Presentation made at the Nile BDC launch event making the point that M&E in the CPWF is both an innovation itself, and works to foster innovation by supporting adaptive management.
1. M&E and Innovation NBDC Launching Workshop, Addis Ababa, ILRI campus, 28th-30th September 2010 Boru Douthwaite, bdouthwaite@gmail.com Sophie Alvarez, b.s.alvarez@cgiar.org Pamela Pali, p.pali@cgiar.org food · water · environment · livelihoods
2. M&E that fosters innovation M&E in support of adaptive management Goal posts shift, opportunities emerge, things change in unexpected and non-linear ways. Projects, BDCs and the Program must be able to be aware of their changing environment, learn and adapt. iM&E Provides structure to identify and learn about opportunity and threat (reflection on outcome pathways) Makes opportunity and process ‘legible’ so changes can be justified and funded
3. iM&E is an innovation itself As the video “How to organize a children’s birthday party” makes clear iM&E combines both ordered systems and complex systems thinking and approaches
4. Most of us see M&E as a chore, a hoop to jump through So ... M&E that fosters innovation is itself an innovation About managing the tension between Compliance versus learning Ordered systems thinking versus complex systems thinking An innovation to be co-developed in the NBDC, led by N5 iM&E is an innovation itself

12. Project inceptionreports A) Fulfilling Standard Clause 3.03 An updated Project Workbook based on interactions with stakeholders, e.g., in an inception workshop: Draft outcome logic model Indicator and milestone plan Plan forbase lining of outcome targets Signed MOUs corresponding to milestone plan Third Party Intellectual asset audit Any other documentation agreed to between the Project Leader and the CPWF. food · water · environment · livelihoods
13. Project inceptionreports B) Writing a Project Inception Phase Completion Report Exceptions or changes to the planned inception process Explanations of any significant changes made to the Project Workbook (a.) Key inception insights: bottlenecks (and how they were/ are being addressed) major achievements (and how they contribute to the project and BDC), Partnerships entered into and their relevance to project goals Needs from CPWF (especially M&E team). food · water · environment · livelihoods
14. Baseline Plan CPWF projects are expected to establish pre-existing levels of knowledge, attitudes, skills and pre-existing practices (levels of adoption) so that project contribution to any improvement can be evaluated at a later date. Do a baseline outline for each Outcome Pathway Seize as many opportunities as you can to collect baseline information Establish baselines for two of the most important outcome pathways in the OLM food · water · environment · livelihoods
