Minister Amit Shah on
Tuesday released the
‘Lok Kalyan Sankalp
Patra 2022’, the BJP’s
election manifesto in
UP, just two days before
the first phase of poll-
ing. The party has
promised free electrici-
ty for irrigation, a job
for every household,
and a minimum 10-year
sentence in cases of
“love jihad”.
It also announced
that work on the estab-
lishment of an anti-
terrorist commando
centre in Deoband
would be completed in
the next five years. Sim-
ilar centres would come
up in Meerut, Rampur,
Azamgarh, Kanpur and
Bahraich.
The manifesto prom-
ised that the drive
against criminals and
mafias would continue.
Also, a cyber helpdesk
would be set up in every
police station and sepa-
rate barracks would be
built for male and fe-
male police personnel.
In the health sector,
the BJP promised to
build one government
hospital in every dis-
trict and announced
that Uttar Pradesh
would be made tubercu-
losis-free by 2025.

mission pink toilet
would be launched at Rs
1,000 crore to build toi-
lets for women in public
places.
For youths, the saf-
fron party promised
over 3 crore jobs or self-
employment opportuni-
ties. It said that at least
one job or self-employ-
ment opportunity
would be provided to
every household.
‘Maa Annapurna
canteens’ would be es-
tablished across the
state to provide food to
the poor at a subsidised
rate. A Ramayan Uni-
versity in Ayodhya will
be set up for research
on subjects related to
Lord Ram and other re-

Gandhinagar: A Guja-
rat court on Tuesday
convicted 49 accused 
acquitted 28 others in
the 2008 Ahmedabad se-
rial bomb blast case.
Justice AR Patel will
pronounce quantum of
punishment today. All
convicts will be brought
in court when the quan-
tum of punishment is
pronounced by the
Judge. Within a span of
70 minutes as many as
21 bomb blasts had tak-
en place in Ahmedabad
on July 26, 2008. The ter-
ror attack had led to the
death of 56 people who
were killed at various
places in the city due to
the bomb blasts and
over 200 people were
also injured. The Islam-
ic militant group, Har-
kat-ul-Jihad-al-Islami,
had claimed responsi-
bility for the attacks.

The manifesto, released
by Home minister Amit
Shah, CM Yogi and state
unit chief Swatantra
Dev Singh, is going to
give a major boost to
tourism with the re-
solve to invoke cultural,
religious and spiritual
consciousness.
“The ‘Lata Mangesh-
kar Performing Arts
Academy’ will not only
encourage artists asso-
ciated with folk dance,
music and theatre but
will also safeguard her
musical legacy
, “ It said.
The BJP has also re-
solved to establish a Ra-
mayana University in
Ayodhya.
Sankalp Patra, which
emphasizes the promo-
tion of cultural heri-
tage and tourism, can
help in re-establishing
UP’s tourism potential
globally

The manifesto also
pledged to build a Lok

employment were created for about 25 lakh people
at the local level. This process of achieving dignity,
conservation and promotion of local talent and
craftsmanship will continue in years to come

Lucknow: Through these corridors, industries
related to handloom, food processing, storage
plants, chemicals, pharmaceutical and machin-
ery manufacturing industries will be encour-
aged. It is planned to create employment and
self-employment opportunities for 5 lakh young
people in these corridors.

the previous govern-
ment, Yogi Adityanath
alleged that riots, cur-

day before BJP came to
power in Uttar Pradesh.
He accused the Sama-
jwadi Party of not pro-
viding security to girls
and women of the state
and said that the wom-
en were the insecure lot
during the Akhilesh re-
gime.
“The situation of the
state has completely
transformed in the last
five years. Not a single
riot has taken place in
the last five years while
700 riots took place
during SP government
in UP.”, the CM said.

its poll manifesto,
promising an ‘Urban
Employment Guaran-
tee Act’ on the lines of
MNREGA and 33 per
cent reservation for
women in government
jobs, besides a slew
of benefits to farmers.
The party released its
manifesto — Sama-
jwadi Vachan Patra
— for the coming
assembly elections,
shortly after the BJP
released its own. The
SP manifesto also
promised to provide
regular government
jobs to ‘Shiksha
Mitras’ within three
years and provide em-
ployment to one crore
people in the MSME
sector.

