INTRODUCTION
DJ’s Mechanical, Inc. is a small business enterprise centrally located in Millstone
Township, New Jersey. Our staff has successfully completed mechanical contracting
projects in and around the New York/New Jersey Metropolitan area.
DJ’s is a full-service mechanical contracting firm. Our company has all the requisite
skills and disciplines required to support all facets of our clients’ piping needs. In
addition to offering a strong capability in plumbing and heating services, we offer
specialty disciplines such as shielded metal, arc welding, and process piping. We have
offered these services for years, continually providing exemplary support focused
specifically on our clients’ requirements. DJ’s is a union-affiliated firm, a 2012
Graduate of the SBA’s 8(a) program, and both MBE- and SBE-certified.
DJ’s professional staff has accumulated over seventy years of experience in mechanical
contracting and site restoration activities. We service both private and public sector
clients with a broad range of piping and HVAC services.
OUR TECHNICAL APPROACH
Project Planning For major mechanical contracts, we will review the plans prepared
by a mechanical engineer to familiarize ourselves with the work to be performed.
During this process, we will analyze the direction of the design to ensure that the desired
results will be obtained in a cost-effective, timely, and safe manner. Upon request, we
also have the capability to prepare mechanical plans and specifications in-house.
Initial Planning Major sources of input to mechanical planning are the collection
and the review of available site information, followed by a thorough site inspection.
After consultation with the client, we will identify and recommend options and
alternatives that will best suit the needs of the client.
Site Inspection After contract award, our staff will conduct an inspection of the
site to be renovated in coordination with the owner’s representatives. The objectives of
such meetings are to familiarize project personnel with the site surroundings, perform
preliminary surveys, and obtain and review any available information. Drawings, utility
maps and photographs of the area are valuable assets to obtain from the owner if they are
available.

QUALITY ASSURANCE
Throughout the years, DJ’s Mechanical, Inc. has implemented and adopted quality
assurance programs. The Federal Government has set up QA programs for all of their
facilities, which are based on the philosophy of thorough planning and specification of
goals, including minimum-acceptance criteria, in-line controls to detect deviations from
the plan or specifications, and systematic corrections for when deviations occur. The
procedures and specifications which form the basis of DJ’s QA program constitute a
proven method for ensuring that work is performed as specified, on time, and within
budget. Since the inception of our QA program, we have successfully implemented the
program on many projects to achieve the level of quality required to meet specifications
and clients’ needs.
SAFTEY PROGRAM
Conduct of field activities at many of our sites has the potential to affect the health and
safety of DJ’s personnel and subcontractor personnel, as well as that of the public. DJ’s
personnel have experience working in many different field conditions, ranging from
heavy equipment operation (cranes, backhoes, etc.) to work within congested industrial
areas. Work may also be performed in remote areas with limited medical and
emergency support services, if necessary.
Safety Overview Through an understanding of the potential hazards associated with
the construction activities at sites, coupled with the experience in conducting similar
work at commercial and industrial developments, our management team has developed a
safety program designed to recognize and mitigate all potential health and safety
hazards. Our safety program, which is followed for all site activities, is based on
applicable sections of the following:

Because of our awareness of safety issues, our firm takes great pride in meeting all
requirements listed above. We practice sound safety procedures in a cost-effective
manner that is in compliance with all the regulatory and contract requirements.

COST CONTROL
Cost Reductions As part of our cost reduction approach, DJ’s Mechanical can
provide expert piping services working within our clients’ budgets. With all projects, a
key element for successful completion is the development of action plans, in which
specific requirements for each element of work are combined into an integrated schedule
that defines its placement in the overall progress of the job. For time and material
projects, a project schedule and estimate will be developed that defines all labor hours,
materials, travel, subcontractors, and other requirements to complete the scope of work.
The monthly planned expenditures of labor effort and cost elements will then form the
basis for cost/performance status reporting. This information is used for reprogramming
of schedules and is applied in an effort to minimize impacts on project completion if
problems are encountered within any subtask. Management control of projects will be
implemented by thorough communication of objectives, clear and complete definition of
task sub-elements during planning stages, and frequent comparisons of level of effort
expended to technical output. The schedule and work plan developed by our clients will
be strictly adhered to during project commencement. Technical supervision and
inspections of each work assignment will be provided as part our day-to-day
management services.
Over the years, we have developed a rapport with a number of professional supply
houses throughout the eastern United States. Specifically, because of our close
relationships with a number of supply agents in the tri-state area, we can offer our clients
extremely competitive prices on most plumbing and heating materials, as compared to
the established rates in the New York/New Jersey Metropolitan area.
EXPERTISE
1. Piping: The personnel at DJ’s are fully versed in all facets of piping, whether it is
process, boiler, condensate installations or others. Our staff is composed of qualified
welders, fitters, and plumbers, who are very experienced in all types of material used in
piping installations.
2. Equipment Installations: As a mechanical contractor, and proficient in all facets
of HVAC, we deal with such items as heat exchangers, condensate receivers, boilers,
chillers, and much more.
3. Maintenance and Insurance Program: Being dedicated in our field, we provide
our clients with maintenance programs that will ensure proper care, as well as service,
for all of their needs. Along with this service is our 24-hour / 7-days-a-week response
team that insures all of our installations are working properly.

