First India Bureau
Mumbai: In a big blow
to successive Maha-
rashtra governments
since 2014, the National
Green Tribunal (NGT)
has ordered the state
government to deposit
Rs12,000 crore under
the principle of ‘Pol-
luter Pays’ for the dis-
posal of untreated sew-
age and liquid waste.
It may be recalled
that in 2016 the Maha-
rashtra Water Resourc-
es Regulatory Authori-
ty (MWRRA) had pulled
up the state after a de-
veloped city like Mum-
bai was found discharg-
ing less than 15% of
treated sewage into the
Arabian sea.
A bench comprising
chairperson Justice
Adarsh Kumar Goel,
Justice Sudhir Agarwal

that compensation un-
der Section 15 of the

Pune: The Maharash-
tra government has
declared the whole
state as a “controlled
area” to curb the
spread of lumpy skin
disease in cattle.
The viral disease has
so far claimed the lives
of 29 animals in the
state, said an official.
The disease was first
reported in the state at
Chinawal village in
Raver tehsil of Jalgaon
district on August 04.
Cases have been re-
ported since in 185 vil-
lages across Jalgaon,
Ahmednagar, Akola,
Dhule, Pune, Satara, La-
tur, Aurangabad, Beed,
Buldhana, Amravati,
Osmanabad, Kolhapur,
Sangli, Yeotmal, Parb-
hani, Solapur and
Washim districts.
A notification issued
by the Agriculture, Ani-
mal Husbandry, Dairy
Development and Fish-
eries Department(s)
said the Union govern-
ment has advised states
to curtail the entry of
animals suspected to be
suffering from the dis-
ease.
“However, bovine
species of animals are
still entering Maha-
rashtra from adjoining
states,” it said.
“Therefore, under
the Prevention and
Control of Infectious
and Contagious Diseas-
es in Animals Act, the
state government de-
clares Maharashtra as a
‘controlled area’ to con-
trol, prevent and eradi-
cate lumpy skin disease
(LSD) and prohibit the
movement of all the cat-
tle and buffaloes,” the
notification added.
The state order pro-
hibits the holding of
animal markets, animal
races, animal fairs, ani-
mal exhibitions and
any activity involving
any sort of gathering of
animals.
The disease is cura-
ble with medication,
said the animal hus-
bandry department on
Friday
.
Lumpy skin disease
affects cattle and is
spread by blood-feeding
insects such as flies,
ticks and mosquitoes. It
causes fever and lumps
on the skin and even
leads to death. Though
it is a vector-borne dis-
ease, it can also be
transmitted through
direct contact to mucus
of infected animals.

Arrested accused were
presented in front of
a court that remanded
them to police custody

REMEMBERING
QUEEN ELIZABETH II
HERVISITS
TO INDIA
he Commonwealth Heads of
State and Government was
held in New Delhi in Novem-
ber 1983. The Prime Minister
appointedmeChief Coordina-
tor. Her Majesty Queen Eliza-
beth, as Head of Common-
wealth came to New Delhi for
the occasion. She and her hus-
band, Prince Philip stayed at
Rashtrapati Bhavan. The first
item on the agenda was to se-
lect a new Secretary General
to succeed Sonny Ramphal
who completed his five years
term. Mrs Gandhi wanted
Ramphal to get another term.
Mrs Thatcher did not. Indiraji
was the Chairman. She got
Ramphal his second term.
OutsidetheSummit,amini
crisis was averted. As far as I
remember, it was the second
day
. Mrs Gandhi asked me to
quietly enquirefrom Rashtra-
pati Bhavan if the Queen was
holding an “Investiture’ at
Rashtrapati Bhavan for giv-
ing Mother Teresa the Order
of Merit. The Rashtrapati
Bhavan confirmed what the
Prime Minister had heard.
Invitations for the “Investi-
ture” had apparently been is-
sued, that too on “Bucking-
ham Palace” stationery
, with-
out consulting the Secretary
or the Military Secretary to
President Giani Zail Singh.
I conveyed this to Mrs Gan-
dhi, who did not like what she
heard. In the meanwhile HN
Bahuguna, MP, had written
to the Prime Minister saying
that he had from his own
source gathered that the
Queen was to hold an “Inves-
titure” at RB for Mother Te-
resa. He hoped that what he
heard was incorrect. Only the
President of India could hold
an “Investiture” at RB. If the
queen was to go ahead with
the “Investiture” then he and
other Opposition leaders
would be compelled to raise
the matter in the Lok Sabha.
It was quite evident that Ba-

That error had to be rectified.

vey to Mrs Thatcher and Her
Majesty the Queen that the
proposed “Investiture” could

be held either at the UK High
Commission or the residence
of the High Commissioner. I
added that we held Queen in
high esteem and Mother Te-
resa was a very special per-
son. At the same time, we
could not countenance and
were surprised that we had
not been consulted.
Within two hours he rang
back to say that his Prime
Minister felt it was too late to
change the venue. Invitations
hadbeensentandaboveallthe
Queen would be inconven-
ienced. The UK Press too were
aware of the “Investiture”.
This was bad news. I told the
High Commissioner that I
would pass on Mrs Thatcher’s
response to Mrs Gandhi, but I
wanted to make it clear that