Akhilesh Yadav said the
“manifesto is aimed at
taking Uttar Pradesh on the
path of prosperity, develop-
ment and progress in the
coming times”.”I remem-
ber that in the year 2012,
when the SP released its

Citing the key promises
made for farmers, the

within 15 days. For this,
farmers’ corpus fund will
be created if needed.” The
SP’s promises of freebies
also included two LPG
cylinders every year to
BPL families, one litre of
petrol to all two-wheeler
owners, and three litres
of petrol and six kg of
CNG per month to auto-
rickshaw drivers.

poration Bill 2021 to the

Chancellors in 24 state-
run universities, Gover-
nor Dhankar has objected
to the state government’s
functioning and decisions,
inviting criticism from
Chief Minister Mamata
Banerjee and the TMC.

new and West Bengal has
had its shareof “unrest”in
this regard since 1967, this
time the matter has gone
beyond the corridors of
legislativedecorumandpo-
litical etiquette. The media

On January 25, when
Governor Jagdeep
Dhankhar visited the As-
sembly (premises) to pay
tributes to Dr BR Ambed-
kar…he had launched a
fresh attack against Speak-
er Biman Bandyopadhyay
.
Incidents took such a
turn that Chief Minister
Mamata Banerjee an-
nounced that she had
blocked the Bengal Gover-
nor on Twitter, as he had
been making derogatory
remarks against the state
government especially on
themicrobloggingsite.Pan-
dit Jawaharlal Nehru had
said, “In a parliamentary
democracy
,thespeakerrep-
resents the dignity and the
freedom of the House and
because the House repre-
sentsthecountry
,thespeak-
er, in a way
, becomes the
symbol of the country’s

be recalled that Governor
had not only raised ques-
tions on the role of the
Speaker but has also indi-
cated that he is working on
behalf of the ruling party

Since 1952, it has been
customary for the Gover-
nors of states to authorize
Speakers of the legislative
assemblies to administer
the oath of office to legisla-
tors. However, surprising-
ly
, after the recent by-polls
in Bengal where Chief
Minister Mamata Baner-
jee won from the Bhabani-
pore seat, the Governor
issued a notification and
withdrew the power of the
Speaker to administer the
oath of office to newly
elected legislators.
Recently, Chief Minis-
ter Mamata Banerjee
without naming the Gov-
ernor, said: “Raj Bhavan
mein ek raja baitha hai.
Kya nahi bolta hai. BJP ke
president se bhi bada. All
India President BJP ka -
aise baat karta hai.
The Governor on his
Twitter handle wrote:
“Stunned @MamataOffi-
cial ‘Raj Bhavan mein Ek
raja baitha hai’ stance,
while on a political visit to
Goa - the unexpected act of
impropriety
. On December
16 urged CM for interac-
tion as constitutional
functionaries act in har-
mony to serve people.”
In a separate message,
the Governor wrote: “Nei-
ther ‘law unto oneself’ nor
‘state within state’ Gov-
ernance @MamataOfficial
can be constitutionally
sanctified. CM continually
in breach of ‘duty’ under
Article 167  politicized
bureaucracy under Arti-
cle 166.”
It may be recalled that
on the issue of the approv-
al of the vice-chancellors
of the state-run universi-
ties, West Bengal educa-
tion minister Bratya Basu
indirectly referred to the
governor as ‘Pagla (Crazy)
Jagai (A humorous and
crazy character of famous
Bengali poet Sukumar
Roy) wrote: “It is high time
to introspect whether we
should continue with the
colonial legacy of the Gov-
ernor being the Chancel-
lor of Universities just by
the virtue of his post or we
should nominate eminent
scholars and educationists
as Chancellors.”
The arrest of three leg-
islators of TMC, including
two ministers, by the CBI,
took a controversial turn
after the Speaker of the
State Assembly Biman Ba-
nerjee termed the probe
agency’s action based on
the Governor’s consent
“illegal and unethical”. In
1967, the then Chief Minis-
ter of West Bengal, Ajay
Mukherjee, clashed with
the then Governor Dhara-
mvir. Governor Dharam-
vir had sent a letter to
Mukherjee asking him to
prove the majority of the
United Front within three
days. Mukherjee replied
that whatever happens
will happen in the Assem-
bly as per the pre-deter-
mined time. After receiv-
ing the letter, Dharamvir
sent a recommendation to
the Centre to dismiss the
Cabinet, and the conflict is
needless to say escalated.
Late Pramod Dasgupta,
former state secretary of
the CPI(M), had called for-
mer Governor BD Pandey
‘Bangla Daman Pandey’.
However, the biggest re-
sistance came during the
tenure of former West
Bengal Governor AP Shar-
ma. In 1984, Sharma chose
the name of Santosh Bhat-
tacharya by not approving
the Left-nominated candi-
date Ramen Poddar for the
post of the Vice-Chancel-
lor of Calcutta University
.

