pendency of driving li-
cence and Registration
certificates is not reduc-
ing due to which the
people who buy new
vehicles and those who
get driving licence are
facing a lot of trouble.
People who bought
vehicle one and a half
month ago have not yet
received RC from trans-
port offices. The situa-
tion is that due to lack
of smartcardsinJaipur
RTO alone, RCs of
18,000 vehicles have not
been printed, while RC
pending for about 40,000
vehicles. Due to non-
availability of RC, the
police is challaning the
vehicles of the people.
On the other hand,
the company supplying
smart cards says that
their tender has ended
on October 31. The bal-
ance amount has also
not been paid.

If these complaints are
not addressed, the BJP

He, however, said that
there is little hope that

govt has given good

ficials and sidelined the
honest ones.

event organised at Ho-
tel Sayaji in Indore, was

ment of Rajasthan,

Srivastava. On this oc-
casion, about 40 from

declaring the Eastern
Rajasthan Canal Pro-
ject (ERCP) as a na-
tional project.
Meena said that the
central government is
behaving step-mother-
ly with the state gov-
ernment.
He said that the Un-
ion Minister is more
concerned about the
water of Madhya
Pradesh than of
Rajasthan, whereas
there is surplus water
in the state.
“Both BJP and Gajen-
dra Singh will have to
bear the consequences
of creating hurdles in
ERCP,” he said.

Udaipur (FIB): A
woman killed her hus-
band due to a domestic
dispute. She killed her
husband with an axe
and buried the dead
body by digging a pit in
front of the house. Ac-
cording to the police,
Rooplal was missing
from the house since
December 5. Harish
Meena, the brother of
the missing along with
Rooplal’s wife Sharda
had lodged a missing
complaint at the police
station on January 1.

Jaipur: The JDA on
Monday demolished a
five-storey building of a
coaching centre whose
operator’s name ap-
peared in the recent
grade-2 teacher recruit-
ment examination pa-
per leak case. The en-
forcement wing of JDA
found that the Adhigam
Coaching Centre build-
ing was constructed in
violation of laws.
“Notice was served to
building owner Anil
Agarwal and coaching
centre operators Suresh
Dhaka, Bhupendra Sa-
ran, Dharmendra
Chaudhary and Chhaju
Lal Jat as the institute
was built on two resi-
dential plots, the road
was also encroached.
After not finding any
satisfactory reply, the
building was demol-
ished today,” JDA en-
forcement wing chief
Raghuveer Saini said.
In December, a total
of 55 people, including
37 candidates, were ar-
rested in the grade-2
teacher recruitment ex-
amination paper leak
case. Two separate cas-
es were registered in the
matter. A school princi-
pal, Suresh Vishnoi,
MBBS student Bhajan
Lal and Raita Ram
Chaudhary have been
arrested. The name of
Adhigam Coaching
Centre operator, Suresh
Dhaka, has also sur-
faced but he is evading
arrest, police said.
The Udaipur police
had intercepted a bus in
which some candidates
weregoingfortheexam.
Question paper was
found from the candi-
dates, following which
all were arrested.

Bikaner: Reader and constable Budhram Vishnoi of Naya
Sahar police station in Bikaner was arrested red-handed while
accepting a bribe of Rs 30,000. ACB police
inspector Sanjay Mishra said that in an NDPS
case, Budhram had offered Rs 50,000 in lieu of
not harassing the accused Pradeep in the police
custody, not extending his custody and not in-
volving his brother living in Haryana in this case
lodged at the Kotgate police station. On this the

officer Dilip Mehra for taking bribe of Rs 20,000 at Kunjed

of supplying construction materials. For releas-

has issued an advisory
to ban kite flying in the

asked all collectors to
ban kite flying from 6 to
8 in the morning and
from 5 to 7 in the even-
ing as per the provi-
sions of Section 144.