It was a charge that did not

that “every citizen has the

underlined Uttar Pradesh

Advocate Mahesh Jethmala-

the documents recovered
from Kappan, the court
pointed out that they were
unrelated to India and talked
about Black people.
That hints at the journal-
ist being falsely implicated.
That possibility was further
strengthened when the court
pointed out that one of the
pamphlets was about justice
for the Hathras gang-rape
victim. It was clear that a
protest for the victim by a
journalist or the crime’s cov-

reputations. Putting him be-

The Supreme Court put a
pertinent question, “See eve-

an idea that there is this vic-
tim who requires justice and
therefore let us raise a com-
mon voice. Is that something

“India now faces a

The country has

Yogi was speaking as

Speaking about PM
Modi in comparison
with the former PM,
Yogi Adityanath said:
There was one Prime
Minister who did not
feel proud of his herit-
age, and then there is
Narendra Modi who has
resolved to make the
whole India, 'Ek Bharat

connecting with his her-
itage. He said that In-
dia has set an example
before the world in how
to deal with terrorism,
and lauded the prime
minister for showing
no hesitation in ending
the root of terrorism in

This is the capability
of PM Modi's leader-

Similarly
, he wrote a

80 percent of the schools
in the country have be-

their condition is dilapi-

is,whatshouldthePrime
Minister do in this? Edu-
cation is the subject of
the state government, so
Arvind Kejriwal should
have written a letter to
the chief ministers of
the states. Moreover, on
that basis, if he has any
survey of the schools
that have become junk,
and has the required

Bihar CM Nitish Kumar
for implementing the
prohibition on liquor sale
in his State, but said he
can not be an alternative
to PM Modi who is a
“creation of God”. She
has been demanding a
total ban on liquor in the
BJP-ruled State for long.
“Nitish Kumar has at least
shown the courage to im-
plement total prohibition
in his State,” she said,
speaking to reporters.

“It is disappointing to

appeared before the Tri-

matter, there is no

added.
The tribunal said the

Mumbai: Come Mon-

pee is scheduled to oper-
ate on the Moscow Stock
Exchange (MOEX)
though logistical chal-
lenges faced by the Re-
serve Bank of India
(RBI) may actually end
up delaying literal trade
in Indian rupees on the
Russian equities mar-
ket. The planned foray
into rupee trades on the
international markets
was a news break re-
ported by this journal in
its First India July 19,
2022 issue, “The Rs held
its own in value terms
and has literally gone
global, despite deprecia-
tion in value when com-
pared to the US dollar,
since the Russia-
Ukraine war began
right until July 13, 2022.
According to industry
sources, a false narra-
tive is being created
within India about the
falling rupee, even as
the Indian government
ensured not only that
the rupee stayed strong-
er than most other cur-
rencies, but also em-
barked on a global busi-
ness plan that dislodged
the $ as the mainstay for
international transac-
tions. ”The July 24, 2022
First India issue also
tracked this global ru-
pee plan in another ex-
clusive news report that
added, “The Indian gov-
ernment has not only
ensured the rupee
stayed stronger, but also
embarked on a global
business plan that dis-
lodged the USD as the
mainstay for interna-
tional transactions. Ru-
pee settlements are now
the norm as India has
tied up Russia, Indone-
sia, United Arab Emir-
ates (UAE), even Sri
Lanka, Afghanistan,
Nepal and other mar-
kets where it deals in oil
(imports), food-grains
(exports). She has be-
gun transacting in ru-

The MOEX is cur-

New Delhi: There
seems to be a big change
in the politics of the
country. So far, the re-
gional parties, which
have worked in an arbi-
trary manner, are im-
proving their function-
ing. Regarding the rest
of the regional parties,
there was a belief that
there is no constitution
for them, which they
could follow. There was
also a belief that they
work arbitrarily, mem-
bers of the same family
get everything, there
domination of one caste
along with misuse of
power, etc. But now, it is
changing.
One by one, the three
big regional parties
have framed their own
code of conduct and
asked the party leaders
to follow them. The Shi-
romani Akali Dal,
which has run the gov-
ernment several times
in Punjab, has framed a
code of conduct for its
party
. The party’s work-
ing president Sukhbir
Badal has released the
said code of conduct.
The most surprising
thing in this is that SAD
has adopted the rule of
one ticket in a family.
The question is, will the
Badal family be an ex-
ception to this? At pre-
sent both Sukhbir and
his wife Harsimrat
Kaur Badal are MPs of
Lok Sabha.
First of all, West Ben-
gal Chief Minister
Mamata Banerjee made
a code of conduct for
the leaders of her party
.
She asked the ministers
to stay away from vehi-
cles with red beacons
and hooters. Ministers
and MLAs were also
asked to maintain a low
profile and if they go to
the districts, they
should stay in the cir-
cuit house. Ministers
have been instructed
that if any file comes to
them, they should sign
it only after reading it
carefully

