Rajasthan to hire 500 new buses on
contract to strengthen urban transport

posal to hire 500 new
buses on contract to
strengthentransportser-
vices in urban areas, as
peranofficialstatement.
Thesebuseswillplyin
cities like Jaipur, Jodh-
pur, Ajmer and Kota. Of
500 buses, 300 will be op-
eratedbytheJaipurCity
Transport Service Ltd.
The statement said,
CM has approved finan-
cial provision of Rs
132.24 crore for the op-
eration of the buses.
This amount will be
made available from the
RajasthanTransportBa-
sic Development Fund.
The purchase, opera-
tionandmaintenanceof
these buses will be done
bycontractorconcerned
and a Viability Gap
Funding (VGF) amount
per kilometre will be
given by the Rajasthan
CityTransportCorpora-
tion. The income from
the operation of buses
will also be collected by
the corporation.
The state govt will
form the Rajasthan City
Transport Corporation
by merging the existing
city transport compa-
nies for other urban ar-
eas including Jaipur,
Jodhpur, Ajmer and
Kota. CM had made an-
nouncement for the op-
eration of new buses in
the 2023-24 state budget.
The CM has also ap-
proved proposal to up-
grade 155 govt primary
schoolstoupperprimary
.
These include 33 schools
inBarmer,27inJodhpur,
20 in Jaisalmer, 16 in
Udaipur, 12 in Nagaur, 11
in Bikaner, 10 in Ajmer, 8

New Delhi: On the seventh anniversary of the flagship
central initiative, Union Finance Minister Nirmala
Sitharaman on Wednesday said loans over Rs 40,600
crore covering 1.8 lakh entrepreneurs have been
sanctioned so far under the Stand Up India Scheme. Of
the total beneficiaries, 80 per cent are women. “It is a
matter of pride and satisfaction for me to note that more
than 1.8 lakh women and SC and ST entrepreneurs have
been sanctioned loans for more than Rs 40,600 crore,”
Sitharaman said on the seventh anniversary of the scheme.

serial bomb blasts case,
saying it is shameful
and the release of the
terrorists will cost the
government.
The Rajasthan High
Court recently acquit-
ted all four men accused
in the case, overturning
a lower court’s verdict.
The trial court had sen-
tenced all four to death
in2019.Seventy-onepeo-
ple were killed and over
180 injured in a series of
eight bomb blasts in
Jaipur on May 13, 2008.
Speaking to reporters
at the BJP headquarters
here, Joshi said, “The
2008 Jaipur bomb blasts
were very unfortunate.
To save itself, the Con-
gress government hires
big lawyers of Ra-
jasthan by paying huge
amounts of money, but
the government does
not care at all about the
71 people killed in the
Jaipur blast.”
“The release of such
terrorists due to weak
lobbying is a very
shameful matter for the

in 13 dists: Forest
Dept inks pact with
French agency

Jaipur: The Forest Depart-
ment of Rajasthan on
Wednesday signed an agree-
ment with the French fund-
ing agency AFD regarding
the ‘Rajasthan Forestry and
Biodiversity Development
Project’ for afforestation in
13 districts of Rajasthan.
Rs 1,693.91 crore will be
spent on this 8 year project
that covers 13 districts of
eastern Rajasthan, includ-
ing Alwar, Baran, Bhilwara,
Bharatpur, Bundi, Dausa,
Dholpur, Jaipur, Jhalawar,
Karauli, Kota, Sawai Mad-
hopur and Tonk.
70 per cent of the project
costwillbespentbyAFDand
the remaining 30 percent, Rs
508.62 crore, will be spent by
the state government.
Under the project, affores-
tation will be done in an
area of about 32,000 hectares
and old plantations will be
upgraded in an area of
23,000 hectares. The project
also covers development of
5 Ecotourism sites. The MoU
was signed in the presence
of Chief Secretary Usha
Sharma and other officials.

