Reliance showcases hydrogen-
run truck at India Energy Week
Bengaluru: Billionaire
Mukesh Ambani’s Reli-
ance Industries on
Monday showcased a
truck that runs on hy-
drogen, the cleanest
known fuel whose tail
emissions are only wa-
ter and oxygen, at the
India Energy Week
here.
The Ashok Leyland
manufactured truck
with two large hydro-
gen cylinders was put
up at a hall adjacent to
the main venue where
PM Narendra Modi in-
augurated the three-
day event.
A display near the
truck said this was “In-
dia’s 1st H2ICE technol-
ogy truck on road.”
The truck has “near-
zero emissions” when
it uses hydrogen as fuel
in place of convention-
al diesel or even recent-
ly introduced liquefied
natural gas (LNG).
“H2ICE vehicle per-
formance on-par with
diesel ICE,” it said.
H2 is the formula for
hydrogen and ICE
stands for internal
combustion engine.
Last month, billion-
aire Gautam Adani’s
group announced plans
for a hydrogen truck.

named as the expert on
the ports and SEZ sector
in the 21-member body.
The name of Anant Am-
bani, the youngest son
of Reliance Industries
chairman Mukesh Am-
bani, appears next to
the “diversified” sector
in the list of the EAC
members.
The council has do-
main experts from
fields including textiles,
pharma, ports, special
economic zone, bank-
ing, agriculture, indus-
tries, engineering, and
manufacturing.
The EAC will advise
the state government on
any financial or other
policy matter referred to
it, address issues of mac-
roeconomic importance
and present the council’s
views to the govt. The
21-member panel com-
prises a chairman, 3 full-
time members (who are
top officials of the state
govt), and 17 part-time
members.
‘Industries went away not
knowing govt was to change’

left the state did so due
to non-cooperation by
the MVA government

years. These industries

about to change.”

held and it was decided that India would dispatch “search
& rescue teams to Turkey. “2 teams of
NDRF, comprising 100 personnel with

teams are also being readied. Relief material
will also be dispatched,” PMO said. PM
Narendra Modi said, “India is ready to
provide all possible help to the earthquake-

High Court has said that
a woman is entitled to
maintenance under pro-
visions of the Protec-
tion of Women from Do-
mestic Violence Act (DV
Act) even after a divorce
A single bench of
Justice RG Avachat in
its order of January 24
upheld a May 2021 or-
der passed by a ses-
sions court directing
the man, a police con-
stable, to pay a mainte-
nance of Rs6,000 to his
divorced wife per
month. The bench in its
order noted that the
plea raises a question
as to whether a di-
vorced wife is entitled
to claim maintenance
under the DV Act.
The high court in its
order noted that the
definition of the term
“domestic relation-
ship” suggests a rela-
tionship between two
persons who live or
have, at any point of
time (mostly in the
past), lived together in a
shared household,
when they were related
by consanguinity, mar-
riage or through a rela-
tionship in the nature
of marriage.
“The petitioner being
husband was under stat-
utoryobligationtomake
provisions of mainte-
nance of his wife. Since
he failed to make such
provision, the respond-
ent/wife had no option
but to file an application
under the DV Act,” the
court said.
Justice Avachat fur-
ther said the man was
“fortunate” that he
was directed to pay
only a sum of Rs6,000
per month when he
was in police service
and was drawing a sal-
ary of more than
Rs25,000 per month.
As per the plea, the
man and the woman
were married in May
2013, but started living
separately from July
2013 prior to their di-
vorce. During the di-
vorce proceedings, the
woman had sought
maintenance under the
DV Act.

that the latter has writ-
ten a formal letter of
complaint to the party
leadership, alleging
that state unit chief
Nana Patole’s “anger”
towards him is making
it “difficult to work
with him”.
Meanwhile, Patole
has expressed disbelief
that such a letter exists,
and said he will only
comment on the issue if
he knew the “letter’s
contents”.
Patole added a meet-
ing of the state execu-
tive committee of the
Congress will be held on
February 13 where sev-
eral issues will be dis-
cussed to find solutions.
Notably
, the Congress
has suspended Sudhir
Tambe--declined to con-
test despite being the
Congress' official candi-
date--and his son Satya-
jeet, who stood--and
won--as an Independent
candidate.
Those familiar with
the development say
that the silence of
Thorat, who is recuper-
ating from a shoulder
injury, was seen as si-
lent support to the
Tambe father-son duo
whose choices left the
party red-faced.
While Thorat him-
self did not campaign
for his nephew Satya-
jeet in the run up to the
polls on January 30, sev-
eral of the former’s kin
did.
Thorat has also said
he was insulted by the
(state) party leadership
and statements were
made against his family
on the (Tambe) issue,
the aide said quoting
the letter written by the
former state unit chief
and minister to Con-
gress president Mall-
ikarjun Kharge.
Some functionaries
from Ahmednagar were
punished over this is-
sue, the letter to Kharge
further said.
Patole had, on Janu-
ary 26, disbanded the
Ahmednagar district
committee of the Con-
gress for “anti-party
activities” as some of
its members had re-
portedly campaigned
for Satyajeet Tambe
instead of the candi-
date to whom the par-
ty had officially ex-
tended support.

inability to work with state president Nana Patole saying if
he (Patole) holds so much anger against him, then it would

insulted by the state party leadership on the (Tambe) issue.

