that the school educa-
tion system in Bihar
needs a complete over-
haul, Education Minis-
ter Chandrashekhar on
Wednesday said his gov-
ernment will send a
team to Delhi and other
states to study their ed-
ucation models.
Chandrashekhar
said the large number
of vacancies in govern-
ment schools and lack
of proper performance
evaluation systems are
the main reasons for
which the state’s stu-
dents are suffering.
Student-friendly and
result-oriented educa-
tion models followed by
certain states, includ-
ing the Delhi govern-
ment, will be analysed
before bringing in
changes in the existing
system, he said.

government’s educa-
tion model in the na-
tional capital. We will
send our officials to
study the successful
school education sys-
tem in certain states,
including Delhi,” said

never there. At the same
time, on the interfer-
ence of AAP party in
Gujarat, Gehlot said
that anyone can contest
the elections, but the
contest will be between
BJP and Congress.

In 2019, Delhi record-
ed an annual average
PM2.5 concentration of
110 microgram per cu-
bic metre, the highest
among the most-popu-
lous cities in the world,
followed by Kolkata (84
microgram per cubic
metre), said the report
“Air Quality and Health
in Cities” by the State
of Global Air Initiative,
a collaboration between
the Health Effects Insti-
tute and the Institute
for Health Metrics and
Evaluation’s Global
Burden of Disease pro-
ject. The report summa-
rizes data on air pollu-
tion exposures and as-
sociated health impacts
in 7,239 cities (with
minimum population
of 50,000) from 2010 to
2019. It combines
ground-based air quali-
ty data with satellites
and models to produce
air quality estimates for
cities around the world.
PM2.5 refers to fine
particles (measuring
2.5 µm or less in diame-
ter) that penetrate deep
into the body and fuel
inflammation in the
lungs and respiratory
tract, leading to the risk
of having cardiovascu-
lar and respiratory
problems, including a
weak immune system.
Beijing in China had
the highest PM2.5-at-
tributable death rate
of 124 in 2019. Delhi
and Kolkata ranked
sixth and eighth, re-
spectively.
The report said the
burden on health of
PM2.5 has grown rap-
idly in cities in South-
east Asia.
In 2019, 1.7 million
deaths linked to PM2.5
exposure occurred in
the 7,239 cities, with cit-
ies in Asia, Africa, and
Eastern and Central
Europe seeing the
greatest health impacts.

teachers' body has
passed resolutions op-
posing the university's
new leave rules and
show cause notices is-
sued to some Hindi de-
partment faculty mem-
bers for refusing to
translate its annual re-
port, among other
things.
The Jamia Teachers'
Association (JTA)
passed the resolutions
at a meeting of its gen-
eral body on August 3,
putting forth a series of
demands, including set-
ting up an inquiry com-
mittee to examine the
cases of show cause no-
tices. A university offi-
cial, however, told PTI
on Tuesday that the
JTA does not have any
legal right to call a GBM
as its tenure ended in
May this year. Later in
the day, JTA president
Majid Jamil told PTI,
Our tenure will end in
November this year. We
are well within our
right to hold the GBM
and pass resolutions.
The tenure of JTA is for
two years and our term
will end in November.
At its general body
meeting, the JTA called
for the revocation of the
new leave rules.
The recently imple-
mented leave rules are
regressive and affect
teachers' participation
in various teaching, re-
search, extension ac-
tivities, the minutes of
the read.
The teachers' body
also called for the with-
drawal of special or-
ders that were issued
during the COVID-19
pandemic.
A regular Academic
Calendar with two
months of summer
breaks (16 May to 15
July) and winter break
(24 December to 15 Jan-
uary) should be re-
leased, it said.
Hostels and canteens
on the campus should
be opened with immedi-
ate effect as this will
promote the teaching-

added.

um here, he proposed a
five-point vision for
good governance and
said he would travel
across the country to
rally support for the
cause.
The Aam Aadmi Par-
ty (AAP) national con-
venor termed the cam-
paign a “national mis-
sion” and appealed to
the masses to join it to
realise the long-cher-
ished dream of India
becoming the best in
the world and figuring
in the list of the devel-
oped countries.
He said those from
the BJP, Congress and
any other political par-
ty can also join it as it is
apolitical in nature,
even as he blamed the
parties in power, with-
out taking names, for
the slow progress of In-
dia since Independ-
ence. In the past 75
years, they did nothing
other than filling their
homes and that of their
friends with wealth, he
charged.
“If we leave this
country with these par-
ties and leaders, we will
go back by another sev-
enty-five years. Some of
them (leaders) live for
their family while oth-
ers for friends. Some-
one has to indulge in
corruption while some
others have to plunder
the country,” he said.
In his address, Kejri-
wal said to make India
number one in the
world, public funds will
have to be utilised in en-
suring free and quality
education for every
child, free and good
medical treatment for
every citizen, employ-
ment for youth, equal
rights and dignity to
women and fair price to
farmers for their pro-
duce.
Riding high on its
stupendous victory in
Punjab polls, the AAP
has reorganised and ac-
tivated its units in most
of the states seeking to
expand its foothold.