After the formation
of the new government
in Bihar, RJD leader
and Deputy Chief Min-
ister of the state Tejash-

mulated a code of con-
duct for his party

‘INDIA’S STRATEGY OF FISCAL PRUDENCE HAS PAID OFF’
New Delhi (Agencies):
While the US, UK and EU
are facing a double wham-
my of unprecedented in-
flation and negative
growth there is a school of
thought which argues that
India’s prudent fiscal poli-
cy has paid off.
Over 2022-23, India’s
growth will average 7 per
cent, the strongest among
the largest economies, con-
tributing 28 per cent and 22
per cent to Asian and glob-
al growth, Morgan Stanley
said in a report. India is
best positioned within Asia
to deliver domestic demand
alpha. Its cyclical recovery
will be sustained by struc-
tural factors.
The recent strong run of
data increases our confi-
dence that India is well po-
sitioned to deliver domes-
tic demand alpha, which
will be particularly impor-
tant as developed markets
growth weakness perco-
lates into Asia’s external
demand, Morgan Stanley
said. Some observers argue
that while the Russia-
Ukraine war has definitely
contributed to the misery
of the west, this was set
into motion during Cov-
id-19 when the govern-
ments in these countries
went on a massive spend-
ing spree to give economic
stimulus, pushing inflation
at a time when growth was
slowing.
These observers argue
that the so-called econo-
mists were “pushing” In-
dia to follow the same path
that these western coun-
tries took.
They remind that some
were glorifying USA’s $3200
to everyone, Germany’s
stimulus and UK’s fur-
lough scheme -- trying to
create dissatisfaction
among Indian public and
pushing the Indians to de-
mand something similar.

KEY CHANGE IN INDIA’S STRUCTURAL STORY
LIES IN THE CLEAR SHIFT: MORGAN STANLEY
The Morgan Stanley report has mentioned that international econo-
mists were prescribing policies to India that have now spelled doom
for the west. Fortunately, the team of economists under the govern-
ment of India assessed the situation much better and did not cave
into the immense pressure. Experts say that with passing time, more
and more evidence as well as consensus is emerging that mindless
stimulus did more harm in the long run even in those large econo-
mies which were fiscally surplus before the pandemic or were highly
advanced, Morgan Stanley said. The key change in India’s structural
story lies in the clear shift in policy focus towards lifting the produc-
tive capacity of the economy. Policymakers have taken up a series
of reforms which will catalyse an upswing in the private capex cycle,
helping to unleash a powerful productivity dynamic, it said.

Current account
deficit likely to grow
New Delhi (PTI): Asecono-
mists have predicted that
India’scurrentaccountdefi-
cit (CAD) is likely to reach
the level of 3 per cent of the
GDPinthecurrentfinancial
year and is unlikely to come
down in the near future, the
government seems to be
cautiously optimistic about
reining it within tolerable
standards.Experts though
feel that it would be a tough
task as current account
deficit may further go up to
morethan3%of theGDPin
the current financial year.
Government, on its part,
feels that with prices of
global commodities like
crude oil, fertilisers and
gold among others falling,
the current account deficit
will gradually cool down.
Official sources say that
the aforementioned com-
modities consume a signifi-
cant part of foreign ex-
change and as their prices
are showing a downward
trend, its positive impact on
current account deficit will
reflect in the near future.
Experts, however, differ
completely from this esti-
mation, as Sher Mehta,
economist and Director of
Research at Virtuoso Eco-
nomics, feels that current
account deficit is likely to
worsen in the coming days.
“In my estimation, the
current account deficit will
probably worsen to 3.4-3.5%
of GDP and is likely to re-
verse only from the second
half of 2023. Given the pros-
pects of a rapidly weaken-
ing global economic envi-
ronment, exports are likely
to fare worse over the com-
ing 9-12 months and most
of the worsening of cur-
rent account deficit will be
due to a widening trade
deficit,” he said.
INDIA’S FOREX RESERVES DIP BY $7.94 BN;

The forex reserves had dipped by $3.007 billion for the week ended
August 26 and by $6.687 billion in the previous week. The country’s
foreign exchange reserves have declined sharply in recent months
as the RBI continues to intervene in the currency markets to defend

bloc which held its meeting
here, US Trade Representa-

The IPEF was launched
jointly by the US and other
partner countries of the
Indo-Pacific region on May
23 in Tokyo. It seeks to

The framework is struc-

relating to trade, supply

fair economy. “That ques-
tion you should pose to (In-

(Piyush) Goyal. I would not
characterise it as opting
out, India is not in the trade
pillar right now,” Tai told
reporters here when asked
why India opted out of the
trade pillar.
Earlier, Goyal has stated
that India will take deci-
sions on different aspects
of IPEF based on its nation-
al interest. Tai also said
that “India is not now in the
trade pillar. However, Goyal
and I have been talking and
we have our bilateral and
trade policy forum. I should
be meeting him by the end
of this year”.

Chennai (Agencies):
While the Indian rupee has
fallen against the US dollar,
it has plunged less than
most other currencies, said
a top official of Mecklai Fi-
nancial Service Private
Ltd. He also gave the Re-
serve Bank of India (RBI)
high marks for using its
reserves to stem the ru-
pee’s fall. “The rupee has
fallen quite sharply this
year. But it has fallen less
than most other curren-
cies,” Jamal Mecklai, CEO,
Mecklai Financial Services
Pvt. Ltd told IANS.
According to him, the
main forces driving the ru-
pee lower are the interest
rate hike by the US Federal
Reserve to bring down the
inflation.Thishasstrength-
ened the dollar sharply and
as a result, like all other
currencies, the rupee has
been under pressure.
“With the global equity
markets nervous about the
prospects of a recession, as
a result of the interest rate
hikes, risk aversion is high
and so investors are pull-
ing money out of emerging
markets, including India,”
Mecklai said.

