ers-2021 (REET) amid
accusations of large
scale irregularities.
He also announced to
reconduct the exam for
62,000 posts instead of
exisiting 32,000 posts.
First, eligibility exami-
nation will be conduct-
ed and then a final ex-
amination will be held,
the chief minister said.
Gehlot, who made
the announcement
post the cabinet meet
on Monday, said that
the state government
will enact a law with
strict measures to stop
exam paper leak and
ensure that exams are
conducted in a fair and
transparent manner.
“We have decided to
cancel REET L-2 exam
and it will be conduct-
ed afresh. Paper leak
did not occur in L-1
exam so only L-2 will
be reconducted,” Ge-
hlot told reporters.
The Chief Minister
also tweeted, “In the
cabinet meeting held at
the Chief Minister’s
residence, it has been
decided to cancel the
REET Level-2 exam.
The level-1 process will
continueasbefore.Now
there will be recruit-
mentforatotalof 62,000
posts in both the levels.
Youth should be rest as-
sured, the state govern-
ment is fully standing
by in their interest.”
Gehlot said that un-
der REET Level One
and Level 2, a total to 62
thousand recruitments
will be done. 15 thou-
sand posts of level one
will remain separate.

CABINET DECIDES TO INCREASE NUMBER
OF POSTS FROM 20,000 TO 30,000
The cabinet decided to increase the number of
posts from 20,000 to 30,000 to be recruited
through the REET exam-2022 to fill the vacant posts
in the school. Adding 16,500 posts of level-II of
REET-2021, it is now proposed to hold REET-2022
for a total of 46,500 posts in July this year. With this,
REET-2021 level-II candidates and students who
are presently studying BSTC and B.Ed will also get
an opportunity to appear in the exam. The result of
students who are doing BSTC is expected in June.

Sensex crashed 1,024 points to end below 58,000-level
on Monday, tracking a heavy sell-off in banking and
financial stocks despite a largely steady trend in global

on the Ganga during the peak of the second Covid
wave, the government said in the Rajya Sabha on
Monday. Minister of State for Tribal Affairs and

regarding number of COVID-19 related dead bod-
ies estimated to have been dumped in the river
Ganga is not available.”

RS 2,109 CR BUDGET PASSED IN THE
GENERAL MEETING OF JAIPUR DAIRY
Jaipur: A budget of Rs 2,109 crore was passed in
the general meeting of the Jaipur Dairy. Abiding by
the Covid-19 protocol, the meeting was held vir-
tually. Fund of about Rs 1,636 crores was kept for
payment of milk purchase. In the meeting, Dairy
President Omprakash Poonia said that under the
National Program for Dairy Development Project of
the Central Government, Rs 2990 lakh will be spent
in the next two years. Milk analyzer equipment will
be installed in 569 milk societies so that the purity
of milk can be checked at the primary level itself.
Jaipur: In the sequence of works approved by Malviya
Nagar MLA Kalicharan Saraf at a cost of Rs 21 crore,
a CC road was inaugurated in Ward 137 Adarsh Bazar
street number 21 on Monday. Ward Councillor Dinesh
Gaur said that the road of Adarsh Bazaar street number
21 has been constructed by PWD with the efforts of
Saraf.  On this occasion, Ward President Hemant

Jaipur: Cold conditions continue to prevail in parts
of Rajasthan despite a slight increase in minimum
temperature, a MeT department spokesperson said.
According to the Meteorological Department, the
weather will be more or less similar in the state for
a few days. Chittorgarh was recorded the coldest on
Sunday night with 5.0 degrees Celsius followed by
5.3 degrees in Karauli, 6.5 degrees each in Bhilwara
and Dabok, 6.9 degrees in Anta, 8.0 degrees in
Sawai Madhopur, 8.4 degrees in Alwar, 8.9 degrees

from my family ap-
peared for the exam and
none passed,” he said.

