budgetallocationandmore workloadoncurrentstaff.
II. The systemshouldhave itsthree componenthardware,software andorgware.
III. M&E shoulddevelopaqualitativemonitoringtobe independent

V. It shouldbe developedonthe basisof bilateral projectsreporting
VI. it needstobe compatible withotherdonor/CRPreporting; the CRPs/Centersneedtopushthe
