1. Modernization of Local Public Services in the
Republic of Moldova (MLPS)

Project Objective
Improved Local Public Serviсes in selected villages and towns in the Republic of
Moldova through the following activities:
Intervention Area I: Local Public Services
• Investment in innovative technologies and infrastructure;
• Increased capacities and modernised management of services;
• Enhanced inter-municipal cooperation and local participation.
Intervention Area II: Regional Planning and Programming
• Enhanced coordination between institutions at the local, regional and
central levels through coherent planning and programming of investment;
• Regional sector planning in the fields of water and sanitation, solid waste
management and energy efficiency in public buildings;
• Development of a pipeline of projects, prioritised and ready for
implementation.

• Communities from the North, Centre and South Regions of the Republic of
Moldova.

Financing
• Total budget Modernization of Local Public Services in the Republic of
Moldova: EUR 23.8 million
o Government of Germany: EUR 12.6 million;
o Government of Sweden: EUR 5.5 million;
o Government of Romania: EUR 0.7 million;
o European Union: EUR 5 million.
• Fund for Regional Development in the Republic of Moldova: EUR 7.3
million (Government of Germany).
2. Approach
This project is based on participatory and multi-level approach with implementation of additional consulting
measures at national, regional and local levels. Like all GIZ projects, this project will be implemented
according to the key principles and practices as set out in Capacity Works and Results –based
Management. Specifically this aspect means empowering the wider cooperation network of stakeholders
so that, as far as possible, they will be able to continue the work and sustain the results of this Project after
its completion. Cross-cutting areas such as gender mainstreaming, social and environmental compatibility
to development are being observed and applied by the Project.
In the implementation of the pilot projects under Intervention Area I in the 3 sectors (Water and Sanitation
Supply, Energy Efficiency and Solid Waste Management), an efficient local public services delivery model
based on 5-pillars is used:
In order to promote regional sector planning and programming, an innovative and participatory approach in
the process of development of Regional Sector Programmes and projects pipeline is used.
Finally, as the project advances, best practices and lessons learned from the implementation of innovative
measures are captured to be further scaled-up, as far as possible, within the existing Moldovan
mechanisms. This shall be also used for effective policy dialogue at the national level, which will drive wider
results-based changes that relate especially to the sustainability of regional and local developments
processes and results supported by the Project.
Funding is being provided for improving water supply and sewage system in selected locality under a
cooperation arrangement with the Ministry of Foreign Affairs of Romania that has been in place since 2010.
Since the end of 2011, the Swedish International Development Cooperation Agency (Sida), has been
cofinancing the capacity development of Regional Development Agencies and Councils in regional sector
planning and programming, that will ultimately lead to the improvement of local services provision in 4
sectors. In November 2013, GIZ and EU signed a Delegated Agreement according to which the EU has
delegated implementation of Component 2 of its Pilot Regional Development Programme to MLPS to
further advance the regional sector planning and programing.

3. Stages in the Project Development Pathway
• Stage 0 – identification of a project idea.
During this stage the project ideas are identified according to a methodology presented in the
Regional Sector Programme and that comply with the programme’s objectives;
• Stage 1 – project conceptualisation.
During this stage, PPCs are analysed for further consideration. PPCs for which key information is
missing will not progress to stage 2 unless and until this information is provided;
• Stage 2 – project outline design.
During this stage, PPCs are evaluated for readiness and to determine if they qualify for further
elaboration as VPCs;
• Stage 3 – project elaboration.
During this stage, a project is taken from the beginning of the VPC stage toward finalisation of the
VPC stage;
• Stage 4 – project finalisation.
4. Achieved Results
Intervention Area (IA) I: Local Public Services:
• Water and Sanitation Supply, Energy Efficiency and Solid Waste Management local public
services continuously improved in 7 pilot areas by ongoing implementation of 35 investment
measures in the amount of EUR 9,966,761 and by accompanying technical assistance measures.
• Ownership on the implementation of 7 pilot projects transferred to the 3 Regional Development
Agencies and to the respective local applicants – communes or rayons).
• Inter-municipal cooperation between 35 Local Public Authorities in solid waste management area
is enhanced by establishment of two multi-municipal service provider(s) in two rayons.
• The local planning and programming in the 7 pilot rayons and selected localities harmonized with
the national and regional strategic framework in the 3 sectors (Water and Sanitation Supply,
Energy Efficiency and Solid Waste Management).
• Capacity of regional and local actors in the implementation of projects as per efficient public
service delivery model in the 3 sectors is enhanced.
Intervention Area (IA) II: Regional Planning and Programming
• 11 Regional Sector Programmes for all three Development Regions (North, Centre and South), in
all four sectors, were elaborated as a result of common efforts and participation of Regional
Development Agencies’ specialists.
• A pipeline of 79 possible projects in Water Supply and Sanitation, Energy Efficiency, Solid Waste
Management and Regional and Local Roads areas have been identified and developed covering
the 3 Development Regions.
• Capacity of regional and local actors in regional sector planning and programming is enhanced.