Deshmukh gets
court nod to visit

(CBI) cases herehere on

Maharashtra minister
and NCP leader Anil
Deshmukh’s plea to
travel to Nagpur and
New Delhi for four
weeks.
Deshmukh is an ac-
cused in money laun-
dering and corruption
cases being probed by
the ED and CBI, respec-
tively. The NCP leader
is currently out on bail,
with one of his bail
conditions being that
he could not leave the
city without the special
courts’ permission.
Both the courts al-
lowed Deshmukh’s plea
for visiting Nagpur and
New Delhi.
In two separate pleas,
filed through advocates
Aniket Nikam and In-
derpal Singh, last
week, Deshmukh said
he hailed from Nagpur
and has deep family
roots there, apart from
being an elected repre-
sentative of his constit-
uency.
The plea also stated
that the former minis-
ter needed to consult
his lawyers in New
Delhi to discuss further
strategy in the present
and connected cases.
Deshmukh was ar-
rested by the ED in a
money laundering case
in November 2021 and
the CBI arrested him
in a corruption case in
April last year.

tion Commission on
Monday dismissed sug-
gestions that the poll
panel could issue an
early final order on the
dispute over the bow
and arrow symbol of
the Shiv Sena, saying
that the rival factions
could use the interim
symbols allotted to
them for the upcoming
by-elections.
A senior official said
the last date for filing of
nominations for Kasba
Peth and Chinchwad as-
sembly bypolls is on
Tuesday, which may
have fuelled specula-
tion on an early final
order on claims of
Chief Minister Eknath
Shinde and his prede-
cessor Uddhav Thack-
eray to be the original
Shiv Sena.
The official pointed
out that the Election
Commission had given
an interim order last
year allocating poll
symbols and names to
the rival Shiv Sena fac-
tions. The interim or-
der stands till the final
verdict is issued, he
pointed out.
The bypolls for Kas-
ba Peth and Chinhcwad
were declared after the
seats fell vacant follow-
ing the death of two

‘Dead’ man found alive after
random phone call by friend

Palghar: A 60-year-old
auto-rickshaw driver,
presumed dead by his
family and buried, has
been found alive in Pal-
ghar district, police
said on Monday. The
driver was found stay-
ing at a destitute home
and a video clip of
his chat
with a
f r i e n d
went viral on social me-
dia. Efforts are now on
to identify the deceased
buried by the family, a
police official said.
On January 29, an
unidentified man was
killed after being run
over by a train while
crossing a track be-
tween Boisar and Pal-
ghar stations. The Gov-
ernment Railway Police
(GRP) in Palghar circu-
lated the deceased’s pic-
tures on social media.
A man from Palghar
approached the GRP
and claimed the de-
ceased was his brother
Rafique
Shaikh, who went miss-
ing two months back for
which the family had
also lodged a police com-
plaint, GRP Inspector
Naresh Randhir said.
After this claim, the
Palghar GRP contacted
the “dead” man’s wife
who was in Kerala. She
came to Palghar and
also identified the body
following which it was
handed over to the fam-
ily, the official said. The
family members buried
the body a couple of
days back, he said.
On Sunday, a friend
of Shaikh was shocked
when he casually
called the latter on his
phone and he respond-
ed. The two had a
video chat and
Shaikh in-
formed his
friend that he
was fine, the
official said.

The family members
of the driver were in-
formed about this. They

and also informed about

According to police,
Shaikh left his house a
couple of months back
and landed at a destitute

body and it was handed
over to them after fol-
lowing all formalities.

the COVID-19 jumbo

Deepak Shah’s re-
cent petition appeals to
the court to constitute
an independent medi-
cal board to examine
his case.
A division bench of
the high court is likely
to hear the petition on
February 09.
According to the plea,
when Shah was quaran-
tined at the BKC centre
in April 2021, his family
informed the doctors
that he had undergone
surgery for a hernia the
previous month, and re-
quired six months of
post-operative care.
Despite this warn-
ing, the doctors and
medical staff injected
his stomach every day,
leading to infection
and pus formation at
the surgery site. As a
result, Shah had to un-
dergo two more surger-
ies, causing him
mental and physical
suffering, as well as

mumbai Municipal Cor-
poration (BMC) will
launch an online soft-
ware tool to manage the
transfer of teachers and
headmasters in civic
schools. The move will
also ensure transparen-
cy and reduce the chanc-
es of irregularities.
Annual budget of
BMC education depart-
ment mentions develop-
ment of online software
for managing transfers
of headmasters and
teachers. Technology-
based system will allow
eligible teachers to sub-
mit their preferences.
Allocations will be done
adhering to the existing
government rules.
“It is planned to de-
velopanonlinesoftware
for transfers of head-
teachers and teachers
of BMC. By determin-
ing the policy of trans-
fers of headteachers
and teachers in the edu-
cation department, all
the transfers will be
done transparently
through online software
to avoid human inter-
vention. Eligible teach-
ers will be transferred
as per government
rules,” read the budget.

Ministry has given in-
principle approval to
the Pune-Nashik semi
high-speed rail project.
Deputy Chief Minister
Devendra Fadnavis an-
nounced the same re-
cently after a recent
meeting with Railway
Minister Ashwini
Vaishnaw. The project
was in the pipeline for
the last three years.
“I thank the railway
minister for granting
in-principle approval to
the Pune-Nashik high-
speed railway project.
The high-speed rail be-
tween Pune and Nashik
will boost development
and provide seamless
connectivity to the in-
dustrial zones of both
cities. Our technical
committee will finalize
the technical details of
the project and then
submit it for approval
by the Union cabinet,”
Fadnavis said.
“Pune and Nashik
are important cities of
Maharashtra economi-
cally and culturally. It
would be our endeavour
to provide rail connec-
tivity to these two cit-
ies,” Vaishnaw said.
Shirur MP and Na-
tionalist Congress Par-
ty (NCP) leader Amol
Kolhe, who had recently
raised the issue of the
Pune-Nashik semi high-
speed rail with Chief
Minister Eknath Shin-