My work in Baramati speaks for itself: Ajit Pawar
NCP leader dismisses BJP’s claims of winning the constituency in upcoming 2024 Lok Sabha polls
First India Bureau
Mumbai: Nationalist
Congress Party (NCP)
leader Ajit Pawar has
undermined the at-
tempts made by the
Bharatiya Janata
Party (BJP) to hype
it’s game plan to win
Baramati constituen-
cy in the 2024 Lok
Sabha polls. The for-
mer deputy chief
minister said that he
was not worried
about Baramati as his
work (in the constitu-
ency) spoke for itself.
Pawar is the sitting
MLA from Baramati As-
sembly constituency,
while his cousin Supri-
ya Sule represents the
Lok Sabha constituency
.
Speaking to report-
ers in Pune on Satur-
day, Pawar reacted to
the recent visit of Ma-
harashtra BJP Presi-
dent Chandrashekhar
Bawankule to Barama-
ti, where the latter had
reinforced BJP’s inten-
tions to win Baramati
in 2024 polls. The Lok
Sabha polls in April-
May will be followed by
state Assembly polls in
October the same year.
“You don’t worry
about Baramati. My
work in Baramati will
speak for itself,” Pawar
said adding that if
there is anyone who
works harder than him,
then Baramati resi-
dents may think about
voting for them.
“When you are newly
elected (Bawankule),
you speak with enthu-
siasm, and that is the
reason why the media
has been giving public-
ity to his visit. Bara-
mati residents welcome
everyone, but on the
day of voting, they
know very well where
to cast their vote,” said
Pawar.
The Pawar family
has represented Bara-
mati in the Lok Sabha
in all elections dating
back to 1991 when Ajit
Pawar won the seat.
NCP supremo Sharad
Pawar won it in 1996,
1998 as a Congress can-
didate, and 1999, and as
an NCP candidate in
the 2004 Lok Sabha
elections. His daughter,
Supriya Sule, has rep-
resented the constitu-
ency since 2009.
The BJP has never
won elections from
Baramati, and to that
end, party high com-
mand has now assigned
Union Finance Minis-
ter Nirmala Sithara-
man to the Pawar bas-
tion. She is scheduled
to pay the first of her
multiple visits to the
constituency from Sep-
tember 22-24.

