Mr. Belloit has 25 years of estimating experience in the Water and Wastewater Plant construction

estimates, provides complete detailed estimates on complex projects, prepares the required

components, performing bid evaluations, cost factor analysis, risk analysis, change order analysis and
price/budget negotiations. In addition he has previously performed as purchasing manager performing
buyout of major equipment, and functioned as liaison between the engineer and general contractor
regarding the approval and delivery of required approved shop drawings for multi-million dollar Water
and Wastewater projects.

Jacksonville Beach Wastewater Treatment Plant Improvements, Jacksonville Beach, Florida, $20,000,000 +
Project consisted of (4) new sequential batch reactors (SBR) Waste Treatment Process facilities, new influent bar screen
structure, renovation of on-site lift station 14, new SBR blower building/maintenance office, modification to existing belt press
facility, conversion of part of effluent tanks into new high level disinfection chlorine contact tanks, new on-site reuse system,
new digester blower equipment, sludge pumps, yard pump station, sludge transfer pumps, new process yard piping between
various structures, new state-of-the-art electrical control system, new drying bed facility, phase demolition of the old plant
facilities, and maintaining existing waste treatment to capacity during construction of new facilities. Completion: January 2014
City of LaBelle Membrane Water Treatment Facility, LaBelle, Florida, $8,500,000 +
Project consisted of furnishing all labor, equipment and materials for the construction of the water treatment facility
consisting of, but not limited to, the following: 1.5 MGD membrane water treatment system in building, chlorine contact
chamber, finished water storage tank, concentrate storage tank, degasifier system, chlorination system and building, high
service pumps, transfer pumps, chemical feed systems, chemical building, concentrate pumps, plant piping, sewer pump
station, septic system, stormwater management system, and paving of roads and parking; Approximately 11,250 linear feet
(IF) 16-inch PVC raw water main and all necessary appurtenances; Approximately 3,100 IF of 12-inch PVC distribution water
main and all necessary appurtenances; Modifications to existing piping and controls at existing City of LaBelle Water
Treatment Facility site; All associated related fencing, site grading, electrical work, instrumentation work, restoration work,
necessary permits, testing, painting, disposal of demolished or removed items and materials, cleanup work, temporary