Amid a spike in COV-
ID-19 cases in the na-
tional capital, there
has been a nearly two-
fold increase in hospi-
talisations in over a
fortnight, with offi-
cials saying those
with comorbidities
are getting admitted
to hospitals.
Even though the
rise in infections and
hospitalisations is not
yet alarming, experts
have reiterated the
need to wear masks
and follow Covid-ap-
propriate behaviour.
Of the 9,405 availa-
ble beds for coronavi-
rus patients in Delhi,
307 (3.26 per cent) were
occupied on August 1.
The occupancy rate
was 3.75 per cent on
August 2 and four per
cent the day after. It
kept on rising on most
days thereafter and
stood at 6.24 per cent
on August 16.
The bed occupancy
rate was five per cent
on August 6 and 5.97
per cent on August 11.
The occupancy rate
was 6.13 per cent on
August 12 and de-
clined marginally to
5.99 per cent the next
day. It rose to 6.21 per
cent on August 14 and
stood at 6.31 per cent
on August 15. Dr Vikas

Buildings being con-
structed under the
Modi government’s am-
bitious Central Vista
redevelopment project
will have a robust fire
safety system in place,
with the Delhi Fire Ser-
vice giving its clear-
ance to seven proposals
in the last two years for
structural plans that
include a new prime
minister’s office and a
new Parliament build-
ing, officials said on
Wednesday
.
They said that the
stairwell pressurisa-
tion system, which is a
mechanical ventila-
tion, will also be in
place like a new Parlia-
ment building, a new
PMO building, amenity
block and common cen-
tral secretariat, besides
Rajpath. Most of the
buildings under the
Central Vista project
have been divided into
fire sub-compartments
having fire resistant
walls on all sides in-
cluding top and bot-
tom, which will help
them contain fire with-
in its origin, according
to fire safety officials.
Delhi Fire Service Di-
rector Atul Garg said
that the buildings un-
der the Central Vista
redevelopment project
will have a state-of-the-
art technology as far as
the fire safety is consid-
ered.
“We have tried to pro-
vide the best infrastruc-
ture for the fire safety
system. This is going to
have in-built fire safety
systems with a set up of
ahugefirecontrolroom
as well,” Garg told PTI.

that DFS’s recommen-
dations include an in-
ternal road for fire ten-
ders movement besides
provisions for a fire
check door for the pro-

recommendations in-
clude a fire safety ar-
rangement, escape
route and means of ac-
cessing and exiting the
building in terms of
number, width, type
and arrangement of

The proposals were
cleared by the DFS after
the building designs
were presented for ap-
proval by the govern-
ment. Each of the seven
proposals consist of
plans for more than two
buildings which were
cleared between 2020-
2022. Tomar said that
various in-built fire-
fighting arrangements
havealsorecommended
to be installed in the
buildings such as a fire
exit, a hose reel, a wet
riser, hydrants, an auto-
matic sprinkler system,
internal hydrants and
yard hydrants, pump-
ing arrangements, and
captive water storage
for fire-fighting.

Delhi government has
fast-tracked its project to
beautify Tikri Kalan bor-
der entry point and con-
struct a huge gate there
with the tourism depart-
ment setting a deadline
of 10 months from now
to complete the work.
According to officials
of Delhi Tourism and
Transportation Develop-
ment Corporation
(DTTDC), the aim of the
project is to showcase
Delhi’s heritage and
beauty in a way that peo-
ple can witness the glory
of the city whenever
they enter the national
capital.
The beautification of
the road stretches will
include depiction of Del-
hi’s history, cultural her-
itage, and its evolution
over the years.
They said that bids for
awarding the work will
be floated soon and the
entire work will be over
in 10 months.
“We are about to float
tenders for the construc-
tion of Tikri Border gate
and beautify the stretch
at the border entry point.
We are hoping to start
the construction work
within two months at the
site. It will take nearly 10
months to complete the
entire work at Tikri bor-
der,” a senior DTTDC of-
ficial told PTI.
Historic events such
as Dandi March, monu-
ments like Rashtrapati
Bhavan, India Gate and
other popular tourist
hotspots will be show-
cased through sculp-
tures along the stretch at
Tikri border.
LED screens display-
ing temperature and pol-
lution will be installed
along the road.
Sculptures with deco-
rative plants and natural
greenery will also be in-
stalled near the entry
gate to make it aestheti-
cally appealing, the offi-
cial said.
The project involves
construction of a huge
entry gate at 12 border
points and beautifying
around 200 metres of
roads leading to the city
fromtheseborderpoints.
Officials said that in
the first phase only five
border points – Tikri Ka-
lan border, Anand Vihar,
Apsara border, Kapash-
era border, and Ghazipur
border – will be beauti-
fied.