Rights, Sangeeta Beni-
wal has also asked the

Monday for allegedly
raping a minor girl, po-
lice said. Deepak alias
Dilip Meena, the son of

Lal Meena, is one of the
three accused in the
gang-rapeof the15-year-
old girl in February
2021, the police said. The
two other accused had
been arrested earlier.
The MLA’s son was

from Sexual Offences
(POCSO) Act. The court
sent him to judicial cus-

NO RELIEF TO ADHIGAM COACHING
CENTRE FROM THE JDA TRIBUNAL
Anil Agrawal, the owner of the building in
which a coaching center was being run by
the accused of the senior teacher recruitment
paper leak case, did not get any relief from the
JDA tribunal court on Monday. During the action
of JDA, the building owner tried to get a stay by
filing a petition in the court in the afternoon. After
hearing the arguments given by JDA, the court
also refused to grant a stay. The court asked
to completely demolish the building. The court
also gave orders to remove the debris and glass
spread there in two days so that there is no loss
of life and property to the vehicles and pedes-
trians passing through there. At the same time,
the court also ordered that if any other adverse
action is taken in future, a fair opportunity of
hearing will be given.

some public schools against
social media companies must
be taken serious note of. The
lawsuit filed by the Seattle
Public Schools in a US dis-
trict court said that the social
media was responsible for
worsening mental health and
behavioral disorders like
anxiety, depression, disor-
derly eating and cyber-bully-
ing making it difficult to edu-
cate students. The companies
named in the lawsuit include
Alphabet Inc, Meta Inc, Snap
IncandTikTok-ownerByteD-
ance. Blaming the tech giants
for exploiting “the vulnera-
ble brains of youth” to hook
tens of millions of students
across the country to their
platforms.
The suit also said, “De-
fendants recommend and
promote harmful content to
youth, such as pro-anorexia
and eating disorder content.”
It even quantified the dam-
age done by these platforms
stating that in decade from
2009 to 2019 there was on av-
erage a 30 percent increase
with students feeling “so sad
or helpless almost every day
for 2 weeks or more in a row.”
The use of social media
has become a strong habit of
children in India too. A study
commissioned by National
Commission for Protection
of Child Rights showed that
42.9 percent of 3,400 school-
going children confessed to
having social networking ac-
counts. Besides, 37.8% and
24.3% of 10-year-olds sur-
veyed had Facebook and Ins-
tagram accounts, which was
against minimum age of 13
years for opening a account.
There’s little effort being
made by the government to
prevent children from falling
into the social media trap.