Mumbai: Police seized mephedrone worth more than Rs40
lakh following a raid in Mazgaon area of the city on Monday,
an official said. Based on specific information, a raid was
conducted at Navanagar in Mazgaon area by the Anti-Nar-
cotics Cell of Mumbai police, in which the drug was seized,
he said. The police also nabbed a person from the spot for
enquiry, the official said. Mephedrone, commercially known
as MD, is a synthetic stimulant and banned under the Nar-
cotic Drugs and Psychotropic Substances Act.

has sentenced a busi-
nessman to three
months’ simple impris-
onment, 12 years after
his pet Rottweiler dog
bit a man, observing if
reasonable care is not
taken while going out
with such an aggressive
canine, then it is “cer-
tainly harmful for the
public”. In such types
of cases where there is
a question of public
safety, “leniency is un-
warranted”, NA Patel,
Metropolitan magis-
trate, Girgaon court,
said in the order. The
court found the dog
owner, Cyrus Percy
Hormusji (44), guilty of
offences under Indian
Penal Code Sections 289
and 337.
The incident took
place in May 2010 when
the victim, Kersi Irani,
and Hormusji were ar-
guing over a property
dispute while standing
near the latter’s car at
Nepean Sea Road. Hor-
musji’s pet dog was in-
side the car and trying
to get out of the vehicle.
In spite of the request
to not open the car door,
the accused opened it
due to which the dog
came out and directly
attacked the informant,
the prosecution said.

Chinoy said.
However, Bhathena’s
lawyer Zamaan Ali op-
posed this on the
grounds that these trees
cannot be termed as
shrubs or wild trees as
they have been assigned
ID numbers. The bench
then pointed out to Chi-
noy that the public no-
tice mentions 177 trees
and not shrubs.
Court directed BMC
to file an affidavit in re-
sponse to the petition
by February 16. Ali then
sought court to restrain
BMC and MMRCL from
taking any action at the
site. Chinoy assured
court that pending
hearing of the petition
nothing would be done.

Ukraine, the war is
entering a new
phase. Following the
failed attack on Kyiv last spring
and the Ukrainians’ stunning
counteroffensive that liberated
Kharkiv in the north and Kher-
son in the south, Russian Presi-
dent Vladimir Putin has em-
barked on a punitive campaign
targeting civilians and energy
infrastructure with drones and
missiles. Stymied on the battle-

The front line has not moved
much in recent months. But the

the coast of South Carolina
on February 4, 2023. Officials
saidthattheUSNavyplanned
to recover the debris, which
is in shallow water.
The US and Canada
tracked the balloon as it
crossed the Aleutian Islands,
passed over Western Canada
and entered U.S. airspace
over Idaho. Officials of the
U.S. Department of Defense
confirmed on February 2,
2023, that the military was
tracking the balloon as it flew
over the continental US at an
altitude of about 60,000 feet,
including over Malmstrom
Air Force Base in Montana.
The base houses the 341st
Missile Wing, which operates
nuclear intercontinental bal-
listic missiles.
The next day, Chinese offi-
cials acknowledged that the
balloon was theirs but denied
it was intended for spying or
meant to enter US airspace.
US Secretary of State Antony
Blinkensaidthattheballoon’s
incursion led him to cancel
his trip to Beijing. He had
been scheduled to meet with
ChineseForeignMinisterQin
Gang on February 5 and 6.
The Pentagon has reported
that a second suspected Chi-
nese balloon was seen over
Latin America. On February
4, officials told reporters that
a third Chinese surveillance
balloon was operating some-
where else in the world, and
that the balloons are part of
a Chinese military surveil-
lance program.
Monitoring an adversary
from a balloon dates back to
1794, when the French used a
hot air balloon to track Aus-
trian and Dutch troops in the
Battle of Fleurus. We asked
aerospace engineer Iain
Boyd of the University of
Colorado Boulder to explain
how spy balloons work and
why anyone would use one in
the 21st century
.
WHAT’S SPY BALLOON?
A spy balloon is literally a
gas-filled balloon that is fly-
ing quite high in the sky,
more or less where we fly
commercial airplanes. It has
some sophisticated cameras
and imaging technology on
it, and it’s pointing all of
those instruments down at
the ground. It’s collecting in-
formation through photogra-
phy and other imaging of
whatever is going on down on
the ground below it.
WHY SPY BALLOONS?
Satellites are the preferred
method of spying from over-
head. Spy satellites are above
us today, typically at one of
two different types of orbit.
The first is called low
Earth orbit, and, as the name
suggests, those satellites are
relatively close to the
ground. But they’re still sev-
eral hundred miles above us.
For imaging and taking pho-
tographs, the closer you are
to something, the more
clearly you can see it, and
this applies to spying as
well. The satellites that are
in low Earth orbit have the
advantage that they’re clos-
er to the Earth so they’re
able to see things more clear-
ly than satellites that are far-
ther away.
A balloon in some ways
gets the best of those. These
balloons are much, much
closer to the ground than any
of the satellites, so they can
see even more clearly. And
then, of course, balloons are
moving, but they’re moving
relatively slowly, so they also
have a degree of persistence.
However, spying is not usu-
ally done these days with bal-
loons because they are a rela-
tively easy target and are not
completely controllable.
THEIR CAPABILITY
I don’t know what’s on this
particular spy balloon, but
it’s likely to be different kinds
of cameras collecting differ-
ent types of information.
These days, imaging is
conducted across different
regions of the electromag-
netic spectrum. Humans see
in a certain range of this
spectrum, the visible spec-
trum. And so if you have a
camera and you take a photo-
graph of your dog, that’s a
visible photograph. That’s
one of the things spy aircraft
do. They take regular photo-
graphs, although they have
very good zoom capabilities
to be able to magnify what
they’re seeing quite a lot.
But you can also gather dif-
ferent kinds of information
in other parts of the electro-
magnetic spectrum. Another
fairlywell-knownoneisinfra-
red. If it’s nighttime, a cam-
era operating in the visible
part of the spectrum is not
going to show you anything.
It’s all going to be dark. But an
infrared camera can pick up
things from heat in the dark.
HOW IT NAVIGATES?
Most of these balloons liter-
ally go where the wind blows.
There can be a little bit of
navigation, but there are cer-
tainly not people aboard
them. They are at the mercy
of whatever the weather is.
Theysometimeshaveguiding
apparatus on them that
change a balloon’s altitude to
catch winds going in particu-
lar directions. According to
reports, U.S. officials said the
Chinese surveillance balloon
had propellers to help steer it.
If this is confirmed, it means
that its operator would have
much more control over the
path of the balloon.
THEIR LIMITS
There is an internationally
accepted boundary called the
Kármán Line at 62 miles (100
kilometers) altitude. This
balloon is well below that, so
it is absolutely, definitely in
U.S. airspace.
COUNTRIES USING IT
The Pentagon has had pro-
grams over the last few dec-
ades studying what can be
done with balloons that
couldn’t be done in the past.
Maybe they’re bigger, maybe
they can go higher in the at-
mosphere so they’re more
difficult to shoot down or dis-
able. Maybe they could be
more persistent.
The broad interest in this
incident illustrates its unu-
sual nature. Few people
would expect any country to
be actively using spy bal-
loons these days.
The US flew many balloons
over the Soviet Union in the
1940sand1950s,andthosewere
eventually replaced by the
high-altitude spy airplanes,
the U-2s, and they were subse-
quently replaced by satellites.