New Delhi: Cricketer-turned-politician Navjot
Sidhu on Tuesday said that his crossing over
to the Congress happened after around 70
visits by election strategist Prashant Kishor,
who was helping craft the party’s campaign
ahead of the 2017 assembly elections in
Punjab. “Prashant Kishor met me at least 70
times asking me to join the Congress,” he told
media. Mr Kishor, he added, was apprehen-
sive about the prospects of the party
and thought his addition will help
swing a chunk of votes. “PK said
the Congress won’t get over 30-35
seats. If you (Sidhu) come,
there will be a swing of 7-8
per cent,” he said. “Then
Bhai rang me up,” he
said. The Congress
came to power in the

ment in the state.
In a letter to CM Con-
rad Sangma, the Con-
gress Legislature Party
stated, “We wish to sup-
port you and the MDA
(Meghalaya Democratic
Alliance) government to
strengthen the govern-
ment’s arms and deci-
sion making, so as to en-
sure that our joined ef-
forts will take the state
forward, in the general
interest of its citizens.”
The Congress MLAs
who have extended sup-
port to the government
are M Ampareen Lyng-
doh, Mayralborn Syiem,
Mohendro Rapsang,
Kimfa Marbaniang and
PT Sawkmie.
The BJP is also a part
of the ruling MDA gov-
ernment. With the join-
ing of Congress MLAs,
Sangma will have the
unique feat of getting
both the Congress and
BJP to be a part of the
same government.
In November last year,

Colombo: The Sri Lan-
kan Navy has arrested
11 Indian fishermen
and seized three fishing
trawlers for allegedly
poaching in the coun-
try’s territorial waters,
an official statement
said on Tuesday
.
The arrests were
made close to Delft Is-
land in the north on
Monday. They were in-
dulging in bottom
trawling, the Navy said.
The arrests are part
of the Navy’s patrols to
cut illegal fishing in the
Sri Lankan waters to
minimise impact from
poaching on the local
fishermen and sustain-
ability of fishery re-
sources in Sri Lanka,
the statement said.
The fishermen issue
is a contentious one in
ties between the two
countries.
The issue of fisher-
men also figured in the
talks between MEA S

Army personnel, who
had gone missing after
being caught in an ava-
lanche in Arunachal
Pradesh on Sunday,
have been found dead,
the Army said on Tues-
day. It added that the
bodies are being
brought back to the
nearest Army facility
.
It stated that seven In-
dian Army personnel,
who were part of a pa-
trolteam,werestruckby
an avalanche in the
high-altitude area in the
Kameng sector of
Arunachal Pradesh on
February 6, and “search
and rescue operations
were launched immedi-
ately
,includingairlifting
of specialised teams”.
The Army said that
thesearchandrescueop-
erations have “now been
concluded” and “bodies
of all seven individuals
have been recovered
fromtheavalanchesite”.
Unfortunately
, it said,
“despite the best efforts
of everyone involved, all
seven have been con-
firmed deceased.”
The area is located at
an altitude of 14,500 feet,
andhadbeenwitnessing
inclement weather with
heavy snowfall since the
last few days, said the
Army
.“Thebodiesof the
soldiers are currently
being transferred from
the avalanche site to the
nearest Army medical
facility for further for-
malities,” it added.
Troops getting caught

vice), removal of 9-year

operationalisation of
30% posts at JAG level
from overall senior duty
posts, etc, and cadre re-
view by CR Division.
The delegation also
drew the attention of
Dr. Singh to what it con-
siders as the chief
cause of mismanage-
ment of issues in the
CSS cadre. It informed
the minister that much
of the problems in the
CSS cadre are due to the
fact the people who do
not belong to the CSS
Cadre occupy the im-
portant posts in the CS
Division, with very lit-
tle understanding of
the Cadre. So the dele-
gation requested the
Minister that at least
Director level posts in
CS Division must be re-
served for CSS officers.

New Delhi: The Supreme Court on Tuesday accepted
the out-of-court settlement between Gujarat Urja Vikas
Nigam Ltd (GUVNL) and Adani Power (Mundra) Ltd
over the supply of electricity and disposed of the cura-
tive plea in view of the settlement deed. The curative
petition was filed by GUVNL against a three-judge
bench 2019 verdict of the top court which had upheld
the termination of a Power Purchase Agreement (PPA)
by Adani Power. A five-judge Constitution Bench of
Chief Justice of India disposed of the curative plea.
New Delhi: The SC on Monday issued notice to
the Centre and the Tamil Nadu govtt on a plea
against the latter's decision allocating 50 per cent
of seats in super-specialty courses in government
medical colleges for the in-service doctors of the
state. A bench of Justices L. Nageswara Rao and
B.R. Gavai sought response from the Tamil Nadu
govt, Union Ministry of Health  Family Welfare,
and others.Issue notice returnable on February 25,
2022. Counsel for the respondents is permitted to
file a reply, the meanwhile, it said in its order.