Commission (DUAC) has
given its nod to construct
an entry gate at Tikri
Border - one of the entry
points from Haryana to
Delhi - and beautify a
200-metre stretch there

catchment areas, offi-

The river had
breached the danger
mark of 205.33 metres
on Friday following
heavy rains in the up-
per catchment areas,
prompting authorities
to evacuate around
7,000 people from low-
lying areas. The water
level had receded below
the warning mark on
Monday and stood at
203.96 metres at 6 pm on
Tuesday

However, the water
level rose again and
crossed the warning
mark around midnight.
It stood at 204.89 metres
at 7 am on Wednesday,
the Delhi government's
flood control room said.
A forecast issued by
the Central Water Com-
mission said the river is
likely to rise to 205.25
metres by 9 pm and re-
main stable thereafter.
The IMD has said

The departments are
yet to send the requisi-
tion to the Union Public
Service Commission
(UPSC) and the Delhi

(DSSSB) to fill up the
remaining 6,276 vacan-
cies in A, B and C group
services, they said.
The vacancies in dif-
ferent categories of ser-
vices at various depart-
ments include 1,518(A),
8,902(B) and 6,836(C).
Filling up the vacant
posts is a crucial exer-
cise for ensuring effi-
cient discharge of func-
tions of a department
and timely delivery of
public services.
The services depart-
ment, on the directions
of Chief Secretary (Del-
hi) Naresh Kumar, had
collected and collated
data of vacant direct re-
cruitment posts in all
categories in different
departments of the city
government.
Kumar, after taking
note of the vacancies,
had ordered that all de-
partments with vacant
direct recruitment
posts would send requi-
sitions within three
months for filling up
the posts to Delhi Sub-
ordinates Services Se-
lection Board /UPSC,
officials said. The heads
of departments will
furnish a certificate to
services department
within three months
that all the requisitions
have been made to the
recruitment agency,
said an order issued
earlier by the services
department.

While India is implement-
ing several new projects in
Jammu and Kashmir to
meet the demands of the
post-Covid economy, PoK
on the other hand has suf-
fered many budgetary cuts
with the government fa-
vouring corrupt politi-
ciansaswellasChinamak-
ing inroads into the terri-
tory and using the land to
fulfil its own ambitions.
PoK has been under Pa-
kistan’s control for over
seven decades and is now
incrementallyfallingunder
China’s sphere of influ-
ence; India must carefully
evolve a prudent strategy
on PoK that could material-
ise into territorial claim on
theregionjustastherestof
the Jammu and Kashmir.
India needs to cogently
argueoutitspositiononPoK
byputtingoutacomprehen-
sive proclamation based on
documents like The Instru-
ment of Accession.
The Constitution of
Jammu and Kashmir car-
ries a provision of 24 seats
in the state’s legislative as-
sembly for representatives
from PoK so why not a re-
think on allocating seats
for PoK in the Lok Sabha.
The Indian government
needs to address near com-
plete apathy of the Indian
media with respect to de-
velopments in PoK and
counter Pakistani media’s
obsession with Kashmir
with appropriate Indian
rebuttals. Exposing the
militant training camps in
PoK and diminishing the
malicious propaganda and
subversive activities un-
leashed by Pakistan.
In addition to the exist-
ing routes, India needs to
consciously insist on open-
ing up more points across
the LoC for movement of
people and goods, especial-
lytheKargil-Skarduroute.
Encouraging construc-
tive engagement between
PoK driven think-tanks,
academics and communi-
ties with those in India
will lead to cross-fertiliza-
tion of ideas and forge
partnership on significant
issues of mutual interest.
Chinese presence in PoK
and Gilgit-Baltistan fur-
ther limits India’s options
in Kashmir. The presence
of PLA soldiers in PoK will
deny Indian military the
comfort window in a two-
front war strategy propa-
gated by Pakistan. Worse,
once hostilities stop, China
will emerge as a more pow-
erful stakeholder for Kash-
mir resolution.
WAY FORWARD
Whilemeasurestodealwith
discontent within Kashmir
have been initiated, there is
a need for more innovative
measures to undercut Paki-
stan’s gross indulgence in
fanning the issue.
A robust and coherent
approach to reshape the
domestic as well as exter-
nal discourses on PoK to
pursue Indian claims in a
firm and consistent man-
ner. Indian agenda must
focus on empowerment
and Self-Rule political
package challenging Paki-
stan’s locus standi on in-
troducing changes in a
contested region of Gilgit
and Baltistan where peo-
ple have been denied their
basic political rights.
NeedtoexploitChinaPa-
kistan Economic Corridor
(CPEC) placed under Chi-
na’s Belt and Road Initia-
tive (BRI) by India by siting
the principle of territorial
sovereignty and integrity
to stake its claim on PoK
and this position was re-
scinded by Prime Minister