he increasing tensions with
China on our Northern Bor-
ders and strained relations
with Pakistan, the moderni-
zation of armed forces de-
mand huge investments by
our country year on year
forcing India to be a leading
importer of defence equip-
ment in the world. As per
sources, the Indian Defence
market is anticipated to re-
cord a Compound Annual
Growth Rate of over 4% be-
tween 2020 and 2026. This, in
turn, is likely to benefit self-
sufficiency and ‘Make in In-
dia’ Defence Projects.
So, what is meant by De-
fence offset? In simple words,
it is an obligation by foreign
suppliers to invest in India
and aid the domestic defence
industryeitherthroughdirect
investment or by partnering
withdomesticdefenceplayers
orbytransferof technologyto
an Indian defence enterprise.
Though the policy for offset
in defence deals was initiated
in 2005, the first offset con-
tract was made in 2007. How-
ever, it was only in 2012 that
the policy makers stated the
objectives for defence offsets
to support capital acquisi-
tions to develop Indian de-
fence industry by fostering
development of global com-
petitive enterprises, aug-
menting capacity for R  D
related to defence and finally
encouraging development of
synergistic sectors like aero-
space, and internal security”.
As it generally happens,
the change of govt in Delhi
got the policy tweaked again
in 2016 and then in 2020. In
2016 amendment, the foreign
vendors were exempted from
providing all the details of
offset at the time of contract
and were given the leeway of
declaration either at the time
of seeking offset credits or,
twelve months before the dis-
charge of offset obligations.
But in my opinion, the ma-
jor change was brought in
2020 which raised the limit of
offset obligation of 30% of
the cost to the procurements
exceeding Rs 2000 crore
against the earlier limit of Rs
300 crore. In addition, the
changes specified that the
clause of offset are non op-
erative if the deals are gov-
ernment-to-government or it
is ab initio one vendor deal,
or inter-governmental agree-
ments. Nevertheless, all oth-
er foreign vendor competi-
tive deals were to continue
with the clause of 30% offset.
While the govt authorities
went gaga on their policy
making, the story was not as
rosy
, if read with the perspec-
tive of ‘The Comptroller and
Auditor General’ of our
country. Auditors had de-
fined relevant clauses as a
mechanism established with
a three-fold objectives of
firstly, partially compensat-
ing for outflow of Indian re-
sources. Secondly, ensuring
induction of sophisticated
new technology and thirdly,
enhancing capacities and ca-
pabilities of defence indus-
try in the country
. It was con-
sidered an obligation on the
supplier to either “reverse
purchase goods manufac-
tured in India or, execute ex-
port orders on such goods.”
Though the report submit-
ted by the CAG is not fully in
public domain, the sources in
media reveal that all is not
well in the defence offset
deals. From the first contract
signed in 2007 until March
2018, CAG said, 46 offset con-
tracts have been signed for
Rs 66,427 crore and till De-
cember 2018, Rs 19,223 crore
worth of offsets should have
been discharged. However,
the claimed discharge of the
offset obligation by the end
2018 was Rs 11,396 crore only
.
The balance of obligation of
Rs 55,000 crore is to be execut-
ed by 2024 for which the audi-
tors are not very hopeful.
The report further reveals
that besides financial fail-
ures, the offset policy has
also not been successful in
acquiring advanced technol-
ogies or even significantly
enhancing industrial or man-
ufacturing capabilities
which is against the stated
objectives of the offset policy
.
There is no doubt that In-
dia has giant aspirations for
its offset resources. But lam-
entably, the current state
does not appear to be steering
the country to its terminal
aim of self-reliance in de-
fence production.
If I may say, probably we
are lacking the required stra-
tegic vision and systematised
priority for implementing off-
set policy
. As a result, we put
the onus of developing offset
projects on foreign firms
whose natural inclination
will never be aligned with our
national aims. Moreover, In-
diaisnotindustryreadyason
date to absorb large volume
of offsets. The country’s pub-
lic and private Sector Under-
takings I defence are ineffi-
cient and lack adequate infra-
structuretoacceptstateof the
art technology
. This lack of
absorptive capacity will for
sure stymie our growth in de-
fenceindustrialdevelopment.
If we wish to leverage capital
acquisitionstodevelopIndian
defenceindustry
,theonlyway
is to augment the capacity for
Research, Design, and Devel-
opmentrelatedtodefencepro-
duction and services.

ronmentalist Chandi Prasad
Bhatt said. Yet another effort
has been made by the state
govt for a scientific study
with the help of satellite
imagery of the crisis in the
sinking town, Bhatt said.
However, a detailed zonation
mapping of Himalayas in
Uttarakhand and Himachal
Pradesh, warning of the
lurking dangers in Joshi-
math, was submitted to state
govt more than two decades
ago, he said.
‘UNFIT FOR LIVING’ BUILDINGS PAINTED
WITH RED X SYMBOL IN ‘SINKING’ TOWN
Joshimath: With the prevailing situation in Joshimath
grim in the wake of the land subsidence incident, the
Chamoli District Magistrate Himanshu Khurana said all
dangerous buildings in the holy town have been marked
with a red ‘X’ symbol. After the district administration de-
clared these buildings as “unsafe areas which are unfit for
living”, the residents have been shifted to a safer place.
“Under the Disaster Management Act, we have marked
some unsafe areas which are unfit for living. These areas
include Sindhi Gandhinagar and Manohar Bagh,” Chamoli
District Magistrate Himanshu Khurana said.

underway to shift them.