Oldsmar Alternative Water Supply Project, Oldsmar, Florida, $9,000,000 +
One new brackish water Reverse Osmosis Water Treatment Plant (ROWTP) with a production capacity of 3.2 MGD, consisting
of a new administration building including, control room, laboratory, offices, and associated appurtenances connected to a
process area consisting of high bay structure containing process equipment and associated appurtenances that support the
facility. Installation of water treatment process equipment, transfer pumps, bio-trickling filter odor control towers, process
waste holding pump station, bulk chemical storage tanks, and chemical day tanks. A 1 MG pre-stressed concrete ground
storage tank, associated piping and valves in the building and in the yard, electrical systems (i.e., motor control equipment,
variable frequency drives, building and site lighting, emergency generator and fuel tank, wire/conduit, etc. Instrumentation
(i.e., field devices, PLCs, panels, computers, integration, etc.), Site work, Equipment/systems for 11 raw water production
wells, submersible well pumps, valves, piping, concrete vaults, flow meters, electrical, emergency generators, instrumentation,
various ancillary items. Equipment/systems for 1 deep injection well (DIW) and 2 monitor wells related to Byproduct
disposal, including piping, valves, flow meter, electrical, instrumentation, submersible pumps for the monitor wells, various
ancillary items, and site work. Completion: October 2012
Buckman Water Reclamation Facility, Phase 1 & 2, $16,000,000 +
Project for JEA (Hai Vu, P.E.) including: Replacement of primary clarifier effluent weir, addition of side stream pump station
and effluent piping. Modifications to the aeration basins to include new effluent gates, floating mixers, four new air valves and
actuators, baffle walls, overflow weir structure, enlarged sluice gates, scum collection and pump station, four recycle pumps
and piping and associated structural, mechanical, electrical and instrumentation and control work. New RAS flow meter with
vault, demolition and replacement of four secondary clarifier mechanisms, replacement of two clarifier dewatering pump
valves. Addition of HVAC to Chem Scan Building, ventilation of the new Secondary Building, rehabilitation of the old Secondary
Clarifier Control Building to include new MCC, HVAC, lights, stairs and all associated appurtenances. Construction of a new grit
removal basin, consisting of 3 flow channels. Conversion of the existing pre-aeration basin into a 3 channel grit removal basin.
Influent flow distribution and effluent flow control. Installation of grit handling equipment. Improvements to the installation of
a grit drainage pad and pump station. Decommissioning of existing grit removal facilities. Electrical, instrumentation and
controls. Conversion of the existing pre-aeration basin into a 3 channel grit removal basin. Blower improvements including
removal and salvage of existing blower, installation of three new turbo blowers, installation of new stainless steel discharge
piping, valves and appurtenances. All electrical and instrumentation. Completion: November 2014
James Anderson Reverse Osmosis WTP, City of Port St. Lucie, Florida. $ 47,000,000 +
Project consisting of all labor, materials and equipment to construct an operation/laboratory, emergency power and
membrane filtration building with new treatment equipment and chemical feed systems and 22 MGD of water treatment plant
capacity including RO treatment skids, including skid assemblies, piping, vessels, membranes, and instrumentation; blend and
feed water micron filter systems, high pressure feed pumps, transfer pumps including piping, high service pumps including
piping, chemical feed systems including pumps, piping and tanks, 4 mg potable water ground storage tanks including site
work, piping and coatings; electrical including wiring, conduit, field panels, transformer, transfer switches, generators and
motor control centers; instrumentation including programming, panels, instruments and telemetry; ductile yard piping; post
treatment modifications including: 6.0 mgd Degasifier, 18 scfm blowers, 36,000 scfm scrubber systems and ducting; well
houses including site work, pumps, piping, electrical and instrumentation; 30” transmission main. Completion: June 2009
Atlantic Beach Florida Wastewater Treatment Plant TMDL Compliance Improvements, Atlantic Beach, Florida,
$5,000,000 +
The project work that was performed included construction of improvements to the City’s Wastewater Treatment Plant #1
(WWTP #1), located at 1100 Sandpiper Lane, Atlantic Beach, FL 32233 and Phase-out of Atlantic Beach Wastewater Plant #2
(WWTP #2), located at 739 Renault Dr., Jacksonville, FL. WWTP #1 is an existing 3.0 MGD Domestic Wastewater Treatment
Plant that was upgraded to provide 4-stage biological nitrogen removal and re-rating to 3.5 MGD capacity. WWTP #2 is an
existing 1.9 MGD Sequencing Batch Reactor plant which was de-commissioned. The work generally consisted of furnishing all
labor, materials and equipment necessary to final construction. Completion: December 2012
3. Blacksford Water Reclamation Facility Phase II, $12,000,000 +
Project for JEA (Hai Vu, P.E.) including: Expansion/rehabilitation of the existing WTP and construction of a new SBR treatment
facility, sludge handling, chemical feed systems, blowers, odor control system, reuse pump station, UV facility, reuse storage
tank, EQ tank, electrical building, electrical, instrumentation, and all yard piping, site grading, landscaping and paving.
Completion: May 2007
Rangeline Road Water Treatment Plant, Port St. Lucie, Florida, $12,000,000 +
Project consisted of 4.0 MG pre-stressed concrete ground storage reservoir, high service pump building with high service
pumping facilities, motor control equipment, restroom, storage room and instrumentation/controls. Chlorine and ammonia
building including ammonia/chlorine feed system and associated rooms, 1-ton chlorine cylinder storage, ammonia storage
tank, weighing facilities, bridge crane, safety room and safety equipment. Generator building with standby diesel generator
set, fuel day tank, fuel storage tank, and fuel system. Hydropneumatic tank and associated equipment. All associated on-site
yard piping, flow meter assemblies, plumbing, site work, stormwater pond, grading, drainage, electrical, HVAC,
instrumentation and controls for system operation and monitoring. Completion: June 2009