HAS CONG
‘LOYALIST’ WASNIK
BEEN ‘CUT TO
SIZE’?
There were two sen-
ior Congress lead-
ers, who were striving
hard to declare them-
selves the most suitable
face for the post of Pres-
ident, but Rahul’s ‘team’
has put the lofty ambi-
tions of these two lead-
ers on the back burner.
Well,thesenamesdonot
include the names of
Shashi Tharoor or Dig-
vijay Singh, because no
leader within the party
takes them so seriously
.
In fact, Mukul Wasnik,
who has been in one or
the other post of Con-
gress continuously for
the last 25 years, and
Mallikarjun Kharge,
hailing from South
India, were pre-
senting them-
selves indi-
rectly as
strong con-
tendersforthe
post of Presi-
dent. About
Mallikarjuna
it was con-
stant-
ly being published by
the South’s newspapers
that ‘making him the
president will increase
the support base of the
Congress in both the
Northern and Southern
states. He had demon-
strated his strength in
AICC. On the other
hand,Wasnikconducted
a ‘show of strength of
sorts at AICC two days
before the recent rally
wherein,alargenumber
of party leaders and
workers from Maha-
rashtra, Madhya
Pradesh, Bihar and Ra-
jasthan were mobilised
in favour of Wasnik to
attend the rally
. But the
entire outline of cutting
Mukul to size was de-
cided in the Congress’
Chintan Shivir at
Udaipur. So, recent-
ly, after taking
back the
charge of an
i m p o r t a n t
state like MP
from Wasnik,
this responsi-
bility has
b e e n
given to Jai Prakash
Agarwal. In the Chintan
Shiviritself,thetoplead-
ership cleverly got the
resolution passed from
the Mukul-led commit-
teethat‘anyleadermust
leave this post after be-
ing office-bearer for 5
consecutive years.’ That
is, in a way it has now
been decided that Rahul
will run the party by re-
mote control without oc-
cupying any post and he
will have complete con-
trol over the party
.
WILL RAJ
THACKERAY HOLD
SHINDE’S HAND?
It was only last week
that MNS chief Raj
Thackeray reached out
to Maharashtra CM
Eknath Shinde at
around 11 PM. During
the meeting, Shinde
proposed to Raj Thack-
eray, “Since you are a
Thackeray, you become
the President of my
newly formed party
take care of it. If you
get associated with the
party, the confidence
of Shiv Sainiks will
also be restored in the
party and we will also
be able to raise a strong
challenge before Ud-
dhav Thackeray
.” Word
is that Thackeray can
accept the offer in re-
turn, Raj Thackeray’s
wife can be sent to the
RS. Raj has also tak-
en a promise from
Shinde that Shin-
de will make his
son contest LS
polls from his
party in 2024’.
While Shinde
has agreed to
both the
demands, he just has to
get the ‘saffron seal of
approval’ from Delhi
on this.
CHAUTALAS IN A
MAJOR DILEMMA
Indian National Lok
Dal General Secre-
tary Abhay Chautala
and his father Om
Prakash Chautala are
holding a big rally in
Fatehabad on the birth
anniversary of Tau
Devi Lal on September
25.Thesloganof opposi-
tion unity is also hidden
in this rally called ‘Sam-
man Diwas’. Big opposi-
tion leaders are likely to
participate in this rally
such as Sharad Pawar,
Akhilesh Yadav,
Nitish Kumar,
HD Deve
G o w d a ,
TejashwiYa-
dav,Parkash
Singh Badal
and Megha-
laya Gover-
nor Satpal
Malik. Abhay Chautala
called up Telangana CM
KCR requesting him to
attendtherally
.KCRhas
assured him in affirma-
tion. However, KCR was
immediately told that
JJP belongs to Abhay
Chautala’s nephew and
hehadcalledforco-ordi-
nation with INLD,
which is based on the
ideals of Tau Devilal.
Abhay Chautala then
called West Bengal CM
Mamata Banerjee in-
vited her to attend the
rally
.Mamataalsoasked
almost the same ques-
tion that ‘
Are you people
still partners of the BJP
government of Hary-
ana?’ Here too Abhay
has to clarify that it is
not him, rather his
nephew Dushyant
Chautala, who is head-
ing a separate party
.
TWO CMS OF
NORTH-EAST CAN
BE CHANGED
BJP’s top leadership
wants to change
CM of two north-east
states That is, one of
them is Conrad Sang-
ma, son of P Sangma
and the other is
Arunachal CM Pema
Khandu. Late Sangma’s
son Conrad has been
asked by the BJP to
merge his regional par-
ty NPP with the BJP. It
will not happen because
his party has the biggest
supportof theChristian
community and the BJP
is known as a Hindutva
party
. On the other
hand, the Pema Khandu
government of
Arunachal is constantly
being accused of cor-
ruption. The top leader-
ship of the BJP is trou-
bled by these things. On
the other hand, Union
Law Minister Kiren Ri-
jiju, who is very close
to BJP’s number
two, has an old
wish to become
the CM of
Arunachal. So,
he directs all
the news going
against Pema
Khandu to
t h e
BJP top, because only
when Khandu vacates
the throne, will Kiren be
able to ascend to it.
...AND FINALLY
When Rahul re-
turned home
from Italy after the
death of his maternal
grandmother, he sum-
moned three or four big
leaders of the party,
such as P Chidambar-
am, Kamal Nath and
Bhupendra Singh Hoo-
da and wanted to know
from them that even
though Ghulam Nabi
said a lot about Rahul
and the Gandhi family,
yet they did not refute
any of his comments
whereas, he had even
messaged Jairam about
this. On this, Chidam-
baram said that ‘You
made the same mistake,
Jairam should not have
been asked to tell us, he
is much junior to me.
When I was the Finance
Minister of the country
,
he used to look after
the arrangement
of tea and water
in my office.”
Even Kamal
Nath also ech-
oed Chidambar-
am’s concerns.
Rahul was bewil-
dered and
shocked as to what
was going on
in the party
after all.

