The document summarizes progress on the Strategic Energy Technology Plan (SET Plan), the European Union's strategy to accelerate the development and deployment of low-carbon technologies. It discusses 10 key actions to develop technologies like renewables, batteries, carbon capture and storage. Implementation plans have been developed through working groups to achieve targets for various technologies and align research and innovation efforts. Overall the SET Plan aims to transition Europe's energy system to be more sustainable, affordable and competitive through coordinated energy innovation.

Coordination of
national & European
efforts is crucial
• Created in 2007: a strategic approach to energy
technology innovation
• 2015: Integrated approach tackling the energy
system as a whole, beyond 'technology silos'
• Focus on the deployment of new technologies
and solutions to the market with emphasis on
making such technologies cost-effective & better
performing
• A widely participatory process
o 32 National Governments: EU28, IS, NO, CH, TK
o Industry and research actors: 154 umbrella
organisations representing 16 700 entities

The Integrated SET Plan in a nutshell
5. 5
SET Plan governance
• Steering Group: The SET Plan
decision-making body ensures an
increased alignment between national
and EU programmes and actions; and
the increased cooperation between
countries.
• ETIPs: Streamlined industry-led
stakeholders' structures are directly
involved in the target setting process.
• EERA: Strategic partnership with the
research community promotes
coordination among researchers and
technology transfer and is involved in
target setting.
6. 6
The role
• SET Plan strategic planning and priority setting
• SET Plan monitoring and reporting framework
o Implementation progress
o Global technology and market developments
o Dissemination portal: https://setis.ec.europa.eu
• R&I progress in the EU's energy sector – inputs to
the State of the Energy Union annual reports
The benefits
• More efficient use of Information & Knowledge
for better Governance
• Transparency & Accountability

Implementation and the way forward
Implementation Plans identify R&I activities and develop mechanisms
to meet the agreed targets
• Enable the alignment of national programmes
• Catalyse the coordination of European National research &
innovation activities and funding
• Can lead to Joint R&I activities between SET Plan countries (with or
without EU funds)
Temporary Working Groups develop the implementation plans.
Members:
• SET Plan countries committed in principle to use their energy R&I
national programmes and policies to implement some of the R&I
activities and interested in developing and pursuing joint research
with other SET Plan countries.
• Stakeholders: Experts from ETIPs, PPPs, etc.
• The Commission supports the work, e.g. SETIS
