We deliver climate adaptation solutions. Our consulting and
knowledge management services support managers holding
over $1 billion in funds. The Oxford Adaptation Academy is a
unique lab for leadership and innovation.
GCAP specializes in climate adaptation solutions. We operate in three complementary
business areas – consultancy, knowledge space and our very own adaptation academy.
We are driven by solutions for clients, offering bespoke services and products for long-term
support for transformational change. We have a unique approach; we are not a short-term
consultancy firm, but start with gaining a deep understanding of our clients’ original business

BRACED PROJECT
Building Resilience and Adapting to Climate
Extremes and Disasters
Building an evidence base for at-scale transformation of
community based resilience.
Sixteen grants have been awarded, covering 18 countries in the Sahel, Eastern Africa and
Asia, with over 60 sub-grantees. The total programme is £140 million with the Fund Manager
administering the grants and monitoring progress. GCAP is on the Selection Panel and
advises KPMG on good practice and robust investment strategies, providing in-country
experts as required.
GCAP is supporting a programmatic strategy that focuses on the nature of evidence to
achieve transformation. Most of the BRACED projects would be classified as extensions to
conventional development with support for improved agriculture and resource management,
climate information applications and nutrition interventions. The extent to which these
actions mobilise sufficient resources, buffering capacity and institutional learning to
transform communities and their readiness for future climate change is a key concern.
Evidence of the impact of BRACED funding on achieving resilience will be collected through
the projects. However, the ability to define and measure resilience at this scale and over
relatively short time periods remains a significant challenge.

SYSTEM PROJECT
Guidelines and Screening Tools to
Mainstream Climate Change in Africa
Climate-smart projects in Africa.
GCAP led development of the Climate Safeguard System, working closely with the safeguards
unit and task mangers to mainstream climate change adaptation into the Bank’s project
cycle. The Bank now has the capacity to promote climate-smart projects across its annual
expenditure of $2 billion.
The CSS illustrates how GCAP develops knowledge-led solutions. The Climate Screening
module assesses the vulnerability of a project to climate change using scorecards for each
sector. The Adaptation Review and Evaluation Procedures identify adaptation measures for a
project. A different set of procedures is followed depending on the category of the project.
The CSS uses open source software developed by our partners in Hyderabad, India. The CSS
has been ported to the Bank and fully owned by their ICT staff.
GCAP continues to develop the modules in its own online Knowledge Space:

CRGEPROJECT
Ethiopia Climate Resilience Strategy for
Agriculture, Forestry and Land Use
Climate Resilient Green Economy.
Ethiopia’s vision is to transform its development through investment in a Climate-Resilient
Green Economy. GCAP, with our Joint Venture partner in Addis Ababa, GeoSAS, led the Phase
2 climate resilience strategy for agriculture, forestry and land use.
The strategy assessed the risks of climate change on key sectors of Ethiopia’s economy and
identified priorities for building climate resilience to ensure that Ethiopia reaches its
ambitious growth and green economy targets, including taking advantage of the
opportunities for implementation. The project pioneered an innovative methodology for the
economics of climate resilience including multi-attribute assessment of options and phased
strategies. Finance options included scenarios of development funding that shift the Ministry
of Agriculture's annual budget of nearly $1 billion from humanitarian crises to sound
resource management and transforming the sector.
The team worked closely with technical committees in government and developed skills and
technical knowledge through two short courses in Ethiopia.

PROADAPT PROJECT
Private Models for Agricultural Climate
Adaptation in Honduras and Nicaragua
Designing effective projects led by the private sector.
PROADAPT, an initiative of the Inter-American Development Bank, has a distinctive mission:
to support the private sector in Latin America through technical cooperation to ensure
resilience to climate change. GCAP and its Joint Venture partner, Grupo Laera, worked
intensively in Honduras and Nicaragua to develop projects in agriculture (cacao, honey, milk)
and tourism. Four project concepts were developed based on GCAP’s Climate Resilient
Business-Process Methodology. The projects involve supply chains with potential Executing
Agencies, cooperatives of producers and business associations.
An extensive knowledge base, infographics and summary booklets were delivered to the
client. Interactive workshops and a three-week course in Oxford supported in-house capacity
in the IDB.
A framework for monitoring resilience provided an innovative approach based on the M&E
context and private sector management capacity. An online Dashboard was designed to
deliver an effective tool for the Bank’s staff and development partners.