Key	Personnel	
DJ’s Mechanical, Inc. was founded by Daniel J. Fernandez II, in September of 1990. Dan received
his Bachelor of Science degree in Management from Gannon University, and his pipefitter-welding
certification, as well as plumbing, drafting and estimating training, from Local 9 Training School in
Englishtown, NJ. He has worked in the HVAC industry since 1977, and has completed over 600
contracts. He is a fully licensed and Certified Union Contractor with a Minority Vendor status, and
8(a) Certified with the Federal Government. He is one of only eight (8) personnel in the state of New
Jersey who is certified on the installation and operation of traveling water screens.
Philip McCarthy is DJ’s Controller, responsible for all aspects of Accounts Payable / Accounts
Receivable, including the processing of Certified Payroll forms. Mr. McCarthy has a Bachelor of
Science degree in Accounting from Lehigh University, and an MBA in Finance from Iona College.
He has over thirty years’ experience working in the financial industry, having held such positions as
Controller, Vice-President of Finance and Chief Financial Officer.
Thomas McWatters serves as Chief Estimator and General Project Manager. He has an Associates
Degree in HVAC Engineering Technology, with a Minor in Energy Technology. He has worked in
the HVAC industry for over twenty-five years, and is extremely knowledgeable in all aspects of
heating, ventilation and air-conditioning.
Teresa (Terry) Bryant and Lisa Marie Geltzer serve as Assistant Project Managers. They work
directly with Mr. McWatters to ensure all administrative tasks are completed properly and punctually,
and aid field personnel in their endeavors to meet project completion dates.
Terry earned a Bachelor of Arts degree in Psychology from Douglass College, Rutgers University, and
has over twenty-five years’ experience in customer service-related positions, including retail sales,
office management, and sales management.
Lisa Marie has over eighteen years’ experience as Assistant Controller in the automotive industry,
where she handled all daily operations and compliance issues. She is licensed with the Division of
Motor Vehicles to perform all work associated with daily operations for a dealerships’ DMV/MVC
needs. Lisa Marie was Owner/Operator of specialty retail gift shops in New Hope, PA and in
Baltimore’s Inner Harbor. She was responsible for handling all aspects of daily operations, as well as
consulting with the pet industry to bring new items to the market.
Their duties include: general office responsibilities; the processing of quotations and subsequent
purchase orders for the procurement of supplies, equipment, and subcontractor services; subcontractor
agreements, including contractual documentation, insurance certificates, Government compliance
forms, and other required documents; scheduling meetings, shipments, and commissioning / training
on the use of newly installed equipment; acquiring, organizing, transmitting & tracking submittal
information for owner approval; and the preparation of operation & maintenance manuals and other
required close-out documentation.
Robert Wernersbach, Sr. is the Field Superintendent for DJ’s Mechanical, Inc. He is a member of
Local Union 475 – Pipefitters and Steamfitters, and has been with DJ’s since March 2000. Mr.
Wernersbach has over 40 years of experience in the construction industry, performing all phases of
plumbing and pipefitting, welding and HVAC work, as well as masonry and general contracting work.
He has been OSHA-trained in safety, has completed training for construction quality management, and
is certified for medical gas installation. He communicates thoroughly with all parties involved in the
construction process, from office and administrative staff members to field personnel and
subcontractors to owners and government officials. He is capable of supervising several large-scale
projects at once without sacrificing quality of work, and has received numerous accolades and letters
of recognition and appreciation.
Walter Church is a General Foreman from Local Union 9 – Plumbers & Pipefitters. He has been a
member of Local Union 9 - the United Association of Journeymen and Apprentices of the Plumbing
and Pipefitting Industry of the United States and Canada for over twenty years. Mr. Church has more
than twenty years of experience in the construction industry, performing all phases of plumbing and
pipefitting, and has been with DJ’s since August 2002.
Michael (Mike) Rivera, Sr. and Carlos (Tony) Rivera, Sr. are both Foremen in Local Union 27.
They have been members of Local Union 27 Sheet Metal Workers’ International Association for over
eighteen years. They have both been with DJ’s Mechanical, Inc. since July 2005, performing all
phases of sheet metal work. Mike has worked in the sheet metal industry for more than twenty years,
while Tony has over thirty years of experience in this field.

