This document discusses open access and digital resources at BSU and their impact on research. It defines key terms like open access, repositories, and the dark web. BSU has established some digital repositories and resources, but more could be done to make BSU knowledge visible worldwide. Open access publishing is trending as it increases the visibility and impact of research. Initiatives like establishing an open access repository and journal system at BSU could help researchers get more recognition and help the university become a one-stop shop for knowledge. Ensuring proper citation of resources is also important to track impacts and prevent plagiarism.

2. Definitions
• Open Access
– refers to online research outputs that are free of all restrictions on
access (e.g. access tolls) and free of many restrictions on use (e.g.
certain copyright and license restrictions)
• Repository = digital library
– a central location in which data is stored and managed.
– is a collection of documents in organized electronic form, available on
the Internet or on CD-ROM (compact-disk read-only memory) disks.
• Dark Web
– Electronic or digital contents but which require specific software,
configurations or authorization to access

• We promote literacy
• Worldwide trend among Institutions
• We want to be discoverable “web scale”
• We want to increase “credits”
• It is the emerging language of academicians
• Avenue for knowledge sharing

• Initiate Dark Web services for digital resources
– IP or LAN access for commercially purchased e-books and other
UNCLASSIFIED digital collections of the university (excluding
Public trust, Confidential, Secret, and Top secret)
