2. REDD+ safeguards
• Social safeguards support the rights of IPs and LCs, but
in doing so they also support REDD+’s effectiveness
• More research demonstrates the critical contributions
of IPs and LCs to biodiversity conservation, carbon
sequestration, and landscape restoration
• They’re an opportunity to expand rights and support
country climate (e.g., NDCs) and development (e.g.,
SDGs) ambitions

From the Convention to practice
• As per the UNFCCC, countries are to interpret the Cancun safeguards
based on their own legal frameworks and policy priorities no real
incentives to expand rights
• However, if equity supports REDD+, should that not be enough of an
incentive?
• Voluntary markets and high integrity mechanisms are starting to take
safeguards more seriously
• ART & FCPF is creating new pathways for inclusion-enabling market and
RBP transactions; and there are pledges for finance to work directly with
IPs and LCs
• But what is the track record up to now?

Conceptual questions
• Where should safeguards fall in the continuum between ‘doing no harm’ and ‘doing
better’?
• How best to recognise and address challenges on the mainstreaming of the realisation
that equity supports effectiveness?
• What kind of incentives can be provided to move along the safeguards continuum to
support community rights?
• Let’s start by looking at the evidence on how processes have taken place in East
Kalimantan and Jambi.
