I am a senior executive with more than 41 years of experience in aviation operations, management of
personnel and long and short term multi-million dollar budgets. My background includes strategic management
planning to develop plans, policies and programs for Navy command operations, Archuleta County government, and
most recently, the Terre Haute International Airport. I have developed capital improvement plans and have applied
for Federal and state grants in support of capital projects. I have developed and executed aviation safety and
protection programs, FAA Part 139 inspection requirements, and facility maintenance and life cycle management
programs for air and land side flight support operations. These Skills have successfully increased efficiency and
productivity, reduced costs, improved operations, while increasing a customer base locally and throughout the state.

I served as the Executive Director for the largest airport in the west central Indiana region. The office is
immediately responsible for Aviation safety, airfield and facilities security, critical infrastructure management
and security, strategic planning and economic growth in the expanding area of the eastern Terre Haute and Vigo
County. I reported to the Terre Haute Airport Authority Board of Directors in the management of over 25
million dollars of capital assets and infrastructure. My duties included, providing direct coordination in state
and federal grants in support of airport capital improvement programs and airport improvement projects with
the state of Indiana Aeronautical Division and the Airport Division Office of the Central Region of the FAA.
This provided the airport’s FAA Part 139 compliance. Lead several cross-functional teams in developing plans,
policies and programs for regional and state diverse organizations. I fostered close relationships with Indiana’s
Air Force and Army National Guard. As Director I provided numerous public speaking events with a passion to
discuss the economic impact and regional growth of the airdrome.
• All major facilities at the airport are leased for the first time in over 15 years.
• Aligned progression with two major airport development zones totaling over $20 million in investment.
• The Accounting function implemented a new financial management system which vastly improved capability.
• The maintenance department has begun the first implementation of maintenance management software in the
history of the airport. The results established a production control function, inventory of parts and tools,
a life cycle vehicle and equipment management and an important report generation tool.

• Chaired the key stakeholder’s meetings that completed the property negotiations, critical transportation avenues
and economic impact analysis for a 10.5 million-dollar maintenance facility. This also included a new security
access to the entrance of the Air Force Base.

• Indiana State University has opened its Flight Academy at the airport in a newly remodeled facility.

Archuleta County Senior Department Head and Airport Manager reporting to the Board of County Commissioners
on the facility management, flight operations, infrastructure operations and protection, aviation safety and security
operations, and commercial and private development of large industrial flight operations for the county airport.
Provides plans, policy, public updates to the County Commissioners in directing federal and state grants for facility
upgrades.
• I have defined flight operations, facility improvement with federal grant agreements for County Commissioners
and public dissemination. The results completed an installed of a parallel taxiway budgeted at $5,250,000.
• Coordinated and prepared reports for the County appointed Airport Advisory Commission. I reported monthly
to the Commission discussing and collaborating plans for the airport improvement.
• Developed commitment with Friends of the Airport and a variety of stakeholders in support of an airport
economic development study presented to the County Commissioners in July 2012. The study was presented
publicly and provided the details of economic development and growth for the County and City of Pagosa
Springs, Colorado. .
• Managed the County's airport operations budget and in addition, coordinated and developed federal aviation and
state grants in excess of 10 million dollars, resulting in increased aviation safety improvements, airfield security
procedures, and critical infrastructure protection.
• Provided strategic management planning for the county leadership emphasizing critical infrastructure
protection, and airfield access and security.
• Increased community relations and understanding the economic value of the County airport through interactive
presentations to numerous civic groups and specifically the local Real Estate Association and Chamber of
Commerce.
• With the collaboration of County Leadership and the Economic Development Corporation I completed the
negotiation and incentives for 60 aviation tenants and 3 commercial leases resulting in all facilities occupied at
the airport.
Captain, US Navy, Commanding Officer July 2004 to July2006
Fleet Coordination Group Yokosuka, Tokyo, Japan
I led the Command element for Naval Forces in 7th Fleet Western Pacific operations area. Naval Combat Liaison for
the Naval Commander and assigned to forward deployed combat air operations centers. Developed plans and
programs to integrate Naval forces aligned with the Commanders intend within the joint force component
commander's forward operations area. These duties greatly enhanced the war fighting contingency operations for the
Navy’s 7th
Fleet Western Pacific Operations and the U. S. Air Forces’ Joint Air Forces Component Commander of
this region enhancing national security objectives.

• Leadership depth and knowledge was key to deployment of active and reserve forces to sustain combat
readiness in contingency and exercise environment. I provided command leadership to a team of over 220
personnel during exercise contingency planning.
• Developed personnel readiness checklist that integrating skills required to effect readiness within operations
centers.
• Aligned communications with video conferencing and data exchange to enable immediate, timely feedback,
allowing maritime forces to be in concert with aviation and ground combat elements.

Developed plans, policy and procedures for effective leadership and management of all aviation aspects of Naval
Air Training. Advised the commander on five Training Air Wing's operations and procedures in conducting flight
operations to graduate students to receive their flight wings and qualifications. Developed and provided a strategic
roadmap for command management and training.
• Significant modifications were developed to adjust the aviation production pipeline while also increasing
proficiency. My team increased production by 27 percent within a two-year period.
• Managed production planning and control effort for high volume program. Resulting in 1700 flight training
students receiving their wings.
• Managed the strategic planning process for Naval Air Training and all subsidiary training wings. My leadership
with the Chief of Naval Air Training produced the first publication of CNATRA Vision 21, a strategic plan for

primary flight control operations. Responsible for the safe aircraft launch, recovery, and refueling of carrier air wing
aircraft. Additionally, directed flight and hangar deck operations, aircraft firefighting, and crash and salvage and
rescue operations. Designated as the aircraft carrier air space clearing authority.
• I served as the Air Boss for the carrier and air wing of 75 Navy aircraft. As a senior department head, I
completed a six-month carrier deployment with no loss of personnel and air wing aircraft.