New Delhi (PTI): In-
dia is home to 18 of the
20 cities with the most
severe increase in fine
particle pollutants (PM
2.5) from 2010 to 2019,
according to a compre-
hensive and detailed
analysis of air pollu-
tion and global health
effects for over 7,000
cities released on
Wednesday
.
The new report also
shows that Delhi has
highest average fine
PM 2.5 among world’s
most populated cities.It
was published by the
US-based research or-
ganisation Health Ef-
fects Institute (HEI) on
Wednesday
.  The report
‘
Air Quality and Health
in Cities’, used data
from 2010 to 2019 and
focused on two of the
most harmful pollut-
ants -- fine particulate
matter (PM2.5) and ni-
trogen dioxide (NO2).
It combined ground-
based air quality data
with satellites and mod-
els to produce air qual-
ity estimates for cities
around the world. “Of
7,239 cities, India is
home to 18 of the 20 cit-
ies with the most severe
increaseinPM2.5pollu-
tion from 2010 to 2019.
The other two cities are
in Indonesia,” the au-
thors of the study said.
“Of 50 cities with
most severe increase in
PM2.5, 41 are in India
and 9 in Indonesia. On
the other hand, of the
20 cities with the great-
est decrease in PM2.5
pollution from 2010 to
2019, all are in China,”
they said. India and In-
donesia have seen the
most severe increase in
PM2.5 pollution, where-
as China has seen the
greatestimprovements.
1.7 million deaths
linked to PM 2.5 
The authors noted
that in 2019, 1.7 million
deaths linked to PM2.5
exposure occurred in
the 7,239 cities included
in the analysis, with cit-
ies in Asia, Africa, and
Eastern and Central
Europe seeing the
greatest health im-
pacts. They zoomed in
to the most populous
cities in each region
i.E. A subset of 103 cit-
ies across 21 regions.
Among the most popu-
lous cities in each re-
gion, Delhi and Kolka-
ta featured in top 10
with the highest PM2.5-
related disease burden
in 2019.

‘Drug trafficking
and national securi-
ty’. The ICJS, an ini-
tiative of the Supreme
Court e-committee,
was created to enable
seamless transfer of

pillars of the criminal
justice system, like
courts, police, jails
and forensic science
laboratories, from one
platform.

Govt projects record foodgrain production
New Delhi (PTI): India’s
wheat production is pro-
jected to have declined
nearly 3% to 106.84 million
tonnes while the overall
foodgrain production is es-
timated to have touched
record315.72milliontonnes
in the 2021-22 crop year.
The wheat production is
estimated to have declined
due to heatwave that re-
sulted in shrivelled grains
in the northern states of
Punjab and Haryana.
Releasing the fourth ad-
vance estimate for the 2021-
22 crop year, the Union ag-
riculture ministry on
Wednesday said a record
output is also estimated for
rice, maize, gram, pulses,
rapeseed and mustard, oil-
seeds and sugarcane. The
crop year 2021-22 was from
July 2021 to June 2022.
The country’s overall
foodgrain production is es-
timated to be record 315.72
million tonnes in the crop
year that ended in June
2022, according to the min-
istry
. Agriculture Minister
Narendra Singh Tomar
said record production of
so many crops was the re-
sult of the government’s
farmer-friendly policies as
well as tireless hard work
of the farmers and the dili-
gence of the scientists.

Securities. In the previous

Mumbai (PTI): The BSE
Sensex maintained its win-
ning run for the fourth ses-
sion on the trot on Wednes-
daytoreclaimthe60,000-lev-
el after a gap of over four
months as investors re-
mained upbeat amid soften-
ing crude oil prices and per-
sistentforeignfund inflows.
A strengthening rupee
and positive Asian markets
further bolstered senti-
ment, traders said.
The 30-share BSE bench-
mark jumped 417.92 points
or0.70%tosettleat60,260.13
-- closing above the psycho-
logically key 60,000-mark
for the first time since
April 5 this year.
Similarly, the broader
NSE Nifty spurted 119
points or 0.67% to finish at
17,944.25, marking its sev-
enth straight session of
gains. Bajaj Finserv was
the top gainer in the Sensex
pack, climbing 5.74%, fol-
lowed by Bajaj Finance,
Bharti Airtel, Tech Mahin-
dra, HCL Technologies,
NTPC, HUL and Wipro.
On the other hand, Mahi-
ndra  Mahindra, UltraT-
ech Cement, Maruti, Tata
Steel, Kotak Bank, Power
Grid and Titan closed with
losses of up to 1.07%.
The market breadth was
positive, with 23 of the 30
Sensex constituents log-
ging gains. “Consistent
participation by FIIs is the
backbone of the current
rally in the domestic mar-
ket. This reversal in the FII
trend is owed to the resil-
ience showcased by the In-
dian economy even as infla-
tion continues to plague
the western markets.
“Declining commodity
and oil prices also instilled
confidence in foreign in-
vestors,” said Vinod Nair,
Head of Research.
In the broader market,
the BSE midcap gauge rose
0.64% and the smallcap in-
dex advanced 0.53%.
Sectorally, BSE telecom
jumped 1.80%, followed by
teck (1.13%), consumer du-
rables (1.10%), IT (1.04%)
and finance (0.90%).

Mumbai (PTI): The rupee gained 29 paise to settle at 79.45
(provisional) against the US dollar on Wednesday as heavy
buying in domestic equities and persistent
foreign capital inflows strengthened inves-
tor sentiment. Besides, softening crude oil
prices and easing inflationary pressures
supported the domestic unit, forex traders
said. At the interbank forex market, the local
unit opened strong at 79.32 against the
greenback and witnessed an intra-day high
of 79.26 and a low of 79.48. It finally ended
at 79.45 against the American currency, registering a rise of 29
paise over its previous close of 79.74. The dollar index, which
gauges the greenback’s strength against a basket of six
currencies, rose 0.06% to 79.74.