people succumbed to
COVID-19inRajasthan,
raising the death toll to
9,391, while 2,298 fresh
infections were report-
ed on Monday, official
data showed.
A total of 403 new
cases were recorded in
Jaipur, 239 in Jodhpur,
131 in Jhunjhunu, 123
in Alwar, 114 in Rajsa-
mand, 105 in Bhilwara,
104 in Pali.
According to the
Health Department
data, 7,299 more people
recovered from the in-
fection, while the count
of active COVID-19
cases stands at 40,880
in the state. Of the 12
new coronavirus-relat-
ed fatalities.
Two each were in
Jaipur-Jhalwad-Sikar
and one each in Ajmer,
Alwar, Banswara,
Bharatpur, Bikaner,
Kota. According to the
health department of-
ficials there has been

MBBS course in col-
leges under Rajasthan
Medical Education So-
ciety (RMES) for the
academic session 2021-
22 has been decided
afresh.
The fee fixed for the
first and second semes-
ter starting from 2021-
22 will be 31500 USD
and 15750 USD for sev-
en semesters from the
third to the final se-
mester, said an official.
The tuition fee for
the government seats
in the college is Rs
57,900 and for the man-
agement seats, the tui-
tion fee is Rs 7,87,500.
Since a number of
foregin students also
come to pursue medi-
cal courses in the state,
the revision in the fee
structure is likely to af-
fect the admissions.

nounced a dra-
matic U-turn on
the COVID vac-
cine mandate for healthcare
workers, originally sched-
uled to take effect on April 1
2022. Health or social care
staff will no longer need to
provide proof of vaccination
to stay employed. The reason,
as health secretary Sajid
Javid made clear, is that “it is
no longer proportionate”.
There are several reasons
why it was the right decision
at this point to scrap the man-
date. Most notably, omicron
causes less severe disease
than other coronavirus vari-
ants; many healthcare work-
ers have already had the vi-
rus (potentially giving them
immunity equivalent to vac-
cine); vaccines are not as ef-
fective at preventing re-infec-
tion of omicron; and less re-
strictive alternatives are
available.
But the question remains:
what does this imply for vac-
cine mandates more gener-
ally? In a Twitter thread, for-
mer UK health secretary Jer-
emy Hunt has expressed
concerns that the U-turn will
make it harder to implement
vaccine mandates in future.
This might be true politically
,
but ethically
, it doesn’t follow.
The ethical principle that
justifies some forms of man-
datory vaccination of health
professionals remains: The
have a fundamental duty to
minimise risk of harm to
patients. One reason provid-
ed for U-turn is fear of criti-
cal staff shortages. But that
would not necessarily apply
if staffing problems in NHS
are addressed. Ethical princi-
ples aren’t relative, but what
course of action they pre-
scribe depends on facts.
While U-turn on COVID vac-
cine mandate was ethically
justified, we shouldn’t rule
out mandates altogether.

tion (CSE) application form
from the Union Public Ser-
vice Commission (UPSC),
and about fifty percent of
them actually sat for the Pre-
liminary qualifying exam.
(Prelims) The vast drop in
numbers is on account of the
limitation on the number of
attempts, and if the prepara-
tion for the Prelims is not up
to the mark, aspirants avoid
taking the exam as it counts
as an attempt whereas filling
of the form is not. While the
general category can take up
to six attempts, aspirants
from the Other Backward
Castes (OBC) can take nine
attempts till they reach thir-
ty-five years of age and there
is no limit to the number of
attempts by Scheduled Caste
and Schedule Tribe candi-
dates till the age of thirty-
seven.
Of these half a million
candidates, just about ten
thousand qualify for the
‘mains’ exam. One fourth
will make it to the interview
stage, and of eight hundred
odd candidates who make it
to the final ‘merit list, less
than one fifth will be offered
a placement in the Indian Ad-
ministrative Service. Based
on their merit and prefer-
ence, candidates opt for the
two All India Services, the
IAS and the IPS, and sixteen
central services including
the Indian Foreign service,
and five group B civil servic-
es (Armed Forces Headquar-
ters Civilian Service, and the
Delhi and Puducherry Civil
and Police services). It may
bementionedthatthe‘mains’
for the third All India ser-
vice, the Indian Forest Ser-
vice is held separately, and
from 2022, the Railway ser-
vices have requested the
UPSC to conduct an examina-
tion for the two hundred odd
vacancies in all the Railway
services. In addition to all
the Group A services selected
through the CSE, officers of
the Forest and Economic Ser-
vice also come together for
the Foundation course which
is held at the LBS National
Academy of Administration.