China has complained for
many years about the US
spying on China through
satellites, through ships. And
China is also well known for
engaging in somewhat pro-
vocative behavior, like in the
South China Sea, sailing close
to other nations’ boundaries
and saber-rattling. I think it
falls into that category. The
balloon doesn’t pose any real
threat to the US. I think some-
times China is just experi-
menting to see how far they
can push things. This isn’t
really very advanced technol-
ogy. It’s not serving any real
military purpose. I think it’s
much more likely some kind
of political message.

New Delhi (PTI): More

five editions of PM Nar-

Pe Charcha’ with stu-
dents, parents and
teachers, as per the
Ministry of Education.
The sixth edition of
the annual interaction
was held on January 27
at Delhi’s Talkatora Sta-
dium. The numbers
have been shared by the
Union Minister of State
for Education, An-
napurna Devi, in her
written response to a
question in Lok Sabha.
The amount spent on
the first edition of PPC
in 2018 was Rs 3.67
crore, followed by Rs
4.93 crore in 2019, Rs
5.69 crore in 2020, Rs 6
crore in 2021 and Rs 8.61
crore in 2022.
The details of ex-
penditure on the event
this year was not men-
tioned in the response.
‘Pariksha Pe Char-
cha’ is an annual event
where Modi interacts
with students appear-
ing in board examina-

The first edition of
the PM’s interactive
programme with school

was held at the stadium

a fine of Rs 25,000. The
police said the incident
occurred in 2016.
New Delhi: A same-sex couple has moved the Supreme
Court challenging the Kerala High Court order direct-
ing one of them to attend counselling sessions with a
psychiatrist. The Supreme Court agreed to hear the plea
on Monday. A bench headed by Chief Justice of India
(CJI)DY Chandrachud asked the petitioner’s lawyer to
keep the brief ready and said it will hear the matter at

8,639 million

year was lower than 8,652 MU
recorded in Jan 2022. The IEX
has achieved 8,639 MU total
volume in Jan 2023, including
green power trade of 347 MU,
and 3.95 lakh RECs (renewable
energy certificates), equivalent

PLI scheme created
3 lakh jobs: NITI CEO
New Delhi (PTI): India’s
production-linked incen-
tive (PLI) scheme, which
aims to make domestic
manufacturing globally
competitive, has attracted
investment worth over
`45,000 crore and has also
created three lakh jobs,
NITI Aayog CEO Para-
meswaran Iyer said.
The government has
rolled out the scheme with
an outlay of about `2 lakh
crore for as many as 14 sec-
tors, including automo-
biles and auto components,
white goods, pharma, tex-
tiles, food products, high
efficiency solar PV mod-
ules, advanced chemistry
cell and speciality steel.
“The PLI programme
has already started show-
ing results. About `800 core
have already been paid by
way of incentives.
“We are expecting (in-
centives) to go close to
`3,000 crore to `4,000 core
before March,” Iyer said.
The scheme aims to
make domestic manufac-
turing globally competitive
and create global champi-
ons in manufacturing, and
it is yielding solid results.
“The scheme is working.
Already about `45,000
crore-plus investment has
come in, three lakh jobs
have been created and pro-
duction worth `2 lakh crore
is already there,” he added.
The scheme offers a cash
incentive for three to five
years on the incremental
sale of goods manufac-
tured in India over deter-
mined base-year sales. Ad-
ditionally, the identified
beneficiaries are required
to commit to a certain min-
imum investment in India.
Replying to a question on
the Centre’s National Mon-
etisation Pipeline (NMP)
programme, he said asset
monetisation plan is doing
‘very well now’ and it will
be taken down to the states,
“All signals are that the
asset monetisation pro-
gramme, which is actually
bringing in private capital,
is continuing and now it
will be taken down to the
states,” Iyer said.

its three-day meeting on

rate increase or a pause on
the rate hiking spree that

At present, 10% ethanol
is blended in petrol (10%
ethanol, 90% petrol) and
the government is looking
to double this quantity by
2025. Prime Minister Nar-
endra Modi launched the
higher 20% ethanol blend-
ed petrol two months ahead
of the planned rollout in
April, at the India Energy
Week (IEW) 2023 here.
“We have increased etha-
nol blending in petrol from
1.5% (in 2014) to 10% and
are now progressing to-
wards 20% blending,” Modi
said.
In the first phase, 15 cit-
ies will be covered and in
the next two years it will be
expanded throughout the
country

points on Monday due to

Tata Steel was the biggest
loser in the Sensex pack,

Mumbai (PTI): The rupee fell
by 65 paise to close at 82.73
(provisional) against the US cur-
rency on Monday, weighed down
by gains in the greenback in the
overtseas markets and a muted
trend in domestic equities. At
the interbank foreign exchange
market, the rupee opened at
82.35 against the greenback, and
fell to an intra-day low of 82.76.
It finally settled at 82.73.

