2. National Context
• Kenya has submitted the 2nd National Communication and NDC
• Preparation for 3rd NC ongoing with the establishment of technical teams
• The NDC targets emissions reduction by 30% below the 2030 emission baseline of
128 Mt CO2 eq.
• All sectors to contribute to mitigation goals; Land sector highest
• Forestry expected to reduce emissions by 50% of 2030 emission baseline
• Assessment based on models that use past estimates of AD
• REDD+ identified as key to realization of NDC goals

3. GHG Inventory and REDD+
• National GHG Inventory process coordinated by the Climate Change
Directorate at the MENR
• FRL and NFMS establishment coordinated by Kenya Forest Service
• Country- driven process with multi-institutional Technical Working Groups
• Land sector GHG estimates to be developed jointly as part of the SLEEK
Program
• Continuous Capacity development through FAO, CCI, JICA , FCPF and RRR+
• Strong need to synergize and harmonize efforts to ensure transparency and
consistency and support reporting of REDD+ performance

4. FRL Progress
• Definition: canopy cover >15%, tree height >2m height, and land area >0.5ha
• Forest categories:
o Plantation forests; Coastal and mangrove forest; Montane, western
rainforest and bamboo forest; and Dryland forest
o Canopy closure (above 65%, 40-65% and 15-40%)
• Activities to monitor: deforestation, forest degradation, restoration activities
• Scale: National - Recognize the existence of project activities
• Scope (pools): AGB, BGB, Scope (gases): CO2
• Construction approach: Historical average
• Mapping completed, AD, EF and estimates of historical GHG emission levels done;
• FRL draft developed and under consultation with stakeholders to address several
issues identified , including inconsistencies with GHGI

5. Project Achievements so far:
• Identify capacity gaps within institutions and entry points for capacity
strengthening – Scoping Mission
• Institutional and individual needs identified for intensive engagement for
the development of the GHGI and FRL – Inception Workshop
• Capacity building on GHGI preparation, training on data collection tools
and review of IPCC Guidelines – Regional Workshop in Cameroun
• Technical backstopping of the REDD+ FRL development – Peer Review of
the draft FRL

6. Expected Project Goals:
• Submission of the National FRL- refining the draft, submission and the Technical
Assessment process
• Submission of the 3rd National Communication
• Harmonisation of procedures between REDD+ and GHGI
• Full country-based capacity for GHG inventory and reporting for REDD+
• Established institutional networks for effective GHGI and reporting