have achieved a major mile-
stone, but is this an end in
itself, or a means to an end?
In this context, it is impor-
tant to drive home the points
in the above verse, especially
- non-boasting, modesty and
sharing- with emphasis on
‘character building.’ Nor-
mally, the course Team as
well as the Director of the
Academy refer to this dictum
in the inaugural program of
a Foundation course.
Officer Trainees are
briefed about the core values
of the Academy: Integrity,
Respect, Professionalism,
collaboration and last but not
the least, service to the un-
derprivileged. Integrity is
much more than financial
integrity – it includes cour-
age of conviction and speak-
ing Truth to Power. In the
context of Public Service,
‘Respect’ stands for embrac-
ing the diversity of language,
religion, caste, gender, age,
region, and socio-economic
status. ‘Professionalism’ is
the key element – for unless
civil servants master the stat-
ute, rules, and procedure,
they would cut a sorry figure.
The Academy also expects
that civil servants will seek
‘Partnerships’ and collabora-
tions with all the three tiers
of governance, civil society,
corporate, academia as well
as the legislative and judicial
arms of the government: the
ultimate objective being to
ensure inclusion- financial,

preparations were made

dent Madan Mohan Jha
has said that Congress

testing all the seats. In
fact, three or four addi-

fore it and told the gov-
ernment that it does not
gel with it as a court to
keep the matter pend-
ing. The legal question
has remained undecid-
ed before the court

The government last
week had urged the
court to defer the pro-
ceedings in the matter
to await the outcome
of a consultative pro-
cess with various
stakeholders. Solicitor

reiterated the govern-
ment request on Mon-
day and said the legal
question should not be
treated merely a ques-
tion of constitutional

ers who went from Con-
gress to BJP after de-
fecting have started
‘learning’ lessons. A
strong lesson has been
learned in Manipur, the
impact of which will be
visible across the coun-
try
. In Manipur, 28 Con-
gress MLAs had won in
the last assembly elec-
tions, out of which 16
switched sides to the
BJP. This time in the as-
sembly elections, BJP
has given tickets to only
10 of them and as a re-
sult the six people
whose tickets have been
cut are getting restless.
Congress is also not giv-
ing them any value.
Keep in mind that in the
states where the gov-
ernment was formed
due to the defection of
the Congress and by-
elections were held on
the seats of the defect-
ing MLAs, the defecting
MLAs were taken care
of, but in other places it
did not happen.
This is the reason
that even in Goa, lead-
ers who left Congress
and joined BJP are re-
turning home. They
had already felt that
BJP would not give tick-
et, so they turned to
Congress or Trinamool
Congress. This has also
been proved from Ma-
nipur. Therefore, it is
not a mere coincidence
that in the states where
the Congress base is
still strong, the home-
coming of the defecting
MLAs and leaders has
started. An informed
Congress leader says
that the developments
in Manipur and Goa
have taught a lesson to
the Congress leaders
and they will think a
hundred times before
joining the BJP.
This is proof of the
lesson learned by the
Congress leaders that
many of them, from Ut-
tarakhand, have re-
turned ‘home’. Al-
though Kishor Upad-
hyay, a former party
president, went to the
BJP in the meantime
and the family of for-
mer Chief Minister Vi-
jay Bahuguna is still in
the BJP, but Harak Sin-
gh Rawat returned
home. Before Rawat,
Yashpal Arya also left
the ministerial post and
returned to the Con-
gress. Yashpal and his
MLA son both returned
to the Congress.
On the other hand, in
a big development in
Jharkhand, two former
Congress presidents
have returned back to
the party
.
Former state presi-
dent of Congress Sukh-
dev Bhagat had
switched to the BJP just
before the 2019 assem-
bly elections. In April-
May, he contested the
Lok Sabha elections
from the Congress but
switched to the BJP be-
fore the December as-
sembly elections. Sukh-
dev Bhagat, a former
Jharkhand Public Ser-
vice officer, is a strong
leader and his wife is
also the mayor of Lo-
hardaga.
Along with him, an-
other former president
Pradeep Balmuchu has
also returned to the
Congress. However, it is
possible that the big
faces of the party may
defect and achieve
something for them-
selves, but the way BJP
is cutting tickets, a
large number of Con-
gress MLAs and other
leaders have learned a
big lesson.