TARGET FIXED AT 1,017 MT
New Delhi (PTI): The country’s coal production target
has been fixed at 1,017 million tonnes (MT) for the next
fiscal, Parliament was informed on Monday
.
In a written reply to the Rajya Sabha, coal minister
Pralhad Joshi said the steps were being taken by the Cen-
tre to augment the coal output in the country by engaging
mine developers and operators.
“The target of all India coal production has been fixed
at 1,017 MT for the financial year 2023-24,” the minister
said. State-owned CIL has identified 15 projects having a
total project rated capacity of 168.58 million tonnes per
year for implementation through MDO mode.

In his order, Special

Court had already held

been arrested, but has

The Ashok Leyland manufactured truck with two large hydro- gen cylinders was put up at a hall adjacent to the main venue where PM Narendra Modi in- augurated the three- day event. A display near the truck said this was “In- dia’s 1st H2ICE technol- ogy truck on road.” The truck has “near- zero emissions” when it uses hydrogen as fuel in place of convention- al diesel or even recent- ly introduced liquefied natural gas (LNG). “H2ICE vehicle per- formance on-par with diesel ICE,” it said. H2 is the formula for hydrogen and ICE stands for internal combustion engine. Last month, billion- aire Gautam Adani’s group announced plans for a hydrogen truck. BUSINESS UPDATE Karan Adani, Anant Ambani to advise Maha govt on USD 1 trillion economy goal First India Bureau Mumbai: Tata Sons chairman N Chan- drasekharan will head the Maharashtra state Economic Advisory Council (EAC) which also includes Karan Adani and Anant Am- bani. Karan Adani, the CEO of Adani Ports and SEZ Ltd, is the son of businessman Gautam Adani, and has been named as the expert on the ports and SEZ sector in the 21-member body. The name of Anant Am- bani, the youngest son of Reliance Industries chairman Mukesh Am- bani, appears next to the “diversified” sector in the list of the EAC members. The council has do- main experts from fields including textiles, pharma, ports, special economic zone, bank- ing, agriculture, indus- tries, engineering, and manufacturing. The EAC will advise the state government on any financial or other policy matter referred to it, address issues of mac- roeconomic importance and present the council’s views to the govt. The bench in its order noted that the plea raises a question as to whether a di- vorced wife is entitled to claim maintenance under the DV Act. The high court in its order noted that the definition of the term “domestic relation- ship” suggests a rela- tionship between two persons who live or have, at any point of time (mostly in the past), lived together in a shared household, when they were related by consanguinity, mar- riage or through a rela- tionship in the nature of marriage. “The petitioner being husband was under stat- utoryobligationtomake provisions of mainte- nance of his wife. Since he failed to make such provision, the respond- ent/wife had no option but to file an application under the DV Act,” the court said. Justice Avachat fur- ther said the man was “fortunate” that he was directed to pay only a sum of Rs6,000 per month when he was in police service and was drawing a sal- ary of more than Rs25,000 per month. As per the plea, the man and the woman were married in May 2013, but started living separately from July 2013 prior to their di- vorce. During the di- vorce proceedings, the woman had sought maintenance under the DV Act. A close aide of Tambe’s brother-in-law and senior Congress leader Balasaheb Thorat has now said that the latter has writ- ten a formal letter of complaint to the party leadership, alleging that state unit chief Nana Patole’s “anger” towards him is making it “difficult to work with him”. Meanwhile, Patole has expressed disbelief that such a letter exists, and said he will only comment on the issue if he knew the “letter’s contents”. Patole added a meet- ing of the state execu- tive committee of the Congress will be held on February 13 where sev- eral issues will be dis- cussed to find solutions. Notably , the Congress has suspended Sudhir Tambe--declined to con- test despite being the Congress' official candi- date--and his son Satya- jeet, who stood--and won--as an Independent candidate. Those familiar with the development say that the silence of Thorat, who is recuper- ating from a shoulder injury, was seen as si- lent support to the Tambe father-son duo whose choices left the party red-faced. While Thorat him- self did not campaign for his nephew Satya- jeet in the run up to the polls on January 30, sev- eral of the former’s kin did. Thorat has also said he was insulted by the (state) party leadership and statements were made against his family on the (Tambe) issue, the aide said quoting the letter written by the former state unit chief and minister to Con- gress president Mall- ikarjun Kharge. Some functionaries from Ahmednagar were punished over this is- sue, the letter to Kharge further said. Patole had, on Janu- ary 26, disbanded the Ahmednagar district committee of the Con- gress for “anti-party activities” as some of its members had re- portedly campaigned for Satyajeet Tambe instead of the candi- date to whom the par- ty had officially ex- tended support. Deshmukh is an ac- cused in money laun- dering and corruption cases being probed by the ED and CBI, respec- tively. The NCP leader is currently out on bail, with one of his bail conditions being that he could not leave the city without the special courts’ permission. Both the courts al- lowed Deshmukh’s plea for visiting Nagpur and New Delhi. In two separate pleas, filed through advocates Aniket Nikam and In- derpal Singh, last week, Deshmukh said he hailed from Nagpur and has deep family roots there, apart from being an elected repre- sentative of his constit- uency. The plea also stated that the former minis- ter needed to consult his lawyers in New Delhi to discuss further strategy in the present and connected cases. Deshmukh was ar- rested by the ED in a money laundering case in November 2021 and the CBI arrested him in a corruption case in April last year. The official pointed out that the Election Commission had given an interim order last year allocating poll symbols and names to the rival Shiv Sena fac- tions. The bypolls for Kas- ba Peth and Chinhcwad were declared after the seats fell vacant