feedback mechanism.
He held a high-level
meeting on Thursday
and issued stern direc-
tions in this regard. The
brief to the officials is
simple, the ‘tahsils’ and
‘police stations’ of all
the districts should be
sensitised to redress the
woes of the poor. If not,
the officers will be tak-
en to task and the DMs
and SPs of the con-
cerned district will be
held liable for the lapse.
Furthermore, if the
complainant is not sat-
isfied with the redres-
sal, he or she may ap-
proach the CM helpline.
The CM helpline,
startedfunctioningfrom
February 13, 2018 is
mannedbysome250per-
sonnel who receive
about 35,000 calls every
day
. The complaints re-
ceived from CM helpline
are forwarded to differ-
ent departments where
they belong to. A proper
feedbacksystemisinthe
place to monitor the sta-
tus of complaints with
the instructions that the
aggrievedpersonshould
beaskedabouthis‘satis-
faction level.’
Out of a total of 44.8
lakh complaints lodged
on CM helpline, more
than 35 lakh have so far
been disposed of. Dur-
ing Covid times, the CM
Hepline did wonders in
terms of receiving que-
ries about shelter
homes, status of mi-
grants, distribution of
foods etc. In fact, the lo-
cal public representa-
tives, DM offices, Aasha
workers and corpora-
tions were all integrat-
ed into the system to
provide relief to the
complainants.
He was of the view
thatif alargenumberof
persons come to lodge
their grievances at CM
helpline, it clearly
means their woes are
not being solved at local
levels. He asked his offi-
cials to be sensitive
about complaint redres-
sal mechanisms.

in Allahabad on Mauni Amavasya and performed
a puja. The Congress leader, who arrived in Pray-
agraj in the morning, reached Sangam, a conflu-

ti river, for taking the holy dip and participation in
puja. Priyanka was accompanied by her daughter

ness,” said the CM.
State government
has digitised records of
over 1.57 lakh houses of
more than 1000 villages
under the scheme. Own-
ership certificates to
rest of the people will
be distributed by dis-
trict officials.
The ‘Swamitva
Scheme’ along with an-
other flagship scheme
‘Varasat’ of Yogi gov-
ernment has been start-
ed to put an end to land
disputes in the rural
areas.
The property cards,
to be given to the vil-
lagers will enable
them to access bank
finance using their
property as collater-
al, and will also help
in keeping a record of
properties to get rid
of house ownership
issues.
For the effective im-
plementation of ‘Swa-
mitvaYojana’,launched
by the Central Govern-
ment, the Ministry of
Panchayati Raj of the
Centre and the state
government has al-
ready started survey in
all 75 districts of UP.
In the first phase, af-
ter conducting the sur-
vey of all existing hous-
es, their actual area and
the list of owners of the
houses will be pre-
pared. After this, the
ownership will be de-
clared after disposing
of all the objections.

and will provide educa-
tion and boarding facil-
ity to orphans as well as

tion workers who are
registered under the Ut-
tar Pradesh Building
and Other Construction
Workers Welfare Board.
Atal Residential
schools will provide
education and boarding
facility to students from
class 6th to 12th and
will be constructed in
land area of 12 to 15
acres. The schools will-
be run by Uttar Pradesh
Building and Other
Construction Workers
Welfare Board while the
construction schools
will be overseen by Pub-
lic Works Department.
For the construction
of the Atal Residential
Schools were allocated
a fund of Rs. 180 Crores
in the financial year
2019-20 and as of first

acquired in Jhansi, Chi-
trakoot and Aligarh.
The defence node
land at Aligarh has al-
ready been sold out, al-
lotted to companies and
along with this we are in
the process of acquiring
additionallandforother
interested investors,
Mahana said.
The minister stressed
that the government has
been aggressively pur-
suing industrialisation
led development to gen-
erate new employment
opportunities and uplift
the economic condition
of its citizens.
Mahana said his de-
partment has estab-
lished an identity of its
own during the past 4
years by carrying out
reforms to bring trans-
parency in its working.
He said that seven
mega textile parks are
being planned and the
state government has
pitched in for two such
parks in Kanpur and
Gorakhpur.
As the Budget is rap-
idly promoting indus-
trial infrastructure in
the form of new elec-
tronics and leather
parks etc, the state gov-
ernment is also rapidly
developing such manu-
facturing hubs and clus-
ters, he added.
The government at-

