1. DMI is searching for the key experts for a mission in
Azerbaijan
DMI in consortium with Ekvita (AZ), has been shortlisted for the following EC financed
project: “Development of competiveness in key non-oil manufacturing sectors of
the economy of the Republic of Azerbaijan”.
The objective of this project is to develop competitiveness in key non-oil manufacturing
sectors of the economy of Azerbaijan and to strengthen public/private dialogue (PPD) with
selected sectors of the manufacturing industry.
More specifically the purpose is to enable the creation and functioning of professional
business associations in selected sectors, to carry out pre-feasibility studies of selected pilot
sectors of manufacturing industries, to propose changes in pertinent legislation to enable the
market economy to function more efficiently, and to improve skills among project public and
private stakeholders for the development of PPD and good business practices.
This project should start in April 2017 and will have a duration of 24 months.
We are currently searching for 3 Key Experts, with the following profiles:
1) Key expert 1: Team Leader, Senior Industry policy development Expert,
for a minimum of 170 work/days, (at least 80% of which to be spent in Azerbaijan)
Qualifications and skills
At least Masters Degree preferably in a field relevant to the project such as
economics, business administration, industry/manufacturing; in the absence of a
masters degree, equivalent professional experience of 15 years;
Strong management and analytical skills and ability to draft clear and concise reports,
proven by one sample report, where the expert was the lead or co-author;
Fluency in oral and written English (at least level 2 on scale of 1 (excellent) to 5
(basic)
Knowledge of Russian, Turkish or Azerbaijani would be an asset
General professional experience:
At least 10, but preferably 15 years of professional experience in industry and/or SME
policy development, after education and qualification criteria have been met
Specific professional experience:
At least 5 years, but preferably 10 years of experience in implementing projects in
one or more areas (industry policy development, public-private dialogue
establishment in non-oil manufacturing sectors, conducting pre-feasibility studies on
different sectors of industry (light or heavy industry);
2. Experience in providing strategic advice at top decision making level on strategic
approaches for national industry policies and strategies in this field proven by one
relevant project reference.
Preferred requirement:
Experience in capacity building development of the public institutions (e.g trainings
providing, mentoring) proven by two relevant projects references;
Experience with marketing and competitiveness schemes in current developing
economies;
Previous involvement in EU or international funded programmes, as team leader.
2) Key expert 2: Legislation/regulatory reform, senior expert for a minimum of
80 work/days, (at least 80% of which to be spent in Azerbaijan)
Qualifications and skills
At least Masters Degree preferably in a field relevant to the project such as law/legal
studies, economics, business administration; in the absence of a masters degree,
equivalent professional experience of 12 years;
Strong research and analytical skills and ability to draft clear and concise reports,
proven by one sample report/comparative analysis, where the expert was the lead or
co-author;
Fluency in oral and written English (at least level 2 on scale of 1 (excellent) to 5
(basic)
Knowledge of Russian, Turkish or Azerbaijani would be an asset
General professional experience:
At least 10 years of professional experience as a lawyer and/or legal consultant in
private/public sector, after education and qualifications criteria have been met
Specific professional experience:
At least 5 years of experience in one of the areas of the project (simplification and
/or harmonisation of laws/regulations, legislation for improvement of
competitiveness, trade (import/export) related legislation);
Knowledge and understanding of the local legal system and current practices in
economy/industry development proven by one relevant projects references (long-
term and/or short/term assignments)
Preferred requirements:
Previous involvement in EU or international funded programmes as legal expert
and/or consultant proven by two long-term relevant projects references;
Knowledge of procedural legal provisions applicable to development of the industry
sector in developed countries.
3. 3) Key Expert 3: Public-Private Dialogue, for a minimum of 80 work/days, (at least
80% of which to be spent in Azerbaijan)
Qualifications and skills
At least Masters Degree preferably in a field relevant to the project such as
economics, business administration, industry; in the absence of a masters degree,
equivalent professional experience of 12 years;
Strong organisational skills and ability to facilitate events, proven by one sample
presentation/newsletter/press release, where the expert was the leading
facilitator/negotiator etc.;
Fluency in oral and written English (at least level 2 on scale of 1 (excellent) to 5
(basic)
Knowledge of Russian, Turkish or Azerbaijani would be an asset
General professional experience
At least 10 years of professional experience in business/industry development, after
education and qualifications criteria have been met
Specific professional experience
At least 3 years of experience in public-private dialogue development and/or
management of professional associations in non-oil sectors of economy of relevant
practical experience in capacity development of public and/or non-government
institutions (business support organisations (BSO), chambers etc.)
Preferred requirements:
Knowledge of export promotion, employment creation and/or economy
competitiveness;
Knowledge of SME policies and/or implementation of such policies in developing
countries;
Previous involvement in EU or international funded programmes.