been announced to
launch 'One Classroom,
One TV Channel', for
which good budget has
also been allocated. The
question is whether it is
a matter of celebrating
education through e-
university, e-vidya,
channel? Can it be made
an alternative to class-
room education? Due to
the compulsion in the
corona virus pandemic,
online classes were
started, but it cannot be
made a substitute for
classroom education.
It has been confirmed
by many studies that
even in urban popula-
tion, there are more
than 40 percent children
who are not able to take
online classes. In areas
of rural and forest or
mountaineous areas,
online education is dif-
ficult for most children.
There is no qualitative
change in the learning
of children who are ca-
pable i.e. those who
have TV
, laptop or smart
phone and internet con-
nection. Their learning
process is not improv-
ing and health problems
are also arisin by con-
tinuos exposure to
screens. Therefore, the
government should
keep the principle of
promoting remote edu-
cation only as a pilot
project and by increas-
ing the grant to schools,
colleges, universities, it
should be ensured that
all schools, colleges
open as soon as possible
so that children can
start their classroom
education as there can
be no alternative to it.

cated in the last budget

ernment had allocated a
huge amount for this.
In the first budget
presented last year i.e.
2021-22 amid the Coro-
na epidemic, the cen-
tral government allo-
cated a budget of Rs 28
crore to improve the
quality of data. It was
named the National
Program for Improv-
ing Quality of Statis-
tics in India. 28 crore
was given for this item
but the Revised Budget
Estimates showed that
no amount was spent
on improving the qual-
ity of the data. Only
then the allocation in
this item has been
completely abolished
in the next year’s budg-
et. A token amount of
one lakh rupees has
been fixed for the qual-
ity of the data. Just
imagine, where there
was an allocation of 28
crores, now it has re-
duced to merely one
lakh rupees!

compliance of the
Election Commission
(EC) directions,
10,500 licensed arms
have been deposited
in police stations in
Ghaziabad, officials
said. The Ghaziabad

STF ARRESTS 4 DRUG PEDDLERS
WITH 4.69 QUINTAL HEMP
Lucknow: UP STF has arrested 4 members of inter-
state drug peddlers and recovered about 5 quintal
hemp. STF sources said that acting on tip-off, the STF
team arrested 4 of a drug-peddling gang near Bhiti
Rawat crossing under the Sahjanva police station
area in Gorakhpur district. The arrested accused were
identified as Ravishan, Nizzamuddin, Mohammad
Amir Hussain, and Mithhu Savar and recovered 4.69
quintal hemp from them which costs about Rs 1 crore
in the international market. Police have registered the
case and interrogations were underway.
GIRL RAPED BY SHOPKEEPER
Muzaffarnagar: A 16-year-old girl was allegedly
raped by a shopkeeper who also filmed the act,
police said on Tuesday. Family members of the
victim told police that she had gone to buy some
goods from a shop where the shopkeeper sexually
assaulted her. He also made a video of the act
and shared it on social media, the police said.
The incident took place on Sunday in the Purkazi
area of the district, they added. Police said a case
under the Indian Penal Code and the Protection of
Children from Sexual Offences (POCSO) Act has
been registered against the accused and he has
been arrested. —PTI

that her party had lost
base in poll-bound UP,
saying, “Mere Paas Be-
hen Hai” (I have sister).
Congress list of women
candidates includes the
names of actor-activist
Sadaf Jafar, who was
arrested during the an-
ti-citizenship law pro-
tests in Lucknow in
December 2019, and
mother of Unnao rape
victim whose family
has long fought against
the alleged harassment
of then BJP MLA
Kuldeep Singh Sengar.
Others figuring in the
Congress list of women
nominees are Poonam
Pandey
, an Asha worker
from Shahjahanpur
who was allegedly
roughed up while de-
manding an increase in
honorarium, and Ritu

ment of voters, PM Nar-
endra Modi on Decem-
ber 21 had transferred
Rs 1,000 crore to bank

16 lakh women. The pro-
gramme in Prayagraj
had seen the participa-
tion of over 2 lakh wom-
en. The BJP has given
ticket to Aditi Singh, the
Congress turncoat from
Rae Bareli Sadar seat.
The Samajwadi Party,
which has adopted the
new tag line “Nai hawa
hai, Nai SaPa hai’, has
recently sought to give
new meaning to its M-Y
(Muslim-Yadav) formu-
la which had catapulted
it to power in UP
. “In the
new SP, M-Y stands for
Mahila (women) and
youth. We are address-
ing issues in a larger
perspective now and are
not shackled by
casteism,” SP chief
Akhilesh Yadav had
stated in an informal in-
teraction with reporters

di Party has fielded for-
mer minister Gayatri
Prasad Prajapati’s wife

an leader, the BSP has
never stressed on a sep-
arate campaign for mo-
bilising women voters
and has lately been con-
centrating on its social
engineering formula
which had brought it to