SOG had registered a case
on August 23, 2019 in
connection with the scam

A two-day health check-up camp is being organised by the Forest Department for elephants
at Hathi Village in Amer. Complete medical check-up of elephants is being done and training

A public perp walk into a courtroom
could energize – not humiliate Trump

This brief moment could eas-
ily be called the perp walk of the
century
.
Hundreds of visual journal-
ists trained their cameras on the
courthouse door, and helicop-
ters overhead captured Trump’s
short walk. Trump was visible
to the public a second time in-
side the courthouse at around
2:30 p.m. and, with a stern ex-
pression, again walked past se-
curity guards and police. As
Trump’s lawyer Joe Tacopina
said would happen, Trump was
not handcuffed.
Trump got what he wanted, as
he, according to recent media
reports, wanted to be the center
of attention and create a specta-
cle. His detractors also got what
they wanted, which was a visual
record of Trump officially sub-
mitting to authorities, five days
after he was indicted for 34 al-
leged felonies related to busi-
ness fraud and a hush money
payment to a porn star.
But Trump and his support-
ers are not likely to treat this as
a walk of shame. Indeed, a high-
profile event like a perp walk
may further fuel Trump’s run
for presidency
.
I have studied perp walks for
morethan10years,andIamanx-
ious to see how court officials,
the New York Police Department
and the Secret Service will han-
dle Trump’s arrival at the New
York courthouse on April 4.
Normally perp walks are seen
as their own kind of punish-
ment – a media ritual that puts
an alleged criminal on display
for all to see. But Trump is a
master showman and will be the
ultimate ringmaster of his in-
dictment. I believe that he clear-
ly wants to – and will be able to
– spin the event to his favor.
A RELATIVELY
RECENT TREND
As I described in my 2021 book,
“Seeing Justice,” perp walks
have been part of visual news
for decades. But the term be-
came common in popular cul-
ture relatively recently
.
A search of The New York
Times archives found it used for
the first time in 1994 as part of a
feature on the jargon of tabloid
journalism. Since then, the
term spread from the occupa-
tional lingo of police and jour-
nalists into the public sphere.
A perp walk happens when
police officers bring a person ar-
rested in a crime through a pub-
lic area so he or she can be pho-
tographed by the media.
During a perp walk, defend-
ants may be handcuffed or wear-
ing prison clothing, accompa-
nied by officers, or they might
be photographed as they freely
walk into court. Sometimes they
run, and sometimes they put
jackets over their heads.
In unusual cases, defendants
try to trick the press to avoid be-
ingphotographed.FormerPenn-
sylvania State Attorney General
Kathleen Kane had her twin sis-
ter Ellen Granahan Goffer act as
a decoy and walk to court in her
place after Kane was arrested on
charge of perjury and obstruc-
tion of justice in 2015.

A POINT OF SHAME
Perp walks are often a way to
shame a criminal, even though
they usually occur before a per-
son is found guilty
.
For many criminals, this ritu-
al is a moment of shame and em-
barrassment. In my previous
career as a TV journalist, I cov-
ered quite a few walks when the
person accused did everything
they could to avoid the cameras.
It is the scarlet letter of the digi-
tal age, which is why many of
Trump’s critics on social media
want one so badly they’ve been
photo-editingfakeonesforyears.
Perpwalksareproductionsput
on by the press and law enforce-
ment. Some result simply from a
tip by police officers about where
andwhenapersonwillappear.In
some cases, as when Hollywood
mogul Harvey Weinstein was ar-
rested in 2018, perp walks are
scheduled in advance with care-
ful security plans for where pho-
tographersmayormaynotstand.
High-profile defendants are
scrutinized for the way they
walk, dress and face the camer-
as. In Weinstein’s case, for in-
stance, his humble blue sweater
made headlines.
Perp walks rarely occur spon-
taneously. They are usually
tightly controlled and produced
by the judicial system as a form
of public relations for the crim-
inal justice system. In 2000, the
2nd U.S. Circuit Court of Ap-
peals ruled that this procedure
is a legitimate way of informing
the press and public of police
activity
. In this case, a New York
doorman arrested for alleged
theft of an apartment tenant’s
belongings sued New York City
and the police department after
he was forced to do a perp walk.
He said it violated his rights.
Orchestrating a perp walk for
the former president, however,
is not likely to satisfy the yearn-
ings of those who want so badly
to see him punished for his al-
leged crime.
Trump knows how to play to
the camera and create his own
media events. This is why he was
prepared to appear in New York
as a show of defiance against
criminal charges stemming
from his alleged hush money
payment to porn actress Stormy
Daniels. A man with dark hair
and a dark suit smiles. He stands
againstaplaingraybackground.
A POSITIVE SPIN
In2014,Iresearchedthewaythen-
Gov.RickPerryof Texashandled
his perp walk and mug shot in
TravisCounty
.Perrywascharged
with overstepping his powers by
defunding an integrity unit.
Perry held a rally outside the
courthouse before walking in
and shaking hands with onlook-
ers en route to the booking
room. He then flashed an ironic
smile for his mug shot. Not only
did Perry not shrink from the
ritual, he won the visual mo-
ment in the court of public opin-
ion. All charges against him
were eventually dismissed.

