6. What is a small cell?
• A small cell is a compact, low power
device similar in appearance to a
Wi-Fi router.
• One or more cells create a zone
of mobile coverage and capacity.
• Easy and cost effective to deploy
and maintain.

7. How small cells enable 5G to meet the
demands of the city
• Lower power consumption
• Easier deployment and lower costs
• Flexible, programmable networks to
support each city’s preferred applications
• A standard underlying platform so cities
can exchange data and reuse work
• Coverage in every corner to support
critical services
• Support for vehicle connectivity to
improve safety and congestion
• Huge numbers of devices, sensors and
access points

8. Connected cities are under way
• The foundations of smart cities are being put in place.
• SCF has driven densification, which ticks many
essentials of a smart city:
• Ubiquitous coverage
• Low power
• High capacity where it is needed
• Support for large numbers of devices and
sensors
• Location awareness for enhanced citizen
services, traffic management etc.
• Dense public small cell networks, indoors and
outdoors, will outpace growth of overall small cell
deployment.

9. The barriers to 5G in the city
• Currently there are barriers:
• Access and approval processes for sites and fiber are slow and non-standard
• Fees can be as high for a small cell as a macro
• Deployment processes are not uniform and repeatable
• Fully automated management tools are not mature
• Shared and neutral host networks have not been widely adopted
• Addressing these will be done best by telcos and cities together
• SCF is working with municipalities round the world to devise solutions
which deliver their objectives

10. How will that happen?
Cities
• Streamlined permitting for sites and equipment
• Simplified access to city infrastructure assets
• Updated fee structures

• Government and city initiatives to simplify
rules e.g. USA, France, Japan
• IEC common classifications for small

12. The most important partnership
is with cities
• SCF has many partners whose work is
important for smart cities.
• An important one is TIA – new MoU to
work jointly on:
• Process for efficient implementation of
small cells across a campus or city.
• In-building infrastructure and wiring for
smart enterprises.
• Creation of a smart building ‘blueprint’ that
can be used across the real estate market.
