Data Privacy
• Adherence to Data Privacy Act of 2012 (RA 10173)
• Section 4(e) states that the right of privacy does not apply to
“information necessary in order to carry out the functions of public
authority, which includes processing of personal data for the
performance by the independent agencies of their constitutionally and
statutorily mandated functions.”
• Section 10 of RA 11315 states that participation in data collection
activities is purely voluntary

Confidentiality of Information
• Section 26 of RA 10625 states that data furnished by a respondent to
statistical inquiries conducted by PSA shall be considered PRIVILEGED
COMMUNICATION
• Section 19 of RA 10173 states that the personal information shall be held
under STRICT CONFIDENTIALITY and shall be used only for the declared
purpose.
• Household whose respondents signed the CBMS Form 3 (Waiver/Consent
Form) will have their data shared with NGAs that provide social protection
programs
• All personnel shall accomplish an Oath of Privacy

Responsibility of the Respondents
• Although participation is purely voluntary per Section 10 of
RA 11315, truthful and complete responses to the CBMS
data collection forms are very important for LGUs and
NGAs
• Enumerators must establish trust and confidence with the
respondent to draw in truthful and comprehensive
information
• Politely convince every respondent to participate

CBMS operation in the areas
under their jurisdiction, including
data review and evaluation, and
issuance of certification pass.

• City/Municipal CBMS Core Team
(C/MCCT):

⮚ City/municipal LGU staff in charge of CBMS
• Each city/municipality will have at
least 1 HCAS. (All HCAS wages will be
covered by PSA.)
• Under each HCAS, there will be 5
CBMS Area Supervisors (CAS).
(PSA/LGU will fund their wages.)

assigned under each CAS. (All HCAS

Communication Flow
• Communication from Central Office will be disseminated through
channels (RSSOs 🡪 PSOs)
• Field Offices to send communication through cbms@psa.gov.ph and

• PSA CBMS MIS User Forum is included in the 2022 CBMS
Management Information System to facilitate and organize filling of
questions and concerns.
