4. ROUNDTABLE FORMAT
SUMMARY
» The Roundtable took place at the London offices of Allen & Overy LLP, a leading international
law firm, between James Kynge, Editor of the Financial Time’s China Confidential*,
representatives of Allen & Overy and 20 FLAG members. including several members of the
Steering Committee. The event was chaired by Henry Tugendhat, FLAG Director
» The Roundtable began with a briefing by Mr Kynge on the informal financial sector in China, that
is, non-bank lending including private funds such as hedge funds and private equity, and
underground banks or blackmarket lending. Mr Kynge explained that the growth in this sector is
being driven by the need of Chinese SMEs to obtain finance, and their difficulty in obtaining
finance from state-backed banks which typically only back state-owned enterprises. This
imbalance between supply and demand for SME credit is symptomatic of China’s imbalanced,
investment-led economy, which is in the process of correction. Mr Kynge explained that whilst
many of these informal lenders are unregistered, but there are also increasing numbers falling
into a grey area where individual groups have approvals granted by the relevant authorities, but
their institution is still not officially recognised on a wider scale

discussion between Mr Kynge and the assembled members, and ended with networking drinks