the UP investor summit

reservation policy for
the 2021 three-tier elec-
tion. According to Addi-

of 58,194 gram panchay-
ats have been formed in
826 blocks of the state
besides reservations
made in the reservation
policy from 1995 to 2015

vation policy

and Women’s category
in view of previous elec-
tions besides the posts

years, revolu-
tions in com-
munication and
transportation
technologies have allowed
companies to create truly
global value chains. Those
processing raw materials
were linked up with manu-
facturers of inputs and
parts, which were in turn
linked to the companies
that assemble and package
final products, and then to
distribution channels ex-
tending to consumers
around the world.
In the two decades before
theCOVID-19pandemic,the
annual value of intermedi-
ate goods exported across
borders tripled, to more
than $10 trillion,giving rise
to an intricately choreo-
graphedproductionsystem.
But, because these global
networks have evolved to
reduce costs through maxi-
mum efficiency
, they can be
brittle, and sometimes will
snap under pressure.
Hence, every country in-
volved in the world’s pro-
duction networks must
understand its risk expo-
sure, and build more resil-
ience where it is needed.
For emerging economies
seeking to expand export-
oriented manufacturing,
the implications of this
global reckoning could be
far-reaching.
True, the pandemic has
not yet reshaped industry
footprints dramatically.
But that is not surprising:
global supply chains re-
flect economic logic, hun-
dreds of billions of dollars
of investment, and long-
standing supplier relation-
ships. Changing the geog-
raphy of production is not
easy when major multina-
tionals’ supplier networks
encompass thousands of
independent companies,
each with its own special-
ized contribution.
Still, as we have seen, far-
flung global supply chains
can be vulnerable to all
types of disruptions, from
natural disasters to cyber-
attacks and trade disputes.
The COVID-19 pandemic
drove home this point as it
forced manufacturers to
manage workforce health
and safety issues, planning
and logistical difficulties,
shortages of materials and
parts, unpredictable spikes
and drops in demand, and
cashflow problems.
Companies cannot as-
sume a return to smooth
sailing after the pandemic.
In a recent survey of sup-
ply-chain executives, the
McKinsey Global Institute
found that disruptions last-
ing a month or longer now
occur every 3.7 years, on
average, imposing steep fi-
nancial costs. Adjusted for
theprobabilityandfrequen-
cy of disruptions, compa-
nies can expect to lose more
than 40% of a year’s profits
every decade (based on a
model informed by the fi-
nancials of 325 companies
across 13 industries). More-
over, a single severe shock
causing a 100-day disrup-
tion could wipe out an en-
tireyear’searningsormore
in some industries. As we
have just learned the hard
way, events of this magni-
tude can and do occur.
With companies and gov-
ernments reassessing how
goods flow across borders,
somewillmaketargetedad-
justments to source goods
fromplacestheyperceiveas
less risky
. To understand
how such decisions might
play out, MGI examined the
feasibility of movement
based on industry dynam-
ics,aswellasthepossibility
that governments might in-
tervene to support the do-
mestic production of goods
they deem essential or stra-
tegic. All told, we estimate
that up to one-quarter of
globalgoodsexports–worth
$2.9-4.6 trillion annually –
couldfeasiblyshifttodiffer-
ent countries in the next
five years or so, though the
potential varies considera-
bly across industries.
For years, developing
countrieshavebeenadvised
thatcompetingsolelyonthe
basisof low-costlaborisnot
enough; they must boost
productivity
, develop the
skillsbase,andimprovepro-
duction quality
. And now,
this list will be expanded to
include resilience. Coun-
tries that want to maintain
their positions in global
value chains – or even cap-
ture a share of the produc-
tion that could be in play –
willneedtoassesstheirown
risk exposure and cultivate
thecapabilitiestowithstand
disruptions and recover
from them quickly
.