Jaishankar defended In-
dia's decision to buy dis-
counted Russian oil amid
Moscow's ongoing war
with Ukraine, saying many
suppliers of India have di-
verted their supplies to Eu-
rope, which is buying less
oil from Russia.
Oil prices are unreason-
ably high and so are the
gas prices. A lot of tradi-
tional suppliers to Asia are
diverting to Europe be-
cause Europe is buying less
oil from Russia, he said.
It is a situation today
where every country will
try to get the best deal pos-
sible for its citizens, to try
to cushion the impact of
these high energy prices.
And that is exactly what we
are doing, Jaishankar said
in response to a question.
He said India is not do-
ing it in a defensive way.
We are being very open
and honest about our inter-
ests. I have a country that
has a per capita income of
two thousand dollars.
These are not people who
can afford higher energy
prices, Jaishankar said.
He said it was the gov-
ernment's obligation and
moral duty to ensure that
the people in India get the
best deal.

has been no change in the rule
concerning
booking of
tickets for
children
travelling
by train after news reports
claimed that those in the age
group of one to four years are
now being charged adult fares.
However, it said that in that
case, a separate berth or seat
shall not be provided. Passen-
gers can, however, purchase
tickets if they require berths/
seats for their children who
are below the age of 5 years.
In that case, the full adult fare

New Delhi (PTI): Telecom
operator Bharti Airtel has
paid `8,312.4 crore to the
DoT towards dues for spec-
trum acquired in the re-
cently concluded 5G auc-
tions, the company said on
Wednesday
.
With the payment, Airtel
has paid four years of 2022
spectrum dues upfront.
Airtel said it believes
that this upfront payment,
coupled with the morato-
rium on spectrum dues and
AGR-related payments for
four years, will free
up future cash flows and al-
low Airtel to dedicate re-
sources to single-mindedly
concentrate on the 5G roll-
out. Bharti Airtel made a
successful bid of `43,039.63
crore.
This upfront payment
of 4 years allows us to drive
5G rollout in a concerted
manner given our operat-
ing free cash flow. Airtel
also has access to `15,740.5
crore in capital from the
rights issue, which is yet to
be called.

New Delhi (PTI): Retail
businesses across India
continued to post healthy
growth over pre-pandemic
levels, registering an 18%
rise in July sales compared
to the same month in 2019,
Retailers Association of
India said on Wednesday
.
As per the latest busi-
ness survey by Retailers
Association of India (RAI),
the East India region saw
the highest year-on-year
growth of 25% last month,
followed by the south at
21%, north at 16% and west
at 10%. In terms of catego-
ries, sports goods clocked
the highest growth rate
with a 32% increase over
July 2019, followed by foot-
wear and furniture  fur-
nishing at 23% each.
Apparel and clothing
registered a 22% rise, while
quick service restaurants,
consumer durables and
electronics footwear posted
a growth of 17%.

Hundreds of people
thronged the Mundali,
Naraj, and Jobra bar-
rages in Cuttack district
over the past two days
and stood on the two
sides of its bridges, gaz-
ing at the Mahanadi,
which continued to
surge. Children, school-
children, couples and
women with babies in
arms were among the
people of all ages who
thronged the barrages.
They clicked photos and
videos of the river, and
also took selfies, while
some even sipped tea as
they stood by the river-
side. Police had a tough
time managing the traf-
fic, which moved at a
snail’s pace as people
parked their motorcy-
cles along the barrages.
The scene is the same in
several other bridges

RLD and Congress
came together against
BJP. “In the 2022 state
polls, they contested
separately but there
was a tacit understand-
ing between them. De-
spite that, the BJP
emerged victorious
and formed the govern-
ment.”
He, however, ac-
knowledged that the
Congress could put up a
fight against the BJP in
the 2024 general elec-
tions. “Whatever little
challenge the BJP will
face across the country
in 2024, it will be from
the Congress,” he said.
Maurya asserted the
Samajwadi Party (SP)
and the Congress will
lose their strongholds
in the 2024 elections.
“Mark my words, be
it Kannauj, Azamgarh,
Rampur or Mainpuri,
the SP will be unable to
open its account in the
state this time,” he said.
“I am not making any
tall claims. We are as-
suming that they will
fight together... Even if
theygoitalone,theywill
have tacit understand-
ing and unity because
their aim is to stop the
BJP and Narendra Modi
(from coming to power).
“They know that if
Modi comes to power,
then the country will be
run honestly and their

transfers in Uttar
Pradesh will now be
done only after the ap-
proval of Chief Minis-
ter Yogi Adityanath, an
order issued by Chief
Secretary Durga
Shankar Mishra said.
The state had recent-
ly witnessed a major
controversy over trans-
fers in the PWD, Health
and Jal Shakti Depart-
ments, leading to sus-
pension of senior offi-
cials. The chief secre-
tary’s order issued to all
additional chief secre-
taries, principal secre-
taries and secretaries
on Tuesday said the sea-
son of transfers ended
on June 30 and now
shifting of all employ-
ees will be done after
taking necessary per-
mission from the chief
minister.
According to the an-
nual transfer policy is-
sued on June 15, all
transfers at the district
and division-level were
to be done by June 30.
There had been a ma-
jor controversy in the
state’s PWD Depart-
ment headed by Minis-
ter Jitin Prasada over
the transfer of employ-
ees, leading to the re-
moval of his Officer on
Special Duty (OSD)
and suspension of five

