In the recent session on “Urban Resilience: Critical Ingredient of National Adaptation Planning Process” at the 8th Global Forum on Urban Resilience and Adaptation - Resilient City Series, representatives from the Joint UNDP-UN Environment National Adaptation Plan Global Support Programme (NAP-GSP), connected with municipal leaders, city planners, academics, research institutions and a broad range of essential stakeholders to explore the connection between cities, climate change adaptation planning, nationally determined contributions, vertical integration and more. The key goals of the session were to showcase major gaps in identifying climate threats in cities, outline key success ingredients to build urban climate resilience, convene a realistic step-by-step approach to building urban climate resilience, explore entry points for enhancing municipal finance for resilience programming, and assess and discuss synergies with international development partners in implementing the approach.

Overview Goal Statement: To review the Concept of Operations (CONOPS) developed in support of the El Niño Damage Preparation and Prevention project initiative. Background Information ● El Niño Southern-Oscillation (ENSO)- fluctuation in ocean and atmospheric temperatures throughout the pacific ocean ● Still unclear on background and reasoning and prediction of pattern ● Schedule varies, roughly 2-7 years in between cycles ● Most damaging effects were in 1972-1973, 1982-1983, and 1997-1998 2.2 El Niño Pattern Information 2015 ● March, May, and June recorded highest temperatures since 1880 ● Last major damage occurred in Winter of 1998 and resulted in $550 Million Dollars in Damages and over 20 inches of recorded rain at UCLA ● 95% chance that El Niño will hit during the 2015-2016 Winter months throughout the United States 3.1 Existing Systems and Operations ● Metropolitan Water District of Southern California “SoCal Water$mart” ○ City Rebates for collecting barrels of water (http://socalwatersmart.com/?page_id=2973 ) Rebates Start at $75 per Barrel Collecting and re-using rainwater from gutters and downspouts for lawns and gardens minimizes the amount of water flowing into your storm drains, sewer systems and local waterways. Plants and microbes prefer rainwater because it is naturally “soft” and free of chlorine, fluoride and other chemicals. Rain Barrel Guidelines Minimum size: 50 gallons Rain barrel must be designed for the intended purpose of rain capture Should have a cover to prevent mosquitos, rodents and debris from entering The rain barrel must be mounted in a way that allows the barrel to receive water unimpeded from a rain gutter. Should not block or restrict access to walkways or pathways Rain barrel must not be connected to the irrigation system and must be distributed through a hose or bucket Should be elevated 6 inches off the ground on a solid foundation Should be strapped to your home for safety if the height of the barrel is two times greater than the width Maximum of four rain barrel rebates allowed per home Rain barrel must be purchased as an entire rain barrel. Hello, this media article is interesting because it shows how people systems, and organizations are using water. If compare the real world of water with 3 organizations. two of these three organizations may have a water process, with slightly the same data input for the number of liters of water, while the third organization can have a gap in water consumption related to the data that can show probably that the control of flows inside the water industries, manufacturers and processors is not defined in the same way in the organizations. So, in order to draw a conclusion about the performance of a water system, it is important to know the water organizations. Information water systems and media with data are telling a story (a narrative that can be changed according to the organization and the data collection that has been classified, arranged, and organized, in order to show the experience that can help to discover the business water system. So, it is important to use the data to build a business model that can serve to compare other water organizations and to make diagnostics on the water system and resource consumption that are extracted from the supply chain. When you have done this preliminary work, and you can discover that not all water is consumed by people in the same way per organization, you will be able to enhance and improve the water resources with innovation for the real world of water processing and people water, system, and organization. For me, it is important to come very close to the water users and their consumption experience and disaggregate the data per user, industries, wastes, and leaks, so that water increase, is not just related to population increase, but also various drivers that are either inter or extern to the water system and processing. (either for the households, the country or internationally, the need for transparency, relevance, comparability....Behind the scene is the idea that climate is exclusively an issue with the atmospheric water and hydrology, while at COP27, it was important for the stakeholders and United Nations to reintroduce the forgotten dimension of climate which is the water circulation which is creating all the impacts that are attributed to temperature increases superior to 1.5° Celsius

Due to population growth, urban areas in Oregon have been expanding, leading to increases in impervious surfaces and net losses in wetlands, riparian vegetation, and forestation in the Northwest. Utilizing ArcGIS and NOAA’s C-CAP imagery, this study classifies and analyzes urban land use changes between 1996 and 2010. These findings shed light on the importance of land use management in urban settings and are being used by local watershed councils to advocate for changes within their stream basins.

Review of urban flood risk mapping methods to guide risk reduction strategies. Tiered vulnerability assessment for urban storm (overland pluvial and sewer), sanitary / wastewater and riverine systems is illustrated from "Flood Plain to Floor Drain", consistent with the author's design standards guideline for best practices and projects in existing communities. Example risk mapping / tiered vulnerability evaluations in Markham, Ontario and Stratford, Ontario are shown emphasizing where simple and intermediate risk assessment can guide no-regret, practically deployed policies and programs to reduce urban flood risk, and there advanced risk assessment can guide minor and major capital projects as part of more comprehensive studies in high risk areas that warrant infrastructure investments to lower flood damages in specific local systems. Presentation was made as part of the Ontario Urban Flooding Collaborative organized by Green Communities Canada.
