11 2001 attacks in the United States.

14. SUMMARY
Maritime security is under threat now than ever
Recent world Events have raised the concern of the
International Community regarding the safety and
security of ships.
ISPS Code was developed in the aftermath of the
September 11 attacks in the US and adopted in 2004.
The success of Maritime security depends largely on
the ability of nations to provide adequate legal security
regime in support of the shipping industry.
Level 1 refers to a normal security level that requires minimum security measures to be instituted by both the individual ships and port management authorities (Butcher, 2011). Security level 2 refers to a heightened level of insecurity that requires additional security measures to ensure the security of passengers and crew. The third and last security level refers to a situation during which a particular security risk is highly imminent. This necessitates specific security measures to be enforced to avert the imminent security threat (Butcher, 2011).
Hence, paragraph 18.5 and 18.6 of the ISPS code requires that regular training programs should be put in place whereby staff members are exposed to regular training on security procedures and plans. Those that do not comply with the ISPS regulations risk being sanctioned by being shunned in international trade (Bezemer et al. 2008).