I would like to point out the outstanding job that DJs Mechanical has done at Building 5957. 
 
Mr. Dan Fernandez’ crew has installed new air conditioner units in our building.  They have also 
responded whenever the air compressor unit outside, currently under service contract with Pride, by 
cleaning out the strainer on numerous occasions in order to clear alarms and get the unit up and 
running.  This was a huge morale factor for my Sailors who would have suffered thru 100+ degree 
weather while Pride pointed fingers and made excuses why they are not responsible.  Bottom line up 
front DJs always greets us with a smile and gets the job done period.  They take pride and 
professionalism in how they handle business and conduct themselves in the work place.

  • 5. 1 INTRODUCTION DJ’s Mechanical, Inc. is a small business enterprise centrally located in Millstone Township, New Jersey. Our staff has successfully completed mechanical contracting projects in and around the New York/New Jersey Metropolitan area. DJ’s is a full-service mechanical contracting firm. Our company has all the requisite skills and disciplines required to support all facets of our clients’ piping needs. In addition to offering a strong capability in plumbing and heating services, we offer specialty disciplines such as shielded metal, arc welding, and process piping. We have offered these services for years, continually providing exemplary support focused specifically on our clients’ requirements. DJ’s is a union-affiliated firm, a 2012 Graduate of the SBA’s 8(a) program, and both MBE- and SBE-certified. DJ’s professional staff has accumulated over seventy years of experience in mechanical contracting and site restoration activities. We service both private and public sector clients with a broad range of piping and HVAC services. OUR TECHNICAL APPROACH Project Planning For major mechanical contracts, we will review the plans prepared by a mechanical engineer to familiarize ourselves with the work to be performed. During this process, we will analyze the direction of the design to ensure that the desired results will be obtained in a cost-effective, timely, and safe manner. Upon request, we also have the capability to prepare mechanical plans and specifications in-house. Initial Planning Major sources of input to mechanical planning are the collection and the review of available site information, followed by a thorough site inspection. After consultation with the client, we will identify and recommend options and alternatives that will best suit the needs of the client. Site Inspection After contract award, our staff will conduct an inspection of the site to be renovated in coordination with the owner’s representatives. The objectives of such meetings are to familiarize project personnel with the site surroundings, perform preliminary surveys, and obtain and review any available information. Drawings, utility maps and photographs of the area are valuable assets to obtain from the owner if they are available. INCORPORATED
  • 6. 2 QUALITY ASSURANCE Throughout the years, DJ’s Mechanical, Inc. has implemented and adopted quality assurance programs. The Federal Government has set up QA programs for all of their facilities, which are based on the philosophy of thorough planning and specification of goals, including minimum-acceptance criteria, in-line controls to detect deviations from the plan or specifications, and systematic corrections for when deviations occur. The procedures and specifications which form the basis of DJ’s QA program constitute a proven method for ensuring that work is performed as specified, on time, and within budget. Since the inception of our QA program, we have successfully implemented the program on many projects to achieve the level of quality required to meet specifications and clients’ needs. SAFTEY PROGRAM Conduct of field activities at many of our sites has the potential to affect the health and safety of DJ’s personnel and subcontractor personnel, as well as that of the public. DJ’s personnel have experience working in many different field conditions, ranging from heavy equipment operation (cranes, backhoes, etc.) to work within congested industrial areas. Work may also be performed in remote areas with limited medical and emergency support services, if necessary. Safety Overview Through an understanding of the potential hazards associated with the construction activities at sites, coupled with the experience in conducting similar work at commercial and industrial developments, our management team has developed a safety program designed to recognize and mitigate all potential health and safety hazards.   • 7. 3 COST CONTROL Cost Reductions As part of our cost reduction approach, DJ’s Mechanical can provide expert piping services working within our clients’ budgets. With all projects, a key element for successful completion is the development of action plans, in which specific requirements for each element of work are combined into an integrated schedule that defines its placement in the overall progress of the job. For time and material projects, a project schedule and estimate will be developed that defines all labor hours, materials, travel, subcontractors, and other requirements to complete the scope of work. The monthly planned expenditures of labor effort and cost elements will then form the basis for cost/performance status reporting. This information is used for reprogramming of schedules and is applied in an effort to minimize impacts on project completion if problems are encountered within any subtask. Management control of projects will be implemented by thorough communication of objectives, clear and complete definition of task sub-elements during planning stages, and frequent comparisons of level of effort expended to technical output. The schedule and work plan developed by our clients will be strictly adhered to during project commencement. Technical supervision and inspections of each work assignment will be provided as part our day-to-day management services. Over the years, we have developed a rapport with a number of professional supply houses throughout the eastern United States. Specifically, because of our close relationships with a number of supply agents in the tri-state area, we can offer our clients extremely competitive prices on most plumbing and heating materials, as compared to the established rates in the New York/New Jersey Metropolitan area. EXPERTISE 1. Piping: The personnel at DJ’s are fully versed in all facets of piping, whether it is process, boiler, condensate installations or others. Dan received his Bachelor of Science degree in Management from Gannon University, and his pipefitter-welding certification, as well as plumbing, drafting and estimating training, from Local 9 Training School in Englishtown, NJ. He has worked in the HVAC industry since 1977, and has completed over 600 contracts. He is a fully licensed and Certified Union Contractor with a Minority Vendor status, and 8(a) Certified with the Federal Government. He is one of only eight (8) personnel in the state of New Jersey who is certified on the installation and operation of traveling water screens. Philip McCarthy is DJ’s Controller, responsible for all aspects of Accounts Payable / Accounts Receivable, including the processing of Certified Payroll forms. Mr. McCarthy has a Bachelor of Science degree in Accounting from Lehigh University, and an MBA in Finance from Iona College. He has over thirty years’ experience working in the financial industry, having held such positions as Controller, Vice-President of Finance and Chief Financial Officer. Thomas McWatters serves as Chief Estimator and General Project Manager. He has an Associates Degree in HVAC Engineering Technology, with a Minor in Energy Technology. He has worked in the HVAC industry for over twenty-five years, and is extremely knowledgeable in all aspects of heating, ventilation and air-conditioning. Teresa (Terry) Bryant and Lisa Marie Geltzer serve as Assistant Project Managers. They work directly with Mr. McWatters to ensure all administrative tasks are completed properly and punctually, and aid field personnel in their endeavors to meet project completion dates. Terry earned a Bachelor of Arts degree in Psychology from Douglass College, Rutgers University, and has over twenty-five years’ experience in customer service-related positions, including retail sales, office management, and sales management. Lisa Marie has over eighteen years’ experience as Assistant Controller in the automotive industry, where she handled all daily operations and compliance issues. She is licensed with the Division of Motor Vehicles to perform all work associated with daily operations for a dealerships’ DMV/MVC needs. Lisa Marie was Owner/Operator of specialty retail gift shops in New Hope, PA and in Baltimore’s Inner Harbor. She was responsible for handling all aspects of daily operations, as well as consulting with the pet industry to bring new items to the market.