National Disaster
Management Authori-
ty (NDMA) submitted
its report to Uttara-
khand Chief Minister
Pushkar Singh Dhami
regarding recent dam-
age to buildings and
ground subsidence in
Joshimath.
An eight-member
team led by Disaster
Management Secretary
Ranjit Sinha submitted
the report after survey-
ing Joshimath.
The secretary and ex-
perts from different in-
stitutions and organisa-
tions did a field survey
on January 5-6, 2023, to
assess the exact damage
to buildings and ground
subsidence in Joshi-
math.
The report by disas-
ter management team
experts has pressed

267 TRAINS CANCELLED DUE TO HEAVY
FOG, POOR VISIBILITY: RAILWAYS
An Indian Railways spokesperson said that 267
trains have been cancelled on Monday due to Delhi
weather. Delhi witnessed very dense fog conditions on
Monday, leading to poor visibility. Not only trains, many
flights were delayed and three were diverted to Jaipur.
The spokesperson said that out of the 267 cancelled
trains, 82 were mail express trains, while 140 were
passenger trains. As many as 40 sub-urban trains, one
parcel express and four empty rakes were cancelled on
January 9. Moreover, around 170 trains were running
late due to Delhi fog and low visibility. Meanwhile, three
flights were diverted from Delhi to Jaipur including Air
India Express’ Sharjah to Delhi, SpiceJet’s Ahmedabad
to Delhi and SpiceJet’s Pune to Delhi. This comes after
335 trains were delayed on Sunday, and 88 cancelled.
Around 31 trains were diverted and 33 short terminated.

New Delhi: Delhi police said they are investigating the
‘conspiracy’ angle and statements of 20 witnesses
have been recorded so far. Police also told the court
that the CCTV footages revealed
that two of the accused got down
from the car two minutes after
the accident, and saw someone
trapped under the vehicle. The
accused had initially said they didn’t hear the woman
was trapped under their car, as the windows were
down and loud music was playing inside. However,
they have now admitted that they knew the woman
was stuck under the car, but did not stop out of fear.
New Delhi (PTI): A court on Monday sent 6 ac-
cused in the case involving the death of a 20-year-old
woman, who had got trapped in the underside of a car
and killed, to 14 days’ judicial custody. “14 days judi-
cial custody granted,” Metropolitan Magistrate Sanya
Dalal said. The prosecution said it was found during
their interrogation that the accused were aware of the
victim’s body being dragged under the wheels. The
additional public prosecutor, however, did not disclose
the identity of the 2 accused who got down from the
car to inspect what was under the wheels. He said a
new witness, who was around 100 metres from the
spot of the accident, has also joined the investigation.

fice bearers at the BJP
headquarters on Mon-
day.It has been decided
in the meeting that the
party will start the ‘Sa-
marpan Nidhi’ cam-
paign in February
through which the con-
tribution amount will
be taken from the peo-
ple for the party fund.
The party will raise
funds for assembly polls
to be held this year.
The drive was also
launched last year

guests for the inauguration of the exhibition. In the paintings of the exhibition, the artist has
painted human faces and postures on canvas in his style with oil colours. Tamasa means deep
blue river which is deep. The title aptly suits the paintings of Dr Krishna as the human figures in
his paintings, painted in deep blue, dark green, dark brown and dark red, descend on the canvas
for infinite shadow light and create a metallic effect. The exhibition will run till January 13.

from muscular
dystrophy, due to which
he cannot walk due
to weakness in the
muscles of the body.
A group of around 25 people, started a
trek at 6 AM under the cold and foggy
skies of Jaipur to spread the message
of how important fitness is for a healthy
living. The group started from fitcore
gym under the leadership of Jai Arora.
They trekked in the Aravali range of hills
for around 3 hours and reached atop
the hill at Naneta besides the Jaipur
Delhi highway. Trekker Yash Kalra told
that the aim of the group is to stay fit
and spread the message of fitness and
healthy eating to the youth around. His
concluding words were “Fitness is not a
goal, it’s a Lifestyle”.
Jagdeesh Chandra was greeted by Viren Sharma and Esha
Chowdhary after the success of the grand Dog show, an
initiative by Jagdeesh Chandra held at Dusshera Ground,
Jaipur on Sunday. Also seen are Surendra Mal, Ashok Raj