Emerging economies have a new imperative
F
any have commented and
talked about the changes that
are being brought about and
others that need to be institu-
tionalised, in view of the
challenges and difficulties
thrown up by the Covid 19
pandemic and its unimagina-
ble threatening spread and
adverse effects across the
globe. It shook the world and
brought to a halt the normal
way of life. Now as we move
towards some betterment,
with vaccines giving the
world community a big ray
of hope, one of the most em-
phasised aspects is the need
for better health care. In this
context, the experts have
talked about not only treat-
ment and medical care but
also preventive and promo-
tive health. In my view, this
aspect deserves serious anal-
ysis not only because it re-
duces the need for treatment
but it is multi sectoral and
requires efficiency and effi-
cacy in the systems in Gov-
ernance, which includes the
government agencies, reput-
ed institutions, private sec-
tor, and above all understand-
ing and cooperation by the
people and society in general.
Immunity, as they say, is es-
sential to fight any illness and
infection and has been consist-
ently and overwhelmingly dis-
cussed as the Covid 19 infec-
tions spread. Immunity comes
from many things and espe-
cially from healthy food and
nutrition. Professionals and
scholars advise on what to eat,
when to eat and how to enjoy a
good healthy diet. However, to
achieve this, it is very essential
that the food that comes from
the farm to the table does not
have an excess of chemicals
that are hazardous for health.
There is no dearth of writings
and analysis on how fertilisers,
insecticides, pesticides, chemi-
cal ripening and colouring
agents are used indiscrimi-
nately in high doses to boost
quantity of production and ap-
pearances: but, as is well ana-
lysed such production of cere-
als, fruits, and vegetables are is
not at all conducive to our good
health. Rather, on the other
hand, they cause severe infec-
tions, illnesses, digestive disor-
ders and may also lead to cer-
tain types of cancers. Though
there are many Acts and rules
in place and Standards laid
down for production and mar-
keting of agriculture and food
products and processed foods,
yet their implementation is not
as efficacious as it ought to be.
The way out therefore seems to
be a people’s movement that is
not just based on demand for
organic foods but also for using
chemicals, where necessary,
within the prescribed and safe
limits. In this regard, the gov-
ernments and the private sec-
tor can join hands to set up a
large and spread out network
of testing laboratories on the
pattern of Medical testing lab-
oratories which are in large
numbers in towns and cities
and not very far in case of ru-
ral areas, and thus facilitate
testing of samples of foods by
households and consumers.
This setup, combined with
awareness about quality food,
will go a long way in improving
the preventive and promotive
aspects of health care.
Another aspect of preven-
tive health is clean and safe
drinking water. This has
been an integral part of pub-
lic policy from the very be-
ginning but still complete
safety and quality is yet to be
achieved. One of the many
problems is that the supply
of surface water coming
from rivers and dams often
gets polluted with drainage
water, sewerage, and sullage
and recourse has to be taken
to home-based filtering and
cleaning which adds to the
cost. Groundwater too gets
polluted with excess use of
chemicals. It is often seen
that even vegetables and
fruits are grown in such con-
taminated water areas lead-
ing to further health dam-
age. Polluted and contami-
nated water adds to our
many health woes and debil-
itates the body and extra ex-
penditures have to be in-
curred for medical treatment
and then income is lost from
not being able to work.
There are many other such
issues and actions like pollu-
tion-free air, regular exercises,
less stress at work, happy fam-
ily relationships, supportive
care that would boost our im-
munity
, well being, and health.
However the availability of
food and food products as per
the laid down standards and
clean and healthy drinking wa-
ter are crucial for our health.
Thus there is a crying need for
them to become part of a Peo-
ple’s Movement by the active
participation of people through
voluntary organisations, mo-
halla committees, and other
existing organisations, as well
as by undertaking more scien-
tific research and sharing of
those findings at diverse plat-
forms to create and increase
awareness. This will put suffi-
cient check and pressure on the
producers to strictly follow the
laid down standards and supply
quality items. It will also help
the Government agencies to en-
force the law as the consumers
and citizens would have forums
and platforms from where they
can raise their voice.