AsperElectionCommis-
sionoffice,enrolmentof
women in large num-
bers during revision of
electoral rolls has led to
an improvement in the
gender ratio by 11 points
from 857 against 1000
male voters on Novem-
ber 1, 2021 to 868 on De-
cember 5. The Commis-
sion has also launched a
programme to increase
the participation of
women in voting for in-
creasing the voting per-

Prayagraj: The Alla-
habad HC on Monday
slammed the station
house officer (SHO) of a
police station in Bu-
daun district for pass-
ing an order to hand
over the custody of an
adult woman to another
adult man Swale Raza.
Hearing a bail applica-
tion filed by one Swale
Raja, Justice JJ Munir
also sought a personal
affidavit from senior su-
perintendent of police
(SSP), Badaun in two
days as the court called
it “unpalatable as to
how the custody of an
adult could be given to
another adult, and that
too, by a police officer”.
‘An adult is always
free to go wherever he or
she may wish to, but the
act of handing over the
custody of the woman to
Raza, appears to be an
act curtailing an adult’s
liberty to stay wherever
he or she wishes to, un-
hinderedbytheconfines
of another’s care or con-
trol. Here the woman
has virtually been put
under the care and con-
trol of Swale Raza,’ the
court remarked. While
fixing February 9, as the
next date of hearing, the
court has asked the SSP
,
Budaun, to file his per-
sonal affidavit by that
time, indicating under
what circumstances, the
custody of an adult
could be handed over to
another adult by the sta-
tion house officer, Bi-
nawar, of Budaun dis-
trict and how he has
permitted proceedings
of this kind to be taken
by his subordinates.
During the investiga-
tion, the SHO of police
station –Binawar of
Badaun district on May
25, 2021 handed over the
custody of the woman,
in accordance with her
wishes, after intimating
the higher officials of
the police, to the appli-
cant Raza with the in-
structions that whenev-
er necessary
, the woman
andherdaughterbepro-
duced before the police.

mother of the Unnao
rape victim besides
glamorous faces like Bi-
kni girl’ Archana Gau-
tam from Hasinapur in
Meerut, and actor-activ-
ist Sadar Jafar.
“Nomatterhowmuch
you talk about vikas (de-
velopment), the victory
in polls hinges on which
caste and community is
supporting you,” Pitar-
deen Shukla, an elderly
homemaker in Amethi
said. Brajesh Shukla, a
poll analyst said in Luc-

deny ‘jati-dharma’ in
rajneeti in UP but there
is something else also
which is guiding voters’
choice of a party in the

tests against the three
agriculture laws having

will go to vote in 11 dis-
tricts in the first phase
on February 10. BJP
leaders, besides making
efforts to prove them-
selves being pro-farmer,
are raking up the 2013
Muzaffarnagar riots to
allegedly create a wedge
between the new friend-
ship of Jats and Mus-
lims, the core support
groups of RLD chief
Jayant Chaudhary and
SP chief Akhilesh Ya-
dav, respectively

The SP and RLD are
fighting the polls in al-
liance. BJP leaders
have, during their cam-
paigning, heaped prais-
es on Raja Mahendra
Prartap, a Jat icon who

preme Court on Tues-
day refused to grant any
interim relief to Sama-
jwadi Party leader
Azam Khan, who had
sought interim bail to
campaign in upcoming
Uttar Pradesh assembly
elections.
The top court refused
to entertain Azam
Khan’s plea, however, it
granted liberty to
Azam Khan to ap-
proach the concerned
court and request them
to take the matter expe-
ditiously. Senior advo-
cate Kapil Sibal, ap-
pearing for Khan told
SC that bail plea was
not being taken up for
the last three-four
months despite repeat-
ed requests for the
hearing. He urged the
court to grant Khan in-
terim relief so that he
can campaign in the
elections.
“Do not bring politics
to the court,” the court
remarked during the
hearing.SP leader

2017 assembly polls,
Shivpal Yadav broke
away from the Sama-
jwadi Party (SP) to
form the Pragatisheel
Samajwadi Party (Lo-
hiyawadi).
Many veterans of
the SP had joined the
Shivpal camp. Keeping
in mind the political
future of these loyal-
ists, Shivpal had de-
manded 100 seats from
Akhilesh in the initial
phase of reconcilia-
tion. Later this num-
ber dropped down to
nine.
But finally only
Shivpal Singh Yadav
could get the SP ticket
from Jaswantnagar.
The hopes of the rest
of the leaders of the
PSP were completely
grounded; many have
started switching over
to other parties.