Sources have con-
firmed that the Union
home ministry has giv-
en them approval to
start a thorough probe.
An NIA official told
IANS that the names of
Dawood Ibrahim and
his aides have been
mentioned in the FIR
filed by the NIA.
The official said for
quite a long time Da-
wood had been spread-
ing terror activities
across India. He has
also pumped money
through Hawala chan-
nels to financially help
those who are working
at his behest to create
unrest across India.
The agencies have
been keeping a close eye
on the activities of the
D-company and have
found that in the past
they have recruited peo-
ple across India to cre-
ate riot-like situations.
They are promoting
anti-national activities
and are also trying to
create rifts between dif-
ferent religious groups.
Earlier, a lot of in-
formation was shared
with us regarding the
involvement of Dawood
in a lot of anti-national
activities that took
place across In-
dia. He is re-
cruiting peo-
ple in India
and is finan-
cially and lo-
gistically help-
ing them to
create a

like situation. Different
social media platforms
are being used by them
to communicate. We in-
tercepted a few of them
and came to know that
a deep-rooted conspira-
cy was being hatched.

New Delhi: India on
Monday reported
83,876 fresh Covid-19
cases that took its total
tally to 4,22,72,014, ac-
cording to Union Health
Ministry data. The death
toll climbed to 5,02,874
with 895 more fatalities,
the data updated at 8
am stated. The number
of active cases in the
country declined further
to 11,08,938, compris-
ing 2.62 per cent of the
total infections. The
national recovery rate
improved to 96.19 per
cent, the ministry said.
A reduction of 1,16,073
cases has been
recorded in the active
Covid-19 caseload in a

New Delhi: An amendment Bill to remove Bhogta caste
from the list of Scheduled Castes (SC) and include
certain communities in the list of Scheduled Tribes
(ST) for Jharkhand was introduced in the Rajya Sabha
on Monday. The Constitution (SC and ST) order
(Amendment) Bill, 2022 was moved for introduction in
the Upper House by Union Tribal Affairs Minister Arjun
Munda and the same was adopted with voice votes.
The Bill aims to remove Bhogta caste from SC list
for Jharkhand and include certain communities in ST
and help beneficiaries to tap better the reservation in

Barmer district. The incident took place late on

village. Police said on Monday evening deceased
reached Ramsar and when he was coming out
from a shop, accused opened fire on him. Out

Jaipur: In the matter
of recovery from the
policemen due to change
in grade pay, the High
Court on Monday asked
the state govt to recon-
sider its decision by 28th
February and suspend
the recovery process till
the time it takes a final
decision on the matter.
The petitioners Gopal
Saini and others said
that on 13th December
last year, the High Court
had put a stay on the
recoveries based on a
notification dated 30th
October 2017. But the
Deputy Police Commis-
sioner (HQ) issued a
circular on 18th Jan say-
ing that the High Court
order is applicable only
to those cops who had
filed the petition. Saini
and others challenged
the circular in the High
Court arguing that the
government should have
applied the High Court
ruling to all the police
personnel.

