Project Objectives
Build capacity in six sectors to reach their potential for
low carbon and economic development and develop an
MRV system in Colombia.
Thematic Areas

•Mitigation action plans in selected sectors (sectoral
plans).
Colombia (scenarios building)
Building on previous and on-going work:
•Abatement cost curves for Industrial sector
•Investment cash flows and funding for mitigation actions
in some agricultural subsectors
•abatement cost curves for specific alternatives (“low-
hanging fruits"
•Development of abatement cost curves in six sectors
(industries, energy, mining, waste, agriculture, transport),
including the definition of reference scenarios
Chile (starting with a vision)
Chile presented to the UNFCCC (2010) a voluntary
contribution to global mitigation under the
Copenhagen Accord:
• “nationally appropriate mitigation actions to achieve a
20% deviation below the “Business as Usual” emissions
growth trajectory by 2020, as projected from year 2007”.
• Energy efficiency, renewable energy, and Land Use
Land Use Change and Forestry measures will be the
main focus of Chile’s nationally appropriate mitigation
actions.”

The NCCAP (2008) key lines of action:
1) CC as a key issue in Chilean public policies and
national environmental regulations
2)Mitigation as a way to improve economic growth,
reduce overall GHG emissions and decrease adaptation
costs
3) Innovation in the financial and private sector as a
key strategy to increase opportunities for investment in
projects related to mitigation and CC adaptation
4) A strategic long term perspective based on the
assessment of future commitments on CC and their
likely effects on Chile´s international trade.

NCCRS Action Plan subcomponents:
Kenya (development linkages)
Objectives: To promote/support low emission
development in Kenya, in context of national
development needs
(i)To develop a GHG inventory management
system
(ii) To prioritize and develop identified NAMAs
from 4 in key sectors with in-built MRV system,
linkages with development priorities
(iii) Support technology actions in the context of
the climate change action plan
Key Challenges
•In spite of strong interest by government, institutional
coordination among many key stakeholders is very
difficult (roles, responsibilities, mandates, budget)
•Technical capacity to conduct some of the more
complex aspects of analysis (e.g. baselines, mitigation
scenarios, cost analysis, etc).
•Effective integration in national/sectoral policies
•Incentives for participation of private sector
•Lack of agreements under the negotiations (guidance,
template)
•Political buy-in of high level officials if perceived as
potential commitments (MRV)
•Institutional capacity to adopt NAMA, LEDS, MRV
related work on a sustainable basis

Colombia (Low-carbon dev – a political decision National Development Context The National Development Plan. 2010-2014 (PND) : Identificationand prioritization of mitigation options under the framework for a low carbon development strategy • The Policy Document (CONPES) – an Institutional coordination strategy for policy and actions in climate change 1. Climate Change National Adaptation Plan – 2. Colombian Low Carbon Development Strategy 3. National Strategy for Reduction Emissions from Deforestation and Forest Degradation

Colombia (focused on public sector but participation of private sector Project Objectives Build capacity in six sectors to reach their potential for low carbon and economic development and develop an MRV system in Colombia. Thematic Areas •LEDS / NAMA framed in the National Strategy for Low Carbon Development • MRV •Mitigation action plans in selected sectors (sectoral plans).

Chile (starting with a vision) Chile presented to the UNFCCC (2010) a voluntary contribution to global mitigation under the Copenhagen Accord: • “nationally appropriate mitigation actions to achieve a 20% deviation below the “Business as Usual” emissions growth trajectory by 2020, as projected from year 2007”. • Energy efficiency, renewable energy, and Land Use Land Use Change and Forestry measures will be the main focus of Chile’s nationally appropriate mitigation actions.”

Chile (building on national climate action) The NCCAP (2008) key lines of action: 1) CC as a key issue in Chilean public policies and national environmental regulations 2)Mitigation as a way to improve economic growth, reduce overall GHG emissions and decrease adaptation costs 3) Innovation in the financial and private sector as a key strategy to increase opportunities for investment in projects related to mitigation and CC adaptation 4) A strategic long term perspective based on the assessment of future commitments on CC and their likely effects on Chile´s international trade.

Kenya (development linkages) Objectives: To promote/support low emission development in Kenya, in context of national development needs (i)To develop a GHG inventory management system (ii) To prioritize and develop identified NAMAs from 4 in key sectors with in-built MRV system, linkages with development priorities (iii) Support technology actions in the context of the climate change action plan

Key Challenges •In spite of strong interest by government, institutional coordination among many key stakeholders is very difficult (roles, responsibilities, mandates, budget) •Technical capacity to conduct some of the more complex aspects of analysis (e.g. baselines, mitigation scenarios, cost analysis, etc). •Effective integration in national/sectoral policies •Incentives for participation of private sector •Lack of agreements under the negotiations (guidance, template) •Political buy-in of high level officials if perceived as potential commitments (MRV) •Institutional capacity to adopt NAMA, LEDS, MRV related work on a sustainable basis