nored. His opponents may want
to see him humiliated, but they
should keep in mind that his
first courthouse appearance
likely energized him.

gress on Wednesday hit out
at the government over texts
missing from NCERT's new
class 12 textbooks, including
Mahatma Gandhi's pursuit
of Hindu-Muslim unity irking
the right-wing and the ban on
the RSS for some time, and
called it whitewashing with a
vengeance. The NCERT, how-
ever, claims that no curricu-
lum trimming has happened
this year and the syllabus was
rationalised last year.

New Delhi: The Bombay HC on Wednesday continued till fur-
ther orders an interim stay on show-cause notice and penalty
demand issued to industrialist Anil
Ambani by the Income Tax depart-
ment under the Black Money Act. A
division bench of Justices posted
Ambani’s petition challenging the
notice and penalty demand for
hearing on April 28, and gave time to the IT department to file
its reply. The HC had in September 2022 granted an interim
stay to the show-cause notice pending hearing.
New Delhi: The Delhi High Court on Wednesday granted
more time to alleged conman Sukesh Chandrashekhar to
file his written submissions in the plea challenging the
framing of charges against him under the anti-money
laundering law in a 2017 Election Commission corruption
case. The Enforcement Directorate (ED) had registered the
case. On March 2, the court had asked the ED and Chan-
drashekhar to file written submissions. During the hearing
on Wednesday, the alleged conman’s counsel Anant Malik
sought more time to file the written submissions.

New Delhi (Agencies): Congress on Wednesday attacked
former party leader Ghulam Nabi Azad for his comments
against party leadership in his upcoming autobiography
and in media statements.Congress spokesperson Pawan
Khera accused Azad of exchanging his loyalty in lieu of
a “Lutyens’ Bungalow”, noting that it was the Congress
which gave him all the posts to emerge as a big leader.
“The politician, who was supported by the Congress party,
given almost all the top posts of the party, is is speaking
against that party... he broke the trust of the party and
when he left the party last year, he said ‘I am free now’, but
after listening to his comments, it feels that he is (still a)
Ghulam,” he added. Azad, in his statement praised PM Na-
rendra Modi for his generosity and targeted Rahul Gandhi
over the fate and the shrinking base of the Congress.

RENEWABLE ENERGY CAPACITY IN 5 YEARS
New Delhi: The government today announced a plan to
add 250 GW of renewable energy capacity in the next five
years to achieve its target of 500 GW of clean energy by
2030. The government has decided to invite bids for 50
GW of renewable energy capacity annually for the next
five years i.e., from Financial Year 2023-24 till Financial
Year 2027-28, a Ministry of New and Renewable Energy
statement said.