Shakya, state
vice-president of PSPL
and a two-term former
MP from Etawah LS
seat and MLA from Et-
awah Sadar seat, could
not get a ticket, so he
joined the BJP.
Former cabinet min-
ister Shiv Kumar Be-

hold on Kanpur De-
hat’s Rasulabad and
Bilhaur seats, was
once considered very
close to MSY, but he
also joined BJP. Shar-
da Pratap Shukla, a
minister in the Akh-
ilesh government and
very close to Shivpal,
was a contender from
Sarojininagar seat, but
Abhishek Mishra was
made SP candidate
in his place. Being
hurt, Sharda Pratap
joined BJP.
Former SP minister
Malik Kamal Yusuf,
who had been MLA
several times from Du-
mariyaganj seat of
Siddharthnagar, want-
ed a ticket for his son
Irfan, but Akhilesh’s
party fielded BSP turn-
coat Syeda Khatoon
from this seat. Now Ir-
fan is contesting on
behalf of Owaisi’s
AIMIM.
SBSP chief Om-
prakash Rajbhar is the
candidate of the SP al-
liance from the seat of
former minister Shad-

“He is talking about
COVID-19 mismanage-
ment but I am saying if
there is any live exam-
ple of the mismanage-
ment, it is Adityanath.
We have seen decom-
posed dead bodies
along river banks in
Prayagraj, Kanpur,
Ballia and Ghazipur in
Uttar Pradesh with
birds and animals nib-
bling on them. People
have not forgotten
those images,” Singh

In his appeal on so-
cial media, 51-year-old
Arun says he is now
into Lok Seva (service
of the people), which
requires money for
works to be done but
he does not want to
compromise his basic
principles.
He also suggests

vehicles, having less
staff and transparency
in expenses for people
in public service to
keep the expenditure

My father late Shri-

have always tried to fol-

‘identity’, as every
person had multi-
ple identities. One couldn’t
restrict an individual with-
in an identity typecast and
see him from that prism of
exclusiveness.
Ghosh’s prem-
ise cannot be
more appro-
p r i a t e l y
suitable on any other than
the legend Lata Man-
geshkar. The lady in her
lifetime outgrew her iden-
tity as a playback singer
and stood tall as a cult fig-
ure of personal grace that
was as influential as her
musical genius.
The Indian art universe
is replete with artists of ex-
cellence but few have been
revered the way Lata Man-
geshkar had been through-
out her life. This is because
Lata Mangeshkar was seen
as an icon beyond music
and there was an intrinsic
beauty about her character
that only enhanced the
aura around her celebrity
status drawn from her cin-
ematic oeuvre.
We love our stars for what
they are and most of their
off-screen charm emanates
from their star status. We
want to see them in their
personal life and hear their
backyard stories because
they are stars. But for Lata
Mangeshkar, her star status
was different from her so-
briety, perhaps because in
her humbleness, she never
considered herself a star.
‘75% of what I am is just
god-gifted,’ was her custom-
ary coy refrain, wherein she
downplayed the fact that
her talent was a testimony
of years of extreme hard
work, patience and disci-
pline of rigour that silently
worked day and night be-
hind the veil of glamour.
Lata Mangeshkar
rose through the
ranks not because
of her passion to be
a star singer, but
because of com-
pulsion that her
circumstances
created. She only
did what she did
best because she
didn’t know what
else to do to make
ends meet. She
slogged and struggled to
find a footing amid the il-
lustrious stalwarts like
Noor Jehan and Suraiya
among others. Nothing
came to her on a platter and
insults and ignominy were
part of her daily struggle to
survive. As it is said, adver-
sities are the test of true
mettle of a person and her
struggles made her resolute
and strong, which lent a
unique force to her charac-
ter that compelled people to
takenoteandgetinfluenced.
Playback singers hardly
command adulation for
their face value and there is
a whole India in the hinter-
lands that still believes the
stars actually sing the songs
on screen. The idea of some-
one play backing is alien to
many. It is thus a wonder
how, despite her conspicu-
ously unassuming demean-
our and simplistic persona
devoid of any extraneous
embellishments, she could
inspire and shape genera-
tions for over six decades.
Her stage antics were al-
most nil and in an era when
singers are propped by a
plethora of glitzy accompa-
niments to set up the right
mood and frenzy, she was
perhaps the lone singer who
could make a whole audi-
ence dumbstruck by just
standing in front of the mic.
Such was the import of her
character and charisma.
There can be disputes
and debates on her musical
characteristics with people
of different aural prefer-
ences choosing according
to their predilections and
musical attunement, but all
assessments fall silent
when one comes face to face
with her elegance – an ele-
gance evoking a calmness
that can only come from a
deep awareness of the cos-

