is helping with VNR documents, to assess Member States “SD work in progress”, during the Period of 2015-2030 and helping to figure out on ''what are these criteria, requirements and performance specifications'' are needed to implement the Agenda 2030'' – a set of different portfolio for actions in finance, technology revolution/evolution, disaster risk reduction...could re-establish the social and organizational linkages are inside the VNR ''as the changes to Sustainable Development will not occur automatically, if member states are not creating these conditions for changes in a voluntary manner''.ECOSOC reform is key top accelerate the implementation of Post 2015 SDG, with full inclusive. 7- The role of the free-market economy: often it is buffering the economy of Sustainable Development through markets and the free liberalism, based on equilibrium of Supply and Demand for Good and services, which are fixing the fair good prices. As a consequence, there is less motivation for environmental, ecological and renewable services and if government does take determination and voluntarism in actions for climate change, carbon pricing. (2017 ECOSOC President)”, and (b) ''...all organizations have to put sustainable development in all actions/organizations'' (UNSECGEN Antonio Guterres) 2- Inventory of all possible causes (sources of under-development) a) How the global development evaluation works for the first Sustainable Development cycle (2015- 2030)? • We have reviewed in 2016, 2017 and 2018 progress made by 156 countries, which have submitted to UN Voluntary National Reporting (VNR) to be reviewed. • There have been regional worldwide preparatory meetings during the development agenda and annual calendar and a final meeting for the public reviews (HPLF), usually taking place during the summer (June) in New York (USA). • For example, France has submitted twice its sustainable development strategy and Pakistan is planning to submit in 2019 (ECOSOC president Mrs Ronda King has received a letter that can be consulted on-line for a Voluntary National Reporting (VNR) • In 2019, there will be a 4 years review organized by United Nations General Assembly (UNGA) and ECOSOC to end up the first cycle of the Post 2015 Sustainable Development Goal reviews (HLPF) • The last review of the first cycle will assess and correct the Sustainable Development track and relevant experts will make recommendations i.e. Post 2015 Sustainable Development Goals implementation: moving from Word to Actions, which is transforming the global UN framework, from a global thinking, and acting locally, during 2016-2019. • The task force was already composed during the UN mandate of previous UN Secretary General “It is will be composed of High caliber of National and country scientists, Policy makers, Heads of National Development organizations….” (Mr Ban Ki Moon) • The knowledge committee and UNGA are going to decide what will be the further steps to take (further context) for the 2nd cycle of sustainable development goals implementation (which is part of UN staffs, Civil Society and firm organization governance. This new Nature entity at UN was nearly done. We still do not know if one or several organizations have already taken a lead to prototype this new civil society group on Nature at United Nations in New York. So, presumably, UN has anticipated or echoed this new born organization on Nature, by providing a room for stakeholders willing to create this new group on ''Habitat, Environment, Human settlement and resiliency''. It is a new website. • How to integrate environment, habitat, human settlement and resiliency? Since 1988, firstly as an associate member of Intermediate Technology Development Group (ITDG), then as BIRD group, we have always considered that ''Nature'' is part of the ecosystem and it is integrated into sustainable development, with People and Technologies and avoiding to separate them. • Sustainable Development and Nature.- This working group on nature can have a life only, if it is part of the sustainable development (and not growing in isolation/disconnected manner). GENERAL CONCLUSIONS AND RECOMMENDATIONS GENERAL CONCLUSIONS: Conclusion 1: What are the messages for 2019 through the lens of media attentions: 1- New: of long-lasting week-end of street demonstrations in Paris and France of ''Yellow Jackets'' (comparable to world cities and ''Wall-street occupiers'', ''night standing movement''): Namely the ''Yellow jackets'' occupations, or a) Threat: The impacts of conventional economic development are a direct threat to the survival of both men and women. (So we see that people resist, we can no longer do international development as before, hence the need for development actors to think better, to avoid ready-made solutions, to imagine the future of projects otherwise to think in terms of human costs (social) and protection of nature (biodiversity) b) Challenge: CASH-FLOWS Knowing that nature is expensive, and investments have a future. For example, investing in education, health, water, and risk reduction yields much more than a classic economic investment that must be made immediately profitable (because of investment cash flow). If there is a problem, the safety, the gendarme or the armed forces are immediately called in. The government will be faced with resistances that are poorly assessed at the start of the project, and therefore it will react to the risks of the investors. The tragedy is that investors spend a lot of money to make a project a reality and if it does not project money, it risks losing everything! And so, the state is stuck (it appeals to law enforcement, and so it's the spiral of violence / or non-violence when we do not have a government that understands the issues even more that the governments are elected by the people (and not by the investors), so it is absurd to see that the government uses the public force against itself (ie those who elected them) So, this is not democracy (we could think of Fascism, communism...) or the dictatorship of the twentieth century. The credits mainly are benefiting to the companies, whose banks are ready at real rate discounts, without cost, which is not the case for individuals, (so quantitative easing is directed to production models) 2.2.- Ethical business practice: a) Threat: Paying staff salaries with failed bank customer account: In any case, citizens are used to it. b) Challenge: How to avoid to be at both end of the business supply chain: On the other hand, customers are always responsible for business failures, indeed when we listen to narratives, on the other hand, what is more worrying is for example, the Postal Bank pays the staff salary ($ 4 billion a year), on the back of the bad customers (because of the problems of checks, unpaid bills). Therefore, it is not nominal that the banks use the defect of payment of the individual accounts to ensure the payment of the salaries of the staff of the bank, and the business profitability.