Jaipur: After the in-
structions of NGT, 15
years old diesel com-
mercial vehicles are
banned in Jaipur,
Udaipur, Jodhpur, Kota,
and Alwar cities. In
compliance with the in-
structions of NGT, the
Transport Department
is rapidly working and
phased out about 68 per-
cent of the vehicles in
these cities.
The NGT’s intention
behind banning these
vehicles is to save these
cities from pollution as
15-year-old commercial
diesel vehicles spread
pollution very fast
which causes problems
for the people.
In order to phase out
15 years old commercial
diesel vehicles quickly,
the department has also
decided to give an ex-
emption for scrapping.
If a 15 years old diesel
vehicle is given to the
scrap center, then the
vehicle owner will be
able to buy a new vehi-
cle (on private 25 per-
cent and 15 percent on
commercial) tax and
registration fees will be
exempted.

Barmer: A 25-year-old
woman died by suicide
along with her 2-year-
old son by jumping into
a water tank. The inci-
dent has been reported
from the Chohtan po-
lice station area in Bar-
mer. On getting in-
formed police reached
the spot and recovered
the bodies. On the basis
of the complaint, police
booked the accused un-
der a dowry case.
According to the in-
formation late on Tues-
day night, police got
informed that a woman
and her son had died by
drowning.Thedeceased
were identified as Pan-
ni Devi (25) and her son
Harish. Later police in-
formed the deceased
family members.
On Wednesday the
deceased father alleged
that his daughter’s in-
laws were harassing
her for dowry. He al-
leged that so many
times they have tried to
explain them at a social
level despite this they
harassed her, said a po-
lice official.

Udaipur: A large num-
ber of people took out
a protest march in
Udaipur Wednesday
against the alleged
rape and killing of a
nine-year-old tribal
girl and demanded the
death sentence for the
culprits.
The tribal commu-
nity members gath-
ered at Mohta Park
and marched towards
the Udaipur Collec-
torate raising slo-
gans. They demanded
death sentence for the
guilty, Rs 50 lakh com-
pensation and a gov-
ernment job for a fam-
ily member.
“Tribals from differ-
ent parts have come to-
gether demanding jus-
tice for the victim. The
accused should be given
the death penalty
. In the
last two years, several
such incidents have oc-
curred with tribals so
the state government
should take notice of
it,” Shambhu Lal
Gameti, who was
among the protesters,
told reporters.

cused has been arrested
and a compensation has
been given to the family
as per the rules. “

at Ranthambore National
Park on Tuesday sighted
Tigress T-39, popularly
known as Noor for her
bright glowing skin, while
hunting a deer. The tigress
killed the deer within a few
seconds in Zone -1 of the
national park. One of the
tourists presented on the
spot captured the whole
incident on camera and
got enthralled with the
memorable moment. The
deer tried to run away and
save his life, but it did not
get freed from the clutches

Bundi (PTI): The
complete ban on DJ
has brought
much-wanted relief
to the people of the
Bundi district in Ra-
jasthan.
The step was taken
by the district admin-
istration after locals,
in the month of Feb-
ruary, proposed to
form peacekeeping
samitis (committees)
for a complete ban on
blaring music a com-
mon sight at public
and private functions
in recent times.
These committees
unanimously accept-
ed the proposal pav-
ing way for a com-
plete ban on disc
jockeys in the district
from early March.
Those suffering
from health ailments
said the ban has pre-
vented them from
further inconve-
nience, adding that
the high-decibel mu-
sic affected their
overall wellbeing.

caped from police cus-

said that women es-

Karauli: A person was
killed while four others
were injured in Karauli on
Wednesday after the bus
they were travelling in lost its
balance and fell into a pond,
police said. Police informed
the incident took place in Sesri
village at around 10:45 am.
“The deceased has been iden-
tified as Vishram Gurjar (22), a
resident of Nayapura in Karauli.
The bus was heading towards
Mandrayal from Karauli when it
fell into a pond in Sesri village.
The injured were rushed to
Karauli district hospital for
treatmen ,” police added.

