2. The scope of CoE
It builds an aggregation and integration place evidence of advanced/innovative
technologies and skills devoted to CH assets and activities in Lazio Region by 5
public universities (Sapienza as leader), CNR, ENEA and INFN in order to:
• provide of technical-scientific, entrepreneurial, institutional resources, linking and exploiting
existing research, training and technology transfer (new skills), improving the overall effectiveness
of investment in CH;
• Re-launch growth and interationalisation of regional SMFs;
• improve quality and capability in stakeholders, enterprises and institution working in the CH policy
sector through technology transfer and support for innovation processes;
• Promote, create and support human capital education to the service of the territory
It coherently works with The EC Agenda for Culture post 2020 (2018) reinforcing territorial cohesion
and competitiveness in sustainability by cultural inclusive processes indissolubly linked to the places
identity, territorial capital and geographical diversity

4. The CoE-TDC database have been developed
• By 4 research projects, storing different types of data and data-related functionalities
from various sources relevant for scopes, territorial analysis and monitoring. Main
outcomes:
• a complete database of CH, firms, stakeholders, activities in Latium region in order to make this
policy sector more efficient, more user-friendly, and more connected to the regional growth in EU
• an Observatory toolbox as well as outside world via web services. Observatoy will be prepared to
store and distribute efficiently several types of data, from local to global, from administrative to
gridded data. In addition, the database activity keeps CoR core datasets up-to-date and provide
support on data-related issues.
• By the CoE Registry (Anagrafe), a Database Portal (Observatory) ensures the availability
of timely, accurate statistical information which enables policy-makers, practitioners,
researchers and other stakeholders to address a wide range of issues in today’s rapidly-
evolving global economic and social landscape. The Register and Observatory Database
Portal gather and harmonise international statistical data in a multidisciplinary
environment which is a key to international comparative analysis and policy work.

Aims:
To develop technologies and methods already known at
scientific level in support of regional interventions aimed at
seismic improvement, reconstruction and revitalization of
seismic territories.
Obiectives:
1. provide modalities and tools for assessing the degree of
vulnerability of historical centres and their contexts
2. provide modalities and tools for assessing the degree of local
seismic hazard and the possible occurrence of hazard
3. allow evaluation of the actual and specific possibilities of
seismic improvement and earthquake reconstruction
4. identify innovative methodologies and new generation
materials for restoration and recovery by providing parameters
for feasibility assessment /applicability
5. disseminate methods and results of seismic verification tests on
materials for reconstruction and recovery
6. provide guidance on how innovative, low-cost, easily deployable
structural monitoring systems can be used and how the
interventions can be sustainable.

14. Creation and launch of the "Territorial Observatory" on environmental,
urban/rural, cultural and socio-economic questions in the Latium territories,
in order to:
• turism enhancement/promotion by UNESCO Management plans
• service activity for the enhancement of territorial attractiveness
• user-friendly tools for the collection of project ideas and the
simulation of projects aimed at the enhancement of regional cultural
heritage and their dissemination

STeMA_TIA mesures the CH as territorial policy (PRIN Prezioso 2019)
✓ Traditional indicators (like GDP) are not exhaustive to explain how wealth is distributed into regions
✓ The choice of cohesion indicators and data (... unit of measurement and correlation) becomes a central
issue (Eurostat, OCSE, ESPON, ISTAT…)
STeMA-TIA (Prezioso, 2015-2019), through 73 indicators and 4 Determinats,
allows “to analyze a regional territory and its internal and external cohesion
degree, to detect and to assess its resources and to relate inter-dependence
connections of policies”.
16. Hard/Soft in data collection for TIA and SEA
• Configuration Management (SCM) by Register: people, places,
technologies, publications, etc.
• STeMA 3.0 by Observatory. Applying the STeMA methodological approach
and GIS TIA and SEA (version 3.0):
• a comprehensive list of key performance indicators has been provided. They are geo-
referenced at 1:25.000 geo scale, collecting related information (by official DB from
several sources): i.e material and immaterial; natural and anthropic; firms and
people; cultural landscape and heritage; morphology; etc. 11 dimensions are
analysed ex ante
• In order to ensure the data comparability and usability at the regional, and local
scale, data collected are harmonized (e.g. GIS, statistics techniques, Cost Shanti
method, algorithms, etc.)
• The European and international standards for spatial referencing and data storage, in
particular the INSPIRE recommendations, and the metadata standards, ISO-19115,
are taken into account
19. STeMA Platform is creating as useful to the integrated, strategic
and cohesive spatial planning and municipal design. The access
will be frendly and transparent to create a community in the use
of data