A notification issued by the Agriculture, Ani- mal Husbandry, Dairy Development and Fish- eries Department(s) said the Union govern- ment has advised states to curtail the entry of animals suspected to be suffering from the dis- ease. “However, bovine species of animals are still entering Maha- rashtra from adjoining states,” it said. “Therefore, under the Prevention and Control of Infectious and Contagious Diseas- es in Animals Act, the state government de- clares Maharashtra as a ‘controlled area’ to con- trol, prevent and eradi- cate lumpy skin disease (LSD) and prohibit the movement of all the cat- tle and buffaloes,” the notification added. The state order pro- hibits the holding of animal markets, animal races, animal fairs, ani- mal exhibitions and any activity involving any sort of gathering of animals. The disease is cura- ble with medication, said the animal hus- bandry department on Friday . Lumpy skin disease affects cattle and is spread by blood-feeding insects such as flies, ticks and mosquitoes. It causes fever and lumps on the skin and even leads to death. Though it is a vector-borne dis- ease, it can also be transmitted through direct contact to mucus of infected animals. She and her hus- band, Prince Philip stayed at Rashtrapati Bhavan. The first item on the agenda was to se- lect a new Secretary General to succeed Sonny Ramphal who completed his five years term. Mrs Gandhi wanted Ramphal to get another term. Mrs Thatcher did not. Indiraji was the Chairman. She got Ramphal his second term. OutsidetheSummit, amini crisis was averted. As far as I remember, it was the second day . Mrs Gandhi asked me to quietly enquirefrom Rashtra- pati Bhavan if the Queen was holding an “Investiture’ at Rashtrapati Bhavan for giv- ing Mother Teresa the Order of Merit. The Rashtrapati Bhavan confirmed what the Prime Minister had heard. Invitations for the “Investi- ture” had apparently been is- sued, that too on “Bucking- ham Palace” stationery , with- out consulting the Secretary or the Military Secretary to President Giani Zail Singh. I conveyed this to Mrs Gan- dhi, who did not like what she heard. In the meanwhile HN Bahuguna, MP, had written to the Prime Minister saying that he had from his own source gathered that the Queen was to hold an “Inves- titure” at RB for Mother Te- resa. He hoped that what he heard was incorrect. Only the President of India could hold an “Investiture” at RB. If the queen was to go ahead with the “Investiture” then he and other Opposition leaders would be compelled to raise the matter in the Lok Sabha. I added that we held Queen in high esteem and Mother Te- resa was a very special per- son. At the same time, we could not countenance and were surprised that we had not been consulted. Within two hours he rang back to say that his Prime Minister felt it was too late to change the venue. Invitations hadbeensentandaboveallthe Queen would be inconven- ienced. TOP TWEETS T iddique Kappan has been granted bail by the Su- preme Court after the Kerala jour- nalist spent over two years in jail. His actual crime: he was headed towards Hathras to cover the gang-rape and murder of a Dalit girl. But adept as they are at creating wrong perceptions, the UP Police arrested him under the Unlawful Activities Pre- vention Act for allegedly planning to incite violence. It was a charge that did not stand scrutiny in the court. Granting Kappan bail, a three-judge Bench headed by the Chief Justice of India, Justice UU Lalit, emphasised that “every citizen has the right to free expression” and underlined Uttar Pradesh government’s inability to produce any evidence against Kappan “that was provocative”. When Senior Advocate Mahesh Jethmala- ni, representing UP, read out the documents recovered from Kappan, the court pointed out that they were unrelated to India and talked about Black people. That hints at the journal- ist being falsely implicated. That possibility was further strengthened when the court pointed out that one of the pamphlets was about justice for the Hathras gang-rape victim. It was clear that a protest for the victim by a journalist or the crime’s cov- erage would have damaged reputations. Putting him be- hind bars was easier. The Supreme Court put a pertinent question, “See eve- ry person has the right to free expression and there- fore he is trying to propagate an idea that there is this vic- tim who requires justice and therefore let us raise a com- mon voice. Is that something like a crime in the eyes of law?” Yes, your lordships, in some places it is. The planned foray into rupee trades on the international markets was a news break re- ported by this journal in its First India July 19, 2022 issue, “The Rs held its own in value terms and has literally gone global, despite deprecia- tion in value when com- pared to the US dollar, since the Russia- Ukraine war began right until July 13, 2022. According to industry sources, a false narra- tive is being created within India about the falling rupee, even as the Indian government ensured not only that the rupee stayed strong- er than most other cur- rencies, but also em- barked on a global busi- ness plan that dislodged the $ as the mainstay for international transac- tions. ”The July 24, 2022 First India issue also tracked this global ru- pee plan in another ex- clusive news report that added, “The Indian gov- ernment has not only ensured the rupee stayed stronger, but also embarked on a global business plan that dis- lodged the USD as the mainstay for interna- tional transactions. Ru- pee settlements are now the norm as India has tied up Russia, Indone- sia, United Arab Emir- ates (UAE), even Sri Lanka, Afghanistan, Nepal and other mar- kets where it deals in oil (imports), food-grains (exports). She has be- gun transacting in ru- pee terms, thereby, giv- ing the USD the go-by .” The MOEX is cur- rently working on a plan to launch trading in the Indian rupee al- though ‘obstacles’ were cited on the side of the Indian central bank (RBI), as Reuters report- ed in a news article that said Daniil Korablev, head of sales to non- credit organizations, had revealed on social media about the launch being “not that simple” an getting delayed be- yond 2022. Sharat K Verma New Delhi: There seems to be a big change in the politics of the country. So far, the re- gional parties, which have worked in an arbi- trary