follow- ing the death of two BJP legislators Mukta Tilak on December 22 and Laxman Jagtap on January 03. The driver was found stay- ing at a destitute home and a video clip of his chat with a f r i e n d went viral on social me- dia. Efforts are now on to identify the deceased buried by the family, a police official said. On January 29, an unidentified man was killed after being run over by a train while crossing a track be- tween Boisar and Pal- ghar stations. The Gov- ernment Railway Police (GRP) in Palghar circu- lated the deceased’s pic- tures on social media. A man from Palghar approached the GRP and claimed the de- ceased was his brother Rafique Shaikh, who went miss- ing two months back for which the family had also lodged a police com- plaint, GRP Inspector Naresh Randhir said. After this claim, the Palghar GRP contacted the “dead” man’s wife who was in Kerala. She came to Palghar and also identified the body following which it was handed over to the fam- ily, the official said. The family members buried the body a couple of days back, he said. On Sunday, a friend of Shaikh was shocked when he casually called the latter on his phone and he respond- ed. The two had a video chat and Shaikh in- formed his friend that he was fine, the official said. The chat clip has gone vi- ral on social m e - d i a plat- forms. The family members of the driver were in- formed about this. They gotintouchwithShaikh and also informed about the development to po- lice, the official said. According to police, Shaikh left his house a couple of months back and landed at a destitute home in Palghar. Deepak Shah’s re- cent petition appeals to the court to constitute an independent medi- cal board to examine his case. A division bench of the high court is likely to hear the petition on February 09. According to the plea, when Shah was quaran- tined at the BKC centre in April 2021, his family informed the doctors that he had undergone surgery for a hernia the previous month, and re- quired six months of post-operative care. Despite this warn- ing, the doctors and medical staff injected his stomach every day, leading to infection and pus formation at the surgery site. As a result, Shah had to un- dergo two more surger- ies, causing him mental and physical suffering, as well as financial loss. Annual budget of BMC education depart- ment mentions develop- ment of online software for managing transfers of headmasters and teachers. Technology- based system will allow eligible teachers to sub- mit their preferences. Allocations will be done adhering to the existing government rules. “It is planned to de- velopanonlinesoftware for transfers of head- teachers and teachers of BMC. By determin- ing the policy of trans- fers of headteachers and teachers in the edu- cation department, all the transfers will be done transparently through online software to avoid human inter- vention. Eligible teach- ers will be transferred as per government rules,” read the budget. First India Bureau Pune: The Railway Ministry has given in- principle approval to the Pune-Nashik semi high-speed rail project. Deputy Chief Minister Devendra Fadnavis an- nounced the same re- cently after a recent meeting with Railway Minister Ashwini Vaishnaw. The project was in the pipeline for the last three years. “I thank the railway minister for granting in-principle approval to the Pune-Nashik high- speed railway project. The high-speed rail be- tween Pune and Nashik will boost development and provide seamless connectivity to the in- dustrial zones of both cities. Our technical committee will finalize the technical details of the project and then submit it for approval by the Union cabinet,” Fadnavis said. “Pune and Nashik are important cities of Maharashtra economi- cally and culturally. A division bench of Acting Chief Justice SV Gangapurwala and Jus- tice Sandeep Marne was hearingapublicinterest litigation filed by activ- ist Zoru Bhathena chal- lenging notice issued by Mumbai civic body on January 12 following an application filed by Mumbai Metro Rail Corp. Ltd (MMRCL). In the PIL, Bhathena claimed the notice was in violation of the Su- preme Court’s Novem- ber 2022 order, which only allowed for the re- moval of 84 trees. Metrocarshedproject at Aarey Colony in sub- urban Goregaon has been embroiled in con- troversy with environ- mentalists protesting against indiscriminate felling of trees in what theyclaimasforestarea. On Monday, senior counsel Aspi Chinoy , ap- pearing for BMC, told the high court that the 177 trees include 84 trees mentioned by the SC. “The remaining are mostly shrubs and some wild trees that have grown after 2019 (when the MMRCL filed its first application seeking to fell 84 trees),” Chinoy said. However, Bhathena’s lawyer Zamaan Ali op- posed this on the grounds that these trees cannot be termed as shrubs or wild trees as they have been assigned ID numbers. The bench then pointed out to Chi- noy that the public no- tice mentions 177 trees and not shrubs. Court directed BMC to file an affidavit in re- sponse to the petition by February 16. Ali then sought court to restrain BMC and MMRCL from taking any action at the site. Chinoy assured court that pending hearing of the petition nothing would be done. Officials saidthattheUSNavyplanned to recover the debris, which is in shallow water. The US and Canada tracked the balloon as it crossed the Aleutian Islands, passed over Western Canada and entered U.S. airspace over Idaho. Officials of the U.S. Department of Defense confirmed on February 2, 2023, that the military was tracking the balloon as it flew over the continental US at an altitude of about 60,000 feet, including over Malmstrom Air Force Base in Montana. The base houses the 341st Missile Wing, which operates nuclear intercontinental bal- listic missiles. The next day, Chinese offi- cials acknowledged that the balloon was theirs but denied it was intended for spying or meant to enter US airspace. US Secretary of State Antony Blinkensaidthattheballoon’s incursion led him to cancel his trip to Beijing. He had been scheduled to meet with ChineseForeignMinisterQin Gang on February 5 and 6. The Pentagon has reported that a second suspected Chi- nese balloon was seen over Latin America. On February 4, officials told reporters that a third Chinese surveillance balloon was operating some- where else in the world, and that the balloons are part of a Chinese