Thesebuseswillplyin cities like Jaipur, Jodh- pur, Ajmer and Kota. Of 500 buses, 300 will be op- eratedbytheJaipurCity Transport Service Ltd. The statement said, CM has approved finan- cial provision of Rs 132.24 crore for the op- eration of the buses. This amount will be made available from the RajasthanTransportBa- sic Development Fund. The purchase, opera- tionandmaintenanceof these buses will be done bycontractorconcerned and a Viability Gap Funding (VGF) amount per kilometre will be given by the Rajasthan CityTransportCorpora- tion. The income from the operation of buses will also be collected by the corporation. The state govt will form the Rajasthan City Transport Corporation by merging the existing city transport compa- nies for other urban ar- eas including Jaipur, Jodhpur, Ajmer and Kota. It has also boosted the spirit of enterprise our people are blessed with.” Stand Up India Scheme was launched on April 5, 2016, to promote entre- preneurship at the grass-roots level focus- ing on economic em- powerment and job creation. It facilitates bank loans between Rs 10 lakh and Rs 100 lakh to at least one Scheduled Caste/Scheduled Tribe borrower and at least one woman borrower per bank branch of Scheduled Commercial Banks. Of the total beneficiaries, 80 per cent are women. “It is a matter of pride and satisfaction for me to note that more than 1.8 lakh women and SC and ST entrepreneurs have been sanctioned loans for more than Rs 40,600 crore,” Sitharaman said on the seventh anniversary of the scheme. New Delhi: Union Information and Broadcasting Minister Anurag Thakur on Wednesday hit out at the opposition after the Supreme Court refused to entertain the petition filed by 14 political parties against ‘arbitrary arrest’ by the Central Bureau of Investigation (CBI) and the Enforcement Directorate (ED). “They have been exposed. Afforestation drive in 13 dists: Forest Dept inks pact with French agency Dr Rituraj Sharma Jaipur: The Forest Depart- ment of Rajasthan on Wednesday signed an agree- ment with the French fund- ing agency AFD regarding the ‘Rajasthan Forestry and Biodiversity Development Project’ for afforestation in 13 districts of Rajasthan. Rs 1,693.91 crore will be spent on this 8 year project that covers 13 districts of eastern Rajasthan, includ- ing Alwar, Baran, Bhilwara, Bharatpur, Bundi, Dausa, Dholpur, Jaipur, Jhalawar, Karauli, Kota, Sawai Mad- hopur and Tonk. 70 per cent of the project costwillbespentbyAFDand the remaining 30 percent, Rs 508.62 crore, will be spent by the state government. Under the project, affores- tation will be done in an area of about 32,000 hectares and old plantations will be upgraded in an area of 23,000 hectares. Hundreds of visual journal- ists trained their cameras on the courthouse door, and helicop- ters overhead captured Trump’s short walk. Trump was visible to the public a second time in- side the courthouse at around 2:30 p.m. and, with a stern ex- pression, again walked past se- curity guards and police. As Trump’s lawyer Joe Tacopina said would happen, Trump was not handcuffed. Trump got what he wanted, as he, according to recent media reports, wanted to be the center of attention and create a specta- cle. During a perp walk, defend- ants may be handcuffed or wear- ing prison clothing, accompa- nied by officers, or they might be photographed as they freely walk into court. Sometimes they run, and sometimes they put jackets over their heads. It is the scarlet letter of the digi- tal age, which is why many of Trump’s critics on social media want one so badly they’ve been photo-editingfakeonesforyears. Shivendra Parmar Jaipur: After the in- structions of NGT, 15 years old diesel com- mercial vehicles are banned in Jaipur, Udaipur, Jodhpur, Kota, and Alwar cities. In compliance with the in- structions of NGT, the Transport Department is rapidly working and phased out about 68 per- cent of the vehicles in these cities. The NGT’s intention behind banning these vehicles is to save these cities from pollution as 15-year-old commercial diesel vehicles spread pollution very fast which causes problems for the people. In order to phase out 15 years old commercial diesel vehicles quickly, the department has also decided to give an ex- emption for scrapping. If a 15 years old diesel vehicle is given to the scrap center, then the vehicle owner will be able to buy a new vehi- cle (on private 25 per- cent and 15 percent on commercial) tax and registration fees will be exempted.