In 2019, Delhi record- ed an annual average PM2.5 concentration of 110 microgram per cu- bic metre, the highest among the most-popu- lous cities in the world, followed by Kolkata (84 microgram per cubic metre), said the report “Air Quality and Health in Cities” by the State of Global Air Initiative, a collaboration between the Health Effects Insti- tute and the Institute for Health Metrics and Evaluation’s Global Burden of Disease pro- ject. The report summa- rizes data on air pollu- tion exposures and as- sociated health impacts in 7,239 cities (with minimum population of 50,000) from 2010 to 2019. It combines ground-based air quali- ty data with satellites and models to produce air quality estimates for cities around the world. PM2.5 refers to fine particles (measuring 2.5 µm or less in diame- ter) that penetrate deep into the body and fuel inflammation in the lungs and respiratory tract, leading to the risk of having cardiovascu- lar and respiratory problems, including a weak immune system. Beijing in China had the highest PM2.5-at- tributable death rate of 124 in 2019. Delhi and Kolkata ranked sixth and eighth, re- spectively. The report said the burden on health of PM2.5 has grown rap- idly in cities in South- east Asia. The Jamia Teachers' Association (JTA) passed the resolutions at a meeting of its gen- eral body on August 3, putting forth a series of demands, including set- ting up an inquiry com- mittee to examine the cases of show cause no- tices. A university offi- cial, however, told PTI on Tuesday that the JTA does not have any legal right to call a GBM as its tenure ended in May this year. Later in the day, JTA president Majid Jamil told PTI, Our tenure will end in November this year. We are well within our right to hold the GBM and pass resolutions. The tenure of JTA is for two years and our term will end in November. At its general body meeting, the JTA called for the revocation of the new leave rules. The recently imple- mented leave rules are regressive and affect teachers' participation in various teaching, re- search, extension ac- tivities, the minutes of the read. The teachers' body also called for the with- drawal of special or- ders that were issued during the COVID-19 pandemic. A regular Academic Calendar with two months of summer breaks (16 May to 15 July) and winter break (24 December to 15 Jan- uary) should be re- leased, it said. Hostels and canteens on the campus should be opened with immedi- ate effect as this will promote the teaching- learning process, it added. Even though the rise in infections and hospitalisations is not yet alarming, experts have reiterated the need to wear masks and follow Covid-ap- propriate behaviour. Of the 9,405 availa- ble beds for coronavi- rus patients in Delhi, 307 (3.26 per cent) were occupied on August 1. The occupancy rate was 3.75 per cent on August 2 and four per cent the day after. It kept on rising on most days thereafter and stood at 6.24 per cent on August 16. The bed occupancy rate was five per cent on August 6 and 5.97 per cent on August 11. The occupancy rate was 6.13 per cent on August 12 and de- clined marginally to 5.99 per cent the next day. It rose to 6.21 per cent on August 14 and stood at 6.31 per cent on August 15. They said that the stairwell pressurisa- tion system, which is a mechanical ventila- tion, will also be in place like a new Parlia- ment building, a new PMO building, amenity block and common cen- tral secretariat, besides Rajpath. Most of the buildings under the Central Vista project have been divided into fire sub-compartments having fire resistant walls on all sides in- cluding top and bot- tom, which will help them contain fire with- in its origin, according to fire safety officials. Delhi Fire Service Di- rector Atul Garg said that the buildings un- der the Central Vista redevelopment project will have a state-of-the- art technology as far as the fire safety is consid- ered. “We have tried to pro- vide the best infrastruc- ture for the fire safety system. This is going to have in-built fire safety systems with a set up of ahugefirecontrolroom as well,” Garg told PTI. The redevelopment project of the Central Vista — the nation’s power corridor — en- visages a new triangu- lar Parliament build- ing, a common central secretariat,therevamp- ing of the three-kilome- tre-long Rajpath from Vijay Chowk to India Gate, a new prime min- ister’s residence and a prime minister’s office, and a new vice presi- dent’s enclave. The DFS director also said that all due precautions have been taken with reference to the fire safety system of the buildings. Officials said that DFS’s recommen- dations include an in- ternal road for fire ten- ders movement besides provisions for a fire check door for the pro- tection of exits and staircases. SanjayKumarTomar, Deputy Chief Fire Of- ficer, said, the major recommendations in- clude a fire safety ar- rangement, escape route and means of ac- cessing and exiting the building in terms of number, width, type and arrangement of sufficient exits. The proposals were cleared by the DFS after the building designs were presented for ap- proval by the govern- ment. Each of the seven proposals consist of plans for more than two buildings which were cleared between 2020- 2022. Tomar said that various in-built fire- fighting arrangements havealsorecommended to be installed in the buildings such as a fire exit, a hose reel, a wet riser, hydrants, an auto- matic sprinkler system, internal hydrants and yard hydrants, pump- ing arrangements, and captive water storage for fire-fighting. New Delhi (PTI): The Delhi government has fast-tracked its project to beautify Tikri Kalan bor- der entry point and con- struct a huge gate there with the tourism depart- ment setting a deadline of 10 months