day after Prime Minister Narendra Modi
reiterated his stand on the three farm
laws and blamed “aandolanjeevi” for the
ongoing farmers’ agitation it was Rahul
Gandhi’s turn to take the floor in the Lok
Sabha on Thursday to take up the cause of farmers
and condemn the contentious laws. Defending the
farm laws in his reply to the motion of thanks to
the President’s address, the prime minister said
that their provisions were “optional” and not “com-
pulsory” as he renewed his offer for talks with
farmers. The prime minister had said that the Op-
position was spreading fear among farmers that
the laws will weaken the mandi system. Rahul Gan-
dhi on the other hand trashed the laws while reply-
ing to the “content and intent” of the new laws. The
first law he said would finish off mandis as it al-
lows unlimited purchase of foodgrains, vegetables,
and fruits from anywhere in the country
. The prime
minister, he said, “has given us options of unem-
ployment, hunger, and suicide”.
Rahul Gandhi opened the party’s attack with the
jibe that it is a government of Hum Do, Hamare
Do, an old slogan on family planning while refer-
ring to the prime minister and Home Minister
Amit Shah and two of the government’s favourite
industrialists. The Speaker reminded Rahul that
he was supposed to speak on the Budget after
which he began criticising the farm laws.
The Congress is extending its support to farm-
ers eyeing political gains in Uttar Pradesh which
goes to poll in 2022. Farmers are expected to play
a decisive role in western UP.

ndia and China began simultaneous dis-
engagement on the north and south
banks of Pangong Tso Lake in Ladakh
after months of protracted impasse. The
significant part of the breakthrough is
that India has not made any concession to China.
The agreement was reached after at least nine
rounds of talks and after China realized that In-
dia’s resolve to defend its borders was unshakeable.
Both the sides “agreed to cease their forward de-
ployments in a phased, coordinated manner”, De-
fence Minister Rajnath Singh said in a statement
in the Lok Sabha. A similar announcement was
made by China. Tensions began to rise after China
occupied about 1000 km of India’s territory and
stops Indian troops to patrol up to the LAC. India
made a heavy deployment to prevent further trans-
gression. The situation turned explosive and ended
in a bloody clash at the Galwan Valley on the night
of June 15-16 last year in which 20 Indian soldiers
were killed when the People’s Liberation Army at-
tacked them with medieval-era weapons. The Chi-
nese side is said to have suffered heavier casualties.
As Chinese tanks began rolling back, they were
clearly not pulling back as victors. China must be
seething at the way India stared back and held its
own. India also struck at China’s business inter-
ests to force Beijing to come to the negotiating ta-
ble. The government stopped all Chinese compa-
nies, mainly its telecom giants, from operating in
India. Chinese companies were also barred from
participating in construction projects. The disen-
gagement is a victory of our military, diplomatic,
and efforts. India is no longer a pushover.

price increase. The gov-

In a written response
to a question in Rajya
Sabha, Women and

Minister Smriti Irani
said the scheme of
‘’Universalisation of
Women Helpline
(WHL)’’ through toll-
free number 181 is op-
erational in 33 states
and Union Territories.
“As per the informa-
tion received from
states/UTs, during the
period between April
2020 to June 2020, over
2.47 lakh calls were reg-
istered in WHLs,” she
said.
The helpline aims to
provide emergency and
non-emergency referral
information service
to women affected by
violence and in distress.
The WHLs work in
coordination with the
One-Stop Centres
(OSC) established in
700 districts across the
country.