  • 1. Lucknow: Union Home Minister Amit Shah on Tuesday released the ‘Lok Kalyan Sankalp Patra 2022’, the BJP’s election manifesto in UP, just two days before the first phase of poll- ing. The party has promised free electrici- ty for irrigation, a job for every household, and a minimum 10-year sentence in cases of “love jihad”. It also announced that work on the estab- lishment of an anti- terrorist commando centre in Deoband would be completed in the next five years. Sim- ilar centres would come up in Meerut, Rampur, Azamgarh, Kanpur and Bahraich. The manifesto prom- ised that the drive against criminals and mafias would continue. Also, a cyber helpdesk would be set up in every police station and sepa- rate barracks would be built for male and fe- male police personnel. In the health sector, the BJP promised to build one government hospital in every dis- trict and announced that Uttar Pradesh would be made tubercu- losis-free by 2025. Afreescootywouldbe provided to meritorious girl students under Rani LaxmibaiYojana.Under the Swami Vivekanand Yuva Shashaktikaran Yojana,twocroretablets andsmartphoneswillbe distributed. The BJP promised to complete the General Bipin Rawat Defence Industrial Corridor in Bundelkhand in a record time. Two LPG cylinders would be provided free of cost to every benefi- ciary of PM Ujjwala Yo- jna during Holi and Di- wali festivals, while mission pink toilet would be launched at Rs 1,000 crore to build toi- lets for women in public places. For youths, the saf- fron party promised over 3 crore jobs or self- employment opportuni- ties. It said that at least one job or self-employ- ment opportunity would be provided to every household. ‘Maa Annapurna canteens’ would be es- tablished across the state to provide food to the poor at a subsidised rate. The media blackout of the Governor’s speech in the Assembly or writing to President Ram Nath Kovind asking for the removal of the governor are some cases in hand. On January 25, when Governor Jagdeep Dhankhar visited the As- sembly (premises) to pay tributes to Dr BR Ambed- kar…he had launched a fresh attack against Speak- er Biman Bandyopadhyay . Since 1952, it has been customary for the Gover- nors of states to authorize Speakers of the legislative assemblies to administer the oath of office to legisla- tors. However, surprising- ly , after the recent by-polls in Bengal where Chief Minister Mamata Baner- jee won from the Bhabani- pore seat, the Governor issued a notification and withdrew the power of the Speaker to administer the oath of office to newly elected legislators. Recently, Chief Minis- ter Mamata Banerjee without naming the Gov- ernor, said: “Raj Bhavan mein ek raja baitha hai. Kya nahi bolta hai. BJP ke president se bhi bada. All India President BJP ka - aise baat karta hai. The Governor on his Twitter handle wrote: “Stunned @MamataOffi- cial ‘Raj Bhavan mein Ek raja baitha hai’ stance, while on a political visit to Goa - the unexpected act of impropriety . On December 16 urged CM for interac- tion as constitutional functionaries act in har- mony to serve people.” In a separate message, the Governor wrote: “Nei- ther ‘law unto oneself’ nor ‘state within state’ Gov- ernance @MamataOfficial can be constitutionally sanctified. CM continually in breach of ‘duty’ under Article 167 politicized bureaucracy under Arti- cle 166.” It may be recalled that on the issue of the approv- al of the vice-chancellors of the state-run universi- ties, West Bengal educa- tion minister Bratya Basu indirectly referred to the governor as ‘Pagla (Crazy) Jagai (A humorous and crazy character of famous Bengali poet Sukumar Roy) wrote: “It is high time to introspect whether we should continue with the colonial legacy of the Gov- ernor being the Chancel- lor of Universities just by the virtue of his post or we should nominate eminent scholars and educationists as Chancellors.” The arrest of three leg- islators of TMC, including two ministers, by the CBI, took a controversial turn after the Speaker of the State Assembly Biman Ba- nerjee termed the probe agency’s action based on the Governor’s consent “illegal and unethical”. In 1967, the then Chief Minis- ter of West Bengal, Ajay Mukherjee, clashed with the then Governor Dhara- mvir. Governor Dharam- vir had sent a letter to Mukherjee asking him to prove the majority of the United Front within three days. Mukherjee replied that whatever happens will happen in the Assem- bly as per the pre-deter- mined time. After receiv- ing the letter, Dharamvir sent a recommendation to the Centre to dismiss the Cabinet, and the conflict is needless to say escalated. However, the biggest re- sistance came during the tenure of former West Bengal Governor AP Shar- ma. The arrests were made close to Delft Is- land in the north on Monday. They were in- dulging in bottom trawling, the Navy said. The arrests are part of the Navy’s patrols to cut illegal fishing in the Sri Lankan waters to minimise impact from poaching on the local fishermen and sustain- ability of fishery re- sources in Sri Lanka, the statement said. The fishermen issue is a contentious one in ties between the two countries. It stated that seven In- dian Army personnel, who were part of a pa- trolteam,werestruckby an avalanche in the high-altitude area in the Kameng sector of Arunachal Pradesh on February 6, and “search and rescue operations were launched immedi- ately ,includingairlifting of specialised teams”. The Army said that thesearchandrescueop- erations have “now been concluded” and “bodies of all seven individuals have been recovered fromtheavalanchesite”. Unfortunately , it said, “despite the best efforts of everyone involved, all seven have been con- firmed deceased.” The area is located at an altitude of 14,500 feet, andhadbeenwitnessing inclement weather with heavy snowfall since the last few days, said the Army .