from now to complete the work. According to officials of Delhi Tourism and Transportation Develop- ment Corporation (DTTDC), the aim of the project is to showcase Delhi’s heritage and beauty in a way that peo- ple can witness the glory of the city whenever they enter the national capital. The beautification of the road stretches will include depiction of Del- hi’s history, cultural her- itage, and its evolution over the years. They said that bids for awarding the work will be floated soon and the entire work will be over in 10 months. “We are about to float tenders for the construc- tion of Tikri Border gate and beautify the stretch at the border entry point. We are hoping to start the construction work within two months at the site. It will take nearly 10 months to complete the entire work at Tikri bor- der,” a senior DTTDC of- ficial told PTI. Historic events such as Dandi March, monu- ments like Rashtrapati Bhavan, India Gate and other popular tourist hotspots will be show- cased through sculp- tures along the stretch at Tikri border. LED screens display- ing temperature and pol- lution will be installed along the road. Sculptures with deco- rative plants and natural greenery will also be in- stalled near the entry gate to make it aestheti- cally appealing, the offi- cial said. The project involves construction of a huge entry gate at 12 border points and beautifying around 200 metres of roads leading to the city fromtheseborderpoints. Officials said that in the first phase only five border points – Tikri Ka- lan border, Anand Vihar, Apsara border, Kapash- era border, and Ghazipur border – will be beauti- fied. The official said that the Delhi Urban Arts Commission (DUAC) has given its nod to construct an entry gate at Tikri Border - one of the entry points from Haryana to Delhi - and beautify a 200-metre stretch there depicting Delhi’s cultur- al heritage and history. PROJECT INCLUDES New Delhi (PTI): The Yamuna crossed the warning mark of 204.5 metres in Delhi again on Wednesday with Haryana releasing more water from the Hathnikund barrage amid rains in the upper catchment areas, offi- cials said. The river had breached the danger mark of 205.33 metres on Friday following heavy rains in the up- per catchment areas, prompting authorities to evacuate around 7,000 people from low- lying areas. The water level had receded below the warning mark on Monday and stood at 203.96 metres at 6 pm on Tuesday . However, the water level rose again and crossed the warning mark around midnight. It stood at 204.89 metres at 7 am on Wednesday, the Delhi government's flood control room said. A forecast issued by the Central Water Com- mission said the river is likely to rise to 205.25 metres by 9 pm and re- main stable thereafter. The IMD has said widespread rainfall with isolated heavy falls is very likely over Himachal Pradesh and Uttarakhand over the next two-three days. The catchment of the Yamuna river system covers parts of Uttar Pradesh, Uttarakhand, Himachal Pradesh, Haryana, Rajasthan, Madhya Pradesh and Delhi. India needs to cogently argueoutitspositiononPoK byputtingoutacomprehen- sive proclamation based on documents like The Instru- ment of Accession. The Constitution of Jammu and Kashmir car- ries a provision of 24 seats in the state’s legislative as- sembly for representatives from PoK so why not a re- think on allocating seats for PoK in the Lok Sabha. The Indian government needs to address near com- plete apathy of the Indian media with respect to de- velopments in PoK and counter Pakistani media’s obsession with Kashmir with appropriate Indian rebuttals. Exposing the militant training camps in PoK and diminishing the malicious propaganda and subversive activities un- leashed by Pakistan. In addition to the exist- ing routes, India needs to consciously insist on open- ing up more points across the LoC for movement of people and goods, especial- lytheKargil-Skarduroute. Encouraging construc- tive engagement between PoK driven think-tanks, academics and communi- ties with those in India will lead to cross-fertiliza- tion of ideas and forge partnership on significant issues of mutual interest. Chinese presence in PoK and Gilgit-Baltistan fur- ther limits India’s options in Kashmir. The presence of PLA soldiers in PoK will deny Indian military the comfort window in a two- front war strategy propa- gated by Pakistan. Worse, once hostilities stop, China will emerge as a more pow- erful stakeholder for Kash- mir resolution. WAY FORWARD Whilemeasurestodealwith discontent within Kashmir have been initiated, there is a need for more innovative measures to undercut Paki- stan’s gross indulgence in fanning the issue. A robust and coherent approach to reshape the domestic as well as exter- nal discourses on PoK to pursue Indian claims in a firm and consistent man- ner. Indian agenda must focus on empowerment and Self-Rule political package challenging Paki- stan’s locus standi on in- troducing changes in a contested region of Gilgit and Baltistan where peo- ple have been denied their basic political rights. NeedtoexploitChinaPa- kistan Economic Corridor (CPEC) placed under Chi- na’s Belt and Road Initia- tive (BRI) by India by siting the principle of territorial sovereignty and integrity to stake its claim on PoK and this position was re- scinded by Prime Minister Narendra Modi’s reference to the territory during his Independence Day address in August 2016. The new report also shows that Delhi has highest average fine PM 2.5 among world’s most populated cities.It was published by the US-based research or- ganisation Health Ef- fects Institute (HEI) on Wednesday .  