Overview of the Alliance Programs and Services Offerings
I. Population Health Systems
The Affordable Care Act (ACA) became law in March 2010 and was upheld by the Supreme
Court in June 2012. The ACA plan is on-going and cumulative. It mandates significant
change in the financing and delivery of healthcare. Additionally, sequestration legislation
further decreases payment to healthcare providers through 2023. This comes as the
requirements for improving patient care delivery, population health while decreasing
payments to providers of healthcare including hospitals, physician practices, ambulatory
services, pharmaceuticals and medical devices.
The Alliance Population Health Programs and Services:
• Provide assessments and evaluations of existing patterns of patient care delivery and
public health programs for population health systems as required by the ACA and other
regulatory and accreditating bodies for the improvement of patient health status while
decreasing the cost of care delivery.
• The provision of workshops, conferences, symposia that deliver an in-depth
understanding of healthcare reform (ACA) and its effects on healthcare through the
lens of healthcare executives, frontline clinical and operations service providers.
• Provide evidence-based best practices approaches for clinical, financial and operational
interventions for healthcare and insurance providers to address the requirement to
improve patient care, enhance health and the efficiency of care delivered.
• Planning and implementation of clinical, operations and financial systems which improve
the delivery of healthcare to populations across the continuum of patient care delivery.
• The evaluation of successes for population health related to the implementation of best
practices, clinical, operational and financial to validate the success of interventions as
well as the return on investment.
• The development of clinical and operations protocols for clinical and operations practices
providers across the population systems of care delivery, including physician IPAs and
ACOs.
2. II. Healthcare Information Technology/Electronic Medical Records
The Alliance provides expertise and analytic tools that gain needed quality patient
outcomes data to determine the successes of care delivery and efficiencies gained
through the implementation of best practices across the continuum of patient care
delivery. This includes the evaluation and implementation of electronic medical
records systems and strategies for healthcare providers to insure the improvement of
patient care outcomes and successes in their efficiency.
Alliance HIT programs and services include the following:
o Assessments of electronic medical records (EMRs) technology and
recommendations related to findings of their effectiveness.
o Evaluation of HIT systems and EMRs for clinical and patient requirements as
related to compliance with federal, state and other regulations and mandates.
o The evaluation of emergency department patient care tracking for quality and
efficiency.
o The assessment of ambulatory care patient information for quality and continuity
across the care providers and services, and offering recommendations for
improving such information capture and analysis.
o The development of required electronic quality measures systems for patients
with diagnoses of chronic diseases including, heart failure, diabetes, pneumonia,
and other chronic diseases as required by regulating bodies such as CMS.
o Electronic systems to track healthcare acquired diseases and document
improvements made.
Through implementation of best practices clinical and other best practices to meet
CMS quality standards.
o Provide information technology systems that integrate clinical and financial
information for patient care services to document both healthcare quality and cost
efficiency for identified programs and services implemented.
o Develop and implement clinical information systems integration for patient care
information across the continuum of patient care and patient satisfaction in a
population health system.
3. III. Patient Safety
Over ten years ago, the Institute of Medicine (IOM) issued its report ‘To Err is
Human”. Developing a safer and higher quality system of care by decreasing the
consequences of medical errors is essential. The IOM report found that up to 98,000
people die each year as a result of medical errors. Many medical errors are
preventable and thus, patient safety has become of highest priority for healthcare
providers:
• The Alliance provides assessments for patient safety in all required areas designated by
CMS and as a result of such assessments, recommendations for program and service
improvements.
• The Alliance and its clinical, research, operations and financial subject matter experts
(SMEs) assist the healthcare provider environments in developing and sustaining a
culture of patient safety and patient satisfaction.
• Evaluations of patient safety areas of focus offer the opportunity to then provide
recommendations for improving such patient safety.
• Support recommendations through coaching patient care providers for implementation of
recommended interventions.
• Develop patient safety resources including infection control manual templates as well as
policies and procedures that address and meet mandates of regulators such as CMS and
the Joint Commission (JC).
• Healthcare-Associated Infections (HAIs) are a leading cause of death in the United
States and HAIs are estimated at 1.7 million every year. CMS has standards that
healthcare providers must meet in order to prevent payment penalties.
• The Alliance conducts assessments and evaluations of healthcare personnel practices to
determine recommendations to be developed for decreasing HAIs.
• Once understood, healthcare delivery personnel may receive education and training
programs developed by Alliance SMEs to address and diminish HAIs in the healthcare
delivery environment.
• The development of critical patient safety resources such as infection control policies,
procedures and manuals specific to the provider environment are services offered
through the Alliance SMEs.
• The conducting of clinical research in collaboration with the provider and federal agencies
through grants and contract RFPs for which the Alliance can assist and support.
4. IV. Financial /Healthcare Delivery Systems
Given the challenges of healthcare delivery in a health reform (ACA) environment, the
Alliance has the expertise to support analysis, recommendations and implementation of
systems for cost efficiency and revenue enhancement.
Services of the Alliance include:
• Organizational evaluations to review to evaluate efficiency and effectiveness of financial
operations and personnel practices.
• Compensation Comparative studies for determination and appropriateness of finance
personnel.
• Financial close optimization assessments.
• Provide advisory services to the healthcare provider organization’s C-Suite.
• Revenue Cycle management (RCM) optimizer assessments, recommendations and
implementation plans for:
§ Meaningful Use
§ ICD 10
§ Population health values based services and models such as bundled pricing
§ Outsource of collections
• Supply chain evaluations, recommendations and program implementations for medical,
administrative supplies and medical devices.
• Subject matter expertise consults, advisory, recommendations and plan development in
the financial arena including:
§ Selling, general and administrative expense maximization
§ Offered intelligence in best practices for resource allocation
§ Coaching for expense management techniques to diminish resource actions
implementation
§ Cradle to grave expense management approaches and techniques

5. V. Monetizing Healthcare Assets
Providing healthcare organizations assistance in monetizing healthcare facility assets for the
purpose of the evaluation of medical facility assets, creating a method to acquire capital quickly and
efficiently without the loss of functional control, and selling of the asset. The Alliance SMEs can
provide the following services to healthcare organizations:
• Assist Hospitals, physician practices and other healthcare organizations in evaluating
their owned real estate holdings for receipt of needed capital to best support the critical
needs of the organization.
• National medical Real Estate Investment Trusts (REITs) identified to acquire healthcare
facilities to expand portfolios for their clients.
• Identify Medical REITs having substantial funds for the acquisition of healthcare real
estate.
• Coordinate Medical REITs the value of owned healthcare facilities for long-term lease
agreements.
• The Alliance SMEs will identify the most favorable REIT to determine value of the facility
and process for the purchase of the facility completion.
• The Alliance SMEs transaction process is ‘off market’ to insure confidentiality of the
transaction.
• The Alliance SMEs have extensive experience to support the process and involve REITs
on a national scale with a national reach to identify assets for evaluation.
• The Alliance SMEs is to determine with the healthcare facility owners the best fit medical
REIT to purchase the facility as well as the expertise in valuing the healthcare real estate
for the benefit of the healthcare organization.
6. VI. International Health
The Alliance has been providing healthcare services to organizations and
governments on an international scale and in public and private projects and
developments. The Alliance SMEs have provided services in many countries,