Jaipur: The Special Economic Offences Court
here on Monday rejected the bail application of
OOP Banjani, the director of Bellstar Techno Solu-
tion (OPC) Pvt Ltd of Ajmer who has been arrested
on 26 Nov last year for evasion of custom duty to
the tune of Rs 326 crore. While importing gold and
silver, Binjani had defrauded the govt with the help
of CA Ravindra Kumar, who had been arrested ear-
lier for sending money abroad by submitting forged
documents to evade custom duty. Even as Special
Public Prosecutor RN Yadav opposed the bail plea,
Special Judge described it to be a grave offence.

vate sector when invest-
ment does not come. We
are trying to give job in
government and private
sector,” he said.
Congress state presi-
dent Govind Singh Do-
tasra said that none of
his family members
passed in REET. “If
someone proves the
charges against me,
then neither me, nor
anyone from my family
will do politics for the
rest of my life. 13 people
in my family took the
exam and not a single
one passed. Rajya Sabha
MP Kirodi Lal Meena is
claiming that Minister
Subhash Garg’s PSO
has passed in the REET
exam. However, he has
got 29 marks out of 150.
Kirodi is lying.”
Interestingly, upon
this Gehlot passed a re-
mark and said, “Kirodi
seems to know all the
links. Shouldn’t then, it
be investigated how the
BJP leaders know eve-
rything? Are they con-
nected with these
gangs,” Gehlot ques-
tioned.

That’s a question
that we have all
grappled with
within our lives
at some point or
the other. It excites phi-
losophers, who dive into
its deep complexities
and hope to describe
our abstract longing for
a particular person.
Love has a powerful ef-
fect on us, one that we
cannot deny. If love
could be dictated or cho-
sen; if it could be con-
tained in a few words or
a mathematical equa-
tion, it would lose its
special place. And yet
we try. Our phones are
cluttered with numer-
ous dating apps and
their algorithms, all
trying to capture love.
But it is notoriously dif-
ficult to find.
As comes February,
people look forward to
Valentine’s Day with
anticipation. The day is
difficult to ignore, irre-
spective of whether you
are a romantic or a cyn-
ic. However, every day

