5. Legal Aspects Currently in Greece
No specific legislation for ICZM or MSP
Ministry of Energy and Environment has the main responsibility for MSP
cooperating with:
Ministry of Shipping and Insular Affairs and Ministry of Development (for MSP)
● Legislation for Environment and Planning (Laws, Spatial Plans-For Tourism and for
Aquaculture Included, national, regional and local-, Med Protocol on ICZM-signed)
● Legislation for Shipping
● Legislation for Underwater Cultural Heritage
● Regional Spatial Plans accompanied by SEIS followed with a public consultation
procedures
ICZM : related implemented projects in Med (TERRA, LIFE),
MSFD : currently implemented, involved in AI initiative ICZM & MSP Projects in Med
(BEACHMED,CADSEALAND,COASTANCE,ECASA, ECPSUMEMR, ENCORA, HERMES,
MedPAN, PEGASUS, OURCOAST)

6. Greece, National Planning System
Institutional Framework
• 1923: 1st Urban Planning (Towns Plans)
• Since 1979 a new generation of town planning laws was
created (947/79, 1337/83, 2508/97).
• Laws 2508 (in 1997) and 2742 (in 1999), introduced a series of
different types of Plans at all levels, ranging from strategic
frameworks to regulatory urban plans and zoning, with the
higher level plans being binding on the plans of lower levels ].
Currently established:
• Six (6) Greek Strategic Spatial Special/Sectoral Frameworks at the
national level
• Twelve (12) Regional Spatial Plans for Regions of the country
(currently under revision)
• A series of Local Spatial Plans (at the Municipal level).
7. Greece, National Planning System and MSP in Greece
• At 1990s : the Greek National Planning System had no clear or specific
reference to the coastal/marine areas. Focused on urban
planning, and in respect to building regulations and procedures
• 2011 : Ministry for the Environment : Institutional Law for Spatial
Planning (No 2742), first time for establishing Spatial Plans
(at the national or regional level) for the coastal zone. No
specific implementations have taken place so far.
• 2014 : Adoption of t EU MSP Directive 2014/89 > obligations
for its implementation
>> identification of the competent National Authority for MSP,
Currently, responsibility and jurisdiction in Greece lies with
two bodies:
a) the Hellenic Ministry for Shipping and Insular Affairs
b) the Hellenic Ministry for the Environment and Energy

To improve the ongoing process to develop MSP at
the Adriatic-Ionian Sea, to overcome barriers of full
participation of all neighboring countries in the
process and promote sound technically/scientifically
based political decisions in order to promote a
coherent transnational approach to the spatial
planning of the marine seas.
Establishing marine spatial plans in
special areas in Greece-Cyprus, to
get them prepared for the
implementation of MSP Directive