Commissioner of UP.
The appointment of
Bhavesh Kumar Singh
has raised confusion
regarding the seniority
of two other officers
who are apparently
senior to Bhavesh
Kumar Singh, one such
officer is a former IAS
officer and the other
one is a former IPS
officer.
According to the RTI
Act, to be appointed
in the Information
Commission as the
State Chief Information
Commissioner or the
State Information
Commissioner, he/
she should not have
any relation to his/
her pervious service
where they served
on their appointment
as Commissioner.
So the appointment
of SCIC or SIC is a
fresh assignment and
thus the question of
seniority is absurd
if he is appointed to
the Commission from
another service or
cadre. Another point is
that, seniority comes
into the picture only in
same cadre or service.
Thus the question
of seniority in the
Commission can arise
between current as well
as previous Information
Commissioner’s but as
far as CIC is concerned,
there is only one
post in Information
Commission. As per the
RTI Act the SCIS is the
Administrative Head of
the Commission.
Practically speaking,
any officer who has
joined the service before
another officer will feel
uncomfortable to work
under an officer who
is a junior. In such a
situation, it is up to the
officer to relieve himself
from the position as the
appointment of SCIS
is done by the CM’s
Committee only after

town here when police
reached there on com-
plaint of molestation
of a minor girl.
It was second such

woman was found in a
room in Alamnagar
area near Poni road un-
der Gangaghat police
station. After informa-

criminals have tar-
geted on accounts
of National Health
Mission (NHM) and
siphoned off about
Rs 92 lakhs in three
months’ time.
Cyber crime cell
has registered the
case and initiated the
investigations.
During investiga-
tion it was revealed
that cyber thugs
have made 71 trans-
actions in 20 ac-
counts in three
months. NHM has
four different ac-
counts for payments
of reimbursements,
and other schemes.
They have hacked all
accounts. When ac-
countant Tauhiq Ah-
mad reviewed ac-
counts he found that
several transactions
were not done by the
department.

at a political rally in
Ramabai Maidan
here, with the crowd
chanting slogans of
‘Jai Bheem’ in re-
sponse, a swarm of
bees came out from
nowhere and de-
scended on her.
The crowd was
stunned seeing the
bees hovering over
Mayawati, but the lead-
er of the Bahujan Sa-
maj Party stood her
ground and declared
that the bees were a
blessing from heaven.
But this belligerence is
no longer to be seen,
say political observers.
Mayawati, a leader
known to take a fight
head-on, has now gone
into a shell. While cele-
brating her 65th birth-
day on January 15, the
four time CM of Uttar
Pradesh declared that
the BSP would go alone
in next state assembly
elections, scheduled to
be held in early 2022.
In the 2014 LS polls,
the BSP had failed to
win even a single seat.
For the 2019 LS elec-
tions, an alliance with
the Samajwadi Party,
once considered its
arch-rival, helped the
BSP win ten seats. But
a month after the re-
sults, Mayawati had
called off the alliance.
Since then, many of
the political positions
she has taken appear to
favour the ruling BJP.
The question common-
ly being asked in UP is:
will Mayawati overtly
or covertly support the
BJP in the next elecion?
Farmers’ protests
Since January 28, the
protests against Modi
government’s three
farm laws have taken
western UP by storm,
with leaders from sev-
eral Opposition parties
visiting the Ghazipur
to express their sup-
port. But BSP leaders
have stayed away so far.
Article 370
In August 2019,
Mayawati took every-
one by surprise with
her stand on the abro-
gation of Article 370 of
the Constitution, which
granted special status
to Jammu and Kashmir

In July 2019, the BSP
had indirectly sup-
ported the BJP by ab-
staining from voting
on the Triple Talaq bill
in Parliament.
RS elections
In November 2020,
elections were held for
10 Rajya Sabha seats
from UP. After the elec-
tions, Mayawati de-
clared that her party
was even willing to go
with the BJP to defeat
the SP’s candidates.
Many believe Mayawa-
ti has toned down her
stance on the BJP to
buy reprieve in the
cases being investigat-
ed by central agencies.
Mayawati’s reported
proximity with the
BJP has sparked spec-
ulation over whether
the BSP might enter
into a pre-poll alliance
with the ruling party.
The BSP had formed a
coalition with the BJP
in 1995, 1997 and 2002.
But a pre-poll alliance
between the two par-
ties in the 2022 assem-
bly election is unlikely,
say analysts.
In the event of an al-
liance, “Mayawati will
risk losing all her
Muslim votes,” said
Pradhan. “The BJP
will benefit more if
she fights alone and
cut off the opposi-
tion’s Muslim vote.”