military surveil- lance program. Monitoring an adversary from a balloon dates back to 1794, when the French used a hot air balloon to track Aus- trian and Dutch troops in the Battle of Fleurus. We asked aerospace engineer Iain Boyd of the University of Colorado Boulder to explain how spy balloons work and why anyone would use one in the 21st century . WHAT’S SPY BALLOON? A spy balloon is literally a gas-filled balloon that is fly- ing quite high in the sky, more or less where we fly commercial airplanes. It has some sophisticated cameras and imaging technology on it, and it’s pointing all of those instruments down at the ground. It’s collecting in- formation through photogra- phy and other imaging of whatever is going on down on the ground below it. WHY SPY BALLOONS? Satellites are the preferred method of spying from over- head. Spy satellites are above us today, typically at one of two different types of orbit. The first is called low Earth orbit, and, as the name suggests, those satellites are relatively close to the ground. But they’re still sev- eral hundred miles above us. For imaging and taking pho- tographs, the closer you are to something, the more clearly you can see it, and this applies to spying as well. The satellites that are in low Earth orbit have the advantage that they’re clos- er to the Earth so they’re able to see things more clear- ly than satellites that are far- ther away. A balloon in some ways gets the best of those. These balloons are much, much closer to the ground than any of the satellites, so they can see even more clearly. And then, of course, balloons are moving, but they’re moving relatively slowly, so they also have a degree of persistence. However, spying is not usu- ally done these days with bal- loons because they are a rela- tively easy target and are not completely controllable. THEIR CAPABILITY I don’t know what’s on this particular spy balloon, but it’s likely to be different kinds of cameras collecting differ- ent types of information. These days, imaging is conducted across different regions of the electromag- netic spectrum. Humans see in a certain range of this spectrum, the visible spec- trum. And so if you have a camera and you take a photo- graph of your dog, that’s a visible photograph. That’s one of the things spy aircraft do. They take regular photo- graphs, although they have very good zoom capabilities to be able to magnify what they’re seeing quite a lot. But you can also gather dif- ferent kinds of information in other parts of the electro- magnetic spectrum. Another fairlywell-knownoneisinfra- red. If it’s nighttime, a cam- era operating in the visible part of the spectrum is not going to show you anything. It’s all going to be dark. But an infrared camera can pick up things from heat in the dark. HOW IT NAVIGATES? Most of these balloons liter- ally go where the wind blows. There can be a little bit of navigation, but there are cer- tainly not people aboard them. They are at the mercy of whatever the weather is. Theysometimeshaveguiding apparatus on them that change a balloon’s altitude to catch winds going in particu- lar directions. According to reports, U.S. officials said the Chinese surveillance balloon had propellers to help steer it. If this is confirmed, it means that its operator would have much more control over the path of the balloon. THEIR LIMITS There is an internationally accepted boundary called the Kármán Line at 62 miles (100 kilometers) altitude. This balloon is well below that, so it is absolutely, definitely in U.S. airspace. COUNTRIES USING IT The Pentagon has had pro- grams over the last few dec- ades studying what can be done with balloons that couldn’t be done in the past. Maybe they’re bigger, maybe they can go higher in the at- mosphere so they’re more difficult to shoot down or dis- able. Maybe they could be more persistent. The broad interest in this incident illustrates its unu- sual nature. Few people would expect any country to be actively using spy bal- loons these days. The US flew many balloons over the Soviet Union in the 1940sand1950s,andthosewere eventually replaced by the high-altitude spy airplanes, the U-2s, and they were subse- quently replaced by satellites. SOURCE: THE CONVERSATION T China has complained for many years about the US spying on China through satellites, through ships. And China is also well known for engaging in somewhat pro- vocative behavior, like in the South China Sea, sailing close to other nations’ boundaries and saber-rattling. I think it falls into that category. The balloon doesn’t pose any real threat to the US. I think some- times China is just experi- menting to see how far they can push things. This isn’t really very advanced technol- ogy. It’s not serving any real military purpose. I think it’s much more likely some kind of political message. The sixth edition of the annual interaction was held on January 27 at Delhi’s Talkatora Sta- dium. The numbers have been shared by the Union Minister of State for Education, An- napurna Devi, in her written response to a question in Lok Sabha. The amount spent on the first edition of PPC in 2018 was Rs 3.67 crore, followed by Rs 4.93 crore in 2019, Rs 5.69 crore in 2020, Rs 6 crore in 2021 and Rs 8.61 crore in 2022. The details of ex- penditure on the event this year was not men- tioned in the response. ‘Pariksha Pe Char- cha’ is an annual event where Modi interacts with students appear- ing in board examina- tions. The first edition of the PM’s interactive programme with school and college students was held at the stadium on February 16, 2018. A record 38 lakh stu- dents had registered this year for participat- ing in the event. The number of registra- tions was at least more than 15 lakh last year. Thiruvananthapuram: In a first of its kind in Kerala, a fast-track court in the state capital city on Mon- day sentenced a transgen- der for sexual assault on a 16-year-old boy. The court sentenced the transgender to six years imprison- ment, besides imposing a fine of Rs 25,000. The police said the incident occurred in 2016. New Delhi: A same-sex couple has moved the Supreme Court challenging the Kerala High Court order direct- ing one of them to attend counselling sessions with a psychiatrist. The Supreme Court agreed to hear the plea on Monday. Total sales across catego- ries last month rose to 18,26,669 units, as com- pared to 16,08,505 units in January 