Their duties include: general office responsibilities; the processing of quotations and subsequent purchase orders for the procurement of supplies, equipment, and subcontractor services; subcontractor agreements, including contractual documentation, insurance certificates, Government compliance forms, and other required documents; scheduling meetings, shipments, and commissioning / training on the use of newly installed equipment; acquiring, organizing, transmitting & tracking submittal information for owner approval; and the preparation of operation & maintenance manuals and other required close-out documentation. Robert Wernersbach, Sr. is the Field Superintendent for DJ’s Mechanical, Inc. He is a member of Local Union 475 – Pipefitters and Steamfitters, and has been with DJ’s since March 2000. Mr. Wernersbach has over 40 years of experience in the construction industry, performing all phases of plumbing and pipefitting, welding and HVAC work, as well as masonry and general contracting work. He has been OSHA-trained in safety, has completed training for construction quality management, and is certified for medical gas installation. He communicates thoroughly with all parties involved in the construction process, from office and administrative staff members to field personnel and subcontractors to owners and government officials. He is capable of supervising several large-scale projects at once without sacrificing quality of work, and has received numerous accolades and letters of recognition and appreciation. Walter Church is a General Foreman from Local Union 9 – Plumbers & Pipefitters. He has been a member of Local Union 9 - the United Association of Journeymen and Apprentices of the Plumbing and Pipefitting Industry of the United States and Canada for over twenty years.