Union Home Minis-
ter Amit Shah is ex-
pected to inaugurate
the public meeting
marking the culmina-
tion of the yatra in the
state capital on March
7, BJP state general
secretary and yatra
convener MT Ramesh
said. Though the de-
tailed itinerary of the
15-day yatra is being
worked out, it will pass
through more than
half of the constituen-
cies in all districts,
party sources said. For
instance, in Thiru-
vananthapuram dis-
trict, the yatra will
cover eight of the 14
constituencies.
“Two days have been
earmarked for Thiru-
vananthapuram as the
party expects improved
results from the district
this time. Of the two
days in Thiruvanan-
thapuram, the first day
will be exclusively for
constituencies falling
under Attingal parlia-
mentary segment,
where the party per-
formed exceptionally
well in the recent elec-
tions,” said a source.

Goyal is a
1989-batch IAS offic-
er who presently
apart from being ACS
of CM also holds
charge of Civil Avia-
tion, State Protocol
and Additional Resi-
dent Commissioner.
Another senior bu-
reaucrat set to head for
Central government
posting is Devesh
Chaturvedi who also is
a 1989-batch officer and
presently holds charge
of ACS Agriculture,
Agriculture Education
besides all departments
associated with agri-
culture.
The third officer is
also a 1989 -atch senior
IAS Sanjay R Bhoosred-
dy, who presently holds
charge of ACS Sugar

Government has filed a
transfer petition in the
Supreme Court seeking
transfer of cases pend-
ing in different High
Courts for regulation of
Over The Top (OTT)
platforms like Netflix,
Prime Video etc., to the
Supreme Court.
The move is signifi-
cant as it comes amidst
various indications giv-
en by the Centre that it
will bring guidelines to
regulate the content
streamed in OTT plat-
forms, which are out-
side the regulatory
framework of the Cen-
tral Board of Film Cer-
tification under the Cin-
ematograph Act.
It was on December 20
last year that the trans-
fer petition was filed
through the Secretaries
of the Ministries of In-
formation Broadcast-
ing, Electronics Infor-
mation Technology and
Law Justice.
On February 9, a di-
vision bench of Justic-
es S Abdul Nazeer and
Sanjiv Khanna issued
notice to the respond-
ents on the petition and
listed the matter on
March 23 by tagging it
with another pending
petition filed by an
NGO named ‘Justice
For Rights Foundation’
seeking the regulation
of OTT platforms. ‘Jus-
tice For Rights Founda-
tion’ filed a Special
Leave Petition in the
Supreme Court after
the Delhi High Court
had dismissed its peti-
tion saying that OTT
regulation was a legis-
lative exercise.
Presently, the High
Courts of MP, Alla-
habad, and Punjab
Haryana are consider-
ing petitions seeking
regulation of OTT plat-
forms.

New Delhi: Seven IAS
officers were arrest-
ed for corruption in
the last three years
and a total of 340
non-performing gov-
ernment officers
were prematurely re-
tired by the govern-
ment in the past six
years, Minister of
State for Personnel
Jitendra Singh in-
formed the Parlia-
ment on Thursday.
In a written reply to
a question in the Rajya
Sabha, Singh said, “As
per information re-
ceived from 27 state
governments/Union
Territories, seven of-
ficers belonging to In-
dian Administrative
Service have been ar-
rested for corruption
during the last three
years.”
According to infor-
mation received from
the Ministry of
Home Affairs, one
IPS officer serving
under the Uttar
Pradesh government
was found involved
in a criminal case
during the period
from September 2020
till date, Singh said.
“The said IPS officer
has been placed under
suspension and disci-
plinary proceedings
have also been initiated
against him by the
state government,” he
added.