“Thebodiesof the soldiers are currently being transferred from the avalanche site to the nearest Army medical facility for further for- malities,” it added. Troops getting caught inanavalancheisnotun- common, and the armed forces have lost person- nel to such incidents in the past as well. The last suchincidentwasinMay 2020, when two Army personnel,whowerepart of a patrol-cum-snow clearing party , had died after being caught in an avalanche in Sikkim. The question is whether it is a matter of celebrating education through e- university, e-vidya, channel? Can it be made an alternative to class- room education? Due to the compulsion in the corona virus pandemic, online classes were started, but it cannot be made a substitute for classroom education. It has been confirmed by many studies that even in urban popula- tion, there are more than 40 percent children who are not able to take online classes. In areas of rural and forest or mountaineous areas, online education is dif- ficult for most children. There is no qualitative change in the learning of children who are ca- pable i.e. those who have TV , laptop or smart phone and internet con- nection. Their learning process is not improv- ing and health problems are also arisin by con- tinuos exposure to screens. Therefore, the government should keep the principle of promoting remote edu- cation only as a pilot project and by increas- ing the grant to schools, colleges, universities, it should be ensured that all schools, colleges open as soon as possible so that children can start their classroom education as there can be no alternative to it. It was named the National Program for Improv- ing Quality of Statis- tics in India. 28 crore was given for this item but the Revised Budget Estimates showed that no amount was spent on improving the qual- ity of the data. GIRL RAPED BY SHOPKEEPER Muzaffarnagar: A 16-year-old girl was allegedly raped by a shopkeeper who also filmed the act, police said on Tuesday. Family members of the victim told police that she had gone to buy some goods from a shop where the shopkeeper sexually assaulted her. He also made a video of the act and shared it on social media, the police said. The incident took place on Sunday in the Purkazi area of the district, they added. Hearing a bail applica- tion filed by one Swale Raja, Justice JJ Munir also sought a personal affidavit from senior su- perintendent of police (SSP), Badaun in two days as the court called it “unpalatable as to how the custody of an adult could be given to another adult, and that too, by a police officer”. ‘An adult is always free to go wherever he or she may wish to, but the act of handing over the custody of the woman to Raza, appears to be an act curtailing an adult’s liberty to stay wherever he or she wishes to, un- hinderedbytheconfines of another’s care or con- trol. Here the woman has virtually been put under the care and con- trol of Swale Raza,’ the court remarked. While fixing February 9, as the next date of hearing, the court has asked the SSP , Budaun, to file his per- sonal affidavit by that time, indicating under what circumstances, the custody of an adult could be handed over to another adult by the sta- tion house officer, Bi- nawar, of Budaun dis- trict and how he has permitted proceedings of this kind to be taken by his subordinates. Nothing came to her on a platter and insults and ignominy were part of her daily struggle to survive. As it is said, adver- sities are the test of true mettle of a person and her struggles made her resolute and strong, which lent a unique force to her charac- ter that compelled people to takenoteandgetinfluenced. Playback singers hardly command adulation for their face value and there is a whole India in the hinter- lands that still believes the stars actually sing the songs on screen. The idea of some- one play backing is alien to many. It is thus a wonder how, despite her conspicu- ously unassuming demean- our and simplistic persona devoid of any extraneous embellishments, she could inspire and shape genera- tions for over six decades. Her stage antics were al- most nil and in an era when singers are propped by a plethora of glitzy accompa- niments to set up the right mood and frenzy, she was perhaps the lone singer who could make a whole audi- ence dumbstruck by just standing in front of the mic. Such was the import of her character and charisma. There can be disputes and debates on her musical characteristics with people of different aural prefer- ences choosing according to their predilections and musical attunement, but all assessments fall silent when one comes face to face with her elegance – an ele- gance evoking a calmness that can only come from a deep awareness of the cos- mic rhythm within. The seriousness that went into her work, the insatiable thirst she had for perfection, that made her a lifelong learner, took the whole art of playback singing a notch or two above and amplified the value of the profession. Generations of female play- back singers of varied de- grees of excellence have come, survived, flourished and vanished. Millions will come and go. But the cult of Lata Mangeshkar survives and will continue to do so, not just because of her mel- lifluous music, but also be- cause of the incarnation of Maa Saraswati that she had come to be worshipped as.