manner, are im- proving their function- ing. Regarding the rest of the regional parties, there was a belief that there is no constitution for them, which they could follow. There was also a belief that they work arbitrarily, mem- bers of the same family get everything, there domination of one caste along with misuse of power, etc. But now, it is changing. One by one, the three big regional parties have framed their own code of conduct and asked the party leaders to follow them. The Shi- romani Akali Dal, which has run the gov- ernment several times in Punjab, has framed a code of conduct for its party . The party’s work- ing president Sukhbir Badal has released the said code of conduct. The most surprising thing in this is that SAD has adopted the rule of one ticket in a family. The question is, will the Badal family be an ex- ception to this? At pre- sent both Sukhbir and his wife Harsimrat Kaur Badal are MPs of Lok Sabha. First of all, West Ben- gal Chief Minister Mamata Banerjee made a code of conduct for the leaders of her party . She asked the ministers to stay away from vehi- cles with red beacons and hooters. Ministers and MLAs were also asked to maintain a low profile and if they go to the districts, they should stay in the cir- cuit house. Ministers have been instructed that if any file comes to them, they should sign it only after reading it carefully . After the formation of the new government in Bihar, RJD leader and Deputy Chief Min- ister of the state Tejash- wi Yadav has also for- mulated a code of con- duct for his party . While speaking to media, Azad said, “I met around 400 peo- ple from delegations of 30-35 Assembly constituencies in Jammu. They gave their support; will be a part of whatever party I make.” “I can safely say that 4 times more peo- ple have come to my support than to the meetings I held in Congress,” added the former Congress lead- er. It should be noted that Ghulam Nabi Azad is looking to float his own party af- ter severing decades old ties with the Con- gress. He intends to contest the next As- sembly elections in JK. Over 2022-23, India’s growth will average 7 per cent, the strongest among the largest economies, con- tributing 28 per cent and 22 per cent to Asian and glob- al growth, Morgan Stanley said in a report. India is best positioned within Asia to deliver domestic demand alpha. Its cyclical recovery will be sustained by struc- tural factors. The recent strong run of data increases our confi- dence that India is well po- sitioned to deliver domes- tic demand alpha, which will be particularly impor- tant as developed markets growth weakness perco- lates into Asia’s external demand, Morgan Stanley said. Some observers argue that while the Russia- Ukraine war has definitely contributed to the misery of the west, this was set into motion during Cov- id-19 when the govern- ments in these countries went on a massive spend- ing spree to give economic stimulus, pushing inflation at a time when growth was slowing. These observers argue that the so-called econo- mists were “pushing” In- dia to follow the same path that these western coun- tries took. They remind that some were glorifying USA’s $3200 to everyone, Germany’s stimulus and UK’s fur- lough scheme -- trying to create dissatisfaction among Indian public and pushing the Indians to de- mand something similar. KEY CHANGE IN INDIA’S STRUCTURAL STORY LIES IN THE CLEAR SHIFT: MORGAN STANLEY The Morgan Stanley report has mentioned that international econo- mists were prescribing policies to India that have now spelled doom for the west. Fortunately, the team of economists under the govern- ment of India assessed the situation much better and did not cave into the immense pressure. Experts say that with passing time, more and more evidence as well as consensus is emerging that mindless stimulus did more harm in the long run even in those large econo- mies which were fiscally surplus before the pandemic or were highly advanced, Morgan Stanley said. The key change in India’s structural story lies in the clear shift in policy focus towards lifting the produc- tive capacity of the economy. Policymakers have taken up a series of reforms which will catalyse an upswing in the private capex cycle, helping to unleash a powerful productivity dynamic, it said. EU NATIONS STRUGGLE TO FIND APPROACH ON ENERGY PRICES Brussels: European Union nations struggled to find com- mon ground Friday on ways to shield the popula- tion from dramatically increasing energy prices that threaten to plunge millions into cold and poverty over the winter as Russia chokes off natural gas supplies. Current account deficit likely to grow New Delhi (PTI): Asecono- mists have predicted that India’scurrentaccountdefi- cit (CAD) is likely to reach the level of 3 per cent of the GDPinthecurrentfinancial year and is unlikely to come down in the near future, the government seems to be cautiously optimistic about reining it within tolerable standards.Experts though feel that it would be a tough task as current account deficit may further go up to morethan3%of theGDPin the current financial year. Government, on its part, feels that with prices of global commodities like crude oil, fertilisers and gold among others falling, the current account deficit will gradually cool down. Official sources say that the aforementioned com- modities consume a signifi- cant part of foreign ex- change and as their prices are showing a downward trend, its positive impact on current account deficit will reflect in the near future. Experts, however, differ completely from this esti- mation, as Sher Mehta, economist and Director of Research at Virtuoso Eco- nomics, feels that current account deficit is likely to worsen in the coming days. “In my estimation, the current account deficit will probably worsen to 3.4-3.5% of GDP and is likely to re- verse only from the second half of 2023. Given the pros- pects of a rapidly weaken- ing global economic envi- ronment, exports are likely to fare worse over the com- ing 9-12 months and most of the worsening of cur- rent account deficit will be due to a widening trade deficit,” he said. The for- mer deputy chief minister said that he was not worried about Baramati as his work (in the constitu- ency) spoke for itself. Pawar is the sitting MLA from Baramati As- sembly constituency, while his cousin Supri- ya Sule