The report ‘ Air Quality and Health in Cities’, used data from 2010 to 2019 and focused on two of the most harmful pollut- ants -- fine particulate matter (PM2.5) and ni- trogen dioxide (NO2). It combined ground- based air quality data with satellites and mod- els to produce air qual- ity estimates for cities around the world. “Of 7,239 cities, India is home to 18 of the 20 cit- ies with the most severe increaseinPM2.5pollu- tion from 2010 to 2019. The other two cities are in Indonesia,” the au- thors of the study said. “Of 50 cities with most severe increase in PM2.5, 41 are in India and 9 in Indonesia. On the other hand, of the 20 cities with the great- est decrease in PM2.5 pollution from 2010 to 2019, all are in China,” they said. India and In- donesia have seen the most severe increase in PM2.5 pollution, where- as China has seen the greatestimprovements. 1.7 million deaths linked to PM 2.5  The authors noted that in 2019, 1.7 million deaths linked to PM2.5 exposure occurred in the 7,239 cities included in the analysis, with cit- ies in Asia, Africa, and Eastern and Central Europe seeing the greatest health im- pacts. They zoomed in to the most populous cities in each region i.E. A subset of 103 cit- ies across 21 regions. It is part of the nar- cotics coordination mechanism (NCORD) portal launched by Home Minister Amit Shah on July 30 in Chandigarh at the na- tional conference on ‘Drug trafficking and national securi- ty’. The ICJS, an ini- tiative of the Supreme Court e-committee, was created to enable seamless transfer of data among different pillars of the criminal justice system, like courts, police, jails and forensic science laboratories, from one platform. “NIDAAN is a one- stop solution for all narcotics offenders’ related data and will help probe agencies as an effective tool to con- nect the dots,” NCB DG SN Pradhan said. The wheat production is estimated to have declined due to heatwave that re- sulted in shrivelled grains in the northern states of Punjab and Haryana. Releasing the fourth ad- vance estimate for the 2021- 22 crop year, the Union ag- riculture ministry on Wednesday said a record output is also estimated for rice, maize, gram, pulses, rapeseed and mustard, oil- seeds and sugarcane. The crop year 2021-22 was from July 2021 to June 2022. The country’s overall foodgrain production is es- timated to be record 315.72 million tonnes in the crop year that ended in June 2022, according to the min- istry . Agriculture Minister Narendra Singh Tomar said record production of so many crops was the re- sult of the government’s farmer-friendly policies as well as tireless hard work of the farmers and the dili- gence of the scientists. Jaishankar defended In- dia's decision to buy dis- counted Russian oil amid Moscow's ongoing war with Ukraine, saying many suppliers of India have di- verted their supplies to Eu- rope, which is buying less oil from Russia. Oil prices are unreason- ably high and so are the gas prices. A lot of tradi- tional suppliers to Asia are diverting to Europe be- cause Europe is buying less oil from Russia, he said. It is a situation today where every country will try to get the best deal pos- sible for its citizens, to try to cushion the impact of these high energy prices. And that is exactly what we are doing, Jaishankar said in response to a question. He said India is not do- ing it in a defensive way. We are being very open and honest about our inter- ests. I have a country that has a per capita income of two thousand dollars. These are not people who can afford higher energy prices, Jaishankar said. India’s oil demand to rise 7.7% in 2022 New Delhi (PTI): Telecom operator Bharti Airtel has paid `8,312.4 crore to the DoT towards dues for spec- trum acquired in the re- cently concluded 5G auc- tions, the company said on Wednesday . With the payment, Airtel has paid four years of 2022 spectrum dues upfront. Airtel said it believes that this upfront payment, coupled with the morato- rium on spectrum dues and AGR-related payments for four years, will free up future cash flows and al- low Airtel to dedicate re- sources to single-mindedly concentrate on the 5G roll- out. Bharti Airtel made a successful bid of `43,039.63 crore. This upfront payment of 4 years allows us to drive 5G rollout in a concerted manner given our operat- ing free cash flow. Airtel also has access to `15,740.5 crore in capital from the rights issue, which is yet to be called. Airtel pays `8,312.4 cr for 5G New Delhi (PTI): Retail businesses across India continued to post healthy growth over pre-pandemic levels, registering an 18% rise in July sales compared to the same month in 2019, Retailers Association of India said on Wednesday . As per the latest busi- ness survey by Retailers Association of India (RAI), the East India region saw the highest year-on-year growth of 25% last month, followed by the south at 21%, north at 16% and west at 10%. In terms of catego- ries, sports goods clocked the highest growth rate with a 32% increase over July 2019, followed by foot- wear and furniture fur- nishing at 23% each. Apparel and clothing registered a 22% rise, while quick service restaurants, consumer durables and electronics footwear posted a growth of 17%. The chief secre- tary’s order issued to all additional chief secre- taries, principal secre- taries and secretaries on Tuesday said the sea- son of transfers ended on June 30 and now shifting of all employ- ees will be done after taking necessary per- mission from the chief minister. According to the an- nual transfer policy is- sued on June 15, all transfers at the district and division-level were to be done by June 30. There had been a ma- jor controversy in the state’s PWD Depart- ment headed by Minis- ter Jitin Prasada over the transfer of employ- ees, leading to the re- moval of his Officer on Special Duty (OSD) and suspension of five senior department of- ficials.
