Jeevika/JTSP: 2016-2020
• Number of districts: 38
• Number of blocks: 534
• Number of villages: 45,103
• Number of SHGs: 1 million
• Number of women: 15 million
Scale-up of interventions within JEEViKA poses a significant
opportunity for outreach. To date, approximately 520,000
groups have already been formed in 534 blocks within the
38 districts of Bihar – i.e., more than 6 million women are
members of an existing JEEViKA group, covering a
population of around 30 million (~30% of rural Bihar). The
total number of groups will increase to approximately 1
million in next several years, covering a population of
approximately 60 million.

• Overall trade offs related to fidelity
to the model and sustainability at
scale
• Moving from a controlled
environment to one that is less in our
control
• Lack of capacity of field cadre in
participatory methods

• Initial low speed of adoption and
resistance to change (perceptions of
more work)
• Gaining political buy-in and acceptance in
the face of frequent change in leadership
and focus
• Needing to constantly justify they “why”
and the “how” of integration

• Pilot the scaling approach and not just
the technical model
• Incorporate as much as possible in
official government documents and
processes
• Be flexible and provide multiple options
• Completely shift to Jeevika system (vs.
trying to compromise)
• The importance of early wins/results

• Fund a recognized (by the gov) leader in
HNS for at least the first year to establish
non-negotiables
• Embed technical team into the right
vertical
• Negotiate at the top most level so that
scaling is on the strategic agenda
• Actively engage the gov representatives
at each and every step

• Be cognizant of external environmental
changes that impact government and
take advantage of them
• Many times going to scale can open up
new opportunities, so be prepared to
grab them
• Be patient and assume the best