represents the Lok Sabha constituency . Speaking to report- ers in Pune on Satur- day, Pawar reacted to the recent visit of Ma- harashtra BJP Presi- dent Chandrashekhar Bawankule to Barama- ti, where the latter had reinforced BJP’s inten- tions to win Baramati in 2024 polls. The Lok Sabha polls in April- May will be followed by state Assembly polls in October the same year. “You don’t worry about Baramati. My work in Baramati will speak for itself,” Pawar said adding that if there is anyone who works harder than him, then Baramati resi- dents may think about voting for them. “When you are newly elected (Bawankule), you speak with enthu- siasm, and that is the reason why the media has been giving public- ity to his visit. Bara- mati residents welcome everyone, but on the day of voting, they know very well where to cast their vote,” said Pawar. The Pawar family has represented Bara- mati in the Lok Sabha in all elections dating back to 1991 when Ajit Pawar won the seat. NCP supremo Sharad Pawar won it in 1996, 1998 as a Congress can- didate, and 1999, and as an NCP candidate in the 2004 Lok Sabha elections. His daughter, Supriya Sule, has rep- resented the constitu- ency since 2009. Well, thesenamesdonot include the names of Shashi Tharoor or Dig- vijay Singh, because no leader within the party takes them so seriously . In fact, Mukul Wasnik, who has been in one or the other post of Con- gress continuously for the last 25 years, and Mallikarjun Kharge, hailing from South India, were pre- senting them- selves indi- rectly as strong con- tendersforthe post of Presi- dent. About Mallikarjuna it was con- stant- ly being published by the South’s newspapers that ‘making him the president will increase the support base of the Congress in both the Northern and Southern states. He had demon- strated his strength in AICC. On the other hand,Wasnikconducted a ‘show of strength of sorts at AICC two days before the recent rally wherein, alargenumber of party leaders and workers from Maha- rashtra, Madhya Pradesh, Bihar and Ra- jasthan were mobilised in favour of Wasnik to attend the rally . But the entire outline of cutting Mukul to size was de- cided in the Congress’ Chintan Shivir at Udaipur. So, recent- ly, after taking back the charge of an i m p o r t a n t state like MP from Wasnik, this responsi- bility has b e e n given to Jai Prakash Agarwal. In the Chintan Shiviritself,thetoplead- ership cleverly got the resolution passed from the Mukul-led commit- teethat‘anyleadermust leave this post after be- ing office-bearer for 5 consecutive years.’ That is, in a way it has now been decided that Rahul will run the party by re- mote control without oc- cupying any post and he will have complete con- trol over the party . WILL RAJ THACKERAY HOLD SHINDE’S HAND? It was only last week that MNS chief Raj Thackeray reached out to Maharashtra CM Eknath Shinde at around 11 PM. During the meeting, Shinde proposed to Raj Thack- eray, “Since you are a Thackeray, you become the President of my newly formed party take care of it. If you get associated with the party, the confidence of Shiv Sainiks will also be restored in the party and we will also be able to raise a strong challenge before Ud- dhav Thackeray .” Word is that Thackeray can accept the offer in re- turn, Raj Thackeray’s wife can be sent to the RS. Raj has also tak- en a promise from Shinde that Shin- de will make his son contest LS polls from his party in 2024’. While Shinde has agreed to both the demands, he just has to get the ‘saffron seal of approval’ from Delhi on this. CHAUTALAS IN A MAJOR DILEMMA Indian National Lok Dal General Secre- tary Abhay Chautala and his father Om Prakash Chautala are holding a big rally in Fatehabad on the birth anniversary of Tau Devi Lal on September 25.Thesloganof opposi- tion unity is also hidden in this rally called ‘Sam- man Diwas’. Big opposi- tion leaders are likely to participate in this rally such as Sharad Pawar, Akhilesh Yadav, Nitish Kumar, HD Deve G o w d a , TejashwiYa- dav,Parkash Singh Badal and Megha- laya Gover- nor Satpal Malik. Abhay Chautala called up Telangana CM KCR requesting him to attendtherally .KCRhas assured him in affirma- tion. However, KCR was immediately told that JJP belongs to Abhay Chautala’s nephew and hehadcalledforco-ordi- nation with INLD, which is based on the ideals of Tau Devilal. Abhay Chautala then called West Bengal CM Mamata Banerjee in- vited her to attend the rally .Mamataalsoasked almost the same ques- tion that ‘ Are you people still partners of the BJP government of Hary- ana?’ Here too Abhay has to clarify that it is not him, rather his nephew Dushyant Chautala, who is head- ing a separate party . TWO CMS OF NORTH-EAST CAN BE CHANGED BJP’s top leadership wants to change CM of two north-east states That is, one of them is Conrad Sang- ma, son of P Sangma and the other is Arunachal CM Pema Khandu. Late Sangma’s son Conrad has been asked by the BJP to merge his regional par- ty NPP with the BJP. It will not happen because his party has the biggest supportof theChristian community and the BJP is known as a Hindutva party . On the other hand, the Pema Khandu government of Arunachal is constantly being accused of cor- ruption. The top leader- ship of the BJP is trou- bled by these things. On the other hand, Union Law Minister Kiren Ri- jiju, who is very close to BJP’s number two, has an old wish to become the CM of Arunachal. So, he directs all the news going against Pema Khandu to t h e BJP top, because only when Khandu vacates the throne, will Kiren be able to ascend to it. ...AND FINALLY When Rahul re- turned home from Italy after the death of his maternal grandmother, he sum- moned three or four big leaders of the party, such as P Chidambar- am, Kamal Nath and Bhupendra Singh Hoo- da and wanted to know from them that even though Ghulam Nabi said a lot about Rahul and the Gandhi family, yet they did not refute any of his comments whereas, he had even messaged Jairam about this. On this, Chidam- baram said that ‘You made the same mistake, Jairam should not have been asked to tell us, he is much junior to me. When I was the Finance Minister of the country , he used to look after the arrangement of tea and water in my office.” Even Kamal Nath also ech- oed Chidambar- am’s concerns. Rahul was bewil- dered and shocked as to what was going on in the party after all.