The Oxford Adaptation Academy is our flagship programme bringing innovation to practice.
In partnership with the Smith School for Enterprise and the Environment in the University of
Oxford, the course brings together world-leading experts, practitioners and intellectuals to
pioneer transformations toward climate-resilient futures.
Now in its 6th year, the Oxford Academy empowers participants as change-makers as they
understand working with stakeholders and their own leadership. Technical analysis of
adaptation strategies, options and projects integrates with the adaptation landscape of
development pathways, sustainability and finance. Participants rated the course as 4.8 out of
5 each of the past two years.

The total programme is £140 million with the Fund Manager administering the grants and monitoring progress. GCAP is on the Selection Panel and advises KPMG on good practice and robust investment strategies, providing in-country experts as required. GCAP is supporting a programmatic strategy that focuses on the nature of evidence to achieve transformation. Most of the BRACED projects would be classified as extensions to conventional development with support for improved agriculture and resource management, climate information applications and nutrition interventions. The extent to which these actions mobilise sufficient resources, buffering capacity and institutional learning to transform communities and their readiness for future climate change is a key concern. Evidence of the impact of BRACED funding on achieving resilience will be collected through the projects. However, the ability to define and measure resilience at this scale and over relatively short time periods remains a significant challenge.   • 6. CLIMATE SAFEGUARDS SYSTEM PROJECT Guidelines and Screening Tools to Mainstream Climate Change in Africa Climate-smart projects in Africa. GCAP led development of the Climate Safeguard System, working closely with the safeguards unit and task mangers to mainstream climate change adaptation into the Bank’s project cycle. The Bank now has the capacity to promote climate-smart projects across its annual expenditure of $2 billion. The CSS illustrates how GCAP develops knowledge-led solutions. The Climate Screening module assesses the vulnerability of a project to climate change using scorecards for each sector. The Adaptation Review and Evaluation Procedures identify adaptation measures for a project. A different set of procedures is followed depending on the category of the project. The CSS uses open source software developed by our partners in Hyderabad, India. The CSS has been ported to the Bank and fully owned by their ICT staff.   • 7. CRGEPROJECT Ethiopia Climate Resilience Strategy for Agriculture, Forestry and Land Use Climate Resilient Green Economy. Ethiopia’s vision is to transform its development through investment in a Climate-Resilient Green Economy. GCAP, with our Joint Venture partner in Addis Ababa, GeoSAS, led the Phase 2 climate resilience strategy for agriculture, forestry and land use. The strategy assessed the risks of climate change on key sectors of Ethiopia’s economy and identified priorities for building climate resilience to ensure that Ethiopia reaches its ambitious growth and green economy targets, including taking advantage of the opportunities for implementation. The project pioneered an innovative methodology for the economics of climate resilience including multi-attribute assessment of options and phased strategies. Finance options included scenarios of development funding that shift the Ministry of Agriculture's annual budget of nearly $1 billion from humanitarian crises to sound resource management and transforming the sector. The team worked closely with technical committees in government and developed skills and technical knowledge through two short courses in Ethiopia.   • 8. PROADAPT PROJECT Private Models for Agricultural Climate Adaptation in Honduras and Nicaragua Designing effective projects led by the private sector. PROADAPT, an initiative of the Inter-American Development Bank, has a distinctive mission: to support the private sector in Latin America through technical cooperation to ensure resilience to climate change. GCAP and its Joint Venture partner, Grupo Laera, worked intensively in Honduras and Nicaragua to develop projects in agriculture (cacao, honey, milk) and tourism. Four project concepts were developed based on GCAP’s Climate Resilient Business-Process Methodology. The projects involve supply chains with potential Executing Agencies, cooperatives of producers and business associations. An extensive knowledge base, infographics and summary booklets were delivered to the client. Interactive workshops and a three-week course in Oxford supported in-house capacity in the IDB. A framework for monitoring resilience provided an innovative approach based on the M&E context and private sector management capacity. An online Dashboard was designed to deliver an effective tool for the Bank’s staff and development partners. The Oxford Adaptation Academy is our flagship programme bringing innovation to practice. In partnership with the Smith School for Enterprise and the Environment in the University of Oxford, the course brings together world-leading experts, practitioners and intellectuals to pioneer transformations toward climate-resilient futures. Now in its 6th year, the Oxford Academy empowers participants as change-makers as they understand working with stakeholders and their own leadership. Technical analysis of adaptation strategies, options and projects integrates with the adaptation landscape of development pathways, sustainability and finance. Participants rated the course as 4.8 out of 5 each of the past two years.