2022. Passenger vehicle regis- trations rose to 3,40,220 units last month, an in- crease of 22% as compared to 2,79,050 units in the year- ago period. Similarly, two-wheeler retails rose to 12,65,069 units last month, as against 11,49,351 units in January 2022, an increase of 10%. From a market share of less than 1% in India’s import basket before the start of the Russia-Ukraine conflict, Russia’s share of India’s imports rose to 1.27 million barrels/day in Jan, taking a 28% share, according to Vortexa. —PTI PLI scheme created 3 lakh jobs: NITI CEO New Delhi (PTI): India’s production-linked incen- tive (PLI) scheme, which aims to make domestic manufacturing globally competitive, has attracted investment worth over `45,000 crore and has also created three lakh jobs, NITI Aayog CEO Para- meswaran Iyer said. The government has rolled out the scheme with an outlay of about `2 lakh crore for as many as 14 sec- tors, including automo- biles and auto components, white goods, pharma, tex- tiles, food products, high efficiency solar PV mod- ules, advanced chemistry cell and speciality steel. “The PLI programme has already started show- ing results. About `800 core have already been paid by way of incentives. “We are expecting (in- centives) to go close to `3,000 crore to `4,000 core before March,” Iyer said. The scheme aims to make domestic manufac- turing globally competitive and create global champi- ons in manufacturing, and it is yielding solid results. “The scheme is working. Already about `45,000 crore-plus investment has come in, three lakh jobs have been created and pro- duction worth `2 lakh crore is already there,” he added. The scheme offers a cash incentive for three to five years on the incremental sale of goods manufac- tured in India over deter- mined base-year sales. Ad- ditionally, the identified beneficiaries are required to commit to a certain min- imum investment in India. Replying to a question on the Centre’s National Mon- etisation Pipeline (NMP) programme, he said asset monetisation plan is doing ‘very well now’ and it will be taken down to the states, “All signals are that the asset monetisation pro- gramme, which is actually bringing in private capital, is continuing and now it will be taken down to the states,” Iyer said. The decision will be an- nounced by the Governor on Wednesday . With retail inflation showing signs of modera- tion and remaining below the Reserve Bank of India’s 6% upper tolerance level, and projected slowdown in GDP growth in the next fis- cal starting April, experts are of the opinion that the central bank may only opt for a 25 basis points hike in the key interest rate. Another opinion is that the RBI may press the pause button on rate hike on Wednesday itself. “We expect the RBI to pause in February policy,” State Bank of India’s Eco- nomic Research Depart- ment said in a report titled ‘Prelude to MPC Meeting on Feb 6-8, 2023’. At present, 10% ethanol is blended in petrol (10% ethanol, 90% petrol) and the government is looking to double this quantity by 2025. Prime Minister Nar- endra Modi launched the higher 20% ethanol blend- ed petrol two months ahead of the planned rollout in April, at the India Energy Week (IEW) 2023 here. “We have increased etha- nol blending in petrol from 1.5% (in 2014) to 10% and are now progressing to- wards 20% blending,” Modi said. In the first phase, 15 cit- ies will be covered and in the next two years it will be expanded throughout the country . India saved as much as `53,894 crore in forex outgo from 10% blending besides benefiting the farmers. Sensex falls 335 pts; Nifty below 17,800 Mumbai (PTI): Bench- mark Sensex dropped 334 points on Monday due to intense selling pressure in metal and power stocks as FII outflows dampened in- vestor sentiment. Besides, a sharp decline in the rupee against the US dollar also put pressure on domestic equities, traders said. After losing nearly 500 points, the 30-share BSE in- dex recovered some lost ground to settle at 334.98 points or 0.55% lower at 60,506.90. The broader NSE Nifty dipped 89.45 points or 0.50% to end at 17,764.60 as 34 of its stocks dropped. Tata Steel was the biggest loser in the Sensex pack, falling 2.08%, followed by Kotak Bank, Infosys, ICICI Bank, MM, Ultra Cement and Tata Motors. On the other hand, In- dusInd Bank, Bajaj Fi- nance, PowerGrid and ITC were among the major win- ners. RUPEE FALLS 65 PAISE TO CLOSE AT 82.73 AGAINST US $ Mumbai (PTI): The rupee fell by 65 paise to close at 82.73 (provisional) against the US cur- rency on Monday, weighed down by gains in the greenback in the overtseas markets and a muted trend in domestic equities. At the interbank foreign exchange market, the rupee opened at 82.35 against the greenback, and fell to an intra-day low of 82.76. It finally settled at 82.73. In a written reply to the Rajya Sabha, coal minister Pralhad Joshi said the steps were being taken by the Cen- tre to augment the coal output in the country by engaging mine developers and operators. “The target of all India coal production has been fixed at 1,017 MT for the financial year 2023-24,” the minister said. First India Bureau Mumbai: A special CBI court here has granted bail to Kavita Manki- kar, an employee of the firm run by diamond merchant Nirav Modi who is accused in the Punjab National Bank scam case, more than four years after she filed her plea. In his order, Special judge SJ Menjoge said that the Bombay High Court had already held that her arrest was “il- legal” and the Central Investigation Agency was given the liberty to re-arrest following the due process of law. “Till date she has not been arrested, but has beenattendingthiscourt regularly . No purpose would be served by re- jecting her bail,” the special court said. Mankikar had cited the high court order in thebailapplication,filed through advocates Ra- hulAgarwalandJasmin Purani. She had prayed for bail, stating that the charge sheet has been filed in the case and the investigation was over. The agency opposed the plea on the grounds that the investigation was still ongoing. The court after hear- ing both sides allowed her bail plea. The special judge noted that the applica- tion has been pending since June, 2018. The charge sheet has been filed and considerable time has elapsed since the date of filing of re- ply (to the bail plea) by the CBI, the court said, but she has not been re- arrested until now.