Aditi Nagar & Naresh Sharma Jaipur: Cornering the opposition and silenc- ing the chaos it created over the REET exami- nation, Rajasthan Chief Minister Ashok Gehlot decided on tak- ing a major step on Mondayandannounced the cancellation of Lev- el-2 examination of Ra- jasthan Eligibility Ex- amination for Teach- ers-2021 (REET) amid accusations of large scale irregularities. He also announced to reconduct the exam for 62,000 posts instead of exisiting 32,000 posts. First, eligibility exami- nation will be conduct- ed and then a final ex- amination will be held, the chief minister said. Gehlot, who made the announcement post the cabinet meet on Monday, said that the state government will enact a law with strict measures to stop exam paper leak and ensure that exams are conducted in a fair and transparent manner. “We have decided to cancel REET L-2 exam and it will be conduct- ed afresh. Paper leak did not occur in L-1 exam so only L-2 will be reconducted,” Ge- hlot told reporters. The Chief Minister also tweeted, “In the cabinet meeting held at the Chief Minister’s residence, it has been decided to cancel the REET Level-2 exam. The level-1 process will continueasbefore.Now there will be recruit- mentforatotalof 62,000 posts in both the levels. Youth should be rest as- sured, the state govern- ment is fully standing by in their interest.” Gehlot said that un- der REET Level One and Level 2, a total to 62 thousand recruitments will be done. 15 thou- sand posts of level one will remain separate. A strong lesson has been learned in Manipur, the impact of which will be visible across the coun- try . In Manipur, 28 Con- gress MLAs had won in the last assembly elec- tions, out of which 16 switched sides to the BJP. This time in the as- sembly elections, BJP has given tickets to only 10 of them and as a re- sult the six people whose tickets have been cut are getting restless. Congress is also not giv- ing them any value. Keep in mind that in the states where the gov- ernment was formed due to the defection of the Congress and by- elections were held on the seats of the defect- ing MLAs, the defecting MLAs were taken care of, but in other places it did not happen. This is the reason that even in Goa, lead- ers who left Congress and joined BJP are re- turning home. They had already felt that BJP would not give tick- et, so they turned to Congress or Trinamool Congress. This has also been proved from Ma- nipur. Therefore, it is not a mere coincidence that in the states where the Congress base is still strong, the home- coming of the defecting MLAs and leaders has started. An informed Congress leader says that the developments in Manipur and Goa have taught a lesson to the Congress leaders and they will think a hundred times before joining the BJP. This is proof of the lesson learned by the Congress leaders that many of them, from Ut- tarakhand, have re- turned ‘home’. Al- though Kishor Upad- hyay, a former party president, went to the BJP in the meantime and the family of for- mer Chief Minister Vi- jay Bahuguna is still in the BJP, but Harak Sin- gh Rawat returned home. Before Rawat, Yashpal Arya also left the ministerial post and returned to the Con- gress. Yashpal and his MLA son both returned to the Congress. On the other hand, in a big development in Jharkhand, two former Congress presidents have returned back to the party . Former state presi- dent of Congress Sukh- dev Bhagat had switched to the BJP just before the 2019 assem- bly elections. In April- May, he contested the Lok Sabha elections from the Congress but switched to the BJP be- fore the December as- sembly elections. Sukh- dev Bhagat, a former Jharkhand Public Ser- vice officer, is a strong leader and his wife is also the mayor of Lo- hardaga. Along with him, an- other former president Pradeep Balmuchu has also returned to the Congress. However, it is possible that the big faces of the party may defect and achieve something for them- selves, but the way BJP is cutting tickets, a large number of Con- gress MLAs and other leaders have learned a big lesson. Now the elite probe agency will look into the cases pertaining to the D-company . Sources have con- firmed that the Union home ministry has giv- en them approval to start a thorough probe. An NIA official told IANS that the names of Dawood Ibrahim and his aides have been mentioned in the FIR filed by the NIA. The official said for quite a long time Da- wood had been spread- ing terror activities across India. He has also pumped money through Hawala chan- nels to financially help those who are working at his behest to create unrest across India. The agencies have been keeping a close eye on the activities of the D-company and have found that in the past they have recruited peo- ple across India to cre- ate riot-like situations. They are promoting anti-national activities and are also trying to create rifts between dif- ferent religious groups. Earlier, a lot of in- formation was shared with us regarding the involvement of Dawood in a lot of anti-national activities that took place across In- dia. The death toll climbed to 5,02,874 with 895 more fatalities, the data updated at 8 am stated. The number of active cases in the country declined further to 11,08,938, compris- ing 2.62 per cent of the total infections. The national recovery rate improved to 96.19 per cent, the ministry said. The petitioners Gopal Saini and others said that on 13th December last year, the High Court had put a stay on the recoveries based on a notification dated 30th October 2017. But the Deputy Police Commis- sioner (HQ) issued a circular on 18th Jan say- ing that the High Court order is applicable only to those cops who had filed the petition. Saini and others challenged the circular in the High Court arguing that the government should have applied the High Court ruling to all the police personnel. We have taken this deci- sion for the future of the children,” the chief minister said. But, the state govern- ment had to take the de- cision to cancel the exam due to the protests of the BJP held to “ m a l i g n the state government”, he said. The BJP was indulging in protests “gimmicks” on the directions of the central government, he further alleged. The Chief Minister said that the BJP has become frustrated with the Con- gress rule of three years. “Now even the BJP high command is reprimanding the state unit. The general public is happy with our deci- sions. Every decision, whether it was regard- ing corona or this one, has been wonderful. BJP is in the business of making non-issue into an issue.