A study commissioned by National Commission for Protection of Child Rights showed that 42.9 percent of 3,400 school- going children confessed to having social networking ac- counts. Besides, 37.8% and 24.3% of 10-year-olds sur- veyed had Facebook and Ins- tagram accounts, which was against minimum age of 13 years for opening a account. Though the policy for offset in defence deals was initiated in 2005, the first offset con- tract was made in 2007. How- ever, it was only in 2012 that the policy makers stated the objectives for defence offsets to support capital acquisi- tions to develop Indian de- fence industry by fostering development of global com- petitive enterprises, aug- menting capacity for R D related to defence and finally encouraging development of synergistic sectors like aero- space, and internal security”. As it generally happens, the change of govt in Delhi got the policy tweaked again in 2016 and then in 2020. In 2016 amendment, the foreign vendors were exempted from providing all the details of offset at the time of contract and were given the leeway of declaration either at the time of seeking offset credits or, twelve months before the dis- charge of offset obligations. But in my opinion, the ma- jor change was brought in 2020 which raised the limit of offset obligation of 30% of the cost to the procurements exceeding Rs 2000 crore against the earlier limit of Rs 300 crore. In addition, the changes specified that the clause of offset are non op- erative if the deals are gov- ernment-to-government or it is ab initio one vendor deal, or inter-governmental agree- ments. Nevertheless, all oth- er foreign vendor competi- tive deals were to continue with the clause of 30% offset. While the govt authorities went gaga on their policy making, the story was not as rosy , if read with the perspec- tive of ‘The Comptroller and Auditor General’ of our country. Auditors had de- fined relevant clauses as a mechanism established with a three-fold objectives of firstly, partially compensat- ing for outflow of Indian re- sources. Secondly, ensuring induction of sophisticated new technology and thirdly, enhancing capacities and ca- pabilities of defence indus- try in the country . It was con- sidered an obligation on the supplier to either “reverse purchase goods manufac- tured in India or, execute ex- port orders on such goods.” Though the report submit- ted by the CAG is not fully in public domain, the sources in media reveal that all is not well in the defence offset deals. From the first contract signed in 2007 until March 2018, CAG said, 46 offset con- tracts have been signed for Rs 66,427 crore and till De- cember 2018, Rs 19,223 crore worth of offsets should have been discharged. However, the claimed discharge of the offset obligation by the end 2018 was Rs 11,396 crore only . The balance of obligation of Rs 55,000 crore is to be execut- ed by 2024 for which the audi- tors are not very hopeful. The report further reveals that besides financial fail- ures, the offset policy has also not been successful in acquiring advanced technol- ogies or even significantly enhancing industrial or man- ufacturing capabilities which is against the stated objectives of the offset policy . There is no doubt that In- dia has giant aspirations for its offset resources. But lam- entably, the current state does not appear to be steering the country to its terminal aim of self-reliance in de- fence production. If I may say, probably we are lacking the required stra- tegic vision and systematised priority for implementing off- set policy . As a result, we put the onus of developing offset projects on foreign firms whose natural inclination will never be aligned with our national aims. Moreover, In- diaisnotindustryreadyason date to absorb large volume of offsets. The country’s pub- lic and private Sector Under- takings I defence are ineffi- cient and lack adequate infra- structuretoacceptstateof the art technology . This lack of absorptive capacity will for sure stymie our growth in de- fenceindustrialdevelopment. Yet another effort has been made by the state govt for a scientific study with the help of satellite imagery of the crisis in the sinking town, Bhatt said. The report by disas- ter management team experts has pressed that the recommenda- tions made in the report compiled in August 2022 on Joshimath should be implemented. The experts also sug- gested that the houses which have been dam- aged to a large extent should be demolished, and debris should be re- moved. The report suggested that an extensive sur- vey of the soil and its strength should be con- ducted in Joshimath. JOSHIMATH ‘SINKING’ HIGHLIGHTS Located at a height of 6150 feet (1875 m), Joshimath is a gateway to several Himalayan moun- tain climbing expeditions, trekking trails and popular pilgrim sites like Kedar- nath and Badrinath. More than 600 houses in the area have developed cracks in the wake of the landslide and subsidence, officials said. A team from Central Building Research Institute reached Joshimath to ana- lyse the damages caused to buildings for compen- sation. The team will be submitting its report to the state government. The cause of the sinking is the NTPC tunnel other construction projects for Char Dham. They should be stopped this situation should be treated as a natural disaster. Gill is very close to Hardeep Singh Nijjar, a designated ter- rorist under the UAPA andrunsterrormodules on behalf of him, states the notification. As per the notifica- tion, Gill is involved in heinous crimes such as murder, extortion and targeted killings be- sides terror activities. Gill is involved in ter- ror financing, cross bor- der smuggling of drugs or weapons on a large scale and is accused in various cases regis- tered and investigated by the National Investi- gation Agency includ- ing targeted killing, ex- torting money for ter- ror funding, attempting to murder, disturbing communal harmony and creating terror among the people in the state of Punjab. The notification said the Central Govern- ment believes that Gill is involved in terrorism and he is to be added as a terrorist “in exercise of the powers conferred section 35 of the Unlaw- ful Activities (Preven- tion) Act, 1967”. Canada-based Arshdeep named terrorist by MHA New Delhi (ANI): In- dia has recorded 170 new cases of Covid-19 in the last 24 hours, the Un- ion Ministry of Health and Family Welfare said on Monday morning. As per Health Minis- try , India’s active case- load stands at 2,371. The Ministry further said that the total number of recoveries from the in- fection has increased to 4,41,47,002with221inthe last 24 hours alone. In- dia’s recovery rate cur- rently stands at 98.8 pc. India’s Daily Positiv- ity rate and Weekly Positivity rate current- ly stand at 0.20 pc and 0.11 pc respectively . Delhi witnessed very dense fog conditions on Monday, leading to poor visibility. Not only trains, many flights were delayed and three were diverted to Jaipur. The spokesperson said that out of the 267 cancelled trains, 82 were mail express trains, while 140 were passenger trains. As many as 40 sub-urban trains, one parcel express and four empty rakes were cancelled on January 9. Moreover, around 170 trains were running late due to Delhi fog and low visibility. Meanwhile, three flights were diverted from Delhi to Jaipur including Air India Express’ Sharjah to Delhi, SpiceJet’s Ahmedabad to Delhi and SpiceJet’s Pune to Delhi. This comes after 335 trains were delayed on Sunday, and 88 cancelled. Around 31 trains were diverted and 33 short terminated. The accused had initially said they didn’t hear the woman was trapped under their car, as the windows were down and loud music was playing inside. However, they have now admitted that they knew the woman was stuck under the car, but did not stop out of fear. New Delhi (PTI): A court on Monday sent 6 ac- cused in the case involving the death of a 20-year-old woman, who had got trapped in the underside of a car and killed, to 14 days’ judicial custody. “14 days judi- cial custody granted,” Metropolitan Magistrate Sanya Dalal said. The prosecution said it was found during their interrogation that the accused were aware of the victim’s body being dragged under the wheels. The additional public prosecutor, however, did not disclose the identity of the 2 accused who got down from the car to inspect what was under the wheels. Malviya National Institute of Technology Jaipur Alumni Association on Sunday provided a motorized wheelchair to Saurabh Gangwar, a first-year student of the college. Student Saurabh Gangwar is suffering from muscular dystrophy, due to which he cannot walk due to weakness in the muscles of the body. A group of around 25 people, started a trek at 6 AM under the cold and foggy skies of Jaipur to spread the message of how important fitness is for a healthy living. The group started from fitcore gym under the leadership of Jai Arora. They trekked in the Aravali range of hills for around 3 hours and reached atop the hill at Naneta besides the Jaipur Delhi highway. Trekker Yash Kalra told that the aim of the group is to stay fit and spread the message of fitness and healthy eating to the youth around. His concluding words were “Fitness is not a goal, it’s a Lifestyle”.
